County council to bid for funding to launch carbon neutral waste trucks

North Yorkshire County Council is set to bid for £300,000 to help improve the environmental credentials of waste collections and a controversial waste incinerator plant.

The authority has applied to the United Kingdom’s innovation agency for funding to investigate addressing barriers for generating low carbon fuel sources on the Allerton Park Waste Recovery site near Knaresborough, either as biomethane or green hydrogen.

The council is hoping to be among 20 nationally to be handed a Fast Followers award by Innovate UK, which aims to equip local authorities with the experience and skills to accelerate progress towards net zero.

The move comes as the authority is consulting with the public on its climate change strategy, which includes increasing access to alternative fuels for vehicles and investigating the feasibility of green hydrogen and other low carbon fuels as technology develops.

The strategy also includes a proposal to investigate how the council’s assets, such as land and buildings, can best be used to generate low carbon energy to offset council carbon emissions.

Significantly, the strategy includes looking for such opportunities at the energy from waste plant and closed landfill sites, and for vegetation management and food waste for anaerobic digestion.

An officer’s report to a meeting of senior officers and councillors states the potential gases generated at the site would be predominantly to use as a transport fuel for general and recycling waste vehicles as an alternative to fossil fuels, but options for income generation would also be explored.

The report adds other potential benefits would include improved energy security and releasing grid capacity for other renewable energy sources at the sub-station.

The report states after recyclates and organic materials have been extracted from the waste delivered by 70 waste trucks from across the county to Allerton Park, the remaining residual waste is incinerated in the energy from waste incinerator, which generates heat and power.

“Currently the electricity is sold to the National Grid and the heat is underutilised.

“Decarbonising both the waste plant and the vehicles that transport waste to the site is technically possible, but extremely challenging due to the technological change required, systems change and the costs to deploy.”

Cllr Arnold Warneken, whose division includes Allerton Park, said there was significant debate whether the energy from waste incinerator could be regarded as producing renewable energy as it relied on the production of waste to be sustainable.

Harrogate district councils object to Allerton Park asphalt plant plan

Parish councils near a waste incinerator near Knaresborough have questioned whether a decision over setting up an asphalt manufacturing facility on the site should be taken out of a council’s hands.

The parish councils represent numerous villages surrounding the Allerton Waste Recovery Park off the A1(M).

They claim North Yorkshire County Council lied to them about the impact of the incinerator, and that its councillors had pledged the rural area would not see further industrial-type developments.

The comments follow numerous communities across the county accusing the Conservative-run authority of putting big business interests above those of residents.

They have been lodged in response to Tynedale Roadstone’s application to the county council to create an asphalt manufacturing plant across a 2.1-hectare grass and scrubland site at the waste recovery park.

The site, which is an existing and partially complete and restored landfill, features other uses such as a concrete batching plant and the processing of 320,000 tonnes of waste a year from York and North Yorkshire councils.

The firm said the site had been chosen because plastic from the waste recovery plant would be used in the production of the final asphalt road surfaces product, cutting transportation, while its proximity to the A1(M) meant vehicles could enter and exit the site without having to pass through villages.

Planning documents submitted by the firm said the site is “extremely well screened from view” and locating the plant there would “protect” other employment sites in the area.

It said:

“The application proposes a land use that is wholly in-keeping with the nature of this site and complements those existing land uses currently operating on the park.”

However, some residents have said they are as concerned about the impact of the proposed asphalt plant, particularly due to the potential of dust unintentionally spilling from the site, while mixing of hot bitumen could allow the release of a pungent, acrid smell.

‘A one-off isolated proposal’

In objections to the scheme, parish councils said when the incinerator had been approved in 2014 they had been assured by the county council that it was “a one-off isolated industrial proposal” in what was acknowledged as a rural location.

In its response, Arkendale Coneythorpe and Clareton Parish Council has highlighted how councillors went on record to say the incinerator would not be the stimulus for further industrial ribbon development along the A1(M) corridor.

A parish spokesman said: 

“If this development is allowed to proceed what the county council promised these local communities will have been proven to be false and we would be right to feel let down by the democratic process.”

In its objection, Goldsborough and Flaxby Parish Council said as the county council had past and present interests in the site, an independent consultant with no specific interest in the plant should be commissioned to assess its impacts.

The parish council’s objection said it questioned “the legitimacy of this planning application being reviewed and considered by North Yorkshire County Council planning authority”.

The parish council said:

“North Yorkshire County Council officers made a big thing about how little the nearby incinerator would impact visually, with it being located in a quarry.

“Plainly that was a lie or at the very least a highly optimistic assessment. The incinerator can be seen from miles away including the east side of Harrogate and up the Yorkshire Dales.”

In response, Cllr Derek Bastiman, whose executive portfolio includes waste disposal, said:

“The application for the Allerton Waste Recovery Park was thoroughly debated at the time and the planning process was rigorously followed. Full consideration was given to any environmental impact on nearby residents and the surrounding landscape.

“The application now submitted by Tynedale Roadstone is entirely separate and relates to an area of land separate to the AWRP lease area. Like any planning application, it will be considered in accordance with planning policy.”

Environment Agency calls for Allerton Park asphalt plant to be rejected

The Environment Agency has called for the creation of an asphalt plant near Knaresborough to be rejected.

The government department has raised concerns over potential pollution to controlled waters in response to Tynedale Roadstone’s planned plant at Allerton Waste Recovery Park, just yards from the A1(M).

The firm, which produces bituminous macadam and asphalt products for roads, already has plants in Newcastle and County Durham and says it needs a third facility to serve contracts for customers in the Yorkshire area.

The plant would include facilities for recycling plastics and other waste products, which could be supplied from operations within the recovery park, into asphalt materials.

Tynedale says the plant would also have the capability to recycle old road material into new asphalt products.

In planning documents submitted to North Yorkshire County Council, agents for the firm said the plant would create about 10 jobs. They said:

“The very nature of the proposed scheme means that it will be crucial to facilitating and servicing highways works and projects in the area.

“The plant would be suitably located in terms of surrounding land uses and would complement the wider Allerton Waste Recovery Park, particularly due to its ability to utilise plastic waste from the waste recovery plant in the production of final asphalt products.”

The wider site includes Allerton Waste Recovery Plant, which process 320,000 tonnes of waste a year from York and North Yorkshire councils, a partially completed landfill in a former quarry, a concrete batching plant and a methane gas plant.

Planning documents reveal pre-application talks with the council’s planning officers concluded the principle of locating an asphalt plant at the site was considered a compatible use with the other operations on the site.

However, lodging an objection to the development. the Environment Agency said the firm needed to demonstrate the risk of pollution to controlled waters could be appropriately managed.

The agency stated: 

“The previous use of the proposed development site as a landfill presents a high risk of contamination that could be mobilised during construction to pollute controlled waters.

“Controlled waters are particularly sensitive in this location because the development site is located upon a principal aquifer.”

Principal aquifers provide significant quantities of drinking water.

The agency said the applicants had identified the pollution risks without providing adequate mitigation and the plans for piling on the site could result in risks to aquifers.

£1.2bn Allerton Park incinerator recycling rate worsens

The £1.2 billion Allerton Park waste recovery plant continues to be dogged by mixed performance more than four years after being launched.

The waste recovery plant and incinerator between Knaresborough and Boroughbridge takes 220,000 tonnes of waste collected by councils in York and North Yorkshire and 50,000 tonnes of business waste annually,

A performance report has revealed it is significantly exceeding its target for diverting waste from landfill, achieving almost 90%.

However, it is recycling and composting just over one per cent of the waste, against a target of 5%.

North Yorkshire and City of York councils awarded a contract to private company AmeyCespa to create the facility in 2014 following a high-profile battle with residents of villages surrounding the plant, such as Marton-cum-Grafton.

Last year councillors raised concerns over the plant’s recycling performance after it emerged it had never met its recycling targets, leading the councils to levy £653,000 in performance deductions for the first three years of its operations.

An officer’s report to a meeting of the county council’s transport, economy and environment scrutiny committee next Thursday shows the plant’s recycling performance has marginally worsened during the last year.

The report states issues with the mechanical treatment equipment meant sometimes the plant had to be run in by-pass mode, which meant recyclates were not extracted.

The report states following maintenance works this year the mechanical treatment performance has significantly improved, with Amey forecasting recycling performance to rise to almost half the targeted proportion.

However, the amount of unplanned downtime at the energy from waste plant significantly improved this year, falling from 61 days to 29, which allowed more waste to be processed.

The report states the latest figures show the best year to date for landfill diversion and energy from waste.

The report concludes further opportunities are being explored with the councils, Amey and Yorwaste seek “to optimise the types of waste delivered to the plant” to secure continued performance improvements.

The county council’s executive member for open to business, Conservative councillor Derek Bastiman, said while the recycling target remained well below what was wanted, the lack of improvement this year had been largely due to unforeseen mechanical issues.

He said the energy from waste scheme had proven to be a good investment by the councils.

Ouseburn division Green Party councillor Arnold Wareneken said any profits from the scheme should be used to increase recycling rates.

He said:

“We need to recycle the money as well – it just needs a bit more investment. The problem I see is we are not collecting food waste separately or enough food waste from industry. 

“All local authorities are meant to be collecting food waste. 

“We have got to make it more easier for people to put compostable waste in wheelie bins.”

Harrogate Porsche driver who killed cyclist was ‘scrolling’ through social media

A Porsche driver from Harrogate knocked down and killed a cyclist while scrolling through social media posts on his phone, it’s alleged.

James Bryan, 37, was rushing to get some shopping for his parents during the covid lockdown when his Porsche Carrera 911 ploughed into the back of a bicycle ridden by married father-of-two Andrew Jackson, 36, on the A168 between Wetherby and Boroughbridge, a jury at York Crown Court heard.

Prosecutor Anne Richardson said that at the time of the collision, Mr Bryan’s Instagram and Facebook accounts were open.

She said Mr Bryan must have been looking at, scrolling through, or reading posts on social media in the moments before the crash at Allerton Park.

She said that Bryan had been taking cocaine and drinking at his friend’s house in Cheshire the night before the fatal collision at Rabbit Hill Park.

Although he wasn’t over the limit for either drink or drugs, there were traces of cocaine in his system.

Ms Richardson said that Bryan, who celebrated his 35th birthday just two days before the fatal crash, would have been impaired by the drugs in his system and from being hungover and tired from the alcohol and festivities the night before.

‘Incredibly sad case’

Ms Richardson said that forensic analysis of Mr Bryan’s phone showed that at the time of the collision he had his Facebook and Instagram apps open.

He was on the way to drop some groceries off at his parents’ house. They were isolating during the covid lockdown when the accident occurred at about 1.40pm on May 10, 2020.

Mr Jackson was wearing a helmet on a straight stretch of road where visibility was good. Ms Richardson said:

“The front of the Porsche collided with the rear of Mr Jackson’s bike and Andrew Jackson came off his bike, went up in the air and hit his head on the windscreen and roof of the car, and landed on the road behind the car.”

“He was pronounced dead at the scene by an off-duty intensive-care consultant.

“This is an incredibly sad case. A young mother has lost her husband and father to two (very young) children. Her in-laws have lost their only son.”

Mr Bryan, of St Mary’s Avenue, Harrogate, has already admitted that he caused the death of Mr Jackson by careless driving in that he didn’t leave enough room to drive around the bicycle, but he denies causing death by dangerous driving on the grounds that he wasn’t using his phone at the time.

Head injuries

The prosecution insists that Mr Bryan’s driving was dangerous because he “wasn’t looking at the road ahead of him” as his car approached Mr Jackson. Ms Richardson said:

“If he had been (looking ahead of him) he would have had an uninterrupted view of the road (for) over 500 metres.”

Mr Bryan, who had been at a barbecue the night before to celebrate his birthday and set off for home early the following morning, called 999 moments after the accident and told a call operator he thought the cyclist was dead.

Other motorists, including the off-duty doctor and his medically trained wife, were on the scene in minutes and called police and an ambulance, but Mr Jackson had already died from head injuries.

Police arrived at the scene and arrested Mr Bryan, who was “very distressed” and appeared to be in shock.

A roadside drug-impairment test showed that Mr Bryan was positive for cocaine but not over the specified legal limit.

Subsequent forensic examination of his phone showed that it was unlocked in the moments before the crash and the Instagram and Facebook apps were open.

Mr Bryan was taken in for questioning and told police that after arriving back home from Cheshire he decided to do some shopping for his parents who were shielding because his father had cancer.

He said that Mr Jackson, who lived locally, “came out of nowhere” but then claimed the cyclist had veered into the middle of the road and that he had tried to overtake him, only for the cyclist to “swerve into my path”.

An accident investigator who carried out a reconstruction of the crash said that the bike was not in the middle of the road, but on the edge of the carriageway, near a grass verge, and that Mr Bryan had not tried to move around the bicycle.

Mr Bryan told police he had gone to Cheshire the day before to view a “potential development site” and that he wanted to become a property developer.

In one message found on his phone on the way back from Cheshire, Mr Bryan told a friend he was hungover from the night before and was “concerned about being late for his parents with their shopping”.

In another sent by Mr Bryan to a female friend while he was at the birthday party, he told her: “I’m so drunk I can’t see.”

‘Fit to drive’

Defence barrister Sophia Dower claimed that Mr Bryan was in a “fit and proper state” to drive and was not using his phone at the time of the crash.

She claimed that Mr Jackson’s bike had veered right from the edge of the road into the path of Mr Bryan’s black Porsche, and that her client “didn’t have enough time to react”.

Witnesses including the off-duty doctor and his wife said they saw the cyclist with torn clothes lying on his back in the road.

The doctor said that when he checked for a pulse there was none, and he certified him dead at the scene.

He said that when he told the Porsche driver the cyclist was dead, he “moved backwards, crouched down and put his hands on his head”.

He said Mr Jackson had suffered a serious head injury and his helmet was broken.

The trial continues.

Overturned lorry causes road closure at Allerton Park interchange

Update 3pm – the road has now reopened

Allerton Park interchange near Knaresborough is currently closed after a lorry overturned.

North Yorkshire Police tweeted at 2.10pm this afternoon that it was dealing with the incident and there was no access from Allerton Park towards York via the A59 whilst the vehicle is recovered.

It urged motorists to avoid the area, which is at junction 47 of the A1(M).

Plans to build asphalt plant beside controversial Allerton Park incinerator

A Harrogate district Green Party councillor has voiced concerns about plans to build an asphalt plant alongside the Allerton Waste Recovery Centre near Knaresborough.

Tynedale Roadstone wants to produce the roadbuilding material at a new plant next to the recovery centre, which was approved a decade ago by North Yorkshire County Council.

The £1.4bn recovery centre uses an incinerator to generate energy from waste but has been dubbed a blot on the landscape by locals.

Such was the strength of opposition to the incinerator that two MPs and protestors handed in a petition with 10,000 signatures at Downing Street.

The bid to build a second plant alongside it has fuelled fears about industrialisation of the area.

Planning documents state Tynedale claims the asphalt plant is needed on “vacant brownfield land” at Allerton Park, partly for environmental reasons.

The papers state:

“The extent of Tynedale Roadstone’s contracts in Yorkshire is such that a new asphalt facility is required to meet demand and ensure locally resourced product is within easy reach of key contract locations.

“The demand is established and continually fuelled by maintenance works requirements; an additional independent asphalt plant is needed to service it.

“Government and company policies on sustainability, carbon footprints, energy efficiency, transport networks, trafficking and haulage distances are some of the many drivers behind establishing another asphalt plant.”

The planning documents state the site has been identified as the best location to serve demand, as the nearest asphalt plants to the site are in Pateley Bridge and at Stourton, in Leeds.

The Allerton site is close to the A1(M) and A59 junction. Existing plastics from the waste recovery plant could be reused at the asphalt plant.

Cllr Arnold Warneken

Green Party councillor Arnold Warneken, whose Ouseburn division includes villages closest to the proposed plant, said the firm’s description of the site as brownfield was “absolute rubbish” and that increasing the number of heavy goods vehicles entering and leaving the site would be a cause of concern.

He said:

“There will be very little support for this locally. It is a very rural location which has had a blister of a building put on it. The site has a waste plant next to it, but beyond that you’ve got prime agricultural land in a rural setting.

“The original purpose of the site for recycling and incineration has to be retained. Whilst it is good practice to put two industries that are complemented together, you have got to look at the impact of the vehicles that are coming onto that site.

“To get to the A1 the HGVs will have to use the A168 which has already got heavy traffic on it from the waste plant and a quarry, so it would add to an existing problem.”

“It’s an industrialised function which needs to be alongside true brownfield sites.”

Multiple vehicle crash on A1 at Allerton Park

Emergency services were called out shortly after midnight last night to reports of a car crash on the A1 in the Harrogate district.

Two people needed treatment from ambulance crews at the scene following the incident, which happened on the northbound carriageway at junction 47.

North Yorkshire Fire and Rescue Service‘s incident log says firefighters from Knaresborough and Harrogate attended a “multi-vehicle road traffic collision”. It adds:

“On arrival crews found that no persons were trapped. Two walking wounded casualties with minor injuries were left in the care of police and ambulance crews.

“Crews made the scene safe and carried out a thorough search of the embankment for further casualties. Incident left in the hands of police.”

Driver stopped on A1(M) after failing to pay at three petrol stations

Police arrested a driver on the A1(M) near Allerton Park after they filled up at a petrol station without paying multiple times.

The motorist was stopped after they failed to pay at Exelby Services on the A19.

Once stopped, police discovered that the driver had also not paid at two other petrol stations at Wetherby and Scotch Corner in the last month.

Officers from North Yorkshire Police also discover that the driver was wanted by Police Scotland for dangerous driving.

Man denies causing death by dangerous driving near Boroughbridge

A Harrogate man has denied causing death by dangerous driving on the A168 near Boroughbridge.

Andrew Jackson, 36, from Hunsingore near Wetherby, died on A168 northbound between Allerton Park and Boroughbridge on May 10, 2020.

He was pronounced dead at the scene.

James Bryan, 36, of St Mary’s Avenue in Harrogate, has been charged with causing death by dangerous driving.

A trial will be held at the court on September 19, 2022.
