Kingsley developers open safe route for walkers and cyclists

A safe route is to be kept open for walkers and cyclists during work to build 133 houses in Harrogate.

Kingsley Road closed on Monday beyond the junction with Kingsley Drive up to the bridge leading to Bogs Lane for up to six months.

It means people travelling along Kingsley Road will be unable to get to Bogs Lane without a lengthy 1.4-mile detour on to the main A59 Knaresborough Road.

Although most people understood the need to close the road to traffic, some residents questioned the need to also close the route to pedestrians and cyclists, who use it to get to the bridge going down to the shared off-road walking and cycling route to Bilton.

Chris Aldred, a Liberal Democrat who represents High Harrogate and Kingsley on North Yorkshire County Council, said last month he would ask developer Redrow to maintain access for cyclists and walkers.

Cllr Aldred said today:

“I am delighted to be able to inform residents that Redrow have agreed to maintain a safe route at the side of the works specifically for pedestrians and cyclists.

He said people on bike or foot could follow the footpath on the side of the Barratt estate and then use a passageway to avoid a lengthy detour.

Cllr Aldred added:

“The very amenable Redrow contracts manager has assured me they will try to preserve this walkway, whenever possible during the works.

“Obviously there will be certain days when they will need to dig across the entire road and this walkway will then not be available for the public to use, for safety reasons, but I have an assurance that Redrow will try to keep this to a minimum.

“I do believe this is a very sensible and more importantly, workable solution to this issue, whilst the work is going on and thank Redrow very much indeed for their efforts to enable this to happen.”

Fears latest Harrogate cycling plans will create ‘murder strip’

A cycling group has warned that one of the new options being considered to promote active travel in Harrogate could create a ‘murder strip’ for cyclists.

Cyclists describe unprotected cycle lanes on busy roads as murder strips — and there are fears one could be created on Beech Grove.

North Yorkshire County Council has put forward three options as part of its latest consultation on increasing cycling and walking in Harrogate on Otley Road and the nearby area.

Harrogate District Cycle Action has said the second option is so dangerous it shouldn’t even be offered.

It would involve making traffic one-way on Beech Grove heading out of town and creating an unprotected cycle lane on the opposite side.

Harrogate District Cycle Action’s submission to the consultation says there isn’t enough width for parking, a traffic lane, and a contraflow cycle lane.

It says the contraflow cycle lane “would be a narrow ‘murder-strip’ in the gutter, very likely 1m 30 wide at the most – i.e. less than the absolute minimum width”. It adds:

“Oncoming traffic would be less likely to slow down to pass, as drivers would think ‘I’m in my lane, the cyclist is in theirs, so I’ll keep going at full speed.’

“That would lead to unpleasant experiences with oncoming vehicles that would feel – and be – dangerous.”

The group is critical of the decision to even consult on the idea.

“Option 2 is nonsense, and should not be presented as an option at all in this consultation. It provides zero benefit to active travel – indeed, it may make matters worse.”

Asked to comment on the cycling group’s concerns, a council spokeswoman said:

“This is a live consultation so we can’t comment. All feedback will be considered when it closes. “

Beech Grove has reopened to through traffic after an 18-month closure.

The three options

Option 1 – The existing proposal on Otley Road 

The first option is what was originally proposed for this phase of the Otley Road cycle path which runs between the junctions of Cold Bath Road and Beech Grove.

These plans include junction upgrades and shared cycle paths and footways, similar to what has already been built on Otley Road. But the county council said some sections could be too narrow, which is why it is considering re-routing.

Harrogate District Cycle Action supports this option.

Option 2 – An alternative route using Victoria Road

Under these plans the route would be diverted onto Victoria Road with a one-way traffic system and the removal of some parking spaces to allow for a 1.5 metre wide cycle path.

The one-way traffic system would run up until Lancaster Road, before connecting with Beech Grove.

Option 3 – An alternative route using Queens Road

This final option would see a 3m wide shared cycle path and footway built on Queens Road before connecting with Lancaster Road and Beech Grove.

Parallel and toucan crossings are also proposed.

 

Calls for safer cycling on Oatlands Drive in new Harrogate survey

Calls to make Oatlands Drive safer for cycling feature prominently in the initial responses to a new survey on active travel in Harrogate.

North Yorkshire County Council opened a public engagement this week on how to encourage more people to cycle and walk in the densely populated area bordered by Wetherby Road, York Place, Leeds Road and Hookstone Drive and Hookstone Road.

It is hoped the exercise will lead to the introduction of traffic calming measures that result in fewer vehicles and more cycling and walking, especially as the area includes two large secondary schools — St. John Fisher Catholic High School and St. Aidan’s Church of England High School.

People can have their say on an interactive map, which has generated 271 responses so far in its first week.

Oatlands Drive, which passes St Aidan’s, has attracted a strikingly high number of responses, with many focussing on how unsafe the narrow cycling lanes are. The comments include:

“The cycle lane is actually worse than having no lane as cars see it as a segregated lane and pass really close in their lane.”

“Please, please do something to stop people parking their cars at the side of this road. When I cycle on this road, I am forced to undertake potentially dangerous positional moves.”

Other Oatlands area suggestions include banning hospital workers from parking in the Saints area and better cleaning of drains to prevent flooding.

The survey was launched this week — more than a year-and-a-half after proposals for one-way traffic on Oatlands Drive were scrapped following a backlash from residents.

A 20mph limit and traffic filters were then proposed, however, residents were still unhappy.

Kevin Douglas, chairman of Harrogate District Cycle Action, has urged the council to “have the backbone to deliver” this time.

Cllr Keane Duncan, executive member for highways at the authority, said previously: 

“The public engagement demonstrates our commitment to ensuring local people are involved in the design process from the outset.”

Long awaited Oatlands Drive cycling survey launched

A long awaited survey on cycling and walking plans for the Oatlands Drive area of Harrogate has finally been launched more than a year-and-a-half after original proposals for one-way traffic were scrapped.

Residents are being asked to make suggestions via an online map ahead of plans being presented by North Yorkshire County Council later this year.

The consultation comes after the council was awarded government funding, but later binned its plans for a one-way traffic system in March 2021 following widespread opposition from residents who said the changes would be “disastrous” for the wider Saints area.

A 20mph limit and traffic filters were then proposed, however, residents were still unhappy.

The council then announced it would use the £200,000 it was awarded from the government’s Active Travel Fund to carry out a review which includes the survey launched today.

But progress up until now has been slow and it could still be some time before any road changes are introduced as the council said it will have to wait for further funding opportunities.

Kevin Douglas, chairman of Harrogate District Cycle Action, said the delays for all active travel schemes in Harrogate have been “incredibly frustrating” and that he believes there has been some “muddled thinking” on the Oatlands Drive area.

He said: 

“We have said all along that there needs to be a segregated cycleway on Oatlands Drive to encourage people to link with the Harrogate gateway project.

“But whatever they decide to do, they are going to have to get on and have the backbone to deliver.”

As well as the survey, the council is also gathering traffic data looking at parking and how people choose to travel in the Oatlands Drive area which includes St. John Fisher Catholic High School and St. Aidan’s Church of England High School.

The council said this will capture the volume and speed of traffic, as well as what type of vehicles are used.

Cllr Keane Duncan, executive member for highways at the authority, added: 

“We are looking at options for active travel and traffic calming improvements in the Oatlands area as part of our aim to encourage cycling and walking, easing congestion and improving air quality in Harrogate.

“Previous consultations about the Oatlands area have generated a lot of comments, so we have made a commitment to carry out a more detailed study to assess possible improvements there.

“The public engagement demonstrates our commitment to ensuring local people are involved in the design process from the outset.”

Under other active travel schemes, the council previously said final designs for Harrogate’s Victoria Avenue and the A59 near Knaresborough – which include cycle lanes, improved crossings and reduced speed limits – were “likely” to be revealed this summer.

However, this has been pushed back until at least the New Year.

Transport chief denies inflation will lead to ‘cheap’ Harrogate Station Gateway

The councillor in charge of transport in North Yorkshire has claimed inflation will not lead to cheaper materials being used in the £11.2 million Harrogate Station Gateway scheme.

Cllr Keane Duncan, executive member for highways and transportation at North Yorkshire County Council, told Harrogate district businesses last night the scheme would not be “compromised”.

David Simister, chief executive of Harrogate District Chamber of Commerce, told the organisation’s monthly meeting that Harrogate was a “premier town” and “the last thing we want is for the town centre to be cheapened”.

Mr Simister said he would prefer to see any town centre investment spent on improving Cambridge Street and Oxford Street rather than on the gateway project, which would pedestrianise part of James Street and reduce traffic on a stretch of Station Parade to single lane to encourage walking and cycling.

He asked Cllr Duncan if he could guarantee the gateway would be a high quality project. Cllr Duncan replied:

“At the moment there hasn’t been any discussion around compromising the scheme.

“If there are inflationary pressures we will have to look at what we can do around those costings. Does the council look at contributing to any shortfall? That’s not anything we have discussed at this time.”

Cllr Duncan added all local authorities faced inflationary measures that required “tough decisions” but added:

“The last thing I want to see happen is compromise on the public realm because that is an important part of the scheme.”

Cllr Duncan told the meeting the third round of gateway consultation had now ended and if, as expected, councillors decide to proceed, work is likely to start next year.

Encouraging active travel

He also told the chamber meeting, which focused on carbon reduction,  that “how people shop and get around” was a key part of the council’s plan to be carbon net zero by 2034 and carbon negative by 2040.

Cllr Duncan, who lives in Malton, said there were four strands to achieving this. They were: fleet and logistics; shifting to low carbon vehicles; decarbonising public transport and increasing active travel by encouraging more people to walk distances of up to 2km and cycle distances of up to 8km rather than drive.

Responding to a question by a chamber member that the council’s aim to double the use of public transport seemed completely at odds with what is happening, Cllr Duncan agreed the number of bus routes had decreased over the last 20 years, adding:

“We are now at a critical time. Passenger numbers are now at 80% pre-pandemic levels.

“A number of routes that were previously commercially viable are now essentially at a cliff edge situation.”

He said the council was therefore “trying to do things differently”, for instance by introducing the on-demand minibus service for rural areas YorBus, which covers Ripon, Masham and Bedale.

Last night’s chamber meeting at the Cedar Court Hotel in Harrogate also heard carbon reduction-themed talks from Paul White, a procurement specialist at Auditel, Sarah Jones, the founder of Full Circle Funerals and from Danny Wild and Mike Kay from Harrogate District Climate Change Coalition.

New cycling plans for Harrogate to be drawn up next month

A “detailed and co-ordinated plan” to encourage cycling and walking in Harrogate will be drawn up next month.

North Yorkshire County Council said today the plan will connect active travel initiatives such as the Otley Road cycle route and the Station Gateway.

It comes a day after the council revealed the Beech Grove road closure, which was introduced to encourage cycling, will end on August 14.

Beech Grove was seen as a key part of an integrated cycle route from Cardale Park to Harrogate train station.

So the decision to re-open it to through traffic was greeted with dismay by some cyclists and environmentalists.

But that doesn’t appear to be the end of the matter.

A council spokeswoman said today the Beech Grove measures, which cost £10,000, were introduced on a trial-only basis in February 2021, for a maximum of 18 months.

Because the trial is due to end on August 14, the “measures must legally be removed on this date”, the spokeswoman said, adding:

“Throughout the trial period we have reviewed consultation responses, collected traffic survey data and carried out site observations.

“This information and feedback will allow us the opportunity to bring forward a detailed and coordinated plan, connecting active travel initiatives such as Otley Road and Station Gateway together as planned.

“We will involve residents and interested parties as we draw up plans for a wider package of permanent measures, which we plan to consult in September.”

Contractor for Harrogate’s Otley Road cycle route to be appointed in autumn

Council officials have said a contractor to build the second phase of the Otley Road cycle route in Harrogate is expected to be appointed in the autumn.

But it is still unclear when work on the project will start.

The first phase of the route, which runs from Harlow Moor Road to Cold Bath Road, was completed in January.

However, residents raised concerns over its design and the length of time it took to complete the project.

As a result, county council officials delayed progress on the second phase to review its designs.

The Stray Ferret asked North Yorkshire County Council when the next phase of the route will be built and whether a contractor had been procured.

Melissa Burnham, highway area manager at the county council, said:

“Final detailed designs for phase two of the Otley Road cycle route are due to be approved within the next few weeks, with the contract expected to go out to tender during August.

“It is expected the contract will be awarded to the successful provider during the autumn.”

However, she did not respond to another question enquiring when construction is expected to start.

Council officials had previously set that procurement for a contractor would begin in June.

The second phase of the cycle lane will run from Arthurs Avenue to Beech Grove.

Costs have yet to be revealed for the next section of the route, but Hull-based PBS Construction was awarded a contract worth £827,000 for the first phase.

The third and final phase of the scheme, which will run from Harlow Moor Road to Cardale Park, is expected to be funded via contributions from housing developers.

New Harrogate Station Gateway details revealed today

The councils behind the Harrogate Station Gateway said it was time for the town to “seize the opportunity” today, as new details of the project emerged.

A media briefing was held in Harrogate today before a third phase of consultation on the latest proposals begins on Wednesday.

Key elements of the scheme, including the part-pedestrianisation of James Street and some of Station Parade being reduced to single lane, remain in place and are non-negotiable, councillors said.

But the briefing did reveal some changes:

Conservative councillor Keane Duncan, the executive member for access and transportation at the county council, told the briefing it was time to “crack on”.

He said:

“We want to continue with this scheme. It’s an exciting opportunity for Harrogate. We are at the stage where we either seize the opportunity or lose it.

“We need to take this scheme forward. If we didn’t it would be a travesty for Harrogate.”

The scheme aims to encourage cycling and walking and make the town centre a more pleasant place to visit.

But business groups fear the loss of parking spaces and potential congestion could deter shoppers.

Cllr Duncan said the council didn’t want a “war” with businesses, which have expressed major doubts about the initiative.

He said the gateway would attract more people into the town centre and be good for business.

‘First major investment in Harrogate for 30 years’

Councillor Phil Ireland, Harrogate Borough Council’s cabinet member for carbon reduction and sustainability, said the scheme was a “fantastic regeneration project and the first major investment in Harrogate in 30 years”.

Cllr Ireland added that if it didn’t succeed, after months of wrangling, it could “affect how Harrogate is looked upon when future funding is available”.

He said the average car journey in the Harrogate district was less than 2km and this scheme would encourage more people in the town centre vicinity to walk or cycle. Those who didn’t, he added, still had 6,000 parking spaces, many of which are free.

The Harrogate scheme is one of three in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund.

Tania Weston, Transforming Cities Fund programme manager at the county council, hailed the public realm benefits, such as completely revamping Station Square to include a water feature and new seats.

Ms Weston added empirical evidence suggested there was widespread misconception about the impact of active travel schemes on businesses, with them usually having a “positive or neutral” impact.

She said there would also be a focus on making One Arch “pleasanter” by improving the landscaping and introducing lights with a “shimmering” effect inside the tunnel.

Drop-in sessions will be held from 9am to 5pm at the Victoria Shopping Centre on August 4, 5 and 6 as part of the consultation. An online event will be held on August 10 at 6pm.

 

Reservoir parking costs could cause ‘tremendous problems’ on nearby roads

Two local councillors have said the proposed introduction of parking charges at three local reservoirs could cause “tremendous” problems for local residents and visitors.

Yesterday, Yorkshire Water announced it would be introducing parking charges at Fewston, Swinsty and Thruscross reservoirs on a trial basis.

Comments on social media indicate many people believe parking at these much-loved beauty spots should remain free.  Yorkshire Water has said all funds raised will be reinvested in the sites.

Harrogate Borough councillor Victoria Oldham and parish councillor, Graham Hebblethwaite, both felt the charges could put off visitors using the car parks and that they’d park on nearby roads instead.

All three reservoirs are surrounded by farmland and narrow roads. Both councillors believe increased parking on the roads would create traffic problems, be a danger to pedestrians and potentially block the road to farm machinery.

Cllr Victoria Oldham, Conservative councillor for the Washburn ward, said:

“It will cause tremendous problems. I can understand if they are planning to make improvements but these come at an expense to others.

“When you’re out walking in a beautiful environment such as the Washburn Valley you often get distracted by the scenery but putting a timer on parking means some people may miss out on what is around them.”

Cllr Oldham said she’d be willing to talk to Yorkshire Water alongside residents about the plans.

Graham Hebblethwaite, chair of Washburn Parish Council, who lives half a mile from Fewston reservoir said:

“We have white lines on the road but that doesn’t stop people parking on them, I can’t ring 101 every time a car parks on the lines there’s just not enough time. It’s an easy money maker but they don’t have to live with it, it’s locals who will experience the problems.”

The proposed tariffs will be one hour at £1, two hours at £2, six hours at £3, an all day pass for £5 and an annual pass for £30.

The Harrogate group of ramblers often visit the reservoirs, it said in the short-term it won’t cause problems but as it looks to plan future walks the charges could mean they choose not to start from one of the reservoirs.

Keith Wadd, publicity officer for the group, said:

“Anything that discourages walking in the countryside is a retrograde step. In the longer term it is likely fewer led walks will start from one of the reservoirs.

“The Washburn Valley is virtually inaccessible on public transport so a parking charge could put some people off and makes a place of beauty less accessible.”

Those commenting on social media called for the money to be invested in refurbishing public toilets and removing fallen trees off the land. Yorkshire Water has said the money will go towards the first ever in-house Yorkshire Water ranger team.

The nine rangers will help visitors enjoy their stays, do maintenance jobs and tackle anti-social behaviour that poses a threat to people, wildlife and the environment.

Yorkshire Water parking charges to make reservoirs safer and more enjoyable

Yorkshire Water is planning to introduce car parking charges at three reservoirs in North Yorkshire – Fewston, Swinsty and Thruscross – on a trial basis.

Since making the announcement this morning Alastair Harvey, lead countryside and woodland advisor, wanted to explain the proposed charges, why they are being implemented and what it is hoped the trial will deliver:

“Yorkshire is blessed with fantastic outdoor spaces, including reservoirs owned and operated by Yorkshire Water.

“Over the last two years, people looked for outdoor spaces to enjoy time with their family and friends when permitted. So we’ve welcomed more people to our sites than ever before.

“Unfortunately, this period also saw an increase in anti-social behaviour at our sites. Instances of fly-tipping, the lighting of disposable barbecues, littering, vandalism are on the up.

“All of these hindered the enjoyment of our sites for visitors and posed safety risks.”

As a result, Yorkshire Water decided to introduce its first ever in-house ranger team. A total of ten rangers will be recruited to patrol, manage and maintain the reservoirs.

The rangers will be able to provide information to visitors and enhance their experience. They will also be able to tackle anti-social behaviour.

Parking charges will fund new ranger team

To fund the rangers, Yorkshire Water is trialling car parking charges at Fewston, Swinsty and Thruscross. Parking charges will also be introduced at Langsett in South Yorkshire.

Mr Harvey added:

“We have thought long and hard about the introduction of these charges.

“We believe we’ve catered for all types of visitors we see. Whether they are looking for a day out or to visit every day to walk their dog.

“As well as improving security and safety at our sites, the parking charges will also be used to fund a variety of conservation, community, and facility improvement projects.

“The funds will help us increase our work with charities and community groups. It will also help wildlife to thrive on our sites.

“All of this will ensure the money visitors spend on parking is invested directly into the sites they use to further improve their experience.

“Ultimately, we hope that during the trial we will see incidents of fly tipping and antisocial behaviour decrease; making these sites safer and more enjoyable for people, and more wildlife friendly too.

“Likewise, we hope that the charges will encourage people to at least consider travelling via public transport, cycle paths, and walking routes rather than by car.”

Yorkshire Water already sponsors the Dales Bus Service, which provides a specific bus route through the Washburn Valley, on Summer Sundays and Bank Holidays.

If planning is approved for the parking meters, charges will start at £1 for an hour, £2 for 2 hours, £5 for all-day parking of £30 for an annual pass.
