The developers behind a planned new town of up to 4,000 homes said they “remain confident” the project will go ahead, despite one of the landowners pulling out.

Caddick Group, which has submitted plans for a settlement called Maltkiln near Cattal, said it is continuing to work with other landowners and local authorities on the project.

It comes after Harrogate Borough Council announced yesterday it was “pausing” its work to submit a development plan document (DPD) to the Secretary of State for a new settlement in the area because one of the pieces of land was no longer available.

A spokesperson for Caddick Group said:

“As with most large and complex developments, the proposed new settlement at Maltkiln involves several landowners and we have been working with them for a number of years.

“It is regrettable that one of the landowners has now expressed their intention to withdraw their support for the development. However, we continue to have positive relationships with the other landowners and we remain confident that development can progress in accordance with the policy objectives of Harrogate Borough Council’s Development Plan Document for the new settlement.

“The Maltkiln site was established as the preferred option by Harrogate Borough Council based on its location, accessibility and relative freedom from constraints.

“In parallel with the council’s DPD process, we have undertaken thorough community and stakeholder consultation as part of defining our proposals to deliver much needed new housing and associated amenities for this part of North Yorkshire.

“We intend to continue a positive dialogue with all the landowners in the vicinity of our site and any updated proposals will be publicised after we have discussed with the borough and county councils how the amended site area may best be developed in accordance with the proposed DPD.”

Caddick put forward plans last year for two primary schools, a GP surgery and shops as part of its proposal. It also said the homes would be built to “very high environmental standards” with communal air and ground source heat pumps, solar power generation and electric vehicle charging points in every home.

Several “mobility hubs” are planned to offer fast charging for vehicles as well as repairs and storage for e-scooters and bicycles, and flexible working spaces available to hire.

Cllr Arnold Warneken, whose Ouseburn division includes the proposed site, said he was concerned that changes to the land available could impact the viability of the whole development.

The Green Party councillor said he was “not surprised” one of the landowners had pulled out, as any of them could be considering other uses for their land that might be “more viable”. He added:

“I’m not surprised but I’m concerned about the impact that might have on the rest of the development.

“My concern is that the viability would be an excuse for changing the specification to not being an exemplar for carbon neutrality and so on. At some point, we could end up with a developer wanting a standard housing estate.”

Cllr Warneken said he would work to bring together all the affected parish councils in the area again to discuss any changes to the proposals as a result of the piece of land being withdrawn.

New settlement plans ‘paused’ after land withdrawn near Cattal

Plans for a new settlement to the east of Knaresborough have been paused after a key piece of land was withdrawn from the proposal.

Harrogate Borough Council said its submission of the proposed new settlement development plan document (DPD) for the Green Hammerton and Cattal area to the Secretary of State has had to be postponed.

The decision has been made after the owner of a piece of land said it was no longer available.

A spokesperson for HBC said:

“We have been notified that an area of land previously available and included in the proposed new settlement boundary has been withdrawn and is no longer available for development.

“As a result, submission of the proposed new settlement DPD to the Secretary of State for independent examination has been paused while options are considered.”

The DPD for a new settlement has to be approved by the government before any development can take place.

This does not affect a planning application already submitted by developer Caddick Group for up to 4,000 homes, as well as two primary schools, a GP surgery and shops.

The development, known as Maltkiln, was lodged with Harrogate Borough Council but looks likely to be decided by the new North Yorkshire Council after it comes into effect from April 1.

However, it can only be given approval if the principle of a new development in the area is accepted by the Secretary of State, via submission of the new settlement DPD.

Consultation into new Harrogate district town after legal threat

Harrogate Borough Council has extended a consultation into a planned new town the size of Thirsk.

The proposed new town, called Maltkiln, would be built in the Cattal and Green Hammerton area in the east of the district.

Council officials launched a six-week consultation on October 3 into its draft new settlement development plan document, which sets out a 30-year vision and policy framework on how the town is designed and developed.

However, Cllr Arnold Warneken, who represents Ouseburn on North Yorkshire County Council, called for an extension to the consultation amid concern that the planning process was being rushed ahead of the new North Yorkshire Council coming into being.

He issued the plea after it emerged the consultation documents had been changed midway through – without people being told.

The council has since agreed to extend the consultation until November 25.

On its website, the authority said:

“After carefully considering requests from the local community and parish councils, we have extended the Maltkiln DPD consultation until midnight on Friday 25 November to provide more opportunities for the community to engage in the new settlement process.

“Comments received after that date will not be considered ‘duly made’.”

The move follows Cllr Warneken submitting a letter to Janet Waggot, transition lead for North Yorkshire Council, and Richard Flinton, current chief executive of North Yorkshire County Council, on behalf of local parish councils.

In the letter, which has been seen by the Stray Ferret, he called for the consultation to be extended in the interests of transparency.

Cllr Warneken added that, while the parishes did not wish to go down the route of a judicial review, residents frustration should not be underestimated.

He said:

“As you will appreciate, use of that sort of terminology starts to take us into legal areas such as judicial review.

“We have no wish to go there. If nothing else, it would be a huge waste of public money. However, please don’t underestimate the level of frustration of local residents.”

Details emerge of new Harrogate district town the size of Thirsk

A six-week consultation has begun on the Harrogate district’s proposed new town.

Maltkiln is expected to be built in the Hammerton and Cattal area and include between 3,000 and 4,000 homes, two primary schools, shops and a GP surgery.

With an estimated population of up to 10,000, it is likely to be bigger than Richmond and similar in size to Thirsk.

The development moved a step closer this week when Harrogate Borough Council opened a consultation on its draft new settlement development plan document, which sets out a 30-year vision and policy framework on how Maltkiln is designed and developed.

The consultation documents cover issues such as the impact of the development on flood risk, heritage sites and climate change.

A section outlining the council’s ‘vision’ for Maltkiln describes it as “a garden village with a distinctive identity” that is “developed around convenient rail access to Harrogate, Leeds and York” and “people are not dependent on a car”.

Two primary schools planned for new 3,000-home Harrogate district settlement

Two primary schools and land for a secondary school form part of proposals for a new 3,000-home village between Harrogate and York.

The settlement, to be named Maltkiln, will be built in the Hammerton and Cattal area. New details of the major scheme have been revealed this week.

A development plan document from Harrogate Borough Council shows there are proposals for two 420-place primary schools – one of which would be able to expand with room for 630 pupils.

The plan also said because the village is not large enough to “generate sufficient pupils” for a secondary school, around £10.5 million would be provided to fund an expansion of 11 new classrooms at Boroughbridge High School.

However, it added that land within Maltkiln has been designated for “future secondary provision should this be required in the future”.

The plan said: 

“The council has been working with the education authority, North Yorkshire County Council, in order to identify the educational infrastructure required to support the level of growth proposed in Maltkiln.

“NYCC have indicated that the development is not projected to generate sufficient numbers of pupils to warrant the need for a secondary school on-site.

“Nevertheless, for the proper and long-term planning of the area, the council consider a cautious approach should be taken and have safeguarded land for a secondary school if it is needed.”

It is estimated that more than 8,000 residents will occupy the village, which may not be completed until at least 2038.

A six-week consultation on the development plan document is planned for October, when residents will be asked to share their views on areas including roads and public transport.

After this, the document will then be submitted to the government for public examination.

Maltkiln is centred around Cattal train station which links York, Harrogate and Leeds – and Harrogate Borough Council hopes this location will “steer development away” from residents living in surrounding villages who have objected to the proposals.

The council also said facilities including shops, employment space and a GP surgery should be built around this central location.

It said: 

“A new community of over 8,000 residents will generate a need for significant new local facilities and these should be located at the heart of the settlement directly adjacent to Cattal railway station.

“The mixed-use local centre will provide a diverse and vibrant space at the heart of Maltkiln.”

A meeting of the council’s cabinet will be held next Wednesday when senior councillors will be asked to agree to the launch of the consultation on the development plan document.

A report to the meeting said the publication of the plan is a “key milestone” and that once approved it will provide “a 30 year vision for Maltkiln”.

The report added: 

“The development plan document provides the starting point to guide the development and delivery of Maltkiln.

“Proposals will need to go through the planning application process and there will be further opportunities for communities and stakeholders to be involved in more detailed master-planning.

“The council is also exploring a range of governance and stewardship options to ensure that residents will have a say in how community facilities are run.”

New 3,000 home settlement in Harrogate district to be called Maltkiln

Formal consultation is set to begin on a proposed new 3,000-house settlement in the Harrogate district.

The settlement, which will be larger than the town of Boroughbridge, will be built in the Hammerton and Cattal area of the district, close to York.

Harrogate Borough Council said in a news release today it was “finalising its policies and proposals for the new settlement” following earlier stages of consultation.

Its executive will consider a development plan document, which will set out the boundary for the settlement and other details, on Wednesday next week before it goes out for formal consultation.

It added:

“The development of a new settlement is a key part of the district’s growth strategy providing much needed homes and jobs in a sustainable location along the York-Harrogate-Leeds railway line.”

Wetherby real estate developer Oakgate Group earmarked the area to be known as Maltkiln for 3,000 homes in 2017.

It submitted a screening application to assess whether it needed to conduct an environmental impact assessment before submitting a formal planning application.

Cllr Tim Myatt, Harrogate Borough Council’s cabinet member for planning, said today: 

“The development plan document sets a clear and ambitious 30-year vision for Maltkiln and provides a policy framework that will enable the planning authority to lead, guide and manage how it is developed.”

As part of the plan, the council also commissioned consultants at a cost of £20,000 to produce a “comprehensive climate strategy” for the settlement.

The council said that Maltkiln would be planned in a way which would help to to meet net-zero carbon emissions by 2038.

It said this would mean reducing the need to travel, providing walking and cycling infrastructure and improvements to public transport as well as supporting the transition to low emission private cars.

Cllr Myatt added:

“Climate change is one of the biggest challenges facing us today and one that the council takes seriously which is why we have commissioned a climate change strategy to ensure Maltkiln will be a climate resilient place, fit for the 21st Century.”

If councillors agree the plan next week, a consultation on the development plan will be held in the autumn. It would then be submitted to the secretary of state for examination.

The move to create a settlement in the Hammerton/Cattal area comes after a long running saga between Flaxby Park Ltd and the borough council.

The battle led to a High Court hearing over whether the homes should be built in Flaxby or Green Hammerton before it was finally settled in late 2020.

Harrogate council to commission climate change study for new 3,000-home settlement

Harrogate Borough Council will hire consultants to produce a “comprehensive climate strategy’ for plans to build 3,000 homes in the broad location of Green Hammerton and Cattal.

The council is currently preparing a development plan document (DPD) for the new settlement. This is a document that will guide how it will look and when it will be built. A public consultation on the DPD ended in January.

This week the council agreed to spend £60,000 on consultants to help them produce the document. HBC said it requires “specialist expertise and capacity not currently available within the council.”

It will firstly commission consultants to look at how the new settlement will be an “exemplar” of sustainable design.

This includes how it will utilise renewable energy, encourage active travel and how homes will be heated.

Although it warns that measures to maximise the energy efficiency of homes will have to be balanced with the “commercial realities” of housebuilding.

Consultants will also produce a plan to estimate what financial contributions are expected from developers for infrastructure, and to advise them on future planning application revisions.

A report on the DPD is scheduled to go before HBC’s Conservative cabinet member for planning, Cllr Tim Myatt, on December 14. It will set out the updated timetable for the New Settlement work.

A long-running battle over whether the new settlement will be built in Flaxby or Green Hammerton was finally settled at the High Court in late 2020.
