Strikes cost Harrogate hospital £1.5m this year

Industrial action has cost the trust which runs Harrogate District Hospital £1.5 million in 2023.

The hospital has been hit by numerous strikes in the last 12 months, with consultants and junior doctors staging walkouts in disputes over pay.

Harrogate and District NHS Foundation Trust said the figure was an “unavoidable cost” as a result of the strikes.

The move comes as NHS England has told hospital trusts to reduce targets for routine care in order to pay for the industrial action.

National health officials have estimated that the 40 days worth of strike action has cost NHS trusts £1 billion.

In a letter signed by Julian Kelly, the chief financial officer for NHS England, and Steve Powis, the national medical director for NHS England, local trusts were told that elective surgery targets would be scaled back.

It said:

“For the remainder of the financial year our agreed priorities are to achieve financial balance, protect patient safety and prioritise emergency performance and capacity, while protecting urgent care, high priority elective and cancer care.”

Currently, Harrogate hospital has 822 people waiting more than 65 weeks for surgery. No patients are waiting longer than 78 weeks.

However, a spokesperson for Harrogate and District NHS Trust, told the Stray Ferret that it does not expect NHS England’s target adjustment to affect its plans to tackle waiting lists.

They said:

“NHS England’s decision to reduce the elective activity target for 2023/24 is not expected to have a significant impact at HDFT.

“At the start of 2023, we had 2,918 patients awaiting surgical treatment who would have waited 65 weeks or longer by the end of March 2024. This number had reduced to 822 patients by November 2023 and we are currently on track to ensure no patient will be waiting beyond 65 weeks by the end of March 2024.

“We will continue to focus on cancer pathways to ensure we are able to get to a diagnosis within 28 days from referral and provide treatment within 62 days.

“HDFT is committed to providing the best possible healthcare for our patients and to ensure they can be seen at the earliest opportunity.”

Harrogate student complains after university dispute leaves her with ungraded degree

A Harrogate student has complained to one of the UK’s most prestigious universities after discovering her degree cannot be given a classification.

After studying for four years at Edinburgh University, Issy Murray found out that she would have to graduate with an ungraded degree.

This was due to an ongoing marking boycott by the University and College Union (UCU), which led to most of her work being left unmarked.

The boycott, which started in April, is part of a long-running standoff between the UCU and the Universities and Colleges Employers Association (UCEA) over staff pay and working conditions.

Across 145 UK universities, students like Issy have been caught in the crossfire, with around a third having their grades delayed. As a result, thousands are facing complications with applications to jobs and postgraduate courses.

Issy hopes to become a doctor and has applied to a competitive postgraduate medicine course, but thinks her chances of getting a place could be slim with an ungraded degree.

She told the Stray Ferret that the university has provided her with very little support. The most she has received was a letter confirming her attendance and, what she considered a somewhat insincere, late apology.

Issy’s mother, Sue Murray commented:

“The letter they’ve been supplied with isn’t worth the paper it’s printed on. It is very vague and Edinburgh Uni takes no responsibility for anything”

The former Harrogate Grammar student has been particularly unlucky. As well as the ongoing boycott, her time at university has been badly disrupted by multiple UCU strikes and covid.

Issy feels she has been continually let down by university management and strongly believes students should be compensated for their “huge investments”.

Her mother added:

“As it stands these poor (many young) people have nothing to show for their best part of the £40k debt they’ve incurred.

“They don’t know when; how or if their work is ever going to be marked as the university cannot confirm by when it will be assessed or by whom”

The Harrogate family have appealed to the university’s management team and Vice-Chancellor but with little success. They have also reached out to the Department of Education and their local MP, Andrew Jones, for help.

Issy said:

“We had a blind trust that we would get our degrees. No one expected this to happen”

“It’s not right and not fair so we are making a fuss, not just sitting back and taking it”

She still plans to attend her graduation ceremony this month to celebrate her time at university with friends and family.

However, without a classification for her degree, Issy said the event would be “bittersweet”.

 

More rail strikes in Harrogate and Knaresborough this week

Rail services in Harrogate and Knaresborough are set to be affected by a fresh wave of strikes this week.

Train drivers’ union ASLEF will walk out on Friday, May 12, prompting train operator Northern to cancel all services.

RMT members will strike on Saturday, May 13, leading Northern to operate only hourly services on a small number of key routes between 7am and 7pm.

Although there is no strike action on Sunday, May 14, services are expected to start later in the morning than normal due to what Northern has described as “fleet displacement”.

Tricia Williams, chief operating officer at Northern, said:

“It is disappointing to see the return of industrial action to the rail network.

“Whilst all strikes disrupt someone, these particular dates will have a significant impact on people travelling on our network to celebrate the Eurovision Song Contest in Liverpool.

“Given the context in which the UK is hosting this international event – on behalf of the people of Ukraine – this is particularly unfortunate.”

Northern’s guide to upcoming services

A statement on ASLEF’s website blamed the action on “failure of management to offer a fair deal on pay”. It added:

“Most of the drivers have not had a pay increase at all since 2019 and with inflation still well over 10% and the cost of living spiralling, this is not acceptable.”

Further ASLEF action, known as ‘action short of strike’ will take place for five consecutive days from May 15 to 20.

Northern is urging people to check train times before they travel’ as early morning and late night services may be affected.

ASLEF members are also due to walk out on May 31 and June 1 on which there will be no Northern services.

New timetable

This month’s strike action comes ahead of Northern introducing its new summer timetable on Sunday, May 21.

Customers who make regular journeys on the same train times are advised to check before they travel as some services may have been re-timed.

Harrogate train passengers braced for further strikes next week

Train passengers in the Harrogate district are set for two days with no services next week due to strike action.

Members of train drivers’ union the Associated Society of Locomotive Engineers and Firemen (ASLEF) are set to walk out on Wednesday and Friday in a dispute over pay and conditions.

Northern, which operates services between Leeds and York, has confirmed no trains will run on the days of strike action.

The company has also urged passengers not to travel as no rail replacement services will be operated.

It said in a statement:

“There will be no rail replacement buses on strike days for Northern services and some Northern stations may be closed or have reduced hours due to the limited staffing and services.

“Advanced tickets have been withdrawn from sale for strike day.”

The operator added that some services on the day after strikes may be also be affected.

Meanwhile, LNER, which runs services to London King’s Cross from Harrogate, said it would be running a limited timetable on the days of strike action and urged passengers to check their journeys before travelling.

Union bosses said the planned walkouts were a result of a pay proposal made by train operators which it said could not be accepted as it represented a “real terms pay cut” amid soaring inflation.

Mick Whelan, general secretary of ASLEF, said: 

“The proposal is not and could not ever be acceptable but we are willing to engage in further discussions within the process that we previously agreed.”

Besides train drivers, teachers, nurses and ambulance workers are all set to strike in the Harrogate district in the next two weeks.

Ambulance strike to hit Harrogate district tomorrow

Harrogate hospital bosses have said plans are in place to “minimise” the impact of forthcoming ambulance strikes.

Staff at Yorkshire Ambulance Service will walk out tomorrow (December 21) and next Wednesday (December 28) for 24 hours in a dispute over pay.

The move is part of a wave of industrial action taking place across England throughout the winter, with rail staff and nurses also staging walkouts.

In response to the strikes by ambulance workers, Harrogate and District NHS Foundation Trust has urged patients to continue to come forward for care.

A spokesperson for the hospital trust said:

“We are working hard to keep patients safe during strikes, while delivering the best care possible, and patients should continue to attend appointments as planned unless contacted to reschedule. 

“Nobody should put off seeking urgent or emergency care during the strikes, with key services continuing to operate.”

The trust added that it has contingency plans in place in accident and emergency, as well as measures to discharge patients, during the days of strike action.

It added:

“The safety of our patients is our utmost priority and we have contingency plans in place to minimise any impact industrial action will have.

“For instance, additional staff will be on duty in our emergency department on these days to manage any increase in walk-in attendances for those people unable to travel to hospital by ambulance.

“We also have alternative arrangements in place to help manage the discharge of patients who are unable to make their own travel arrangements so that they can leave our hospital in a timely manner.”

Meanwhile, managers at Yorkshire Ambulance Service have urged the public to only call 999 for an ambulance for life-threatening conditions or injuries amid stretched resources during strike action.

An agreement is in place between the unions and the service to cover life-threatening calls.

Nick Smith, executive director of operations at Yorkshire Ambulance Service NHS Trust, said:

“With continued operational pressures and the added challenge of industrial action, we will have less resources available to respond.  

“Services will be severely disrupted, with the likelihood of significant delays.”

Ambulance staff ‘had enough’

Union membership in

Yorkshire Ambulance Service employs 7,200 staff, of which about 4,000 belong to either Unison or the GMB unions.

It is one of nine ambulance trusts across the country whose workers have voted to strike.

Paramedics, emergency care assistants and call handlers will be among those planning to walk out tomorrow.

Staff at the ambulance trust voted to stage the strike in protest at a 4% government pay award.

Rachael Harrison, GMB Union general secretary, said workers have “had enough”.

She said:

“The last thing they want to do is take strike action, but the government has left them with no choice.

“(Health Secretary) Steve Barclay needs to listen and engage with us about pay. If he can’t talk to us about this most basic workforce issue, what on earth is he Health Secretary for?

“The government could stop this strike in a heartbeat – but they need to wake up and start negotiating on pay.”

No walkout at Harrogate hospital as part of nurses strike

No strikes will take place at Harrogate District Hospital next month when nurses stage a national walkout.

The Royal College of Nursing will carry out industrial action at hospitals across the UK over a dispute over pay with the government on December 15 and 20.

Locally, staff will strike at Leeds Teaching Hospitals and Leeds Community Healthcare Trust. However, no action will be taken at Harrogate in this round of strikes.

Members of the union will walkout at half of the locations in England where the legal mandate for strikes was secured in November.

However, the RCN has warned that more staff could take industrial action in January if negotiations with government are not held.

A spokesperson for the union told the Stray Ferret last week that the dates in December were the first phase of strikes and more could be carried out if an agreement is not reached.

They said:

“Not all members at employers where there is a mandate to strike will be called to strike on these first two dates.

“Phase one could be just the beginning of a longer period of strike action.”

Officials at Harrogate and District NHS Foundation Trust have pledged “minimal disruption” should any walkout take place at future strikes.

A spokesperson for HDFT said:

“While pay is a matter for government and the trade unions, we value our staff and want to see a resolution as soon as possible to ensure we can continue to focus on delivering world class patient care to all those who need it.

“We understand the importance of good pay and conditions for individuals and their families, as well as wider NHS staff retention and recruitment.

“We are working to ensure there is minimal disruption to patient care and that emergency services continue to operate as normal should any strike action take place, and have tried and tested plans in place to manage any disruption.”

Warning not to travel as strikes set to hit rail travel across Harrogate district

Train journeys across the Harrogate district are set to be severely disrupted this weekend as a national strike takes place.

Northern is advising passengers not to travel, with no trains currently scheduled to run through Harrogate and Knaresborough on the Leeds to York line on Saturday, November 5.

Network Rail has warned that there will be no rail connection between Yorkshire and London. Passengers heading towards the capital will only be able to get as far as Doncaster, and many other services across the region will be very limited.

The strike action by the RMT union will be repeated on Monday, November 7 and Wednesday, November 9. Services on the following days – Sunday, November 6, Tuesday, November 8, and Thursday, November 10 – are also expected to be disrupted, especially in the mornings.

Matt Rice, north and east route director for Network Rail said:

“I’m really sorry for the impact that this latest round of industrial action will have on passengers’ plans. We’re only able to offer a very limited service across Yorkshire, and trains that do run are likely to be busier than usual.

“Our best advice is to plan ahead, check your journey before setting off, and to only travel by train if it’s absolutely necessary on strike days. Thank you for bearing with us as we continue conversations with the trade unions to come to an agreement.”

This month’s strike is the seventh round of industrial action in the dispute over pay and conditions for rail workers. The union said its members are concerned about redundancies leading to unsafe conditions for staff on trains and in stations, as well as pay freezes for staff including cleaners, catering staff and track maintenance workers, while rail companies continue to make large profits and bosses take home high salaries.

Unison in Harrogate to ballot on strike action after rejecting pay offer

Unison at Harrogate Borough Council is to ballot members on industrial action after rejecting a “derisory” pay offer.

Members of the union voted to refuse a proposed increase of 1.75% last month. The offer followed a national consultation from the Local Government Association over a pay increase.

Of a turnout of 62% of its members, 74% voted to refuse the pay offer. Union bosses described the proposal as inadequate and “derisory” and recommended that members turn it down.

Now, Unison has said it will formally ballot its members on industrial action.

Dave Houlgate, secretary of the Harrogate local government branch, said:

“This overwhelming majority makes clear the strength of feeling among local government workers about their pay, here in Harrogate but nationwide too.

“Council and school workers have been the unsung heroes of the covid-19 pandemic, working tirelessly and often at risk to their own safety to serve their communities.

“Meanwhile, since 2010 the value of their pay has fallen by 25%. The 1.75% pay offer is completely inadequate and Unison members have made their feelings about it clear.”

Union officials said they intend to send out ballot papers in November or early December.

They added that any industrial action would be taken in the New Year, although this would be dependent on the outcome of the ballot.

The move to ballot on industrial action follows 79% of Unison members across England and Wales voting to reject the pay offer.
