Cabbies angry over plans to shorten Harrogate taxi rank

Cabbies have reacted angrily to plans to shorten the length of the main taxi rank in Harrogate as part of the £11.2m Station Gateway scheme.

The rank on Station Parade, opposite the train and bus stations, currently accommodates about a dozen hackney carriages.

Councillors want to reduce this by two vehicles and introduce a new bay over the road under plans to introduce single-lane traffic on Station Parade and create new cycle paths.

North Yorkshire County Council, which is leading on the gateway scheme, included the taxi rank proposals in new design plans that went out to consultation yesterday.

Tania Weston, the council’s programme manager for the gateway scheme, told a media briefing about the new designs last week that cabbies were satisfied with the new arrangements, which also include creating extra bays outside Mainline Taxis further along Station Parade.

Paul McMahon, who owns PM Taxis, said cabbies were told in talks with the council that the Station Parade rank would stay in its entirety.

He said:

“They have completely backtracked on what we were told.

“How can you possibly service a busy railway station, especially when conferences are in town, when you shorten the taxi rank?”

Kevin O’Boyle, who owns Central Taxis, said several town centre bays would be lost if the part-pedestrianisation of James Street also went ahead. He said:

“This would be an unfair, derogatory step.

“Problems were pointed out at council liaison meetings a good six months back but it appears to have changed nothing.”

Mr O’Boyle said shortening the main rank and creating a new bay over the road, which he understands will be for wheelchair-accessible taxis, would cause tensions among cabbies.

He said drivers sometimes already had to loop round Harrogate because spaces weren’t available on the rank and the situation would get worse.

He added it would also cause a scramble for customers on two fronts and cause ill feeling amongst cabbies waiting on the current rank who saw a wheelchair-accessible vehicle nip into the new bay over the road and pick up a non-wheelchair user.

Mr O’Boyle added:

“They need to get it into their heads that taxis are part of the infrastructure of the town.”

“Creating another rank will only cause divisions within the taxi trade.”

“During the second consultation we received feedback from taxi drivers and companies about the proposed changes.

“As a result, we are retaining the current taxi rank on Station Parade but this will be slightly shorter.

“There will be a relocated taxi space on the opposite side of the road.

“We have also included a raised table on the northern part of Station Parade (between Bower Road and Cheltenham Parade) to make easier for people to cross the road to access the taxi company.

“Previously taxi drivers requested additional taxi rank spaces on the west side of the town centre and we will offset any loss through the Transforming Cities Fund project by providing new spaces in this area.

“Additionally, should a decision be taken to progress the scheme, the contractor will be contacting taxi companies to understand their requirements during construction, including the potential location of temporary taxi ranks.”

The gateway project is one of three active travel schemes in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund.

It is supported by North Yorkshire County Council, Harrogate Borough Council and West Yorkshire Combined Authority.

Councillor Phil Ireland, Harrogate Borough Council’s cabinet member for carbon reduction and sustainability, said last week hailed the scheme as a “fantastic regeneration project and the first major investment in Harrogate in 30 years”.

But business groups have expressed concerns about its impact on retail.

The £11.2 million Harrogate Station Gateway will boost business, increase house prices and reduce congestion, according to an economic report published today.

North Yorkshire County Council, which is leading on the controversial scheme, has opened a third round of consultation.

As part of this, it published an economic case report showing the impact of the scheme.

The document says there is evidence that town centre retail is at risk of decline and ‘the proposed scheme contributes to increasing investment, job creation and productivity’.

It says the project would also create better opportunities to travel by foot and bike, attract more shoppers, increase land prices and ‘act as a catalyst to urban redevelopment and wider town centre regeneration’.

Businesses have expressed concerns about the impact of the scheme on trade.

They fear the loss of parking spaces, particularly on a part-pedestrianised James Street, and extra traffic caused by reducing some of Station Parade to single lane traffic will deter shoppers, as well as the impact of lengthy construction work.

But the economic case report says a survey of James Street users ‘indicates that over 90% of those doing business on the street would be unaffected by the removal of parking’.

It adds:

“Of the 10% or less that are parking, less than 20% were of the opinion that they would take their business elsewhere.

“In combination, were the parking to be removed from James Street, the impact on current shopping/business visitors could be expected to be less than 2%.”

The findings are based on interviews with 294 people entering or leaving shops or businesses on James Street in October last year.

The report says the ‘overall impact on retail footfall is expected to be positive’ and that ‘research has also shown that station enhancements tend to increase the value of existing land and properties within certain radii surrounding the station’.

Congestion fears

North Yorkshire County Council said last week the scheme would extend the average journey time around town by 73 seconds at peak times. Some opponents fear the reality will be worse and the extra congestion will reduce property prices.

But today’s report rejects this. It says offices near the station are in high demand, adding the 11-storey Exchange tower on Station Parade has 99% occupancy and commanded office rents of approximately £25 per square foot.

Houses within 500 metres of the station could expect a 10% increase in value and houses within 1,000 and 1,500 metres could expect an uplift of up to 5%.

The report concludes:

“Based on local conditions, academic studies and case study evidence there is a strong economic case for the Harrogate Station Gateway.”

“The scheme is considered to support inclusive growth by presenting new opportunities to access jobs, education and training – that will serve to support a sustainable labour force in the district.

“This document has reviewed what is a large body of evidence and the strong precedents that indicate the Transforming Cities Fund scheme is likely to increase footfall and retail performance, increase property/land values and increase business investment.”

The project, which is not due to start until at least late spring next year, is one of three in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund to promote active travel.

Today’s economic case report comes after Harrogate property developer Chris Bentley, who owns Hornbeam Park Developments, expressed concerns about the legality of the consultation process and said he was considering a judicial review.

North Yorkshire County Council, Harrogate Borough Council and West Yorkshire Combined Authority all support the gateway.

New Harrogate Station Gateway details revealed today

The councils behind the Harrogate Station Gateway said it was time for the town to “seize the opportunity” today, as new details of the project emerged.

A media briefing was held in Harrogate today before a third phase of consultation on the latest proposals begins on Wednesday.

Key elements of the scheme, including the part-pedestrianisation of James Street and some of Station Parade being reduced to single lane, remain in place and are non-negotiable, councillors said.

But the briefing did reveal some changes:

Conservative councillor Keane Duncan, the executive member for access and transportation at the county council, told the briefing it was time to “crack on”.

He said:

“We want to continue with this scheme. It’s an exciting opportunity for Harrogate. We are at the stage where we either seize the opportunity or lose it.

“We need to take this scheme forward. If we didn’t it would be a travesty for Harrogate.”

The scheme aims to encourage cycling and walking and make the town centre a more pleasant place to visit.

But business groups fear the loss of parking spaces and potential congestion could deter shoppers.

Cllr Duncan said the council didn’t want a “war” with businesses, which have expressed major doubts about the initiative.

He said the gateway would attract more people into the town centre and be good for business.

Councillor Phil Ireland, Harrogate Borough Council’s cabinet member for carbon reduction and sustainability, said the scheme was a “fantastic regeneration project and the first major investment in Harrogate in 30 years”.

Cllr Ireland added that if it didn’t succeed, after months of wrangling, it could “affect how Harrogate is looked upon when future funding is available”.

He said the average car journey in the Harrogate district was less than 2km and this scheme would encourage more people in the town centre vicinity to walk or cycle. Those who didn’t, he added, still had 6,000 parking spaces, many of which are free.

The Harrogate scheme is one of three in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund.

Tania Weston, Transforming Cities Fund programme manager at the county council, hailed the public realm benefits, such as completely revamping Station Square to include a water feature and new seats.

Ms Weston added empirical evidence suggested there was widespread misconception about the impact of active travel schemes on businesses, with them usually having a “positive or neutral” impact.

She said there would also be a focus on making One Arch “pleasanter” by improving the landscaping and introducing lights with a “shimmering” effect inside the tunnel.

Drop-in sessions will be held from 9am to 5pm at the Victoria Shopping Centre on August 4, 5 and 6 as part of the consultation. An online event will be held on August 10 at 6pm.

 

Harrogate’s Ernest Jones jewellery store closes

The Ernest Jones shop on James Street in Harrogate has closed.

Removal vans were spotted outside the jewellery store yesterday morning.

The store has been a fixture on James Street for 20 years, having opened in 2002.

Attempts to clear the unit began yesterday morning.

There have been a number of shops opening and closing in Harrogate recently, particularly on James Street.

Last week Oliver Bonas announced its new Harrogate store would open on James Street in September.

Ernest Jones set up in 1949 in London’s Oxford Street and now has more than 100 stores across the UK.

The company did not respond to the Stray Ferret’s enquiries by the time of publication.

Oliver Bonas to open in Harrogate in September

Oliver Bonas has confirmed it will open a new store on Harrogate’s James Street in September.

The clothing and homeware store will be based in the former Next unit after agreeing a lease for the ground floor, which includes 3,700sqft of space.

The store agreed the lease on James Street with property owners Countrylarge, which is set to unveil proposals to convert the upper floors into serviced apartments.

Antony Rosindale, from Countrylarge, said:

“We’re very excited to be bringing a leading lifestyle brand to the heart of Harrogate town centre and our vision for the building will fully utilise all the existing space. It’s a grand building and we want to ensure that it is all used in the best way possible.”

Oliver Bonas, which was founded by Oliver Tress, opened its first store in London in 1993. It now has 75 outlets in the UK and the Republic of Ireland.

This will be its first shop in the Harrogate district, adding to a number of new arrivals on James Street in recent months.

Rumours of its impending arrival began to circulate earlier this year, as reported by the Stray Ferret. Fashion retailer Jules B is also set to open in September in the former Jaeger unit on Cambridge Crescent.

Pret a Manger set to open in Harrogate tomorrow

A new branch of Pret a Manger is set to open its doors in Harrogate tomorrow morning.

The sandwich and coffee shop on James Street will welcome customers from 7.30am, signs in the window reveal.

Rumours of the chain’s arrival began to circulate at the beginning of the year, as reported by the Stray Ferret.

It was not until April the company confirmed it would be opening in the unit formerly occupied by Messums Gallery.

Meanwhile, Skipton Building Society has confirmed its new Cambridge Street branch will open tomorrow as well.

The company has moved from Princes Street to part of the building previously occupied by Topshop and Topman, which has been split into smaller units.

Part of it is now a Sainsbury’s Local, and the remaining section of the building on the ground floor is still unoccupied, but an application has been made by Cosy Club for a licence to open a bar there.

Revival for James Street as major brands set to open doors

Business leaders say one of Harrogate’s most prestigious streets is experiencing a resurgence after the challenges of covid.

James Street was for many years seen as the most desirable place to open a shop in the town, with its heritage features and high quality brands.

However, the last couple of years have seen it struggle with empty units, the temporary removal of parking spaces, and controversial plans to pedestrianise at least part of the street.

But with major national brands including Oliver Bonas and Pret a Manger set to open there in the coming months, along with popular local beer emporium Husk, could James Street be experiencing a return to its former fortunes?

Harrogate BID certainly thinks so, as manager Matthew Chapman explained:

“It is very good news to see a swathe of new business opening on James Street, including a number of well-known national brands.

“It has always been one of the town’s most prominent streets, hosting a wide variety of quality shops, and when Next moved to Victoria Shopping Centre it was a blow. In its place we had a discount store, which certainly wasn’t in keeping with other shops on the street.

“Now the unit is to be occupied by what we believe to be a top fashion brand, and coupled with Pret a Manger moving in next door, it will give James Street a very welcome boost.”

The positive news for the street comes despite fears raised by existing businesses that any pedestrianisation – and the nearby Station Gateway scheme which would reduce Station Parade to one lane for cars – could be severely damaging to retail.

Business owners have argued that customers like to park up nearby and pop into shops for just a few minutes, rather than parking further afield and walking in. Reducing their ability to do so, owners say, will have an effect on footfall and seriously hamper their viability.

Bob Kennedy, who owns Porters on James Street, said the arrival of new businesses is a welcome sign – but does not necessarily reflect confidence in the proposed changes.

“It’s a classic case of what will happen if we pedestrianise it. Walk up Cambridge Street and have a look at the quality and you realise why people want to be on James Street instead.

“I don’t think [pedestrianisation] would lead to businesses leaving. With the larger independents and upcoming chains, it’s simply if you are in a spot and it’s making you money, you stay. If it’s losing you money, you look to leave.

“Whether the Station Gateway will lead to people taking less money and less profitability and therefore make them think about leaving, who knows?”

Mr Kennedy said rents had come down as landlords realised demand for retail space had fallen slightly, making it more viable for businesses to open up and try to make shops viable.

This was more likely to be a factor, he said, than any proposed changes which could take a long time to come into effect.

However, he said the situation was cyclical, with low rents encouraging more demand, which would in turn drive rents back up. Larger, national brands would be more likely to be able to absorb those higher costs, he said.

For Harrogate BID, there is a clear sense of positivity across the town centre after a tough two years.

Mr Chapman added:

“It’s not just James Street that is seeing new life being breathed into empty units.

“Walking around town as I do regularly, new businesses are also popping up in a number of other locations, including Montpellier, which is good news for the town centre economy.

“Having a vibrant mix of national and independents is what makes Harrogate appealing to shoppers, both local and from further afield.”

Developer appeals James Street flats plan

A developer has appealed a decision to refuse a plan to redevelop a retail unit on Harrogate’s James Street to create three flats.

The application was made by Leeds-based company SJM Cotech Ltd and included plans to create a three storey extension for the flats to the back of the site and create two ground floor retail units.

The developer revised the plans after submitting them in May 2021, which initially outlined proposals for four flats.

It said in documents submitted to the council that the proposal would help to “deliver a high quality residential scheme” for the town.

However, Harrogate Borough Council refused the plans in February this year.

The property is located at 16 James Street, near the cut-through to the Victoria shopping centre. It fronts both on James Street and on Market Place to the rear. It was previously home to Thomas Cook, the travel agent.

Council officials said the proposal would fail to enhance or preserve the character of the conservation area.

In a decision notice, the council said:

“The rear historic offshoot is considered a heritage asset. The proposal seeks to remove and replace this without suitable justification.

“The proposal therefore would fail to enhance or preserve the character and appearance of the host building and Harrogate Conservation Area.”

It added that the proposal would “result in poor levels of natural daylight to all apartments”.

SJM Cotech Ltd has since taken the refusal to the government’s Planning Inspectorate.

A planning inspector will decide on the proposal at a later date.

Oliver Bonas set to open store in Harrogate

Oliver Bonas looks set to be unveiled as the latest big name addition to Harrogate’s high street.

The clothing and homeware store is advertising for a store manager and deputy store manager to run a shop in Harrogate.

The Stray Ferret understands it has identified the former Next store on James Street as its home.

There are also rumours that German fashion giant Hugo Boss and USA clothes retailer Anthropologie are considering opening outlets in Harrogate.

The company’s website says:

“We have an amazing opportunity for a store manager to join Team Oliver Bonas in our Harrogate store.”

The salary is described as ‘competitive with benefits’. The website also advertises a deputy store manager vacancy.

The closest ones to Harrogate are currently in Ilkley, Leeds and York.

Pret A Manger set to open in Harrogate ‘very soon’

Pret A Manger has confirmed it will open a shop on Harrogate’s James Street “very soon”.

The Stray Ferret revealed in January the sandwich shop franchise planned to open in what was at the time Messums Yorkshire, a gallery curated by artist Johnny Messum. The gallery is now closed.

Pret has now confirmed a store, creating 15 jobs, is expected to welcome customers by late spring.

Pano Christou, chief executive of Pret, said:

“We’re excited to be expanding our footprint in Yorkshire as part of our wider ambition to bring Pret to more people.

“Harrogate is a beautiful and historic town, bustling with tourists and a thriving community. We look forward to welcoming locals and visitors alike into our new shop, very soon”.

Pret currently has more than 450 shops in the UK, with the majority in London.

This will be the first Pret in the Harrogate district. It will sell hot drinks, sandwich and grab and go menu.

Pret will will become the latest in a significant number of new arrivals on James Street over the past few months.

Tom Limbert, director of property consultants Central Retail, which acted for the landlord, said:

“It’s great to finally bring Pret A Manger to Harrogate. They have looked at the town on and off for a number of years but it shows national occupiers still have belief in the town.”
