The first mayor of York and North Yorkshire will be in charge of multi-million pounds of devolved money, have powers over transport and skills and be tasked with banging the drum for the county.

Six candidates from around North Yorkshire have put their names forward to campaign for the position.

But, despite an election being just six weeks away, enthusiasm for the mayor among the public appears low.

Part of this may be down to a lack of understanding over what a mayor does, how they make decisions and who will scrutinise them.

This week, the Stray Ferret spoke to James Farrar, director of economy and interim head of paid service at York and North Yorkshire Combined Authority, to clear up some of those questions.

How will decisions be made?

Perhaps one of the confusing aspects of devolution is the difference between the combined authority and the mayor.

Mr Farrar explained that the authority is the legal entity which holds the money given by government.

The mayor will chair the authority, meaning he or she will be responsible for ensuring that decisions on public money are made properly through the combined authority board.

“In simple terms, the mayor becomes the chair of the combined authority.

“The combined authority is the legal entity, which is able to hold and manage the money and make the investments.”

The mayor will have their own priorities, which they will be responsible for. But any decision will be put before the combined authority board.

For example, should the mayor want to set up a mayoral development corporation — which is an organisation set up to regenerate a defined area — it would need to be put before the board for approval.

The board itself will be made up of leaders and deputy leaders from both Conservative-controlled North Yorkshire Council and Labour-controlled City of York Council.

Any decision would need to be made by simple majority, but the mayor has to be on the “winning side”.

This, Mr Farrar says, will prevent any one side from “ganging up” on each other.

He said:

“The two local authorities cannot gang up on the mayor and do something that the mayor does not want to do. The mayor has always got to be on the supportive side of the vote.

“But, if an investment is in North Yorkshire then they also need North Yorkshire to support it. If it is based in York, then they would need York to support it.

“That’s the backstop that we have got to make sure we have that collaborative approach.”

How will the mayor be scrutinised?

Aside from the combined authority board, there are other committees which scrutinise the mayor’s decision making.

As a legal requirement, the body has an overview and scrutiny committee made up of other councillors from York and North Yorkshire from all political parties.

The committee will act as checks and balances on the mayor and combined authority’s activities.

The mayor, who will be paid an £81,300 a year allowance, could also have their own staff.

They may also appoint a political advisor and communications officer.

Staff from the Office of the North Yorkshire Police, Fire and Crime Commissioner will also be transferred to support the mayor once they take on police and crime powers.

However, the mayor may wish to delegate those responsibilities to a deputy mayor.

Voters across North Yorkshire will go to the polls on May 2 to elect the first ever mayor of York and North Yorkshire.

A combined authority report published in January revealed that the election is set to cost taxpayers £2.2 million.

Voters have until midnight on April 16 to register to vote for the mayor.

Who is standing for mayor?

Pateley Bridge man and former police officer Keith Tordoff will stand as an independent.

The Green Party has chosen councillor and former soldier Kevin Foster as its candidate.

The Conservative Party has picked Malton councillor and ex-journalist Keane Duncan, who is currently in charge of transport at North Yorkshire Council.

Labour has chosen local business owner and chair of the York High Street Forum David Skaith.

Swinton Park owner Felicity Cunliffe-Lister will stand for the Liberal Democrats.

Harrogate resident and North Yorkshire councillor, Paul Haslam, will stand as an independent candidate after resigning from the Conservative Party.

Many North Yorkshire residents ‘unaware about incoming mayoral combined authority’

With just five weeks to go until York and North Yorkshire’s first elected mayor is installed, the top officer of the region’s incoming combined authority says he believes most residents remain unaware of the election or the role of the mayor.

In a wide-ranging interview, York and North Yorkshire Combined Authority’s interim head of paid services James Farrar has revealed:

Mr Farrar said while some people perceived a mayor to be “robes and regalia”, in the first four-year term, the combined authority’s elected mayor’s main responsibilities would be growing the economy and taking on the governance of the police and fire services.

He was quick to dismiss criticisms from opposition politicians the combined authority would lack accountability as four of the five members of its decision-making executive were appointed by York and North Yorkshire councils.

Pointing toward the combined authority’s directly elected leader in the mayor, he said residents and business owners needed to get their voice heard at the ballot box as the mayor would be responsible for the combined authority, which would oversee investment of more than £600 million into the region.

Mr Farrar said: 

“There is a fundamental issue we have got to address in raising awareness of what the mayor will be responsible for.

“People aren’t engaged in local politics, so the vast majority won’t be aware this is coming and there’s also a pretty negative view of national politics at the moment.

“The combined authority has been legally created now, but what’s really important is on May 2 people are motivated to vote for whichever mayor they want.”

When asked how the combined authority would balance its responsibilities between the contrasting areas of York and North Yorkshire, Mr Farrar said the two areas were already interdependent.

He pointed towards how money was being pumped into a new railway station at Haxby, north of York, it had helped strengthen the case for half-hourly trains to Scarborough.

He added: 

“The combined authority should be making investment decisions based on what’s best for the whole region.

“All areas will benefit, but it won’t just be a carve up of the money between the two councils, looking at connections such as how Craven and Harrogate connect into West Yorkshire and Hambleton and Richmondshire link to Teesside.

“The purpose of the mayor is to be able to take that strategic overview across these geographies and make decisions on how people, product and business work, rather than be constrained by local authority boundaries.”

Mr Farrar said he believes the councils, which currently have Conservative and Labour leaderships, would be able to work together for the common good, and had already agreed a shared set of economic priorities for the combined authority.

He said set the mayoral combined authority would set the strategic vision and ambitions for York and North Yorkshire, secure investment to deliver the vision and to make investments to improve people’s lives, enable business growth and create jobs.

Mr Farrar added the councils would have an important role in delivering the objectives of the combined authority, which would go out and secure the investment.

Responding to concerns that pressing social issues such as housing and access to public transport, Mr Farrar said such issues would be picked up as part of the authority’s focus on improving places to attract investment.

He said affordable housing was “writ large in our economic framework”, adding: 

“You can’t deliver a successful York and North Yorkshire if people can’t afford to live there.

“We know public transport is a challenge, we don’t quite know what the answer is to that problem. The mayor will bring the ability to invest, to find out the solution and put it in place.

“We are not thinking the mayor will swan in and answer difficult issues immediately. I think there needs to be a strategic review across the piece.”

Harrogate man to lead set-up of North Yorkshire combined authority

A former Harrogate High School student has been appointed to lead the set-up of the York and North Yorkshire Combined Authority.

James Farrar, who grew up in Huby, will take up the position as interim director for transition.

Mr Farrar is is currently chief operating officer of the York & North Yorkshire Local Enterprise Partnership, a public-private partnership that drives economic growth.

The combined authority is due to be established this year but will begin operating in May.

An order will be laid before parliament in the autumn, which will include provisions for powers and funding tied to a devolution deal as well as paving the way for the creation of the authority.

The combined authority, which will be overseen by a directly election mayor, is expected to have powers to make decisions on matters such as economic development and transport.

Mr Farrar said:

“I am working closely with colleagues from both councils, the Office of the Police, Fire and Crime Commissioner, and the York and North Yorkshire Local Enterprise Partnership. 

“We are all committed to a smooth transition into a new combined authority, ensuring that we all continue to deliver our services to the public without any interruption. Together, we will ensure it is an organisation that is ready to hit the ground running as soon as a mayor is elected.”

“Devolution is a long-held ambition for York and North Yorkshire, and will provide a host of benefits for hundreds of thousands of people.

“James has a great deal of experience and will be key in delivering the benefits of devolution and ensuring the combined authority runs as efficiently as possible, and I am looking forward to continuing to work with him closely at what is such an important time for York and North Yorkshire.”

The proposed devolution deal includes a £7 million investment to drive green economic growth towards the ambition of York and North Yorkshire becoming the country’s first carbon negative region.

There is also proposed investment of up to £2.65 million to deliver affordable low-carbon housing, and £13 million for the building of new homes on brownfield land during 2023/24 and 2024/25.

The elected mayor will make decisions on investments in strategic priorities such as for transport, housing, and adult education.

The mayor will also have responsibilities for community safety and strategic responsibility for the totality of policing, fire and crime for York and North Yorkshire.

They will appoint a deputy mayor to carry out many of the powers and duties of the role currently known as police, fire and crime commissioner.

An election for the mayor will be held in May 2024. 

Ex-ombudsman criticises North Yorkshire devolution consultation as biased ‘marketing exercise’

A former local government ombudsman has launched a withering attack on two councils’ consultation over a North Yorkshire devolution deal.

Local government expert Anne Seex raised a litany of questions over the quality and results of the eight-week exercise to assess public support for a mayoral combined authority and government funding deal negotiated by City of York Council and North Yorkshire County Council.

However, a meeting of the county council’s executive heard just a single concern raised about the consultation’s mixed findings – that the deal could lead to an increase in bureaucracy – with numerous members instead expressing their excitement about the potential benefits of devolution.

Ex-ombudsman Mrs Seex told the meeting it was clear that those who took part in the consultation exercise in North Yorkshire had seen “more disadvantages than advantages” to the deal.

While the council has claimed “widespread support” for the devolution deal, Mrs Seex said online responses to the consultation amounted to just 0.3% of the electorate, which she described as a “pitifully small” sample.

She said advice from the Consultation Institute it had employed to help run the consultation that the consultation had been good was “a case of a private company marking its own homework”.

Mrs Seex told the meeting: 

“The exercise that you have undertaken is better described as marketing.

“The information to the public was purely promotional and omitted important contextual information about the scheme, such as the only directly elected position would be the mayor, that York city would have three times the representation of North Yorkshire with two members for 200,000-plus people and North Yorkshire having two members for 600,000-plus people.”

She said the powers of elected councillors on the York and North York authorities would be “sucked up” by the mayoral combined authority, rather than being devolved down.

Mrs Seex said the combined authority was set to be allowed to call in planning applications and make decisions against local views, while the funding attached to the deal was £200 million less than the two councils had asked for, and that government funding could not be relied on and could be subject to reviews.

She said: 

“The funding amounts to £222 per person per year while council spending across the North has been reduced by £431 per person per year.”

She added most of the powers being trumpeted as being given to the combined authority were already in the hands of the councils.

Mrs Seex said the consultation results provided no breakdown of how York and North Yorkshire residents had responded and that it was crucial that elected community representatives across the county were aware of how their residents had responded to the exercise.

James Farrar, chief officer of North Yorkshire Local Enterprise Partnership, which helped run the consultation, said the structure and content of the consultation had been shared with government officials before being launched and that details of the full devolution deal had been shared with the public.

He said: 

“This was not a consultation on the relative merits of devolution. We were consulting on the scheme. 

“The scheme sets out how the devolution deal will be implemented, it was therefore important we focus on the key elements in the scheme.”

Mr Farrar added the Consultation Institute had been employed due its experience in helping authorities examine support for devolution deals.

He said the ultimate decision over whether the authorities had met legal requirements lay with the councils and it would be for the government to assess the suitability of the consultation.

Cllr Carl Les, leader of the council, said the executive would forego its power to send the results of the consultation to the government for consideration, and instead invite all the authority’s elected members to voice their views at a meeting later this month.

He said he was delighted the authority had reached a position where it could progress towards achieving beneficial devolution deals, such as the one in neighbouring Teesside, and a point where North Yorkshire and York would have a more powerful voice.

Next year will see the start of seismic political changes in North Yorkshire.

On April 1, seven district councils, including Harrogate Borough Council, will be abolished, along with North Yorkshire County Council. and be replaced by a new unitary authority called North Yorkshire Council.

These changes will pave the way for something potentially even more significant in 2024, when North Yorkshire is likely to elect a mayor and become the 11th place in England to get a combined authority.

Words like ‘combined authority’, ‘devolution’ and ‘mayor’ don’t slip down as easily as mulled wine at Christmas and the temptation is to ignore them.

But James Farrar, chief operating officer of York and North Yorkshire Local Enterprise Partnership, thinks the political changes will bring economic benefits — especially to those who grasp the significance of what’s going on. Mr Farrar says:

“This is huge. There will be significant investment on an ongoing basis right across North Yorkshire.”

Mr Farrar, who is from Huby and went to primary school in North Rigton and secondary school in Harrogate, heads one of 38 local enterprise partnerships.

LEPs sit between local and national government to stimulate economic growth. York and North Yorkshire LEP, which employs 40 staff, is mainly funded by £375,000 from the Department for Levelling Up, Housing and Communities and £250,000 from the Department for Business, Energy and Industrial Strategy.

It invests in capital infrastructure that provides conditions for growth, such as the upgrade of junction 47 on the A1(M) at Flaxby. It also invests in skills and business support.

Right now, devolution is by far the biggest game in town.

Mr Farrar, who has worked in economic regeneration for two decades, pinpoints two major benefits — long-term funding and a closer dialogue with national government. He says:

“Currently organisations are constantly bidding for funding from government for one, three or five years. When you are constantly bidding it’s very hard to take long-term strategic decisions. Thirty-year funding gives certainty. Having been stuck in a cycle of short-term bidding, it will make a massive difference.

“Also, areas with mayors have a constant dialogue with government. It will put us round that top table. There will be an ongoing, permanent relationship between North Yorkshire and Whitehall.”

Mr Farrar describes the proposed 30-year, £540 million devolution deal, which is expected to be ratified in the new year, as “a really, really good deal compared to what other areas got at the beginning”.

It will mean an £18 million a year mayoral investment fund, plus there will be separate funding for specific areas such as transport. He says it will “enhance rather than erode” the powers of North Yorkshire Council and City of York Council, which will continue to handle areas such as highways and planning.

The creation of a mayoral combined authority has led to fears too much power will be concentrated in too few hands.

The authority will be chaired by the mayor and have two members each from North Yorkshire Council and City of York Council plus the chair of the LEP.

Mr Farrar says the fact the mayor will need re-electing to maintain office will act as a democratic check on his or her power.

‘Be on the front foot’

Mr Farrar, whose brother still farms in Huby, acknowledges people will only value devolution “when they see real change” but he insists it’s coming.

He also thinks businesses and councils need to be ready.

“My message to any area is it’s important to be clear about your priorities. Think about what investment they need to make sure town centres are vibrant, what will make businesses want to relocate there and what are the barriers to that.

“My experience is that places with a plan attract investment. If you wait for the money you will be waiting a long time. Be on the front foot.

“We have some amazing towns in North Yorkshire but they are going through a lot of problems and change. Their USP is the quality of places and if they get this right they will see significant progress.”

Mr Farrar also predicts a “big change in agriculture because of environmental changes and leaving the EU”, which will have a particularly significant impact on rural North Yorkshire and further reshape the county’s economy.

But he insists the outcome of all the changes will be worth it, with more prosperous towns and a more politically tuned in county. He also reiterates a point he made in a speech to Knaresborough Chamber of Trade and Commerce last month — that there are  successful businesses in York looking to relocate and alert nearby towns in the Harrogate district could benefit.

The LEP is based in York and Mr Farrar says:

“York is constrained by its geographical size. We have businesses wanting to grow and we don’t want them to move outside the area. Whether it’s Knaresborough or Boroughbridge in the Harrogate district or somewhere else like Selby and Easingwold, there are opportunities to be part of that growth.”

£540m North Yorkshire devolution deal looks set to progress, say officials

A proposed devolution deal, which would include creating an elected mayor and a mayoral combined authority for North Yorkshire and York, looks set to receive sufficient public support to proceed.

James Farrar, chief officer of the North Yorkshire and York Local Enterprise Partnership, told a meeting of council leaders that the majority of respondents had backed the proposed deal. He was speaking with just seven days remaining of an eight-week consultation.

Mr Farrar’s comments to a meeting of North Yorkshire and York’s council leaders followed some anxiety and uncertainty being expressed privately by those behind the proposed deal, particularly after apparent strong public opposition to creating a mayoral combined authority in Cornwall threw the devolution process there into uncertainty.

In recent months, North Yorkshire and York councils have put effort into promoting the benefits of the deal.

Although some high-profile opposition councillors have branded the proposals undemocratic and unrepresentative, there has not been a concerted campaign opposing the deal.

Mr Farrar said the support rate for the devolution deal, which was unveiled on Yorkshire Day in August and includes a £540 million investment fund to be spent over 30 years, had varied little throughout the exercise.

He added: 

“It gives us a good indication of where we will be with a week to go.”

Although North Yorkshire and York’s combined population totals significantly above 800,000 residents, Mr Farrar described the 1,750 replies to the consultation so far as “a really good response rate” compared to similar devolution surveys in other areas.

He said the responses had come from all parts of the county and York.

Mr Farrar told the meeting the strongest support for the devolution deal was for the mayoral combined authority to directly engage with government over creating the country’s first net-zero region, initiatives to tackle climate change and the promotion of landscape restoration schemes.

Bus franchising powers

He said there was also strong support for devolving transport powers, such as giving an elected mayor functions such as powers to introduce bus franchising and the combined authority powers to set up and coordinate a key route network.

Mr Farrar said: 

“Not surprisingly, the area which is of most concern is financial powers.”

The consultation highlights that the mayor would have the power to set a precept on council tax to fund mayoral functions as well as the power to introduce a supplement on business rates for expenditure on projects that will promote economic development.

Mr Farrar said the National Institute for Consultation would independently analyse responses to the consultation, which would be presented to both councils in February for them to decided whether to proceed with the devolution deal.
