A Boroughbridge resident has called on North Yorkshire Council to make “urgent” improvements to a local road.
The man, who wished to remain anonymous, lives on Roecliffe Lane and told the Stray Ferret he has spent the last year campaigning to have the road resurfaced.
He said he and other local residents have issued “over a decade of complaints” to the council to resurface the road, as well as requested traffic-calming measures to make it safer, but are yet to see anything come to fruition.
Following a recent petition organised by the man and signed by Roecliffe Lane residents, he said the same recurring issues became “abundantly clear”:
“Several residents’ houses along the road shake whenever HGVs, buses, and often even cars, drive over the potholes next to them.
“This is our personal number-one issue and has at times caused deep regret moving to the street.
“We have had to endure over a year of it so far since moving in, our bed shaking most mornings when HGVs start driving the road in the early hours, doors juddering in frames, our baby’s rooms’ wardrobe rattling, the timber frame of the house creaking and more.
“Even people that visit notice, because the kitchen floor vibrates and the glasses in the cupboard clink. The council have been made aware of this multiple times.
“Several residents also commented about needing to repair their vehicles and bicycles from broken suspension and burst tyres. An elderly lady I spoke to had also fallen off her bike from a pothole.”
The noise from traffic can also be alarmingly loud and frequent, and speeding is a big issue along the road, he added.

Now, he is proposing a “resident-first rethink”. He said:
“What worked for it when it was originally built is clearly not working for its residents now with increased housing, traffic and HGVs.
“It needs resurfacing urgently. It needs traffic-calming measures putting in place to reduce the thousands of noisy vehicles per day, and mitigations for the frequent HGVs.”
He also suggested the council implement new speeding enforcements to “protect the residents and their children from the up-to-81mph speeding vehicles.”

‘Resurfacing is in our programme’
In response to the concerns raised, Melissa Burnham, highways area manager for North Yorkshire Council, told the Stray Ferret:
“Resurfacing of Roecliffe Lane is included in our programme for 2024/25. Once dates are confirmed, we will ensure the local community are aware.
“The local Highways team are also aware of the concerns raised and are liaising with North Yorkshire Police regarding enforcement.”

Council removes anti-speeding scarecrows in Nidd for ‘safety reasons’
North Yorkshire Council has removed several scarecrows created as part of an anti-speeding campaign in a village between Harrogate and Knaresborough.
Residents in Nidd put up about 16 scarecrows near the B6165 and Town Street this month as part of a campaign to reduce the speed limit after two recent fatal accidents.
Several were designed to look like police officers and some contained messages.
But North Yorkshire Council removed the ones immediately alongside the highways last week. Several on private land remain.
A council spokesperson said:
“Our highways team contacted festival organisers on Thursday requesting that scarecrows near the road were removed ahead of Storm Babet.
“They were not able to get hold of the organisers so officers were sent to remove scarecrows close to the road due to safety reasons.
“The scarecrows are being kept safe at the highways depot for collection. The organisers and parish council were informed of this.”

The activists’ creative scarecrow stunt has divided opinion in Nidd.
Some villagers embraced the move to raise awareness of the campaign to reduce the speed limit from 40mph to 30mph.
The B6165, which links Ripley and Knaresborough, has some sharp, narrow bends in Nidd, especially near Nidd Hall.
Villager and co-organiser Jayne Brown said the scarecrow festival served its purpose:
“It definitely had an big impact on reducing the speed and making the lives of the people in the village safer.”
Ms Brown added that less than 36 hours after the scarecrows were removed a car crashed into a wall.

But others thought the stunt was ill-advised.
The clerk of Nidd Parish Council, who asked not to be named, said although it sympathised with the cause it did not think the methods were appropriate.
The clerk reiterated her previous comment, which said:
“We are concerned that any distractions to drivers as they approach, what we all agree is a dangerous bend, is not sensible.”

Roadwork misery on Ripon Road due to end tomorrow
Roadworks that have caused over a week of long tailbacks in the north of Harrogate will be completed tomorrow, ahead of schedule, the utility company responsible has said.
Works at the junction of Ripon Road and Coppice Drive started on June 19 and reduced one of the town’s main arterial roads to a trickle of traffic, moving in one direction at a time and directed by temporary three-way traffic lights — causing misery for motorists.
Northern Gas Networks said they were “part of our essential works programme to ensure the continued safe and reliable supply of gas to customers”, but added that the road would be cleared for two-way traffic on Thursday.
Mark Mawhood, operations manager at NGN, told the Stray Ferret today:
“Upon starting the work, we realised that there were some unforeseen engineering difficulties and we therefore sought an extension to complete the works until July 7. We are pleased, however, that, using a different technique, work has finished today. The filling in of holes and laying tarmac will be completed tomorrow and then all traffic management will be removed.
“Once again, apologies for any inconvenience caused and bearing with us. Safety is our first priority and works can sometimes take longer than anticipated depending on any problems that may arise. We have been working closely with North Yorkshire Council throughout the process and keeping them informed of our developments.”

Cycling signs on Otley Road are ‘temporary measure’
The company rolling out fibre broadband infrastructure across Harrogate has reassured residents that replacement pavement markings are only temporary.
CityFibre said the bicycle signs on Otley Road should be replaced within the next two weeks with a more permanent finish.
The paths were dug up last month to install fibre optic broadband cables as part of a district-wide project.
The trench was filled with tarmac, which partially removed the markings for the shared cycle path. A can of white spray paint was reportedly used by workers to mark up what was previously in place.
Kim Johnston, regional partnership director at CityFibre, said:
“The restoration works are ongoing, with the current cycle marking a temporary measure. We expect work to be completed on or around April 18, dependant on permit approval.
“We would like to thank residents for their patience and reassure them of our commitment to leaving the area in the same way we found it. Works on Otley Road are part of our £46m full fibre rollout in Harrogate, Knaresborough and Ripon, which is set to future-proof the area’s digital infrastructure for decades to come.”
According to the North Yorkshire Council roadworks map, CityFibre is expected to return to the area from April 11 to 18 for the work, with temporary traffic lights to be used around the junctions of Harlow Moor Road and Pannal Ash Road.

Separately, North Yorkshire Council had previously said the road would be closed between 7pm and 3am from April 24 to 28 for remedial works to the cycle route.
It has now confirmed that daytime work is also expected to take place between Monday, April 24, and Wednesday, May 3, from 7.30am to 5pm.
The work had been due to take place last year, but was delayed until after the CityFibre project was complete.
Melisa Burnham, North Yorkshire Council’s highways area manager for Harrogate, said:
Blanket 20mph limit across south Harrogate ‘urgently needed’“CityFibre have agreed to reinstate the cycle route and any associated lining back to appropriate standards. Officers are in discussion with CityFibre to ensure this is addressed.
“After phase one of the cycle path was completed, the need for some remedial work was identified. That included resurfacing junctions between Otley Road and side roads, to the tactile paving and grass verges. It was also recognised that additional signs and street furniture were needed.”
A blanket 20mph speed limit across the south side of Harrogate is “urgently needed”, a councillor has said.
The proposal would see all streets between York Place and the southern edge of Harrogate limited to 20mph.
The petition has been set up by parents Hazel Peacock and Vicki Evans, who founded the Oatlands Road Safety and Active Travel Campaign. They say it is vital to ensure children can travel to and from school in safety.
The pair presented the case to councillors on Harrogate and Knaresborough constituency area committee yesterday.
Ms Peacock told councillors that the group wanted “safer streets for the community” and pointed out that the petition had already reached 700 signatures.
She said:
“Maximum speed limits of 20 miles per hour have been delivered in other rural and urban areas of Yorkshire and the UK including Calderdale, Cornwall, Oxford, Edinburgh and the Scottish Borders and London with positive effects.”

She highlighted recent crashes on Beechwood Grove and on Yew Tree Lane, where two teenagers from Rossett School were seriously injured and required hospital treatment.
In the wake of the incident on February 2, headteachers from almost every primary and secondary school in the area met at Harrogate Grammar School to urge representatives of North Yorkshire County Council to take action.
During the meeting, Cllr John Mann, who represents Oatlands and Pannal, said he backed the proposal and described it as being “urgently needed”.
He said:
“I support the Oatlands road safety petition.
“I have written to the head of highways and the cabinet member for highways saying that I support the petition.
“I have also called for Yew Tree Lane, Green Lane, Hookstone Road and Beechwood Grove to have 20mph speed limits.
“In my view, as a member for the area, this change is urgently needed to improve road safety and reduce air pollution.”
Melissa Burnham, area highways manager for the county council, said the authority was meeting with the group to discuss the proposals.
Next week, the group is due to meet again – this time at St Aidan’s Church of England High School – and will be joined by a caseworker for Andrew Jones, the Conservative MP for Harrogate and Knaresborough, as well as the county council’s transport lead, Cllr Keane Duncan, and local councillors whose divisions are affected.
The meeting of more than 30 people will follow a walk around the Pannal Ash area led by the parents, for councillors and school representatives to discuss the issues.
£69m Kex Gill realignment beset by further delayWork on a major realignment of the A59 at Kex Gill has been further delayed as the scheme awaits sign off from government.
North Yorkshire County Council had earmarked work on the scheme to finally start in January.
The project will see a diversion built west of Blubberhouses on a stretch of road blighted by a history of landslips.
The scheme has faced numerous delays and following tender returns, the estimated cost of the scheme increased by £7.2 million to £68.8 million, which the council attributes to inflation affecting constructions costs.
In a statement to full council next week, Cllr Keane Duncan, executive councillor for highways, will say:
“We are almost ready to begin construction work to realign Kex Gill, which is amongst the council’s biggest ever infrastructure projects.
“The council has awarded preferred bidder status to John Sisk & Son (Holdings) Ltd, a family-owned international civil engineering and construction contractor with a strong track record.
“We are in the final stages of completing land acquisition processes ahead of a decision on our full business case which was submitted to the Department for Transport in August.
“A decision is expected very soon to coincide with a planned start on site.”

The project is due to be funded by a £56.1 million grant from the Department for Transport, with the council covering the rest from its reserves.
A further £11 million has been factored into the £68 million budget to cover any issues with ground conditions or bad weather.
It comes as senior county council officials have warned about the risk involved with the authority’s major projects amid soaring inflation.
Gary Fielding, the council’s director for strategic resources, warned previously that the “burden of risk” for major projects, such as the realignment of the A59 at Kex Gill, will fall on the authority amid soaring inflation.
The A59 at Kex Gill, near Blubberhouses, is the main route between Harrogate and Skipton. Since 2000, the route has been closed 12 times following landslips.
The estimated completion date for the scheme is May 2025.
Harrogate’s Otley Road cycleway has cost £2.2m so farThe Otley Road cycleway in Harrogate has cost £2,234,000 so far — almost triple the amount awarded to contractors to construct the first phase.
Hull civil engineering firm PBS Construction was awarded £827,000 in 2021 to build phase one from Harlow Moor Road to Cold Bath Road.
The much-criticised route opened in January last year but subsequent remedial work and design fees for phase two of the project — which has since been scrapped — increased the cost significantly.
The widening of the Otley Road and Harlow Moor Road junction was the main remedial work.
The figures are contained in a North Yorkshire County Council report, which raises questions over whether the council had sufficient funds to complete the second phase of the scheme.
Councillor Keane Duncan, the Conservative executive member for highways and transportation at North Yorkshire County Council, said phase two had been dropped because it lacked public support.
But the report reveals the council has just £565,000 remaining of the £4,275,000 it secured in 2018 from the government’s National Productivity Investment Fund for measures that enabled development and business growth in west Harrogate

According to the document, council officers received “multiple reports” about the design and construction of the cycleway from residents and groups such as Harrogate District Cycle Action after it opened. It adds:
“These were then reviewed with our design consultants WSP, and a list of remedial works have now been prepared.
“These remedial works were planned to be completed in the early part of 2023. However, in May 2022 the fibre optic network company City Fibre contacted North Yorkshire County Council with a request to install fibre optic cables down the full length of the newly constructed cycleway.
“We have negotiated with City Fibre to reinstate the full width of the cycleway at their expense. We will therefore carry out our outstanding remedial works once City Fibre have installed their apparatus.”
The report adds £60,000 of the remaining funds are expected to cover these remedial works.

The council has said it will come up with new traffic calming measures in the west of Harrogate to compensate for scrapping phase two of the scheme, which would have extended the cycleway from Cold Bath Road towards Beech Grove.
It still has aspirations to construct phase three out of town to Cardale Park at an unspecified time in the future.
North Yorkshire County Council’s highways area manager Melisa Burnham said:
“Although construction costs increased to £970,000 following completion, this was still within our anticipated budget. The increase was a result of additional design works and remedials found whilst on site.
“The remaining costs include design, feasibility, surveys and utility diversions required to deliver phase one and two of the cycleway, and the Harlow Moor Road junction improvement to date.”
