Cycle schemes in Harrogate and Knaresborough will not go ahead after the government rejected the bids for funding.

North Yorkshire County Council applied for £3.19 million from the fourth round of the Department for Transport’s active travel fund.

It would have paid for segregated cycle routes on Victoria Avenue in Harrogate, a section of the A59 between Mother Shipton’s Cave and Harrogate Golf Club and a project in Richmond.

But the DfT allocated the £200 million to bids from other local authorities instead.

The council indicated in a news release last month it had been allocated £1.08m from the fourth funding round and been invited to bid for an additional £2.16m. But it said today it had actually not been awarded a penny.

The news is another blow for attempts to encourage cycling in the Harrogate district after phase two of the Otley Road cycle route was abandoned and traffic calming measures on nearby Beech Grove were reversed.

There is still no final decision on the £11.2 million Station Gateway, which would improve cycling around the train station.

It also appears to leave wider plans to create a connected, segregated cycle route from Cardale Park to Harrogate town centre in tatters.

North Yorkshire County Council’s Conservative executive member for highways and transportation, Cllr Keane Duncan, said:

“We are inevitably disappointed that our ambitious £3.19 million bid to enhance facilities for cyclists and pedestrians through the fourth round of the government’s active travel fund has not been successful.

“We believe we put forward strong proposals for the three schemes.

“We are seeking detailed feedback from Active Travel England so we can understand the reasons behind their decision. We hope to work with them to progress schemes in these areas and elsewhere in the county successfully in future.”

Otley Road cycle route works set to finish next week

Building work for the first phase of the Otley Road cycle route is set to finish on Thursday December 16.

North Yorkshire County Council said works would have been completed earlier but contractors have been delayed due to the recent spells of stormy weather.

Works have continued throughout November and December to build the new cycle route, which is part of a package of sustainable transport measures in the west of Harrogate.

For its first phase, a section is being created between Harlow Moor Road and Cold Bath Road.

NYCC’s highways area manager Melisa Burnham said:

“Adverse weather caused by storms Arwen and Barra has extended the completion date for the first phase of the Otley Road cycleway. We are aiming to complete the bulk of the work by 16 December.

“However, some remedial work will remain to be completed in the New Year.”

The second phase from Arthur’s Avenue to Beech Grove will be built at a later date.

Whilst many people are looking forward to new cycling infrastructure on Otley Road, others have complained about the disruption it’s caused so far with work continuing late into the night.

Rene Dziabas, chair of the Harlow and Pannal Ash Residents Association, said the group has gained several new members from local residents who have been annoyed by the building works.

In late November, a resident told the Stray Ferret that he was “upset and angry” a mature tree was felled to make way for the route.

£827,100 contract to start work on Otley Road cycle path in September

An £827,100 contract is set to be awarded to undertake work on the first phase of the delayed Otley Road cycle route in Harrogate.

North Yorkshire County Council is advertising the contract, known as the West Harrogate Scheme, with the start date given as September 6.

A total of £3.2 million was set aside to build the route in 2018 but the plans have been beset by delays that have frustrated Harrogate’s cycling community.

Tenders for the contract are due to be submitted by July 16.

Work will include widening Otley Road on the approach to Harlow Moor Road as well as the creation of a designated left turn lane on the western approach to Harlow Moor Road and designated right turn lane on the eastern approach.

An off-road cycle route would also be created between Harlow Moor Road and Cold Bath Road as part of the contract.

Traffic light junctions would also be upgraded.

The county council confirmed that the final two phases of the scheme would also be awarded via open tender.

The second phase of the cycle route will link Arthurs Avenue to Beech Grove and the third will connect Cardale Park to Harlow Hill.

Negotiations with the Duchy of Lancaster over the exchange of Stray land have caused delays.

Harrogate Borough Council agreed in March to designate a plot of land on Wetherby Road as Stray land in exchange for the loss of grass verges on Otley Road for the new cycle path.

Cllr Don Mackenzie, executive county councillor for access, told the Stray Ferret a fortnight ago that the authority expected work on the first phase to be completed “within a few months”.
