Mr Watson added:
Plans to convert the former Turks Head pub in Ripon into a house have been approved.
The pub on Low Skellgate closed in 2007 and will be converted into a five-bedroom home. The building is listed and dates back to the 18th century.
Since the pub closed, planning documents state there have been several attempts to reopen it without success.
The documents add that in the years before the pub’s closure there were numerous complaints from residents living nearby. They add there are 14 other pubs within a short walk away.
The building is currently on Harrogate Borough Council’s Listed Buildings at Risk Register due to its deteriorating condition.
Although the building is watertight, planning documents say few of the original internal features remain intact.

The planning application includes statements from nearby residents who said they would be against any attempts to bring the building back into use as a pub.
One unnamed person called the building “a blot on the architectural landscape”.
The resident added:
“Something desperately needs to happen with it and converting it into a private residence sounds like the very best option to me. Having spoken to various neighbours they all agree.
“If there was ever an attempt to reopen the pub, I, along with many neighbours, would be petitioning against that course of action.”

Ripon Spa Baths is set to be sold to a commercial developer after a bid to retain the building for community use failed.
Harrogate Borough Council, which has owned the Edwardian building since the reorganisation of local government in 1974, has confirmed that it intends to sell the Park Street property to the unnamed commercial bidder.
Ripon City Council successfully applied for for the building to be listed as an asset of community value in September. This meant it had six months to raise the finance to purchase the building to keep it in commercial use. But time has now run out.
The city council also called this month for the ownership of the Grade II listed building, which was used as a swimming pool until it closed in November, to be transferred back to Ripon without charge when Harrogate Borough Council is abolished next year.
Ripon councillors argued that Spa Baths and other city assets, including the town hall, Hugh Ripley Hall, Market Square, Spa Gardens and Spa Park, should be handed back for free by Harrogate Borough Council as it had not paid a penny for them.
The building is recognised as a key heritage asset by Ripon Civic Society
But Harrogate Borough Council’s response to Ripon City Council’s request for the reversion of ownership, seen by the Stray Ferret, confirms the building will be sold to a developer.
Trevor Watson, Harrogate Borough Council’s director of economy and culture said in the email, which has been circulated to all city councillors:
“As you are aware we are selling Ripon Spa Baths because a brand new pool has been built in Ripon and this building is no longer needed.
“Our main objective through this disposal is to ensure that the building continues to be used in future and supports the sustainability of Ripon City Centre. To achieve this objective we have undertaken a comprehensive sales strategy which generated market interest in purchasing the building.
“The preferred bidder can demonstrate the experience, capacity and capability in bringing buildings back into use. In addition the proposed sale to the current preferred bidder will generate a capital receipt.
“The generation of capital receipts for assets that are no longer needed allows significant investment to be made in new assets, such as the new Ripon Pool.”

Harrogate district residents’ chance to learn about new North Yorkshire Council“At its meeting on 13 October 2021, Harrogate cabinet have previously agreed to dispose of the building to the preferred bidder.
“As the building is listed as an Asset of Community Value a moratorium period was initiated and implemented where the council has not been able to dispose of the building, now that this period has expired we will execute this decision.
“We believe that this will deliver the best way of ensuring the future, sustainable use of this asset and enable Harrogate Borough Council and North Yorkshire Council to continue to invest in the continuous improvement of Ripon City and its neighbourhoods.”
Harrogate district residents are being invited to take part in interactive virtual meetings to learn more about the new North Yorkshire Council.
The new council will start operating in April next year, as part of the largest local government reorganisation since 1974.
The shake-up will see the demise of eight local authorities, including Harrogate Borough Council and North Yorkshire County Council. All the services they provide will transfer to North Yorkshire Council.

The first locality roadshow is designed for people living in the Ripon and Skipton parliamentary constituency, It will be held next Monday (April 4).
Those living in the Selby and Ainsty constituency are invited to a meeting on April 6 and the virtual meeting for the Harrogate and Knaresborough constituency will take place on April 12.

From April 2023, the new authority will deliver all services across the whole of the county. North Yorkshire County Council chief executive Richard Flinton said:
“We value your views and the roadshows will also help to answer any questions and allay any fears that you may have
“This is an exciting moment for North Yorkshire and we are working with our district and borough colleagues and partners to ensure the very best outcomes for our local residents.
“In preparation for April, 2023, we will continue the unitary conversation with residents, communities, the emergency services, our partners in health, education, and the voluntary sector, as well as our members, our towns and parishes and our staff.”
Harrogate has become the final town of 20 in North Yorkshire to get free public access Wi-Fi.
It means people with limited or no broadband will be able to access the internet more easily in the town centre.
North Yorkshire County Council and Harrogate Borough Council, in partnership with Harrogate telecommunications firm NYnet, have provided the scheme. Public access Wi-Fi was switched on in Knaresborough and Ripon last year.
The scheme aims to support post-covid recovery in North Yorkshire. Harrogate Borough Council has provided £300,000 to provide extra coverage across the district.
Robert Ling, North Yorkshire County Council’s assistant director for technology and change, said:
“Harrogate is one of the largest, busiest towns in North Yorkshire which boasts thriving businesses, tourist attractions and stunning gardens. Our hope is that the free Wi-Fi service will prove popular, as it is certain to boost the town’s digital infrastructure.”

Matt Roberts, Harrogate Borough Council’s economy and transport officer, said:
“By providing free public spaces Wi-Fi it allows people of all ages to keep connected, look up local businesses and discover all that the Harrogate district has to offer. It also supports our economic growth strategy which aims to make the Harrogate district the best place to live, work and visit.”
York & North Yorkshire Local Enterprise Partnership allocated £3.6million to the scheme part of its allocation from the government’s Getting Building Fund.
David Dickson, chair of the York & North Yorkshire Local Enterprise Partnership infrastructure and joint assets board, said:

Harrogate Town is planning a new clubhouse at the EnvioVent Stadium on Wetherby Road
The club has submitted a planning application to build the two-storey facility in the north-west corner of the ground.
It would be used to serve fans refreshments on match days and include an upper floor area for supporters to gather.
Officials at the club said in planning documents the facility is needed because the ground currently has no “enclosed spectator facilities”, apart from pay and go refreshment kiosks.

It would also be needed for the club to meet its English Football League membership criteria, which requires all member clubs to provide refreshment facilities for home and away fans in separate areas of the ground.
A planning statement submitted by the club to Harrogate Borough Council said:
“The club’s ongoing success means that match days attract more spectators.
“The new spectator facility will not only allow the club to meet its EFL membership requirements, but will also improve the match day experience for the club’s growing fanbase.”
Town have had a successful few years on the pitch, including a historic promotion to the English Football League in 2020.
The club has already seen a number of developments approved by the council since promotion, including a new ticket office and turnstiles at the EnviroVent Stadium which were backed by the council in April 2021.
No deals expected between Harrogate district opposition parties ahead of electionNo pacts are expected to be made between opposition parties in the Harrogate district ahead of the May local elections.
Voters will head to the polls in just under six weeks time to elect councillors to the new North Yorkshire Council.
Harrogate and Knaresborough Green Party said it had reached out to both the Liberal Democrats and Labour to discuss a deal to unseat the Conservatives.
However, the Stray Ferret understands that no agreement has been made and that the Lib Dems and Labour are expected to field a candidate in every ward.
Shan Oakes, of the Harrogate and Knaresborough Green Party, said the party had invited opposition groups to come up with a deal.
She said:
“We have invited Labour and the Lib Dems to talk to us.
“Between us, we hope we can get somewhere.”

It follows the Green Party and Liberal Democrats striking a deal in July 2021 when the Greens stood down a candidate and called on supporters to vote for the Lib Dems in the Knaresbroough Scriven Park by-election.
‘We do not agree to any deals’
However, Chris Watt, acting chair of the Harrogate and Knaresborough Labour Party, said the party will be standing a candidate in every ward on May 5.
He said:
“We do not agree to any deals.
“We will be putting forward our case on the doorstep.”
Mr Watt added that the party will be campaigning on housing, public transport and working with police to tackle anti-social behaviour.

Meanwhile, Philip Broadbank, who currently represents the Liberal Democrats on both Harrogate Borough Council and North Yorkshire County Council, said it was up to individual candidates to make their case.
He said:
“All we can do is get around as much as we can and get the issues raised.
“We have all got to get out there and press our case.”
The Lib Dems are also expected to field a candidate in every seat with a campaign focus on housing, green policies and transport.
Conservatives hoping to hold onto power
Meanwhile, local Conservatives are hoping to increase their share of councillors at the upcoming elections.
Harrogate and Knaresborough Conservatives currently hold power on Harrogate Borough Council with 28 seats and hold 14 on North Yorkshire County Council – which is also in overall Tory control.

Nick Brown, who is a Conservative councillor on the borough council representing Bishop Monkton, said the party was confident ahead of polling day.
“We are very positive and well prepared
“On the doorstep we’ve been explaining what the new authority is going to be about. It is going to be more efficient and it is going to save money.”
Local Conservatives have agreed their list of candidates, which will be published along with other parties on April 6.
Register to vote deadline
A total of 13 councillors will be elected in Harrogate and Knaresborough to the new authority, with an average of 6,194 people to each representative. A further seven will be elected across Ripon, Pateley Bridge, Masham and Boroughbridge.

Harrogate Spring Water: New details about how council makes money from bottled water plantNew details have emerged about Harrogate Spring Water’s rental agreements with the borough council, as the company has still yet to reveal latest expansion plans for its bottled water plant.
After being refused permission to expand onto Rotary Wood in January 2021, the company said it would submit new plans “in the coming weeks”.
But eight months on after that statement last July, there is still no sign of another planning application from the firm which faced a backlash from campaigners, residents and councillors after having its proposals recommended for approval by Harrogate Borough Council.
The council has now revealed new details of a turnover-based rent agreement that it has had with Harrogate Spring Water since the company first opened its Harlow Hill site in 2002.
In response to a Freedom of Information request, the council refused to say how much money it has received as the details are deemed to be of “commercial value”.
But it did disclose for the first time that it receives 0.5% of Harrogate Spring Water’s annual turnover.
And when calculated using the company’s turnover figures, the Local Democracy Reporting Service has found that the council has received an estimated £853,033 over an 18-year period.
This is on top of an annual base rent which was initially agreed at £10,000 in 2002 and has since climbed to £15,232 following a review every five years.

Conflict of interest questions
These financial benefits for the council have previously raised questions over a potential conflict of interest in its decision-making for Harrogate Spring Water’s expansion plans.
But the council has repeatedly said there is no such risk and that it has followed the correct procedures when dealing with the proposals.
A council spokesperson said:
“As we’ve said numerous times, there is no conflict of interest.
“Land/site ownership is not a material consideration when an application is considered.
“It is normal practice for planning authorities to take decisions on planning applications relating to land in its own ownership.
“There are no requirements nationally for a planning application – whether it is on council-owned land or not – to be determined by another local planning authority or other mechanism.”
The council also confirmed it has no other turnover-based rent agreements with any other of its tenants.
And it said the rent from Harrogate Spring Water is used to “deliver valuable front-line services across the Harrogate district.”
125-year lease
This comes as emails obtained in a separate Freedom of Information request show the council has said it would consider selling Rotary Wood to Harrogate Spring Water.
The site is subject to a 125-year lease which is reportedly worth £1.13 million.
When the council recommended the company’s expansion plans for approval last year, it said there were “significant economic benefits of the proposed development, including job creation, other financial benefits to the district and the enhancement of the Harrogate brand.”

But this was not a view shared by campaigners who argued that in the face of a climate emergency, it was vital that the council preserved green spaces and not replaced them with a larger factory producing plastic bottled water.
This argument was backed by members of the council’s own planning committee who accused the authority of putting “profit and plastic before impact on the environment”.
Harrogate Spring Water was first granted outline planning permission to expand its bottling site onto Rotary Wood – which was planted by children and forms part of the 40-hectare Pinewoods forest – in 2017.
Two years later, the company submitted a revised application that was 40% larger than the one originally approved, but then failed to win full permission.
In a new statement issued this week, Harrogate Spring Water said it is currently “evaluating its plans” but did not hint at when its latest proposals could be revealed.
The company also said it is “committed to working with the public” and “will continue to keep people engaged and informed as part of the process”.
Rotary Wood plans
Pinewoods Conservation Group – the charity responsible for the conservation of the Pinewoods forest – has been at the forefront of the objections to the company’s expansion over Rotary Wood.
The charity said there have been “no proactive discussions” from Harrogate Spring Water over its latest plans which it said should be scrapped altogether.
A charity spokesperson said:
Harrogate council to repeat Stray rewilding experiment“With each year that passes the Rotary Wood area of the Pinewoods becomes a more mature woodland with increasing bird and plant life, improving the biodiversity of the area and improving air quality.
“The continued delays are however now impacting on any future plans for that area of the Pinewoods. We know, for example, that footpath works are much needed but are reluctant to potentially waste limited charity funds.
“We hope that with continued public pressure on unsustainable businesses such as Harrogate Spring Water, and this community site specifically, that any expansion plans are now abandoned.”
Harrogate Borough Council will again leave sections of the Stray uncut this year to improve biodiversity.
In 2021, the council’s parks team left grass verges close to the roadside on West Park Stray uncut until late autumn.
The new look was welcomed by many who saw it as a sign that the council, which manages parks and green spaces, is serious about improving biodiversity and attracting bees, birds and insects.
But those who cherish Harrogate’s long reputation for organised and elegant planting said it made the town look untidy.
Others suggested the move was down to cost-saving reasons, which the council denied.
A council spokeswoman said this morning:
“We will be repeating what we did last year and will leave the bulb areas on the Stray uncut until September/October time.”

Harrogate council to sell restored Knaresborough flats for £879,000
Harrogate Borough Council is set to sell four flats on Knaresborough High Street that were restored and brought back into use.
The council bought the Grade II listed properties in 2019 after they had been unoccupied for several years.
Renovation began with planning permission and listed building consent in 2020, and has just been completed.
Now, senior councillors look set to sign off on selling the leasehold of the town centre properties for an estimated £879,900.
However, the authority will retain control over the freehold of the flats. It also intends to keep the freehold of two retail units that were part of the refurbishment.

A report due before councillors at next Wednesday’s Cabinet meeting says retaining the freehold would help “retain control over the quality and frequency of future external repair and maintenance” of the properties.
The properties are valued at:
- Flat 80A £295,000
- Flat 82A £195,000
- Flat 82B £199,950
- Flat 82C £189,950
Cllr Graham Swift, deputy leader and cabinet member for resources, enterprise and economic development at the council, said previously:
Plans for housing at Harlow Nurseries emerge“These properties had been a blight on the high street in Knaresborough for several years.
“But after they were brought to our attention by Cllr Darling, we recognised the potential they could have to provide both homes and business spaces, we took the necessary steps to purchase them.”
Two potential plans for housing at Harlow Nurseries in Harrogate have emerged.
The site next to the Pinewoods is owned by Harrogate Borough Council and sells plants, pots and compost to the public.
However, the council’s Harrogate district Local Plan 2014-35, which outlines where development can take place, says 40 homes can be built there. The nursery will relocate if a development goes ahead.
Two options for how it could look were displayed at Pinewoods Conservation Group‘s annual general meeting on Monday by the charity’s chair Neil Hind. Both contain more than 40 homes.
The plans were drawn up by consultants on behalf of the council.
The first option includes 57 homes that are a mix of family homes and apartments.
The second option includes 62 homes and apartments and has less garden space than option one.
Both options include 30% ‘affordable’ homes. The two plans also say the development could achieve net-zero emissions, but don’t give further details on how this might be achieved.

In September 2020, the council appointed three external consultants to draw up plans for the nurseries, as well as for two other brownfield sites in Harrogate.
The consultants will be paid with funding secured by the council in 2018.
The council received £200,000 from the Leeds City Region Business Rates Pool and £36,000 from the York, North Yorkshire and East Riding Local Enterprise Partnership (LEP).
Impact on Pinewoods
The plans could still change before the final report is published in May.
It would need to be rubber-stamped by councillors before moving to the next stage, which could involve the sale of the site to a developer.
Speaking at the meeting, Mr Hind said:
“My view is there is no point objecting, it’s in the Local Plan, it’s a brownfield site and it’s going to happen. Our role is to ensure it has as little impact on the Pinewoods as it can have.”

Harrogate Spring Water
The AGM was attended by around 25 people. Also on the agenda was Harrogate Spring Water’s hopes to expand its bottling plant on Harlow Moor Road.
The Stray Ferret reported this week that Harrogate Borough Council has said it would consider selling Rotary Wood to the company, which is preparing to submit a new planning application.
Mr Hind told the meeting that Pinewoods Conservation Group had lawyers on hand to ensure due process on any sale was followed.
