North Yorkshire Council’s bid for £965,000 of government money to upgrade traffic lights has been rejected.

Sixty-seven local authorities successfully applied to the Department for Transport’s traffic signal obsolescence grant. North Yorkshire was one of 23 whose bids were rejected.

It means the council will receive the minimum £117,151 awarded to all local authorities, but has missed out on a slice of the extra £20 million available to successful bidders.

Several local authorities received more than £500,000. The highest award, for £2.5 million, was to Tees Valley Combined Authority.

The traffic signal obsolescence grant is targeted at upgrading obsolete traffic signal systems to improve reliability.

It was announced as part of the government’s Plan for drivers in October 2023.

The Stray Ferret asked the council what feedback it received on its application and how many signals will be upgraded with the funding.

A spokesperson said it was “yet to receive feedback”, adding:

“We expect the funding to cover the upgrade of 10 traffic light locations to extra low voltage / LED heads.”

Harrogate MP hopes Station Gateway money can be spent in town

Andrew Jones MP has said he hopes North Yorkshire Council will use money earmarked for the £11.2m Station Gateway to create a more welcoming space in Harrogate.

Last week, senior Conservative councillors in Northallerton agreed to consider different options in an attempt to rescue the troubled transport scheme.

In August, the council pressed pause on the project due to a legal challenge from Hornbeam Park Developments and Mr Jones described it as a “timed-out dead scheme”.

However, he told the Local Democracy Reporting Service he is still wanted the government’s Transforming Cities Fund money to be spent in the town.

A report prepared for councillors last week said one option could be to reallocate funds to other gateway schemes in Skipton and Selby if a solution in Harrogate is not found.

Should government give permission to modify the scheme in Harrogate, it appears the council will focus on its less controversial aspects, which might include public realm improvements at Station Square and One Arch.

The MP said he has lobbied government ministers about allowing the gateway money to be spent in Harrogate.

Mr Jones said:

“I fully support using the Transforming Cities Fund monies in Harrogate. This funding was allocated to Harrogate and I have urged ministers to allow the funding to be spent in Harrogate.

“The council’s decision to consider options for Station Gateway is not unexpected. Some aspects of the scheme were very positive, not least the public realm improvements. I would urge the council to fund the public realm improvements as a priority to create a more welcoming space in the town centre for residents and visitors.”

In an interview with the LDRS earlier this month, the council’s executive member for highways Keane Duncan said the Gateway is “not dead – yet, but it is fair to say it’s on life support”.

He added: 

“Andrew [Jones] wants to secure investment for Harrogate. The Liberal Democrats say they want to secure investment for Harrogate. I do too, and I will do my best to deliver on that objective.”

North Yorkshire Council has said it will make a decision on what happens next with the Station Gateway before November.

West Yorkshire Combined Authority, which won the initial funding from government, has said it has accepted the principle of a modified scheme. The Department for Transport has also indicated initial support for a modified scheme but has not yet formally responded.

The DfT has reiterated that the Transforming Cities Fund money must be spent before March 2025 at the latest.

Site cleared ahead new road being built at A59 Kex Gill

Contractors have completed clearing an area alongside the A59 near Harrogate ahead of building a new three-mile stretch of road.

The A59 is a key link between Harrogate and Skipton.

But the section that includes Kex Gill has had a history of landslips, which has caused lengthy diversions for motorists and extra costs for the council.

Work on the £68.8 million project began in February and will see a new road built from Blubberhouses to just after Kex Gill.

The Department for Transport is providing £56.1m and the remaining funds are coming from North Yorkshire Council.

In an update, the council said the site has now been cleared, which has involved removing trees, and an access road is being built to allow builders to start work on the new road.

A stone wall has also been dismantled but will be reused as part of the scheme.
The council added the project will be finished in autumn 2025 after previously saying it would be in May of that year.

Karl Battersby, the council’s corporate director of environment,  said:

“The £69 million Kex Gill realignment project is progressing in line with our programme. The site has been carefully cleared, and a construction access road is being built as part of the first phase of construction.

“The stone boundary wall has been carefully de- constructed and labelled to enable future re-instatement.

“The new road is scheduled to open in autumn 2025 and once complete will reduce road closures, congestion and delays on the A59, reducing the impact on the environment.”

The majority of the new road will be constructed without access to traffic, which means the existing road will remain open during construction.

Once open, the re-routed A59 is not likely to make journey times between Harrogate and Skipton any quicker but it will remove the risk of landslips.

The Kex Gill section runs through important habitats including a Site of Special
Scientific Interest.

The council said plans are in place to mitigate the impact on wildlife in the area that includes barn owls, bats, nightjars, wild game, toads and badgers.

Government rejects cycling schemes in Harrogate and Knaresborough

Cycle schemes in Harrogate and Knaresborough will not go ahead after the government rejected the bids for funding.

North Yorkshire County Council applied for £3.19 million from the fourth round of the Department for Transport’s active travel fund.

It would have paid for segregated cycle routes on Victoria Avenue in Harrogate, a section of the A59 between Mother Shipton’s Cave and Harrogate Golf Club and a project in Richmond.

But the DfT allocated the £200 million to bids from other local authorities instead.

The council indicated in a news release last month it had been allocated £1.08m from the fourth funding round and been invited to bid for an additional £2.16m. But it said today it had actually not been awarded a penny.

The news is another blow for attempts to encourage cycling in the Harrogate district after phase two of the Otley Road cycle route was abandoned and traffic calming measures on nearby Beech Grove were reversed.

There is still no final decision on the £11.2 million Station Gateway, which would improve cycling around the train station.

It also appears to leave wider plans to create a connected, segregated cycle route from Cardale Park to Harrogate town centre in tatters.

North Yorkshire County Council’s Conservative executive member for highways and transportation, Cllr Keane Duncan, said:

“We are inevitably disappointed that our ambitious £3.19 million bid to enhance facilities for cyclists and pedestrians through the fourth round of the government’s active travel fund has not been successful.

“We believe we put forward strong proposals for the three schemes.

“We are seeking detailed feedback from Active Travel England so we can understand the reasons behind their decision. We hope to work with them to progress schemes in these areas and elsewhere in the county successfully in future.”

New Harrogate Station Gateway details revealed today

The councils behind the Harrogate Station Gateway said it was time for the town to “seize the opportunity” today, as new details of the project emerged.

A media briefing was held in Harrogate today before a third phase of consultation on the latest proposals begins on Wednesday.

Key elements of the scheme, including the part-pedestrianisation of James Street and some of Station Parade being reduced to single lane, remain in place and are non-negotiable, councillors said.

But the briefing did reveal some changes:

Conservative councillor Keane Duncan, the executive member for access and transportation at the county council, told the briefing it was time to “crack on”.

He said:

“We want to continue with this scheme. It’s an exciting opportunity for Harrogate. We are at the stage where we either seize the opportunity or lose it.

“We need to take this scheme forward. If we didn’t it would be a travesty for Harrogate.”

The scheme aims to encourage cycling and walking and make the town centre a more pleasant place to visit.

But business groups fear the loss of parking spaces and potential congestion could deter shoppers.

Cllr Duncan said the council didn’t want a “war” with businesses, which have expressed major doubts about the initiative.

He said the gateway would attract more people into the town centre and be good for business.

‘First major investment in Harrogate for 30 years’

Councillor Phil Ireland, Harrogate Borough Council’s cabinet member for carbon reduction and sustainability, said the scheme was a “fantastic regeneration project and the first major investment in Harrogate in 30 years”.

Cllr Ireland added that if it didn’t succeed, after months of wrangling, it could “affect how Harrogate is looked upon when future funding is available”.

He said the average car journey in the Harrogate district was less than 2km and this scheme would encourage more people in the town centre vicinity to walk or cycle. Those who didn’t, he added, still had 6,000 parking spaces, many of which are free.

The Harrogate scheme is one of three in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund.

Tania Weston, Transforming Cities Fund programme manager at the county council, hailed the public realm benefits, such as completely revamping Station Square to include a water feature and new seats.

Ms Weston added empirical evidence suggested there was widespread misconception about the impact of active travel schemes on businesses, with them usually having a “positive or neutral” impact.

She said there would also be a focus on making One Arch “pleasanter” by improving the landscaping and introducing lights with a “shimmering” effect inside the tunnel.

Drop-in sessions will be held from 9am to 5pm at the Victoria Shopping Centre on August 4, 5 and 6 as part of the consultation. An online event will be held on August 10 at 6pm.

 

£60m Kex Gill contract to be awarded

A construction contract for the £60 million rerouting of a landslide-hit road between Harrogate and Skipton is set to be approved.

North Yorkshire County Council says it has found a preferred bidder to carry out the delayed project, which will see a new carriageway built for the A59 at Kex Gill.

The road is a key east-west link for the county and has been hit by 12 landslides in as many years, leading to diversions for motorists and costs for the council.

In one instance, a landslide in January 2016 shut the road for eight weeks.

The council had hoped works would start last autumn, however, the project has been hit by several delays including objections to compulsory purchase orders that the council made to acquire land for the new route.

Minerals company Sibelco also attempted to call in the project for a public inquiry, but this was rejected by the government.

There is now an aim for construction to begin next January, with completion in early 2025.

Funding for the project is coming from the Department for Transport, which has agreed to provide £56 million, while the council will make up the rest of the costs.

The council’s executive will be asked to agree to the awarding of the contract to the preferred bidder at a meeting next Tuesday.

But before the contract can be signed off, a final business case for the project will be submitted to the Department for Transport.

A report to Tuesday’s meeting said the road was still causing repair costs for the council which has planned drainage works this month and wants to see a permanent solution in place.

The report said:

“There remains a high risk that there will be further landslips in the future, which could potentially result in long term closures of the route, severely impacting connectivity between Skipton and Harrogate.

“Conversely there is a risk to public safety and economic disruption.

“Whilst short to medium term management measures are continually being undertaken, the county council recognised that in the longer term there was a need to develop proposals for a permanent solution.”

North Yorkshire’s roadside litter branded ‘an absolute disgrace’

Local authorities in England’s largest county have been accused of allowing “corridors of shame” by failing to clear roadside litter.

A North Yorkshire County Council meeting today heard the cleanliness of many verges, ranging from the A1(M) to country lanes, branded “an absolute disgrace”.

The meeting was told although there appeared to be a rising tide of takeaway wrappers and human waste being thrown from vehicles, some roadsides in the county had not been cleared for at least 15 years by district and borough councils, despite them having a statutory responsibility to clear it.

Members were told the main challenge to clearing roadside litter related to safety.

Amanda Dyson, Richmondshire District Council’s waste and street scene manager, said the authority was constrained by safety issues and having to work when Highways England was carrying out road repairs.

She said because safety rules meant single carriageway A-roads could only be cleaned at night, the cleaning was dependent on council staff volunteering to work night shifts to deal with often unpleasant litter, such as bottles of urine.

Ms Dyson said:

“We have calculated there could be huge costs involved if we were to do this.”

Chris Brown, a parish councillor from Newsham, close to the A66, said National Highways had declined to accept responsibility for cleaning the A66, as it has for other major roads elsewhere, before suggesting the Department for Transport could resolve the issue.

Members were told the DfT had stated cleaning roadside litter was not its responsibility and referred campaigners to the Department for Environment, Food and Rural Affairs.

No confidence in council officers making a difference

Defra had simply replied to Coun Brown that there was unlikely to be any significant change to the bodies responsible for clearing roadside litter for the foreseeable future, the meeting heard.

Coun Brown said he had no confidence senior council officers were determined to make an immediate difference, adding:

“Do local residents and people who travel through the area continue to have to travel through what I call the corridor of shame? It looks like the side of a landfill tip in parts.”

The meeting heard councillors call for a county-wide strategy and action, saying the roadsides of North Yorkshire were poor in comparison with those in neighbouring council areas such as County Durham.

County council deputy leader Councillor Gareth Dadd said while the authority’s executive was currently restricted to raising roadside litter concerns with the district and borough councils responsible for clearing it, it was “an issue that could be looked at with a little more depth and seriousness” by the unitary North Yorkshire Council after it is launched in May 2023. He added:

“As with any aspiration or desire it will come with a price tag, and that will have to go into the mix with the other priorities and challenges everybody has.”
