No 12: The Great Wall of Briggate saga in Knaresborough

In this article, which is part of a series on the 12 stories in the Harrogate district that shaped 2023, we look at the Briggate wall in Knaresborough which has caused disruption this year.

When a section of wall came crashing down on the road at Briggate in Knaresborough on September 14, it didn’t seem like that big a deal.

Although the wall runs alongside one of the busiest roads in the town, nobody was hurt. Surely the rubble could be removed and the wall repaired quickly?

What unfolded over the next few months appeared to confirm many people’s fears about the slow and unresponsive nature of local bureaucracy.

In the aftermath of the collapse, it emerged North Yorkshire Council had been warned about the state of the wall on multiple occasions.

Briggate resident Catherine Rogerson told the Stray Ferret she and others had flagged up concerns the wall was buckling. Ms Rogerson said:

“I said it was an emergency and could collapse, causing a nasty accident.”

Cllr Hannah Gostlow, a Liberal Democrat who represents Knaresborough East, wrote to the council as long ago as June last year warning several old stone walls in Knaresborough needed “investigating and possibly monitoring for safety”, and “could potentially be a risk to life and also their repair could cause significant congestion in the town”. Briggate, she said was top of the list.

Cllr Gostlow, who is the current Knaresborough mayor, told the Stray Ferret:

“This issue was widely known about by residents and councillors.”

Yet the council failed to respond to questions and a freedom of information request by the Stray Ferret about whether it had been warned or release a safety report that was apparently compiled on the wall.

Cllr Gostlow’s email proved prescient: the rubble remained on the road for almost three months, causing two-way traffic lights that led to lengthy delays on a key route in and out of town.

The sight of a pile of stones causing tailbacks not only provided a daily source of irritation, particularly for motorists, and fuelled a sense of council officers in Northallerton distant from the daily problems. Hairdresser Kelly Teggin summed up the mood when she said:

“I don’t believe in this day and age nothing can be done to get both lanes back open as soon as possible.”

It wasn’t as simple as it seemed: Karl Battersby, the council’s corporate director for environment, said on November 22 that some cellars belonging to residents had been impacted by the collapsed wall and consequently the “works are now more complex than first anticipated”.

But frustration continued to grow. There were even rumours of residents literally taking the matter into their own hands by turning up to remove the rubble, but this never materialised. The traffic lights were still there during Knaresborough Christmas Market Weekend when there is usually a moratorium of roadworks in the town.

Finally, on November 27 work began and by mid-December the section of collapsed wall had been repaired to widespread acclaim at the quality of finish. The traffic lights were removed but the saga is far from over.

Further maintenance work along the rest of the wall is due to take place at an unspecified date in the new year — meaning the traffic lights will be back.

Cllr Matt Walker who represents Knaresborough West described the council’s handling of the saga as “wholly inadequate”. He said:

“The council have avoided answering questions including providing a safety report that was done days before the wall fell. I wonder why?

“A full investigation needs to be done to understand why it happened in the first place and lessons learned. Residents have lost faith in the highways team to do anything and so have I.”

Knaresborough may have been spared the peril of buildings made of crumbling concrete but the town’s crumbling walls could prove to be equally difficult to fix.

Cost of repairing Knaresborough wall set to rise to £200,000

The cost of repairing the wall on Briggate in Knaresborough is set to reach £200,000 — and require another 10 weeks of roadworks.

A section of the wall collapsed in September and was finally fixed this month after weeks of two-way traffic lights.

North Yorkshire Council had been warned by multiple residents about the state of the wall and Cllr Hannah Gostlow said last year it “could potentially be a risk to life”.

A structural report undertaken just two days before the wall collapsed said there was a seven-metre section that should be treated as “high priority”.

The section of wall between number 77 and The Wellington Inn is now due to be repaired in the new year.

It means roadworks, and two-way traffic lights, will recommence on January 8 and last for 10 weeks. This will enable work to take down and rebuild some sections of the wall, de-weed the wall and repoint it.

North Yorkshire Council has so far spent £35,000 repairing the collapsed section of wall and £15,000 on temporary traffic lights.

The latest details were revealed by Liberal Democrat councillors Hannah Gostlow and Matt Walker, who represent Knaresborough East and Knaresborough West respectively on the council. They were given the update by a council officer this week.

Cllrs Gostlow and Walker issued a joint press release saying there was a similar situation with a wall on Vicarage Lane that collapsed a few years ago down the side of Knaresborough House.

They blamed “years of under investment in basic infrastructure by the Conservative-led administration” at North Yorkshire Council.

Cllr Walker said:

“I was absolutely disgusted that this appalling lack of neglect by the council will cost the local taxpayers just short of £200,000.

“It’s disappointing that the council didn’t use a local construction company. Having spoken to a local construction engineer and builder who told me they could do it for a third of the money, this would have represented much value for money.”

The councillors said they would ask for a meeting with the council’s head of highways to review this case and ensure a similar situation doesn’t happen again.

 

Council silent on claims it ignored safety warnings on collapsed Knaresborough wall

North Yorkshire Council has failed to respond to claims it ignored warnings about the state of a wall that collapsed in Knaresborough.

The stone wall on Briggate fell onto the highway on September 14 this year.

Fortunately, nobody was injured on what is one of the town’s busiest routes for pedestrians and motorists — but traffic lights have caused delays and disruption ever since.

Several residents and councillors have told the Stray Ferret they contacted the council about the wall before it fell. We were also told the council had a safety report on the wall.

Nearly three months on, the council has yet to respond to these claims.

Cllr Hannah Gostlow, a Liberal Democrat who represents Knaresborough East on North Yorkshire Council, alerted the council in an email on June 16 last year.

Her message, seen by the Stray Ferret, said several old stone walls in Knaresborough needed “investigating and possibly monitoring for safety”, with Briggate top of the list.

It added:

“I am unsure who owns each wall but in each case they would either impact a road or path if they were to break down, and could potentially be a risk to life and also their repair could cause significant congestion in the town.”

After the wall collapsed, Briggate resident Catherine Rogerson told the Stray Ferret she had reported the structure to North Yorkshire Council the previous month because it appeared to be buckling. She added:

“I said it was an emergency and could collapse, causing a nasty accident.

“Several other local people have also contacted them about it. We all stressed it was in a dangerous state.”

Failed to act

When the wall came down, we asked the council to respond to Ms Rogerson’s claims.

Melisa Burnham, the council’s highways area manager, said traffic lights would remain in place until repairs to the wall are carried out and “we are liaising with residents of nearby properties and are in discussions with contractors to ensure the work is completed as quickly as possible”.

We replied to the council’s media office, which handles all media enquiries, to say Ms Burnham’s response did not address the claims the council had failed to act on warnings.

However, we did not receive a response so we subsequently submitted a freedom of information request asking how many people had complained about the state of the wall in the previous two years and what action the council had taken. We also asked to be sent the council safety report.

Public bodies are supposed to respond to freedom of information requests within 20 working days.

After six weeks without a response, we pursued the matter with the council this week. It said the delay was “due to the request initially being under the incorrect service area” and a response would be sent “as soon as possible”.

Cllr Matt Walker who represents Knaresborough West said the council’s response since the wall collapsed has been wholly inadequate. He said:

“The council have avoided answering questions including providing a safety report that was done days before the wall fell. I wonder why?

“A full investigation needs to be done to understand why it happened in the first place and lessons learned. Residents have lost faith in the highways team to do anything and so have I.”

Cllr Walker also said he had received several reassurances work would start at the beginning of November but it only began on November 27, causing weeks of traffic lights around the unattended rubble.

At one point there were reports on social media of fed-up residents attempting to remove the rubble themselves.

That never happened and now the rubble is off the highway, but traffic lights remain.

Karl Battersby, the council’s corporate director for environment, said on November 22 the “works are now more complex than first anticipated” because of residents’ concerns about the cellars that were impacted by the collapsed wall”.

Roadworks are usually prohibited during Knaresborough’s annual Christmas Market Weekend, which begins today.

But the ongoing saga of the wall means they will continue to operate on Briggate, and are likely to do so for many weeks to come.

Electric vehicles charging points in Knaresborough car park causing ‘significant harm’

A Knaresborough business owner has claimed 10 electric vehicle charging points installed in a car park have caused “significant harm” to the town and are driving shoppers away.

A petition signed by over 500 people protesting against how EV infrastructure has been introduced in Knaresborough was debated by North Yorkshire Council‘s Harrogate and Knaresborough area constituency committee in Harrogate today.

Ten of the 56 regular parking bays in the town centre Chapel Street car park were turned into electric vehicle-only spaces with charge points at the end of 2022 by Harrogate Borough Council.

A further 12 spaces were given over to EVs in Conyngham Hall’s car park on the outskirts of the town centre but the charge points there have not yet been switched on.

However, at Chapel Street there have been reports of the spaces reserved for EVs laying empty, which has caused consternation to traders particularly on market days.

A statement was read out to councillors on behalf of hairdresser Kelly Teggin who launched the petition. The statement said:

“Like any market town there’s a recognition of the need for transition and charging points are attractive to residents and tourists if introduced at the right time and place.

“However, in this case, implementation of changing points at Chapel Street car park and at Conyngham Hall have been badly-handled in terms of consultation and choices made. They’ve caused significant negative impact on traders in the town centre, attractiveness to visitors and increased congestion.”

A report prepared by officers ahead of the meeting said just five vehicles a day were using the charging spaces at Chapel Street.

But the council forecasts that after five years this will have increased to 22 cars a day and by year eight it will be 30 cars.

Dedicated EV bays require traffic regulation orders to restrict access to EVs only, which according to reports the spaces at Chapel Street do not have.

Matt Walker, the Liberal Democrat councillor for Knaresborough West who supports the petition, said any non-EV motorist who had received a ticket for parking in the reserved spaces should contact him as he would be “happy to defend and get those revoked”.

Arnold Warneken, the Green Party councillor for Ouseburn and an EV driver,  said he was “shocked and surprised” the council decided to put the spaces in Chapel Street, which is one of the town’s busiest car parks.

But he warned against an increasingly hostile movement against EVs on social media. He added:

“I’m totally behind having EV charging points. There’s an anxiety that infrastructure is not in place for people that drive EVs but there’s a movement out there that’s anti-EV”.

Paul Haslam, the Conservative councillor for Bilton and Nidd Gorge, said there was a “lack of understanding” about EVs but he hoped North Yorkshire Council used the changes in Knaresborough as a “learning opportunity on how we can do it better next time”.

Cllr Walker proposed a motion with nine different points, including a call for a full review into parking in Knaresborough and an assertion that the EV infrastructure had been implemented poorly in the town. It passed by six votes to four.

The area constituency committee is, however, only an advisory body to the Conservative-controlled council.

Knaresborough councillor ‘disgusted’ at council job ad with £82,000 salary

A councillor has criticised North Yorkshire Council for advertising a role with a salary of up to £82,000 at the same time as the authority attempts to plug a huge budget shortfall.

Cllr Matt Walker, who represents Knaresborough West for the Liberal Democrats, tweeted this morning about the council’s advert for a head of operations role in its waste collection team, which comes with a salary of between £73,755 and £82,065 plus a relocation package.

According to a report due before the council’s executive next week, the local authority is facing a budget shortfall of £30 million its first year and unless savings are found, £105 million will be need to be used from the council’s reserves over the next three years.

Cllr Walker tweeted:

“@northyorksc predicting a deficit of millions I’m disgusted that a job with this salary is been advertised. So much for savings.”

The new unitary council took over household bin collections from Harrogate Borough Council and waste disposal from North Yorkshire County Council when it was created in April.

The job advert said the successful applicant “will play a key role in bringing together and harmonising the council’s waste collection and street scene services across the county”.

Bin workers in the county who are part of the Unite union have been in a dispute over pay and have taken part in two four-day strikes in August with three more planned before the end of September.

A Unite spokesperson previously said staff at a North Yorkshire depot were paid “some of the lowest rates in the country for doing a difficult and unpleasant job”.

In a follow up tweet about the job advertisement, Cllr Walker described the role as a “whole new level of bureaucracy”.

He added:

“We were sold the unitary on efficiencies and economies of scale. We don’t have enough waste collectors to collect our rubbish/recycling and a street cleaner is rarer than a unicorn.”

‘He’s chasing a headline’

In response, Cllr Carl Les, the Conservative leader of North Yorkshire Council, told the Local Democracy Reporting Service:

“I’m disappointed with these remarks. Cllr Walker is clearly chasing a headline without understanding the issue. We will find efficiencies and savings in the new single council’s operation, and this is a good example.

“We are rationalising six previous posts, and are now recruiting one manager for the whole county. Far from knocking the service that colleagues work hard to deliver, Cllr Walker should be pleased  that there will be a single head ensuring that these vital and well-demanded functions will be managed to the best of our ability.”

Knaresborough traders set to escalate electric vehicle parking row

Traders in Knaresborough look set to escalate their battle with North Yorkshire Council over electric vehicle parking.

Last night’s Knaresborough and District Chamber meeting discussed the possibility of legal action because of concerns about the legitimacy of the consultation as well as the impact on businesses.

It also heard a petition calling for change had passed the 500-signature threshold, which means it will be discussed by the council’s Harrogate and Knaresborough area constituency committee.

The Liberal Democrat-controlled committee is an advisory body to the council so it cannot change laws but it can put pressure on the council’s Conservative leadership.

Ten electric vehicle charging bays were installed in Chapel Street Car Park shortly before Christmas last year.

Hairdresser Kelly Teggin told the meeting businesses were fed-up at the sight of seeing most of the bays empty while petrol and diesel cars struggled to park, particularly at weekends and on Wednesday market day.

Her petition, which has been displayed by several businesses in town, calls for some of the bays to be made available to all vehicles until demand for electric vehicle charging catches up with supply.

Ms Teggin said:

“These bays are still not being used. They are still empty and the town is suffering. Everyone is absolutely fuming. Businesses have had enough and are talking about legal action.

“Something needs to be done now, not in six months time.”

Councillor Matt Walker, a Liberal Democrat who represents Knaresborough West, agreed the situation was inadequate and supported calls for a meeting between local business and residents and council to resolve matters.

Cllr Walker added he understood the council had signed a seven-year contract with a company to provide electric vehicle charging bays in North Yorkshire and was reluctant to change anything through fear of being in breach of contract.

He also said he had also been told there was no date yet for activating the eight electric vehicle charging bays at Conyngham Hall.

Those bays remain coned off to all vehicles, meaning most of Knaresborough’s 18 electric vehicle charging bays are frequently empty.

This is costing the council parking revenue and driving away shoppers in a notoriously difficult town for parking, said Ms Teggin.

Chamber members said they had been unable to ascertain from the council whether petrol or diesel cars would receive parking tickets for parking in the empty electric vehicle charging bays or even whether electric vehicles that weren’t charging were entitled to park there.

There are no signs in the car park explaining the situation.

Some members even floated the idea of leaving their cars in the charging bays as a test case to see if they received a ticket.

“The whole idea of this is to stop pollution yet people are driving round and round Knaresborough to park and then leaving. It’s insane.”

Knaresborough councillor accuses MP of using Nidd sewage campaign as ‘political tool’

Harrogate and Knaresborough’s Conservative MP Andrew Jones has been criticised by a Liberal Democrat councillor who claimed he is using a campaign to clean up the River Nidd as a “political tool” to help him get re-elected.

But Mr Jones has fought back and said his involvement in the campaign is about him doing his job as an MP.

The issue of river pollution caused by private water companies such as Yorkshire Water — and what is being done to stop it — is expected to be one of the battlegrounds at the next general election, which must be held in the next 18 months.

Mr Jones has won four elections in a row since 2010, but the Liberal Democrats are hopeful of taking Harrogate and Knaresborough back for the first time since the days of Phil Willis, who was MP between 1997 and 2010.

Mr Jones has confirmed he will stand for a fifth time and the Lib Dems have chosen former Wakefield councillor Tom Gordon as their candidate.

Nidd campaign

There are hopes that a section of the Nidd by Knaresborough Lido will be designated bathing water status by the government so people can swim in it without falling ill.

It currently has high levels of the bacteria e-coli, a strong indicator of sewage or animal waste.

The campaign is gathering momentum and is being led by Mr Jones who secured a debate on the topic in Parliament in November.

Last week, North Yorkshire councillors of all political stripes agreed to back a motion to support the campaign, brought by Conservative councillor for Bilton and Nidd Gorge Paul Haslam, when Cllr Matt Walker raised the topic of the MP’s involvement.

Cllr Walker said:

“People listening online and in the chamber might wonder why this motion has been brought before council.

“Perhaps it’s to do with a local MP using it as a political tool to try and get elected in the next general election?”

In 2021, Mr Jones was one of 265 Conservative MPs who voted down a Lords amendment to the Environment Bill which would have forced water companies to reduce the amount of sewage they discharged.

Instead, MPs including Mr Jones backed a government amendment to make water companies produce plans for reducing river pollution.

This has led to criticism from opposition parties, with Cllr Walker adding:

“Waters are allowed to have sewage in them because our MPs voted for it.”

In a statement sent to the Local Democracy Reporting Service, Mr Jones disputed that his involvement was political and listed the things he has done to raise awareness about the campaign, including securing the debate in Parliament, meeting with ministers about the topic and winning the support of the chief executive of Yorkshire Water.

Referring to the contentious votes in Parliament, Mr Jones said he voted for a “costed plan to reduce the operation of the Victorian storm overflows”.

The MP also took aim at Cllr Walker’s own political career after he stood unsuccessfully for the Lib Dems in the Selby and Ainsty by-election last week, when he came sixth.

Mr Jones said he welcomed the support from North Yorkshire Council and added that his team and a group of volunteers had been working on collecting information for the bid.

He said:

“I have discussed the successful Ilkley bathing water application with the MP for that area and led a special debate in the House of Commons on water quality. I have voted in Parliament for a costed plan to reduce the operation of the Victorian storm overflows.

“I have delivered thousands of leaflets and letters encouraging people to get involved and written numerous articles for the local media highlighting the issue. My team and I alongside an enormous number of local volunteers are taking positive action.

“This is what Members of Parliament should be doing and most of them, from all parties, are. It is not ‘using an issue as a political tool’; it is doing my job.

“Cllr Walker has stood twice to be an MP most recently in the Selby and Ainsty by election where the Liberal Democrat vote sank by 5% and they came sixth behind the Yorkshire Party, the Greens and Reform UK.  Cllr Walker lost his deposit.

“I am sure he will do better when he addresses that lack of understanding about the role of an MP in supporting and leading local campaigns.”

Knaresborough could get country’s first water-powered EV charging station

Knaresborough is in line to receive the country’s first water-powered electric vehicle charging station.

North Yorkshire Council plans to install a hydro turbine to power vehicles parked at Waterside Car Park, alongside the River Nidd.

The council successfully bid to the government’s Local Electric Vehicle Infrastructure scheme, which funds schemes by local authorities in England to install charge point infrastructure for residents without off-street parking.

The River Nidd is within metres of the car park.

A council spokesperson said:

“The reason it has been chosen is to pilot rolling out EV charging points in areas with high grid connection costs.

“While Waterside car park in Knaresborough is not as grid-constrained as some, it is the ideal site to pilot due to the weir, flow rate of the river and landownership with that stretch of the river and car park belonging to the council.”

The spokesperson added:

“Hydroelectric power should be able to reliably provide power throughout the year except in extreme droughts and each site is looking to have a secondary renewable generation capability, either solar or wind if appropriate.

“The renewable sources will provide power to a large battery system and which will then be able to charge up to five vehicles at once.

“Full costs are to be determined once the procurement process has been completed.”

They added “as far as we are aware it will be the first one in the country” and the likely installation date was next year.

The roll-out of electric vehicle charging stations has proved controversial in Knaresborough

Ten bays have been installed in Chapel Street Car Park in the town centre but there is rarely more than one or two in use.

This has infuriated some traders, who say they are losing business on Wednesday’s busy market day because customers in non-electric vehicles struggle to park.

They have called for some electric vehicle bays to be available to all vehicles until demand for the charge points catches up with supply.

Twelve EV bays have been installed at Conyngham Hall Car Park but are not yet active and the bays have been coned off to all motorists. None of the five bays planned for Waterside Car Park have yet been created.

Matt Walker, a Liberal Democrat who represents Knaresborough West on North Yorkshire Council, said hydro turbine-powered charging bays at Waterside Car Park were “really positive” but he shared concerns about the allocation of parking bays in the town.

Cllr Walker said:

“The council needs to make sure these spaces can be used by people if they are not being used by people with electric vehicles.

“If they are sat empty it benefits nobody. Businesses are losing out on customers and the council is losing out on thousands of pounds of revenue.”

Cllr Walker said he had been told by the council the situation would be reviewed.

Council spends £2m on consultants for Harrogate’s Station Gateway

More than £2 million has already been spent on outside consultants to work on Harrogate’s controversial Station Gateway scheme, figures reveal.

The £11.2 million active travel project will transform the area outside Harrogate Station to make it more friendly for cyclists and pedestrians.

It’s being led by North Yorkshire Council, which replaced North Yorkshire County Council, which previously led on the project, in April due to local government reorganisation.

To develop the project the council hired global consultancy firm WSP to draw up its business case and preliminary and detailed designs.

Following a freedom of information request submitted by the Local Democracy Reporting Service, North Yorkshire Council has revealed just over £2 million has been paid to WSP so far with the majority going towards design costs.

In a statement, the council argued that its use of consultants for the scheme is commonplace and typical of large-scale active projects across the country.

It also said consultants can help when there is not the required expertise within the council.

But the public sector’s increasing reliance on consultants, often to plug gaps created during austerity, has troubled some with a Guardian editorial published in March stating consultants are a “symptom of shrinking faith in the public sector”.

‘A money pit’

Liberal Democrat councillor for Knaresborough West, Matt Walker, who is a critic of the Station Gateway scheme, told the LDRS that the amount spent on consultants is a signal that the project “is shaping up to be a money pit“ for taxpayers.

Mr Walker, who will be standing for the Lib Dems in next month’s Selby and Ainsty by-election, said:

“That is a huge amount of public money to spend on consultants, more than 15% of the cost of the scheme. It’s a money pit that is not part of a wider strategic plan for active travel and one which does not have the full backing of the local community, or businesses.

“The cost of building materials has already sky rocketed since the original costing for the scheme was done. Are we going to cut back on what is delivered or pour money tax payers money into this scheme?

“What Harrogate needs is real investment, as part of a strategic plan to deal with congestion. Innovative and exciting options for active travel not costly consultants.”

‘Increased consultation pushed up costs’

The council said the sum paid to WSP has increased due to the additional public consultation which led to designs being changed.

Karl Battersby, the council’s corporate director of environment, said:

“Consultants have only been used where there is not sufficient in-house resource or very specific expertise within the council. This is a common occurrence with consultants used for almost, if not all, Transforming Cities Fund projects across the country.

“The cost includes survey work as well as individual disciplines – landscaping, highways, traffic modelling, signals, drainage, lighting – consultation support, planning and Traffic Regulation Orders, and project management, including business case development, risk reviews, programming and attendance at meetings.

“The design cost has increased where additional works have been identified, such as revisions to landscaping or additional consultation engagement.”

Background to the scheme

Among the proposals include redeveloping the area outside Harrogate Station, making Station Parade single-lane to add cycle and bus lanes and part-pedestrianising James Street.

But it’s divided the town with the results of the third and final round of public consultation, published in January, suggesting the Harrogate public are narrowly against it.

It’s still to receive final approval but won the backing of senior councillors in Northallerton at a meeting last month.

The predicted cost of the scheme is now £11.2m — a sum that has risen considerably from the £7.9m initially suggested by council.

Knaresborough man to contest local by-election for Lib Dems

The Liberal Democrats have selected NHS worker Matt Walker as their candidate for the forthcoming Selby and Ainsty by-election.

Mr Walker was brought up in Knaresborough, just outside the Selby and Ainsty constituency boundary, and currently represents the Knaresborough West division on North Yorkshire Council.

He previously campaigned to be the Lib Dems’ candidate for the Harrogate and Knaresborough constituency at the next General Election, but Tom Gordon was selected instead.

A manager in the National Health Service who has raised funds for charities in Harrogate, Mr Walker said he will be putting the NHS at the top of his concerns during the by-election. 

He said:  

“As a candidate I will be a passionate campaigner for the area, listening to residents’ views and championing their issues.  

“Residents across Selby and Ainsty have been let down, our NHS is on its knees. In my professional life I am a manager in the NHS, and in one of my previous roles I spent time managing the GP out-of-hours and minor injuries unit at Selby Memorial Hospital. I’ve seen first hand just how amazing our NHS is and just how much damage the Conservatives have done to it.  

“The Liberal Democrats will be fighting for every vote at this election. Whether it’s the crisis in our NHS or the cost of living, the government has taken North Yorkshire for granted for too long and it’s time for a change.” 

The Lib Dems polled just 4.5% of the vote in the 2019 election, which Nigel Adams won with a majority of 20,137 for the Conservatives.

Mr Adams’ decision to resign triggered the by-election, which will be held on Thursday, July 20. 

The other candidates declared so far are: for the Green PartyArnold Warneken, the councillor for Ouseburn on North Yorkshire Council; for the Labour Party, Keir Mather, a senior public affairs adviser for the Confederation of British Industry (CBI); for the Conservative Party, barrister and East Riding of Yorkshire councillor Claire Holmes; for the pro-Brexit Reform Party, David Kent; and for the Yorkshire Party, Mike Jordan, whose defection from the Conservatives earlier this month lost the party its majority on North Yorkshire Council.

Tyler Callum Wilson-Kerr, a councillor for Aberford & District Parish Council and former Yorkshire Party member, has also confirmed he will stand as an independent. The youngest candidate in the field, he will be campaigning on a platform of devolution, sustainable energy, tenants’ rights, social housing, and the abolition of tuition fees.

Although Selby and Ainsty is centred on Selby and reaches almost as far south as Pontefract, its northern portion includes Spofforth and many of the villages in the Vale of York, such as Great Ouseburn, Green Hammerton and Tockwith.

In a statement, North Yorkshire Council said anyone interested in becoming a candidate in the Selby and Ainsty by-election must submit a completed set of nomination forms before the deadline at 4pm this Friday (June 23).

Residents of the Selby and Ainsty constituency have until midnight on Tuesday, July 4, to register to vote and until 5pm on Wednesday, July 5, to apply for a postal vote. If someone is unable to vote in person or by post, they have until 5pm on Wednesday, July 12, to apply for a proxy vote.

Voters attending the polling station for the by-election will need to bring photographic identification, such as a UK photocard driving licence, a passport, or concessionary travel passes, such as an older person’s bus pass or blue badge.

Anyone without an accepted form of ID should apply for a free voter authority certificate by 5pm on Wednesday, July 12.
