Could e-scooter scheme be introduced in Harrogate?

A publicly-funded electric scooter scheme could be introduced in Harrogate to help provide affordable and accessible transport.

York and North Yorkshire Combined Authority is considering the policy as part of its draft local transport plan, which will go out to public consultation this summer.

The plan says the combined authority wants to roll out more “shared mobility schemes”, which would include e-scooters that provide another transport option for shorter journeys.

Officials at the authority want to introduce them in York before considering rolling them out into “bigger towns” such as Harrogate and Scarborough.

The draft transport plan says:

We will reintroduce a shared mobility scheme for e-cycles and e-scooters to York, as well as considering the rollout of similar schemes in other larger towns such as Harrogate and Scarborough.

When asked for further details by the Stray Ferret, the combined authority said shared mobility schemes were a “policy aspiration rather than a developed proposal” at this stage.

Government ministers are expected to bring forward legislation on the operation of shared e-scooter and e-cycle schemes within the next couple of years.

The move comes as a pilot scheme for e-scooters and bikes in York ended in May 2024.
