Plan to convert Harrogate offices into flats
A plan has been submitted to convert offices on Harrogate’s East Parade into four flats.
Signet Planning Directors Pension Fund has tabled the plan to North Yorkshire Council for Rowe House, 10 East Parade.
It would see the former offices converted into three two-bed and one three-bed flats.
In a planning statement, the developer pointed out that the Victorian building had previously been a town house before it was turned into offices.
It added that the property has not been designed with a shop frontage or window and the front garden was paved over to “reduce maintenance”.
The developer said:
The proposed change of use is therefore considered to lead to an enhancement to the appearance of the street scene in general due to the visual improvements that will result from returning the building back to its original use. As such there will be no harm to the character or setting of the conservation area.
The proposal would involve the change of use of the whole building, including the upper ground floor and lower basement, into residential use.
According to planning documents, three car parking spaces would service the property. However, the developer said it would be “reasonable to presume” that some occupants will not own cars and will walk to nearby facilities and services.
North Yorkshire Council will make a decision on the plan at a later date.
