Work on £69m Kex Gill realignment delayed until January

Work on a £69 million plan to realign the A59 at Kex Gill has been delayed until January.

The project will see a diversion built west of Blubberhouses on a stretch of road blighted by a history of landslips

The scheme has faced numerous delays and following tender returns, the estimated cost of the scheme increased by £7.2 million to £68.8 million, which the council attributes to inflation affecting constructions costs.

Despite hopes the scheme could start in December, the county council now says work is due to start in January.

A spokesperson for North Yorkshire County Council said the authority was awaiting full business case approval from the Department for Transport for the project.

They said:

“We are awaiting the decision by the Department for Transport to approve the scheme’s full business case. We are confident that approval will be given early in the New Year.

“We are, however, proposing to carry out some early ground works in January to ensure that the project remains on track.”

The authority awarded a £50.7 million to John Sisk & Son (Holdings) Ltd, an Irish civil engineering and construction firm, to build the scheme.

The project is due to be funded by a £56.1 million grant from the Department for Transport, with the council covering the rest from its reserves.

A further £11 million has been factored into the £68 million budget to cover any issues with ground conditions or bad weather.

It comes as senior county council officials have warned about the risk involved with the authority’s major projects amid soaring inflation.

Gary Fielding, the council’s director for strategic resources, warned previously that the “burden of risk” for major projects, such as the realignment of the A59 at Kex Gill, will fall on the authority amid soaring inflation.

Council sets aside contingency ‘sum’ to cover Kex Gill costs

County council officials have set aside contingency funding for a major realignment of the A59 at Kex Gill amid soaring inflation.

The project is set to cost £68.8 million and construction is due to start in December this year.

North Yorkshire County Council awarded a £50.7 million to John Sisk & Son (Holdings) Ltd, an Irish civil engineering and construction firm, to build the scheme.

County council officials said £18.1 million would be spent on areas such as project management, design and land acquisition.

The project is set to be funded by a £56.1 million grant from the Department for Transport, with the council covering the rest from its reserves.

Gary Fielding, the council’s director for strategic resources, warned previously that the “burden of risk” for major projects, such as the realignment of the A59 at Kex Gill, will fall on the authority amid soaring inflation.

The Stray Ferret asked the authority if it had set aside any funding to cover the project going over-budget.

Richard Binks, head of major projects and infrastructure at the council, said it had included within its funding allocation “a sum for contingencies to cover any additional eventualities during the project”.

He added:

“The total of £68.8m has been allocated to the project to realign the A59 at Kex Gill.

“The Department for Transport is providing grant funding of £56.1m. The remaining £12.7m has been allocated from North Yorkshire County Council’s capital reserves. 

“Costs beyond the main contract include project development, design, works supervision, land acquisition, statutory procedures and utility diversions.”

Contractors will move on site in December to clear the moorland by late February next year to avoid the bird nesting season. An estimated completion date is May 2025.

Council warns of ‘high risks’ as Kex Gill cost soars to £69m

County council officials today warned that the “burden of risk” for major projects, such as the realignment of the A59 at Kex Gill, will fall on the authority amid soaring inflation.

The cost of the scheme to build a diversion on the A59, near Blubberhouses, has increased to £68.8 million.

Senior North Yorkshire county councillors today approved a further £7.2 million to the project in order to cover the shortfall caused by a rise in inflation.

It takes the council’s contribution to the major highways project to £12.7 million after the Department for Transport capped its contribution at £56.1 million.

Gary Fielding, the council’s director for strategic resources, told councillors today that the reduction in funding from ministers combined with inflation soaring would leave high risk on the council for capital schemes such as Kex Gill.

He said:

“In terms of capital, you are seeing two things happening in general and I think it is right that members are aware of the risks.

“We have got allocations in government funding across the board actually reducing in quantum for the forthcoming period and in parallel with that we have got inflation rates taking off.

“So what you have actually got is a much reduced spending power going forward and a higher profile of risk based upon major schemes where the burden of risk will fall 100% with the council.”

A report before councillors today warned that any “unforeseen events” with the Kex Gill scheme which lead to increased cost would fall upon the authority.

Cllr Gareth Dadd, executive member for finance at the council, added:

“I wouldn’t say I’m pleased to be having to recommend a further £7.2 million to the Kex Gill project, but nonetheless it shows our commitment to major road improvement.”

The cost of a county council project to realign the A59 at Kex Gill has increased to £68.8 million.

A North Yorkshire County Council report said the authority faces a £7.2 million shortfall on the cost due to a rise in inflation.

The project will see a diversion built west of Blubberhouses on the stretch of road, which has been blighted by a history of landslips. The A59 is the main route between Harrogate and Skipton.

County council officials originally estimated that the scheme would cost £61.6 million.

Of that figure, £56.1 million worth of funding has been granted by the Department for Transport and the remaining cost will be covered by the authority.

However, in a report due before an executive meeting on Tuesday, the council has now said it faces a further shortfall of £7.2 million in funding for the scheme.

It means the council has had to increase the funding it is allocating to the scheme to £12.7 million.

As a result, the council intends to use £7.2 million from its Brexit reserve account in order to fund the scheme.

It said:

“Should alternative funding resources be secured, whether in part or in full, the reserve provision will be relinquished.”

Council officials expect work to start on the scheme next year and continue until 2025.

North Yorkshire County Council previously said it hoped the reroute would start in autumn last year and take 15 months.

Ahead of appointing a contractor for the scheme, a full business case will be submitted to the Department for Transport.

Another consultation to take place on £10.9m Harrogate Station Gateway

Another round of consultation is to take place on the Harrogate Station Gateway scheme.

The decision to hold a third round of consultation, in response to concerns about traffic, means the scheme is unlikely to start until winter — if at all.

The project, which would pedestrianise part of James Street and reduce some traffic on Station Parade to single lane to encourage walking and cycling, appeared certain to go ahead when North Yorkshire County Council‘s executive approved it in January.

The plan then was to submit a business case to West Yorkshire Combined Authority, which is funding the initiative, by last month and for work to start later this year.

But there have been no updates since and the political landscape has changed since local elections on May 5.

Don Mackenzie, the Harrogate-based executive councillor for access who hailed the gateway as the “greatest investment in decades” in Harrogate town centre, did not seek re-election and there is a new executive team in charge at North Yorkshire County Council.

Harrogate Borough Council, which supports the scheme, faces abolition in nine months.

Now the county council is saying it will consider feedback from a new round of consultation before deciding whether to proceed.

Karl Battersby, corporate director of business and environmental services, said today:

“We received significant feedback as part of the two consultation exercises carried out thus far, and we are grateful that local residents and businesses have engaged with this project.

“While there has been no formal legal challenge in response to issues raised regarding the consultation last autumn, we acknowledge that the impact of the changes on traffic levels and traffic flows were key issues that were raised as part of the consultation.

“We intend to provide further information on those aspects as well as consulting on the formal traffic regulation orders, which would be required to carry out the changes on James Street and Station Parade.

Mr Battersby added:

“The results of the consultation will be fully considered before a final decision is made to submit the business case to the West Yorkshire Combined Authority to secure the funding.

“Subject to consideration of the outcome of the consultation, work could begin during the coming winter with completion in winter 2023/24.”

Christmas shopping fears 

When the scheme was approved in January, business groups called for work not to take place in the run-up to Christmas to avoid any disruption on shops at this key time.

Responding to today’s news of a possible winter start, David Simister, chief executive of Harrogate District Chamber of Commerce, said:

“The last thing town centre businesses – particularly those in retail and hospitality – want is major disruption in the run up to Christmas.

“It’s essential nothing is done to hinder trade in this important period. It is vital that if construction work has begun, then everything must be done to minimise any impact it may have.”

Mr Simister added:

“Whilst we must respect the decision taken earlier this year to press ahead with the Harrogate Station Gateway project, I welcome the news that there is going to be further consultation, in particular providing more information on the traffic modelling which was a highly contentious element of the scheme.

“I’m also interested in the materials being used, and how the area in front of Victoria Shopping Centre will look.”

Businesses are concerned about work on James Street taking place in the Christmas shopping period.

Mr Battersby responded by saying:

“Any date for the start of work on the project will be subject to feedback from the forthcoming consultation and submission of the business case to the West Yorkshire Combined Authority to secure the funding.

“However, we would ensure that work would avoid the Christmas period, and before work began we would develop a construction management plan, which we would share with businesses.”

Mr Battersby added the council intended to provide further information on traffic levels and traffic flows, in addition to statutory consultation on the formal traffic regulation orders, which would be required to carry out the changes on James Street and Station Parade.

The Harrogate scheme forms part of a wider £42m funding bid that also includes projects in Selby and Skipton that would support a shift towards more sustainable travel, such as walking, cycling and public transport.

Unfair to move Skipton Magistrate cases to Harrogate, says solicitor

Harrogate Magistrates Court has been left as “piggy in the middle” as more cases are being transferred from Skipton, says a solicitor.

Keith Blackwell, of Blackwell Solicitors in Keighley, said that the magistrates in Skipton is being “bled dry” due to fewer hearings being held.

The Skipton court used to sit three times a week, but now cases, such as youth hearings, are being sent to Harrogate or York.

Mr Blackwell, who often travels to Harrogate for cases twice a week, said important hearing such as pre-sentence reports and trials were also being held in Harrogate over Skipton.

He said the frequency of cases being moved is unfair on those defendants and their families who are poor and have to travel long distances.

Mr Blackwell, who has been practising as solicitor since 1975, said:

“It is just not fair.

“The people who make these decisions are all driving in limousines. We are supposed to be levelling up.

“Harrogate has been left as piggy in the middle in all this.”

After being threatened with closure in 2001 and 2010, Skipton Magistrates’ Court has not had any scheduled trial time since a review earlier in the pandemic – with not guilty cases reportedly being sent to Harrogate, York and as far as Scarborough.

Back in 2010, the axe fell on nine of Yorkshire’s courthouses, but Skipton Magistrates’ Court was spared after a campaign backed by Skipton and Ripon MP Julian Smith and the local branch of the Magistrates Association.

The closures were part of national plans to shut 103 magistrates and 54 county courts across the country in a move which was estimated to save almost £37 million in maintenance and running costs.

In a statement, the HM Courts & Tribunals Service said the recent changes at Skipton Magistrates’ Court were introduced to ensure cases could be heard “safely and with minimum delay” during the pandemic.

It said no decision has been taken to permanently remove criminal trials from Skipton and that “special arrangements” can be made to hear trials locally.

A spokesperson for the HM Courts & Tribunals Service said:

“While listing is a judicial function, the pandemic forced some cases to be moved to ensure cases could be heard safely and with minimum delay.

“Skipton Law Courts continue to hear civil and family cases and special arrangements can be made to hear cases locally.

“Although there is presently no scheduled trial time in Skipton, in individual cases travel distance can be considered when the case is listed and special arrangements can be made to hear cases locally.”

Harrogate’s former Laura Ashley shop could become yoga studio

A boutique yoga and pilates studio has submitted plans to open in the former Laura Ashley shop on Harrogate’s James Street.

Ebru Evrim currently provides provides classes in Skipton and sells activewear clothing.

According to planning documents submitted to Harrogate Borough Council, the owner wants to replicate the business in Harrogate town centre.

If approved, the plans would see the James Street unit converted into a retail and teaching space over three floors.

The two upper floors would be used as yoga and pilates studios and the activewear would be sold on the ground floor.

The company, which also arranges holidays, retreats and workshops, says on its website:

“The boutique brand founder and owner Ebru Evrim moved over from Istanbul in 2015, and began to teach ashtanga yoga and basic pilates as a freelancer in village halls and other local venues in Upper Wharfedale.”

The building, at 3 James Street, has been vacant for 12 months after Laura Ashley went into administration in March last year before going into partnership with Next.

New Harrogate to Skipton bus service on Saturdays

The Harrogate Bus Company is to introduce a new service connecting Harrogate and Skipton.

The 59 service will run four times each way on Saturdays, starting on May 22.

Buses will depart from Harrogate bus station at 0945, 1145, 1445, and 1645, and from Skipton bus station at 1040, 1240, 1540, and 1740.

The bus will stop at The Millstones, Blubberhouses for Fewston reservoir, the Devonshire Arms for Bolton Abbey, Bolton Abbey station for the Embsay and Bolton Abbey Railway, and terminate at Skipton bus station.

The journey will take just less than 50 minutes in both directions.

This is the first bus to link Harrogate and Skipton since the X59 service was cancelled in 2013. There has been no direct public transport link between the two towns in the eight years since.

The price of a single or return ticket is not known yet, but a daytripper ticket to allow further connections with other Transdev services costs £10.

The news comes as local councils are considering plans to reduce car dependency and encourage active travel and use of public transport in the Harrogate district.

Skipton’s new music festival announces line-up

The new Gateways Festival is coming to Skipton in August and has released its final lineup including Razorlight and the Buzzcocks.

The event is set to be held in Aireville Park, Skipton, on August 6-8.

This evening the festival has announced the second wave of artists. These include the well-known band Buzzcocks, Andrew Cushin and King No-one.

Artists such as Razorlight, Feeder, Scouting for Girls and Lightning Seeds have already been announced.

The weekend event is also hosting an outdoor cinema on Friday August 6. The choice of movies has been left up to the festival’s social media followers to vote on.

The festival was due to go ahead last year but was able to reschedule for this year with the same lineup.

The festival is branding itself as an event to be shared between families and friends with a funfair, street food, bar and stalls also planned.

An adult weekend ticket is £65 and a children’s weekend ticket is £35, plus booking fee.
