Valley Drive parking fines are a council money spinner
It is little wonder the council makes so much money from parking fines on Valley Drive in Harrogate as one side of the road permits three hours of parking whilst the opposite side gives only one hour.
It’s fairly obvious that if someone who does not know the road parks on the one-hour side and looks across to the other and sees the three-hour parking sign, they may well think that applies to their side too without checking.
It has always seemed unfair to me that this anomaly could catch many people out. I daresay the council realises the anomaly too but are hardly likely to remedy it when it is such a money spinner.

Ripon councillors still dining out on anti-Harrogate rhetoric
Ripon city councillors have dined out on anti-Harrogate antics from 1974 to 2023 — almost 50 years of negative opposition instead of creative engagement — ensuring the continuous election of the same.
How long before they then turn their sights on the new North Yorkshire Council for failing to give them what they want, which is complete control of everything Ripon-related?
The ‘leader’ of Ripon City Council (actually a parish council) — is there even such a role in most parish council standing orders? — was elected as an ‘independent’ but has subsequently decided to support the Conservative councillors on North Yorkshire Council.

Why weren’t pedestrians consulted about Station Parade roadworks?
I was disappointed to see that pedestrians have been given little thought in the redevelopment of Copthall Towers on Station Parade. The footpath along one whole side of Station Bridge is now entirely blocked off.
I walk this way on the school run daily, coming from the direction of East Parade. This obstruction means we have to go clockwise around the roundabout in order to reach the far side of Station Bridge.

This may not seem like a significant detour to some, but try adding a pushchair and early walkers into the mix.
More significantly, it also necessitates crossing two roads which don’t have a pedestrian crossing, one of which has two lanes approaching the roundabout.
Was any thought given to adding temporary pelican crossings at Station Avenue and North Park Road? Or perhaps, giving pedestrians priority over Station Bridge, rather than drivers?
It would be refreshing to see our elected leaders and planning officials put pedestrians first for a change; prioritising greener, more sustainable travel choices and making it easier and safer for people to walk.
It’s already hard enough to navigate the piles of dog excrement, pot holes and parked cars which furnish our pavements so abundantly.

More parking fines issued at Valley Drive than any other Harrogate street
More parking fines have been issued at Valley Drive than any other street in Harrogate, with the council collecting over £73,000 from motorists since 2021.
Valley Drive, which runs adjacent to Valley Gardens, has topped the list for the most on-street PCNs issued in the town during each of the last three years.
North Yorkshire Council, which controls parking in the county, supplied its parking fine data for Harrogate to the Local Democracy Reporting Service following a freedom of information request.
In 2021, there were 1,402 penalty charge notices (PCN) issued on Valley Drive which generated £35,153 for the council.
The number fell to 978 PCNs last year worth a combined £23,814.
So far in 2023, the council has issued 672 PCNs which has brought in £15,070.
Valley Drive is in a disc zone which is when motorists display a paper disc with the clock set to the time of arrival in order to receive free parking.

However, if motorists do not display a disc after they park, or they stay longer than their allotted time, they are liable to receive a PCN worth £50 — which is reduced to £25 if paid within 14 days.
North Yorkshire Council said it has stepped-up patrols on Valley Drive which has reduced the number of offences.
The street with the second-highest number of parking fines is West Park, which is next to a section of the Stray and hospitality venues including Weetons, the Coach and Horses and the Yorkshire Hotel.
There have been 1,399 PCNs issued on West Park since 2021 generating a total of £30,382.
Other streets to make the top 3 include St Mary’s Walk, James Street and Station Parade.
Steve Brown, North Yorkshire Council’s head of parking services, said:
“Our parking officers patrol areas with both waiting and stopping restrictions. The patrolling is random, but the areas that appear to cause the most breaches are patrolled more often until more motorists comply.
“The statistics for Valley Drive show that our tactic is working, as the number of notices has dramatically decreased in the last few years.”

£3m from parking fines won’t be spent on Harrogate Station Gateway if costs riseUp to £3m collected from parking fines will not be spent on the Harrogate Station Gateway should costs rise — despite calls from the outgoing Harrogate Borough Council.
The £11.2 million project has been in development for three years after funding was won from the government’s Transforming Cities Fund to make the town centre more accessible to cyclists and pedestrians.
However, the rising cost of building materials and high inflation has led to concerns that the project, if approved, could go over-budget.
When the gateway scheme was first announced it had an anticipated cost of £7.9m.
North Yorkshire County Council had responsibility for on-street parking in the Harrogate district until April 1.
According to a report that went before councillors on the new North Yorkshire Council today, it has a parking enforcement surplus for the new financial year of £3m, which includes £2m collected in the Harrogate district.
As part of local government reorganisation, the outgoing borough councils, including Harrogate, were invited to suggest what it should be spent on.
The report includes a letter sent by Trevor Watson, Harrogate Borough Council’s director of economy, environment and housing to Barrie Mason, assistant director of highways at North Yorkshire County Council.

How Station Parade would look
Dated April 2022, the letter says some of the surplus should be put aside for contingency if Station Gateway costs rise.
Mr Watson said:
“With inflation rising it would be prudent to budget for additional match funding from civil parking enforcement surplus expenditure.”
However, the report pours cold water on this request and says match funding through the surplus “would not be possible.”
Instead, it lists projects such as the Whitby and Scarborough park-and-ride schemes, the A1 (M) junction 47 changes and other highways improvements as beneficiaries.
A spokesperson for North Yorkshire Council said “it’s too early to speculate about final costs” of the Station Gateway.
Next steps
A final decision on the scheme will be made in the summer before a full business case is submitted to the West Yorkshire Combined Authority, which made the original bid for government funding.
The council hopes work, if approved, could begin by the end of this year.
Conservative councillor Keane Duncan, who has responsibility for highways on the council’s decision-making executive, has in recent months twice spoken to business leaders at Harrogate District Chamber of Commerce about the controversial scheme.
In September last year, he discussed what impact inflation might have on its overall budget.
Cllr Duncan said:
“My aspiration is that we will have a high quality scheme.
“The last thing I would want to happen is us compromising on the public realm because that is a key part of the scheme and what we are wanting to deliver.
“If there are inflationary pressures with this particular scheme, then we are going to have to look at potentially what we can do around those costings. But that is not something we have discussed or are expecting at this point in time.”
But in March he said a £500,000 water feature planned for Station Square had been scrapped from the scheme “due to practical and cost constraints”.
Parking fines to come back into force in Harrogate districtThe county council is reintroducing parking fines in the Harrogate district from next Monday as more shops open to customers.
Since the start of the lockdown enforcement officers have only targeted dangerous and obtrusive parking but that will change on June 15.
The measures will come into force for both on-street and off-street parking and will not be welcome by many Harrogate retailers who are desperate to get shoppers back into the town centre.
However, NHS staff, health or social care workers, and NHS volunteer responders will still be eligible for free parking if they leave evidence in their windows like an NHS permit.

North Yorkshire County Council is urging people to exercise social distancing when parking and paying to park and encouraging contactless payment through the AppyParking app.
They have asked anyone needing to pay by cash to use hand sanitiser before and after using the parking machine.
In the run-up to 15 June, officers will issue warning notices to motorists with expired permits and those contravening the regulations.
North Yorkshire County Councillor Don Mackenzie, Executive Member for Access, said:
“At any time, parking enforcement is an essential tool in helping to manage traffic flow to provide ease of access for all road users. As our towns open up it is important to manage traffic and to support the emergency active travel measures implemented to enable pedestrians and cyclists to maintain social distancing.”
