Petition launched to improve state of Knaresborough CastleCouncillors recommend civic honour for Harrogate’s Rachel Daly

Councillors today voted to recommend awarding a civic honour to Harrogate-born England footballer Rachel Daly.

Rachel’s first club — Killinghall Nomads Junior Football Club — launched a petition this year in conjunction with the Stray Ferret calling on North Yorkshire Council to officially recognise their former player.

The council has done nothing to mark Rachel’s achievements, which include winning Euro 2022, playing in the World Cup final and winning the PFA Players’ Player of the Year award this year.

The petition received more than the required 500 signatures to make it eligible for debate at the council’s Harrogate and Knaresborough area constituency committee, which met today.

The petition was introduced by John Plummer, the editor of the Stray Ferret, who said:

“It’s difficult to think of anyone in North Yorkshire who has achieved more in recent years or done more to put Harrogate on the map.

“It is time for the council to wake up and realise Rachel Daly is a local superstar who should be celebrated — and honour our home-grown Lioness.”

Mr Plummer said it was “inconceivable that the council would not be falling over backwards to honour, say, Harry Kane if he was from Harrogate”, and it would “raise uncomfortable questions about the council, whose ruling executive is 80% male” if it denied recognition for Rachel, particularly as councillors had set a precedent by renaming Ripon leisure centre after Olympic diving champion Jack Laugher, who grew up in the city.

The petition suggested renaming Harrogate Leisure and Wellness Centre but Mr Plummer said the council was welcome to come up with an alternative “but it has to be meaningful and on a scale befitting her accomplishments”.

Cllr Michael Schofield, an Independent who represents Harlow and St George’s, said he had spoken to Rachel, who used to visit the Shepherd’s Dog pub he runs, and she had indicated that although she appreciated the support she didn’t feel naming the leisure centre after her was appropriate.

Cllr Paul Haslam, a Conservative who represents Bilton and Nidd Gorge, said he felt others, including Harrogate’s Paralympic powerlifter Charlotte McGuinness, had an equal right to be recognised.

The council currently has nothing in place for bestowing civic honours.

The 13-person Liberal Democrat-controlled committee voted in favour of recommending the council “develops a civic honours-type scheme for the council and that Rachel Daly’s achievements are recognised through the new scheme”.

Cllr Peter Lacey, a Liberal Democrat who represents Coppice Valley and Duchy, said he hoped the matter could be dealt with swiftly.

Area constituency committees are advisory bodies to the council. It is now up to the council’s Conservative-controlled executive to decide whether to act on its recommendations.

Electric vehicles charging points in Knaresborough car park causing ‘significant harm’

A Knaresborough business owner has claimed 10 electric vehicle charging points installed in a car park have caused “significant harm” to the town and are driving shoppers away.

A petition signed by over 500 people protesting against how EV infrastructure has been introduced in Knaresborough was debated by North Yorkshire Council‘s Harrogate and Knaresborough area constituency committee in Harrogate today.

Ten of the 56 regular parking bays in the town centre Chapel Street car park were turned into electric vehicle-only spaces with charge points at the end of 2022 by Harrogate Borough Council.

A further 12 spaces were given over to EVs in Conyngham Hall’s car park on the outskirts of the town centre but the charge points there have not yet been switched on.

However, at Chapel Street there have been reports of the spaces reserved for EVs laying empty, which has caused consternation to traders particularly on market days.

A statement was read out to councillors on behalf of hairdresser Kelly Teggin who launched the petition. The statement said:

“Like any market town there’s a recognition of the need for transition and charging points are attractive to residents and tourists if introduced at the right time and place.

“However, in this case, implementation of changing points at Chapel Street car park and at Conyngham Hall have been badly-handled in terms of consultation and choices made. They’ve caused significant negative impact on traders in the town centre, attractiveness to visitors and increased congestion.”

A report prepared by officers ahead of the meeting said just five vehicles a day were using the charging spaces at Chapel Street.

But the council forecasts that after five years this will have increased to 22 cars a day and by year eight it will be 30 cars.

Dedicated EV bays require traffic regulation orders to restrict access to EVs only, which according to reports the spaces at Chapel Street do not have.

Matt Walker, the Liberal Democrat councillor for Knaresborough West who supports the petition, said any non-EV motorist who had received a ticket for parking in the reserved spaces should contact him as he would be “happy to defend and get those revoked”.

Arnold Warneken, the Green Party councillor for Ouseburn and an EV driver,  said he was “shocked and surprised” the council decided to put the spaces in Chapel Street, which is one of the town’s busiest car parks.

But he warned against an increasingly hostile movement against EVs on social media. He added:

“I’m totally behind having EV charging points. There’s an anxiety that infrastructure is not in place for people that drive EVs but there’s a movement out there that’s anti-EV”.

Paul Haslam, the Conservative councillor for Bilton and Nidd Gorge, said there was a “lack of understanding” about EVs but he hoped North Yorkshire Council used the changes in Knaresborough as a “learning opportunity on how we can do it better next time”.

Cllr Walker proposed a motion with nine different points, including a call for a full review into parking in Knaresborough and an assertion that the EV infrastructure had been implemented poorly in the town. It passed by six votes to four.

The area constituency committee is, however, only an advisory body to the Conservative-controlled council.

10 schemes proposed to reduce congestion in Harrogate

North Yorkshire Council announced 10 proposals this week to reduce congestion and make streets safer in the west of Harrogate.

The schemes, which would cost a total of £585,000, revolve around the Otley Road area, where just one of three planned phases of a cycle path has been completed.

Work is unlikely to begin until the 2024/25 financial year.

The 10 proposals were overshadowed by the same day announcement of a 20mph zone covering seven schools in Pannal Ash and Oatlands.

But if adopted, the schemes would have a considerable impact on the streets in one of the most congested parts of Harrogate.

The council’s Harrogate and Knaresborough area constituency committee is due to discuss the proposals at a meeting on Thursday.

Here are the proposals.


1 Signal upgrade at Cold Bath Road / Otley Road / Arthurs Avenue junction

Cost: £200,000

Signal equipment will be upgraded to link with signals at Pannal Ash Road Junction. Some kerb lines could be amended to make the footpaths wider. The aims is to improve traffic movement and congestion between the two signalised junctions.


2 Bus stop improvements on Otley Road corridor

Cost: £50,000

Bus stops will be relocated “to reflect current services”. Kerbs and signs will be improved in a move the council says will “improve facilities and accessibility around bus stops along Otley Road to reflect latest changes to bus services in the area”.


3 Extending the 20mph limit on Cold Bath Road to the junction with Otley Road and on surrounding roads

Cost: £100,000

Traffic calming measures will also include “formalising parking arrangements and installation of double yellow lines” to “reduce speed and enhance the local environment to bring the area forward as a pleasant place to walk, wheel and cycle”.


4 Improve the pedestrian crossing outside Falcon Chiropractic on Cold Bath Road

Cost £5,000

The signals cabinet will be relocated to the opposite side of the road where the pavement is wider. A raised table will also be introduced to calm traffic. Cycle storage and refuse bin will also be relocated “to improve accessibility around the pedestrian crossing that is currently blocked by other infrastructure placed on the highway”.


5 Improve the crossing between the public right of way on Green Lane and Ashville College

Cost: £10,000

A build-out crossing will be installed to improve visibility emerging from the public right of way and to slow traffic at the uncontrolled crossing point. The scheme will “improve visibility for pedestrians and cyclists emerging from the bridleway”.


6 Install an uncontrolled crossing point near Western Primary School

Cost: £10,000

A ‘build-out’ uncontrolled crossing point will be installed outside the school. Some parking bays could be amended and the double yellow lines extended “to provide a safer place to cross near the school in addition to providing some minor traffic calming and preventing illegal parking at the junction”.

7 Review cycle route signs

Cost: £25,000

Review and improve signing of the cycle routes across Harrogate “to improve awareness of cycle routes across the network in Harrogate”.


8 20mph zone outside Harrogate Grammar School on Arthurs Avenue.

Cost: £25,000

The zone will incorporate Cundall Way, Southway, Grasmere Crescent, Rossett Way, Arthurs Close, Arthurs Grove, Richmond Avenue, Richmond Road, Richmond Close and Richmond Holt to enhance the environment and make streets feel safer.


9 New cycle parking and improved public realm on Cold Bath Road

Cost: £10,000

Introduce a parklet by extending the pavements to provide more space for cycle parking or for people to rest.


10 Improvements to Nursery Lane to allow cyclists to use as an off-road leisure route

Cost: £100,000

The lane could become a cycle track to provide additional off-road infrastructure for cyclists. However, third party land would be required.


 

Council agrees to meet Knaresborough traders for electric vehicle parking talks

Traders in Knaresborough are to hold talks with North Yorkshire Council in an attempt to resolve the dispute over electric vehicle charging stations.

Ten charging stations were installed late last year in bays previously available to all vehicles in Chapel Street Car Park.

Most are frequently empty, while customers in petrol or diesel cars struggle to find spaces, particularly on Wednesday market days and Saturdays.

The issue has incensed some business owners who say they are losing customers and the town is losing parking revenue.

A petition calling for some of the 10 EV charging stations in Chapel Street Car Park to be made available to all cars is available in five shops.

The petition has attracted more than 500 signatures, which is the threshold for ensuring the council’s Harrogate and Knaresborough area constituency committee debates the subject.

To keep up the pressure, hairdresser Kelly Teggin asked the council to attend a meeting with town centre businesses.

Ms Teggin said:

“Businesses are absolutely fuming but they also want an amicable resolution to this.

“I’ve had another two customers this week say they won’t come back because of this.”

She emphasised traders supported EV parking, but supply currently out-stripped demand.

Barrie Mason, assistant director for highways and transport at the council, said its electric vehicle infrastructure strategy demonstrated its commitment to tackling climate change.

Mr Mason added:

“We are in correspondence with local councillors and campaigners around electric vehicle infrastructure in Knaresborough and would welcome a meeting.”

He added there was a need for a publicly accessible charging network for people who didn’t have access to charging at home.

Asked why the council chose to install the charging stations in the most central car park, where many older shoppers park, he said:

“Chargers were never intended to be installed in York Place car park as there is a covenant on the land and the town centre is an air quality management area, so we want to encourage people to use their electric vehicles there.

“Also, the grant is primarily aimed at residential charging, and in the area surrounding Chapel Street Car Park there is no access to off-street parking.”

Knaresborough amusement arcade set to be approved

An amusement arcade looks set to open on the site of a former building society in Knaresborough.

The High Street gaming centre will be open to over-18s between 9am and 10pm.

North Yorkshire Council planning officer Sam Witham has recommended councillors approve the scheme when they meet next week — despite objections from Knaresborough Town Council and three residents.

They were concerned about noise, the impact on the High Street appearance and anti-social behaviour.

Carl Bearman, director of a company formed in January called Spectacular Bid, applied to change the use of vacant premises at 30 High Street.

The site, which is on the corner of Knaresborough High Street and Park Place in Knaresborough Conservation Area, was home to Yorkshire Building Society until March 2018.

Mr Whitham’s report to councillors says the location is within the primary shopping area of Knaresborough, complies with the Harrogate district Local Plan 2014-35, which outlines where development can take place, and would not harm the character and appearance of the conservation area. It says:

“Subject to conditions, the proposal is acceptable with regards to its impact on neighbouring amenity, and in particular the impact of noise on the residential flats above the ground floor unit subject to this proposal.”

The report adds:

“The proposed use would bring about the re-use of the property and it is not considered that the use would be incompatible with the town centre location.”

One of the conditions attached to approving the scheme is that machines must not to operate at more than 25% volume.

Councillors on the Liberal Democrat-controlled 13-person Harrogate and Knaresborough area constituency committee will decide whether to accept the recommendation to approve the scheme when they meet on Tuesday next week.

Electric vehicle parking strategy being drawn up for Knaresborough

North Yorkshire Council has said it is working on a strategy for electric vehicle parking in Knaresborough after a petition was launched against the current arrangements.

Ten parking bays in Chapel Street Car Park, which were set aside for electric vehicles at the end of last year, are frequently empty.

Town centre parking in Knaresborough is notoriously difficult and the sight of empty bays while shoppers in petrol and diesel cars struggle to find spaces has infuriated traders, who say they are losing customers and taxpayers are being deprived of parking revenue.

The problem is particularly acute on Wednesday market days and Saturdays.

Five shops are displaying the petition, which was launched on Monday, calling for the council “to enter into urgent dialogue to discuss a phased transition to full electric vehicle provision”.

Traders want to see some of the EV charging stations available to all vehicles until demand for electric vehicle parking increases.

Hairdresser Kelly Teggin, who launched the petition on Monday, has said the current arrangements are losing Knaresborough 500 to 1,000 shoppers a week.

She aims to get 500 signatures, which would require North Yorkshire Council’s Harrogate and Knaresborough area constituency committee to debate the matter. About 300 have signed so far.

The Stray Ferret asked the council to respond to some of the traders’ concerns.

Barrie Mason, the council’s assistant director for highways and transport, provided written responses we have quoted below.

1 Engagement with the council has been almost non-existent

“The electric vehicle charging bays were installed as part of ultra-low emission vehicle strategy in 2019, with economic growth at its core.

“In March this year, our officers attended a public meeting with parties such as the town council. The session was to inform the public about the latest developments in electric vehicle parking provision in the local area and the feedback was positive.

“In the last few weeks, our officers met with local councillors to agree to collecting data which will help us build a picture of parking in Knaresborough. We can use this data to inform a strategy moving forward.”

2 Do non-electric car drivers get tickets for parking in the EV bays?

“The regulations are currently being re-written for all the car parks in North Yorkshire to include EV charging bays.”

3 Do electric vehicles have to pay for parking while they charge?

“Yes, electric vehicles must pay to park whilst they charge during the chargeable hours of the car park.”

4 Why was a four-hour stay car park chosen when it takes eight hours to fully charge vehicles?

“The funding used to deliver the chargers states that the bays must be free for residential use between the hours of 6pm to 8am to encourage residential uptake of electric vehicles in areas with little or no off-street parking.

“It is expected that a visitor charging their vehicle for the four hours allowed in Knaresborough between 8am to 6pm would add around 120 miles to the range of the car.

“North Yorkshire’s electric vehicle infrastructure strategy, adopted in May 2023, aims to guarantee that charging is available for all those that need it.

“We want to ensure that people can charge their vehicle whilst they spend time in that place, hopefully increasing their spending with local businesses.

“The increase in range for visitors over four hours should offer enough charge to either get home or go to the most convenient rapid charging point.”

Knaresborough traders have started a petition calling for some town centre electric vehicle charging stations to be made available to all cars.

Ten parking bays in Chapel Street Car Park were set aside for electric vehicles at the end of last year.

Most are frequently empty — while there is often a scramble for non-electric vehicle parking spaces, especially on Wednesday market days and Saturdays.

The sight of cars circling for parking spaces while the majority of EV bays are empty has infuriated traders, who claim they are losing business due to customers giving up and going elsewhere.

They also say taxpayers are missing out on income the empty bays are failing to generate.

Hairdresser Kelly Teggin, who launched the petition today, said it aimed to get 500 signatures, which would require North Yorkshire Council’s Harrogate and Knaresborough area constituency committee to debate the matter.

“The council has not really been engaging with us and hopefully this petition will change that.

“Many of my clients are older and say they won’t walk from other car parks further away. I estimate it’s costing the town 500 to 1,000 shoppers a week.”

Ms Teggin said the council had allocated enough EV charging stations in Knaresborough to meet its targets for 2038 and was ignoring the current reality on the ground. She added:

“We agree we need EV parking bays but we don’t need 10 now.”

Fellow Knaresborough businessman Steve Teggin said it wasn’t realistic to expect older people carrying shopping to walk from car parks further out of town.

It is still unclear whether non-EV vehicles parking in EV bays are getting fined.

Ms Teggin said the council had not engaged on the matter and no car park signage explains the situation.

Cllr Matt Walker, a Liberal Democrat who represents Knaresborough West on North Yorkshire Council, has criticised the council’s approach.

Speaking last month, he said:

“The council needs to make sure these spaces can be used by people if they are not being used by people with electric vehicles.

“If they are sat empty it benefits nobody. Businesses are losing out on customers and the council is losing out on thousands of pounds of revenue.”

The petition can be signed in Sheer Bliss, Nottingham Jewellers, Hirsts Bakery, The School and Dance Shop and Kelly Teggin Hair and Beauty in Knaresborough.

North Yorkshire Council has been approached for comment.

 

Power share bid fails at Harrogate and Knaresborough council committee

A bid to share the leadership of a North Yorkshire Council committee in Harrogate and Knaresborough has failed.

Conservatives sitting on the Harrogate and Knaresborough Area Constituency Committee had proposed a shared chairmanship between their councillor, Paul Haslam, and Liberal Democrat Pat Marsh.

Cllr Sam Gibbs, Conservative representative of Valley Gardens and Central Harrogate, said:

“We’ve clearly got two very good, qualified candidates for this role. I know my LD colleagues are really fond of job shares. I was wondering if they’d be interested in job sharing this role over the next 12 months?

“We’ve heard them in previous meetings suggest such things and think it’s a really good idea, so let’s see if they’re keen  to follow through on this occasion.”

The proposal caused some confusion, with the council’s democratic services manager Daniel Harry saying no other committee had had two chairmen before on an NYC committee or at North Yorkshire County Council before it.

However, he said there was no legal reason it could not happen, as long as the terms were clear, such as chairing alternate meetings.

Cllr Arnold Warneken, who is not a committee member but attends the meetings as Green party councillor for Ouseburn, said:

“I know I’m not allowed to propose anything or vote, but I’m going to ask a question: do the candidates both agree that they would do that?”

Cllr Pat Marsh, who represents the Stray, Woodlands and Hookstone division and was leader of the Liberal Democrats in opposition at Harrogate Borough Council, responded:

“No, I’m not happy to share that. Sorry.”

Committee members were then asked to vote on whether the post should be shared. The five Conservatives all voted in favour, but were defeated by the seven Liberal Democrats who opposed the plan.

Instead, Pat Marsh was elected as chairman with seven votes in favour and five abstentions.

A bid for Cllr Haslam to be elected as vice chairman was also defeated by six votes to five with one abstention. Cllr Monika Slater, the Lib Dem representative of Bilton Grange and New Park, was chosen instead by seven votes in favour to none against and five abstentions.

Cllr Marsh is also chair of the planning committee for the area, where Cllr Haslam is vice chairman. Three other Liberal Democrats and two further Conservatives also sit on that committee.

Concerns over ‘undemocratic’ planning meeting on Knox Lane houses

Questions have been raised over whether the planning process is democratic after a controversial housing application in Harrogate was deferred for a third time.

The 53-home proposal for Knox Lane was discussed at a planning committee meeting at the end of May, but councillors were told this week that residents were unhappy about the way it had been conducted.

The plans were recommended for approval, but councillors did not follow planning officers’ advice.

Instead they voted to defer it again because the developer, Jomast, had not carried out the land contamination report requested at the last meeting.

This week, nearby resident Adele Laura Wilson asked North Yorkshire Council‘s Harrogate and Knaresborough area constituency committee why the report had been brought to the planning committee again by officers when the requested information was still not available.

She also said a motion was put forward at the meeting to reject the application, but officers advised them they needed to have planning reasons for turning the plans down otherwise the decision would be overturned at appeal, with costs to the council.

Ms Wilson added:

“That motion was not allowed to be voted on. This surely is in contravention of the democratic process.”

She also said incorrect information was given to the committee about the site, which an officer said was only partially in a special landscape area (SLA). The whole site was in fact part of the SLA, Ms Wilson said, but there was no opportunity for this to be corrected during the planning meeting.

She said:

“I would ask this committee to consider if the current planning committee is being given the powers to truly consider and question planning applications or are they redundant? And are planning applications being decided by just the planning officers and the solicitors?”

Resident Alison Hayward said she was addressing Thursday’s area constituency committee on behalf of residents in Knox and Bilton, who were “extremely disappointed and outraged” by the situation.

Ms Hayward said:

“We believe that it was unconstitutional and contrary to the principles of fair representation of the community.

“Although we are disappointed in the result [of the vote to defer the application again], this statement is relating to the process of the meeting rather than that result.

“We ask this constituency meeting to reflect on the failures and the conduct of the planning meeting and consider how to correct the injustice to the local community and democracy.”

She said the meeting had been held during the half-term holidays, when fewer local people were available to attend.

Ms Hayward also raised concerns about the fact the planning meeting had not been streamed live, as it would usually be, because of “technical problems” on the day. She said this meant there was no “proper record” of the meeting, as the minutes did not record everything discussed.

In a statement read by clerk Mark Codman, NYC’s legal, planning and democratic services departments responded:

“The council does apologise for the lack of a live stream. The issue was only discovered on the morning of the meeting and it couldn’t be resolved.”

The statement said there was no legal requirement for a meeting to be recorded and minutes were never verbatim. Live streaming was only introduced in Harrogate during the covid pandemic, and was not used for all meetings across North Yorkshire.

The statement also said:

“It was made clear to members of the committee that they were free to vote in whichever way they wanted, but were advised of the implications of their choosing to do so on the basis of inadequate material planning reasons.”
