Knaresborough and Ripon picked to advance double devolution bids

Knaresborough Town Council and Ripon City Council have been picked to advance double devolution bids, which will see them take control of some local assets.

North Yorkshire Council invited town and parish councils to submit expressions of interest to run local services in November last year.

It was part of the Conservative-controlled council’s double devolution agenda which pledges to let local people take control of local assets.

In total, 12 expressions of interest were submitted to the council. Of these, three were from the Harrogate district.

The authority has now confirmed it will move forward bids from Knaresborough and Ripon, but Little Ouseburn’s proposal was rejected.

David Chance, executive councillor for corporate services at the council, said:

“Town and parish councils are integral to our county’s vibrant communities, alongside community groups, and we recognise their understanding of the needs, opportunities and strengths within their communities.

“That’s why we are looking at this pilot scheme, working initially with selected town and parish councils, enabling us to progress cautiously, learning from the experience and developing best practice.

“These proposed pilots are just the start of the process, and the hope is that more will be introduced throughout North Yorkshire in the future.”

Knaresborough Town Council’s application to manage the town’s markets, storage facility and associated assets such as road closure signs will be progressed to a full business case.

Meanwhile, the council will consider a project team to work with Ripon City Council on its bid as it was deemed “particularly ambitious”.

It included management of Ripon Town Hall, Market Place and Car Park, public toilets within the city and the Wakeman’s House listed building.

However, the council rejected to take a bid from Little Ouseburn Parish Council further. It included management of the grass cutting of the green area outside Broomfield Cottages.

Senior councillors will consider recommendations at an executive meeting on October 17.

Police commissioner Zoe Metcalfe rejects appointing interim chief constable

North Yorkshire’s police commissioner rejected plans to appoint an interim chief constable in favour of starting a recruitment process despite being advised it could coincide with a mayoral election.

Lisa Winward, who is currently chief constable at North Yorkshire Police, will retire on March 31, 2024.

Conservative commissioner Zoe Metcalfe will appoint a permanent successor despite the commissioner’s office being abolished when a Mayor of York and North Yorkshire is elected in May 2024.

The mayor is set to take on police commissioner powers, which include the ability to appoint a chief constable.

In a report from Simon Dennis, chief executive at the commissioner’s office, he advised Ms Metcalfe that there was a risk that a recruitment timeline could slip into the pre-election period before the mayoral election.

But Ms Metcalfe announced that the recruitment process should start imminently as it was in the “public interest” to do so.

She said:

“I am keen to commence the recruitment process to ensure an appointment is made to take over the reins from chief constable Winward. This will ensure that North Yorkshire Police has inspirational, visionary and stable leadership at the helm providing strategic and operational leadership and resilience at a vital time for North Yorkshire Police”

“Whilst the decision is mine, I have not reached it without full and frank input from those who are qualified to advise me. In consultation with key national and local stakeholders, I am satisfied that it is in the public interest to launch the recruitment process.”

In a report, the commissioner was offered alternative options, which included appointing the deputy chief constable to the position until after the mayoral election or to appoint an interim chief constable.

The report said the option of appointing the deputy chief constable to the role should be given “serious consideration” as it would avoid “any measure of constitutional and/or political controversy”.

But it added that the commissioner “is known to be uneasy about a decision which would consequentially give rise to acting arrangements in the roles of chief constable, deputy chief constable and one assistant chief constable role”.

Ms Metcalfe turned down the alternative options in favour of starting a recruitment process.

Keith Tordoff, independent candidate for Mayor of York and North Yorkshire, said the move to start the search for a chief constable was “wrong”.

He said:

“The decision by Zoe Metcalfe is short-sighted, ill-informed, and not in the best interest of the people of North Yorkshire, or the police force itself.

“This is the wrong decision as Lisa Winward retires at the end of March, and a new mayor is elected just a month later in May.

“The mayor takes over as the police, fire, and crime commissioner, and needs to be part of the process of electing the successor that they will be working closely with.”

Andrew Jones MP ‘disappointed’ after HS2 northern leg cancelled

Harrogate and Knaresborough MP Andrew Jones has said he is “disappointed” after Prime Minister Rishi Sunak scrapped plans for the northern leg of HS2.

In a speech before the Conservative Party conference this afternoon, Mr Sunak announced the high speed rail link between Birmingham and Manchester would be cancelled. Only the new London Euston to Birmingham line will be built.

The Prime Minister said the move would save £36 billion, which he pledged to spend on other transport projects.

Mr Jones, who has long been a vocal supporter of the HS2 project and is co-chair of the Transport Across The North All Party Parliament Group, said the scheme would cost billions of pounds more than expected, but regretted the decision to scrap it.

He said:

“I am disappointed by the news today that the northern leg of HS2 from Birmingham to Manchester is to be effectively scrapped. The idea of HS2 was to build capacity into our north-south rail links.  Building that capacity is the right thing to do and HS2 would achieve that.

“HS2 Limited was set up to manage the project and it has become clear that it has lost control of its costs. It is right that the company will be held accountable for this.

“HS2 is now looking to over-run by tens of billions of pounds. From an original budget of around £30bn it seems likely when the latest updates are released that the cost will be over £100bn.

“In context, that over-run is approaching half of what we spend on the NHS every year.

“I can see, therefore, why a decision had to be made. It is though a decision I regret.”

The MP and former rail minister told a Transport for the North conference in September 2021 it was vital that the HS2 scheme was delivered in full for the north.

At the time, he said the high speed rail link would help to put “more connectivity and capacity into our system”.

In a statement to the Stray Ferret today, Mr Jones said it remained his position that he would have preferred the Manchester leg of the project to have been delivered.

However, he added that the “ballooning cost” of HS2 was holding back other transport infrastructure in the north of England.

Mr Jones said:

“The ballooning costs of HS2 are holding back other investment in transport infrastructure in the north. The Prime Minister has promised that the cash that would have been invested in the Manchester leg of HS2 will be repurposed to other northern projects – ones which can be achieved more quickly and have a more immediate impact on people’s lives and businesses.

“So I am disappointed that we have ended up in this place. I would have preferred the remainder of the HS2 to Manchester to be completed. That has always been my position and it remains my position now.

“But we are where we are because HS2 Limited has demonstrated poor financial control. We cannot turn the clock back. In politics you need to look forward even when circumstances change in a way you wish they had not. The Prime Minister listed some but I look forward to hearing about more northern projects, and in more detail, that are to become the focus of the investment that would have been dedicated to HS2.”

Meanwhile, Lord McLoughlin, chair of Transport for the North, said the move to cancel the northern leg of HS2 was “naturally disappointing”.

He said:

“It’s undeniable that this will be seen by many as a missed opportunity for the region, and the country as a whole. Only last week, northern business and political leaders came together at our TfN Board to speak with ‘one voice’ to reaffirm our position that HS2 and NPR in full are vital to truly transform the North.

“The announcement of investment in the region is obviously welcome. And we will look to work with government to fully understand the implications for the north of the proposals set out today in the Prime Minister’s speech, and consult with our board on the best way forward in light of this new change of policy.

“There are still quite a few areas that require further clarification from the Department for Transport, which we will be seeking from them.”

MPs Watch: Climate change, NHS dentists and Harrogate Station Gateway saga

Every month the Stray Ferret tries to find out what our local MPs have been up to in their constituencies and in the House of Commons.

In September, Prime Minister Rishi Sunak announced a major shift in the government’s climate policies, including delaying the ban on the sale of diesel and petrol cars.

Meanwhile, in Harrogate, the saga over the Station Gateway project continued with council officials announcing the authority would explore alternative options for the scheme.

We asked Ripon MP Julian Smith and Selby and Ainsty MP Keir Mather if they would like to highlight anything in particular, but did not receive a response.

Here is what we know after analysing their online presence.

They included holding constituency surgeries, supporting Nidd Action Group’s Action Day at the Lido Leisure Park in Knaresborough and holding a roundtable with Harrogate-based cyclists to discuss local cycling infrastructure.

Harrogate man to lead set-up of North Yorkshire combined authority

A former Harrogate High School student has been appointed to lead the set-up of the York and North Yorkshire Combined Authority.

James Farrar, who grew up in Huby, will take up the position as interim director for transition.

Mr Farrar is is currently chief operating officer of the York & North Yorkshire Local Enterprise Partnership, a public-private partnership that drives economic growth.

The combined authority is due to be established this year but will begin operating in May.

An order will be laid before parliament in the autumn, which will include provisions for powers and funding tied to a devolution deal as well as paving the way for the creation of the authority.

The combined authority, which will be overseen by a directly election mayor, is expected to have powers to make decisions on matters such as economic development and transport.

Mr Farrar said:

“I am working closely with colleagues from both councils, the Office of the Police, Fire and Crime Commissioner, and the York and North Yorkshire Local Enterprise Partnership. 

“We are all committed to a smooth transition into a new combined authority, ensuring that we all continue to deliver our services to the public without any interruption. Together, we will ensure it is an organisation that is ready to hit the ground running as soon as a mayor is elected.”

Cllr Carl Les, leader of North Yorkshire Council, said:

“Devolution is a long-held ambition for York and North Yorkshire, and will provide a host of benefits for hundreds of thousands of people.

“James has a great deal of experience and will be key in delivering the benefits of devolution and ensuring the combined authority runs as efficiently as possible, and I am looking forward to continuing to work with him closely at what is such an important time for York and North Yorkshire.”

The proposed devolution deal includes a £7 million investment to drive green economic growth towards the ambition of York and North Yorkshire becoming the country’s first carbon negative region.

There is also proposed investment of up to £2.65 million to deliver affordable low-carbon housing, and £13 million for the building of new homes on brownfield land during 2023/24 and 2024/25.

The elected mayor will make decisions on investments in strategic priorities such as for transport, housing, and adult education.

The mayor will also have responsibilities for community safety and strategic responsibility for the totality of policing, fire and crime for York and North Yorkshire.

They will appoint a deputy mayor to carry out many of the powers and duties of the role currently known as police, fire and crime commissioner.

An election for the mayor will be held in May 2024. 

Andrew Jones MP: climate policy shift ‘practical and pragmatic’

Harrogate and Knaresborough MP Andrew Jones has described major changes by Prime Minister Rishi Sunak to the government’s net zero policies as “practical and pragmatic”.

Mr Sunak announced at a press conference yesterday that a ban on sales of new petrol and diesel cars would be delayed by five years until 2035.

He also confirmed a nine-year delay in the ban on new fossil fuel heating for off-gas-grid homes to 2035.

The Prime Minister also raised the boiler upgrade grant by 50% to £7,500 to help households who want to replace their gas boilers.

Mr Sunak said the government “risks losing the consent of the British people” if it moved too fast on green policies.

In response to the changes, Conservative MP Mr Jones said the decision by Mr Sunak would still tackle the government’s net zero target.

He said:

“The most important point from the Prime Minister’s statement was that net zero by 2050 is still central to the government and is still mandated by law. I am wholly supportive of our efforts to cut carbon and protect our planet for future generations.

“Indeed, the UK has decarbonised significantly faster than all other G7 nations. Since 2010 UK carbon emissions per capita have fallen by nearly 40%, almost double the fall seen in the EU.

“This statement made two changes to the timetable for two elements of our national progress. They were practical and pragmatic.”

Mr Jones added:

“We also saw increased financial support for boiler upgrades and this comes on the back of more progress for onshore and offshore wind, plus carbon capture.

“There had been growing concern, particularly in off grid rural areas, that the rules on changing boilers were very difficult and presented many households with bills they would struggle to meet.

“It is important now to use the time to continue the national work to achieve net zero and to do this is in a way that is fair.“

However, Harrogate and Knaresborough Liberal Democrats have described the move as damaging to the UK’s reputation.

Tom Gordon, Lib Dem parliamentary candidate for the constituency, said:

“What Rishi Sunak should see in front of him is the opportunity to embrace the industries of the future and protect our environment and planet for coming generations. 

“Instead he is set to on rolling back our country’s climate commitments, damaging our reputation as a global leader, and has blatant disregard for the UK car industry.”

The Stray Ferret also approached Conservative MP for Skipton and Ripon, Julian Smith, and Labour MP for Selby and Ainsty, which includes south Harrogate, Keir Mather, for their views on the subject but did not receive a response.

Conservatives to head to Harrogate for 2024 spring conference?

The Conservative Party could be heading to Harrogate in six months for its spring conference.

The Stray Ferret understands the party has chosen Harrogate Convention Centre to host its second biggest gathering of the year.

The spring conference brings party members, officials and ministers together to discuss policy, host fringe events and hear speeches from senior figures, such as Prime Minister Rishi Sunak.

This year’s event was held in Birmingham in May.

Harrogate was due to host the Conservatives’ spring forum in April 2020 but it was cancelled due to covid.

Next year’s event is likely to be held during a general election year — and could even be staged very close to polling day.

It could mean Mr Sunak’s last major party event as Prime Minister would be in Harrogate — if the Conservatives fail to hang on to power.

Harrogate Convention Centre last hosted a political party conference in October 2022, when the Green Party autumn conference was held.

The Stray Ferret approached the Conservative Party for comment, but did not receive a response.

Council draws up North Yorkshire Combined Authority branding

Council officials have drawn up logos and designs for the new York and North Yorkshire Combined Authority.

The combined authority, which will be headed by an elected mayor, is scheduled to be launched in November this year.

It will include councillors from North Yorkshire Council and City of York Council and make decisions on matters such as economic development and transport.

Officials have drawn up brand designs for the new council at a cost of £5,000.

The designs, which were developed in-house, include colours from each of the authorities including North Yorkshire Council, City of York Council, York and North Yorkshire Local Enterprise Partnership and the North Yorkshire Police, Fire and Crime Commissioner.

A spokesperson for the council said that the designs were drawn up “in order to minimise spend and utilise existing assets as much as possible”.

They added:

“The branding was developed taking into account all of the partners existing logos and colour palettes, including for the LEP’s Growth Hub and Invest in York and North Yorkshire brands.

“This was in order to minimise spend and utilise existing assets as much as possible. An iterative process, working through a number of concepts led to the brand that was approved by the joint committee.”

The branding is expected to be included on social media, the authority website, posters and staff lanyards.

What is a combined authority?

A combined authority is a body set up for two or more councils to make joint decisions.

In this case, North Yorkshire Council and City of York Council would come together to make decisions on matters such as economic development and transport.

It will be a separate body to North Yorkshire Council and City of York Council.

The closest example of this is West Yorkshire Combined Authority, which recently has led on the £11.9 million Harrogate Station Gateway scheme, as well as similar schemes in Skipton and Selby.

The combined authority would be headed by a mayor who is directly elected by the public.

An election for the Mayor of York and North Yorkshire is set to be held in May 2024.

Lib Dems criticise Yorkshire Water river health team project

Harrogate and Knaresborough Liberal Democrats have criticised a Yorkshire Water plan to set up a river health team.

The company announced this week it was setting up the department as part of a “joined-up, region-wide approach to river health” across Yorkshire.

Part of the remit of the department is to work with community groups to understand what is important to them and develop a way of working together to improve river health.

Yorkshire Water said it would be recruiting 16 new staff to the team, including an environmental investigation lead, river health improvement manager, river health partnership and community engagement advisor. 

However, local Liberal Democrats have questioned whether it is something the company should have been pursuing anyway.

Tom Gordon, Liberal Democrat parliamentary candidate for Harrogate and Knaresborough, said:

“Is this not something Yorkshire Water should have already been doing anyway?

“It’s hardly surprising that Yorkshire is faced with polluted rivers when the water company responsible for them has not even had a dedicated team to deal with them – all because the water regulator and the Conservatives have let them off the hook. This sewage scandal must end.

“Yorkshire Water must guarantee that the cost of the new team comes from the company’s eye-watering profits, rather than simply making consumers pay to clean up their mess in the middle of a cost of living crisis.

“I and my Liberal Democrat colleagues are calling for urgent reform of all water companies and a new regulator to hold them to account.”

However, Andrew Jones, Conservative MP for Harrogate and Knaresborough, described the initiative as a “positive move”.

He said:

“Most of the focus has been on the operation of storm overflows and household waste and these aspects are incredibly important.

“But I hope in addition to addressing this the team will go further and look at rainwater run-off from agricultural land which is often the largest component of river pollution containing animal waste and pesticides.

“I also would like to see the Yorkshire Water’s community engagement team really educating people about what can be put down drains and toilets safely.  One of the reasons we see discharges from the storm overflows is because the sewers become blocked by sanitary products and cooking fat which have been disposed of incorrectly.

“It’s a big job and it looks like Yorkshire Water are assembling a big team. This is good news for Yorkshire’s rivers.”

“We are committed as a business to playing our part to further improve river and coastal water quality around the region. The health of our rivers is a key national conversation, and we all have a lot to do to deliver investment in the areas that will make improvements to water quality.

“We know river and coastal water quality is a key priority for our customers and this new department illustrates our commitment to doing the right thing and working hard, alongside other stakeholders, as we begin our largest programme of environmental investment since privatisation.

“Yorkshire Water colleagues are passionate about the environment and we’re currently recruiting for 16 additional roles to help complete our team, which we believe will make further improvements to river health in the next two years and prepare ourselves for the next investment period 2025-2030.”

Station Gateway: Council won’t have to repay government if project is scrapped

North Yorkshire Council will not have to repay government money it spent on consultants for the Harrogate Station Gateway project if it is scrapped.

The Local Democracy Reporting Service revealed in June that the council had paid global consultancy WSP more than £2 million to draw up its business case and undertake designs for the Harrogate active travel scheme.

All costs so far incurred on Station Gateway, including the consultants’ fees, have been paid for by the council and reimbursed by the government through its Transforming Cities Fund.

But, according to a council spokesperson, the government would not ask for the money back, which is one less headache for the under pressure authority when it comes to the troubled project.

The gateway has been in the works for years but is now in major doubt after North Yorkshire Council said earlier this month that it had “rescinded the decision to proceed” with its proposals due to a legal challenge.

In a statement, the council said it would not be proceeding at the moment to avoid “further costs and delays” after a judicial review was launched by lawyers acting on behalf of Hornbeam Park Developments over the way the council consulted residents and businesses.

A report will go before the council’s Conservative-run executive next month with recommendations for what happens next.

At a meeting of North Yorkshire Council’s Conservative-run executive last week in Harrogate, council leader Carl Les said it was a “matter of some urgency” that the gateway report is published and chief executive Richard Flinton said this would likely be ahead of an executive meeting on September 19.
