The Harrogate Bus Company has placed orders worth £21 million for 39 new buses and to equip its Starbeck depot to convert its entire Harrogate fleet to fully electric power.
Funding for the bid includes £7.8 million secured by North Yorkshire Council from the government’s zero emission bus regional areas scheme.
Ministers set-up the scheme to help local authorities outside London introduce zero-emission buses.
The Harrogate Bus Company, whose services include the 36 that runs between Ripon, Harrogate and Leeds, is owned by French firm Transdev.
Transdev has already trialled several types of all-electric buses on three routes in and around Harrogate, and on its shuttle route linking Bradford and Keighley.
Transdev orders, which it revealed today, call for:
- 20 new Mercedes-Benz E-Citaro all-electric single deck buses, to be used on the urban route 1 between Harrogate and Knaresborough, route 7 linking Harrogate, Wetherby and Leeds, and rural route 24 between Harrogate and Pateley Bridge.
- 19 new Alexander Dennis Enviro 400EV fully electric double deck buses, to relaunch flagship route, The 36 linking Ripon, Harrogate and Leeds. These will be among the first of this new British-built design to enter service.

Henri Rohard, managing director of Transdev, described the news as “an important evolution in the quality and sustainability of our network in and around our home town of Harrogate”.
Mr Rohard added:
“All our bus fleet will be renewed in the process, giving our Harrogate Bus Company the most modern and passenger oriented network.
“In combination with our existing eight Harrogate Electrics-branded Volvo 7900E electric buses, the first of their kind in Britain, 47 fully-electric vehicles are now expected to be in service in spring 2024.
“Higher power output delivered by today’s new generation batteries means each bus can go further between charge-ups – and to make sure we provide a reliable service, our buses will also have top-up charges at Harrogate Bus Station, as they will travel further in a day than the maximum range achievable by fully electric buses.”

The Starbeck depot will be upgraded.
Roads minister Richard Holden said:
“It’s fantastic to see Transdev turn its Harrogate fleet to fully electric by ordering 39 new electric buses.
“We’ve awarded £330 million of dedicated funding for zero emission buses in England excluding London, as we continue in our quest to decarbonise transport and reach net zero by 2050.”
Conservative-controlled North Yorkshire Council was among 12 local authorities to submit a successful bid for government funding.
Cllr Keane Duncan, the council’s executive member for highways and transport, said:
“It’s great news for passengers and an important step towards achieving our climate aims.”
Plan approved for new cafe on Harrogate’s Cambridge Street
North Yorkshire Council has approved plans for a new cafe on Harrogate’s Cambridge Street.
The proposal, which has been submitted by Doncaster-based Imyco Construction Ltd, will see the cafe created next to beauty and toiletries shop Bodycare in the town centre.
The allocated space is currently a staircase, which has been “mothballed”, according to planning documents.
The cafe would be situated on the ground floor and be accessed from Cambridge Street.
Further details on the cafe, including name and opening hours, have yet to be revealed.
Council officials have now given the go-ahead to the proposal.
The site is currently subject to plans for 14 new apartments above the planned cafe and Bodycare.
The proposal, which was approved in June 2020, will see the first floor of the building converted into accommodation.

Council rejects nine-home plan in Killinghall
North Yorkshire Council has rejected plans for nine new homes in Killinghall.
Newett Homes, which is based in Wetherby, submitted a planning application for a site north of Skipton Road, near to the junction with the B6161 Otley Road.
The proposal would have seen a mixture of three, four and five-bedroom houses.
However, council officials have refused the plan on the grounds that it fails to provide an appropriate mixture of housing and concerns over surface water flooding.
In a decision notice, Trevor Watson, assistant director of planning at the council, said:
“Parts of the site are identified as being at risk of surface water flooding. No sequential test has been submitted as part of the application.
“Therefore, it has not been demonstrated that there are no reasonably available alternative sites appropriate for the proposed development that would be at lower risk of flooding.”
The council added that it had not been demonstrated that the site would be “all sources of flooding for its lifetime without increasing flood risk elsewhere”.
Meanwhile, in a letter to the council, Killinghall Parish Council said residents had concerns over access to the site from Skipton Road.

86% support plans to open autism school in Harrogate
Plans to open a £3.5 million school for children with autism in Harrogate have received strong support in a consultation.
North Yorkshire Council revealed plans in May to open the school for up to 80 pupils aged 11 to 19 on the site of the former Woodfield Community Primary School.
The six-week consultation, which ended on July 24, saw 90 out of the 105 responses – a total of 86 per cent – support the proposal.
Supporters said the site would be “ideal” for providing a safe learning environment, and that a special school was “absolutely necessary”.
But the consultation also highlighted a number of concerns.
Some people were disappointed the school won’t cater for primary school children.
Others asked why the existing special needs school Springwater School in Starbeck was not offered the Woodfield site as a satellite, or why the special education needs Forest School in Knaresborough wasn’t developed.

The school closed in December.
The Conservative-controlled North Yorkshire Council’s executive will discuss the consultation next week.
Cllr Annabel Wilkinson, the council’s executive member for education, learning and skills, said:
“The new facility would help meet a rising demand for special school places in Harrogate, Knaresborough, Ripon and the surrounding area.
“Currently there are 432 children with the primary need of autism accessing existing North Yorkshire special schools and we are committed to providing further support.
“If given the go-head, the redeveloped school would provide children and families with a more local offer of provision that is currently unavailable without significant travel.”
The target opening date for the school is September next year. There are no planned changes to the community library and children’s centre on the same site.
Woodfield Community Primary School closed at the end of December after an “inadequate” rating by Ofsted and a decline in pupil numbers.

Judicial review launched against £11.2m Harrogate Station Gateway
A judicial review has today been launched against the £11.2 million Harrogate Station Gateway scheme.
Planning lawyers have been instructed by Hornbeam Park Developments to challenge North Yorkshire Council‘s decision-making on several grounds.
They include the council’s alleged failure to disclose documents relating to climate change, and a failure to properly consult upon the scheme as a result.
The judicial review threatens to de-rail the controversial scheme, which would see James Street partly pedestrianised and a 300-metre section of Station Parade reduced to single lane traffic to make way for new cycling routes.
A spokesperson for Hornbeam Park Developments said:
“Residents deserve to be fully informed on a major scheme with significant environmental and economic impact on our town.
“This judicial review challenges the decision-making process and lack of crucial information provided to the public as part of previous consultations.
“The impact of this disastrous scheme will be felt across the district, but specifically on the businesses on James Street, and residents nearby. These groups should be confident the correct processes and information was provided to help inform the public. Our investigations show this is not the case, so we are challenging this”.

Councillors approved plans to proceed with the gateway in May.
Most Liberal Democrat and all Conservative councillors on North Yorkshire Council’s Harrogate and Knaresborough area constituency committee supported the scheme although the Liberal Democrats later withdrew support.

A statement sent today on behalf of Hornbeam Park Developments said the scheme “has proved unpopular with the majority of residents and local businesses due to potential impact on the local economy and on town centre congestion due to increased waiting times throughout the day”.
It adds:
“Redirected traffic from the town centre gyratory could also make residential streets nearby less pedestrian friendly, fuelling concerns across the town centre.”
Key climate data not released
Today’s legal challenge claims a council-commissioned climate change appraisal, which concludes the scheme is predicted to result in an increase in 1,356 tonnes of CO2e over its lifetime, was not made available during public consultation or taken into account by the council when it decided to go ahead.
Instead, consultation materials indicated the initiative would be beneficial in terms of climate change.
The judicial review also claims a plan showing proposals for traffic regulation orders on highways such as James Street was incorrect and should have triggered a public inquiry.
The spokesperson continued:
“The decision to omit the damning independent analysis into the predicted carbon emissions of this scheme will contribute during public consultation is shocking.
“In this climate emergency, information around environmentally damaging schemes should be front-and-centre to help people appraise the scheme.
“Instead, we have a document which states that the reduction of Station Parade to one lane and the part-time pedestrianisation of James Street will reduce general traffic capacity and force drivers onto longer alternative routes – predicted to result in an increase in 1,356 tonnes of CO2e over the project’s lifetime.
“Everyone in the town wants to see improvements to the area, but it needs to have a democratic mandate that we can all get behind, and be fully thought through.”
North Yorkshire Council has been approached for comment.
Plans to install electric vehicle charging points at Harrogate M&S food hallPlans have been submitted to install eight electric vehicle charging points in the car park of Marks and Spencer’s food hall at Oatlands in Harrogate.
BP Pulse, which is BP’s electric vehicle charging business, has applied to North Yorkshire Council for the scheme.
BP Pulse has an agreement to install high-speed electric vehicle charge points at about 70 M&S stores.
A planning statement by Manchester planning consultants Rapleys LLP on behalf of BP Pulse said the charging points would be located to the north of the store, next to Hookstone Road.
The statement says six of the spaces have their own dedicated charger, and two spaces would share a hyper charger, which is an ultra-fast DC to DC charger that can fully charge batteries in a a few minutes.

The statement said the “modest scale” development was “entirely consistent with the site’s established land use as a car park”.
It added:
“The central imperative of the development, at this site and others nationwide, is part of the inevitable and essential move away from hydrocarbons into a world where net zero carbon transport is the norm.
“The development is a key part of the move to a cleaner energy mix, and should be embraced by the local authority in these terms.”
The council must now decide whether to approve the plans.

Hot Seat: The man luring shoppers to Harrogate
Harrogate has one. So has Ripon. But Knaresborough hasn’t.
We are talking about business improvement districts, which are set up when businesses agree to work together to fund schemes that encourage more shoppers into town and city centres.
You might not know much about Harrogate BID but you have probably seen its work.
The recent Harrogate floral summer of celebration, which saw nine town centre floral installations ranging from a Buddha to giant cakes, was its handiwork.
So are the town’s Christmas lights, street entertainers and street ranger Chris Ashby, who buzzes around in an electric vehicle cleaning and weeding.

In June, 76% of almost 500 Harrogate businesses eligible to vote did so in favour of supporting the BID for a second five-year term.
Such landslide support seemed inconceivable in the BID’s early days, when it was riddled with in-fighting. But the appointment of Matthew Chapman as chief executive in 2021 heralded a change of fortune.
Former semi-professional rugby league player Mr Chapman has navigated his way through the Harrogate business world with a deftness and charm not usually associated with cauliflower-eared rugby bruisers.
June’s vote, which means town centre businesses with a rateable value of at least £19,000 will continue to pay a levy to fund the BID’s work, was a testament to faith in the BID and his rigorous campaigning.
Was he surprised by the whopping majority?
“No. We had done a lot of homework. The groundwork started 14 months before the ballot. We were confident we could prove our worth and I spent a lot of time talking to businesses.”

Even Mr Chapman’s sunny disposition was tested when North Yorkshire Council, whose Harrogate businesses include the Turkish baths, the tourist information office and the library, abstained from the vote.
The now-defunct Harrogate Borough Council’s block vote helped the BID win its first ballot five years ago. Was he disappointed its successor local authority didn’t offer the same support?
“It was a tough pill to swallow because we were the first BID in the UK to have a local authority abstain. But at least we can say it was a true business decision.”

The yes vote means the BID’s work, which also includes events such as fashion shows and dog shows, the Harrogate Gift Card, street art and targeted free parking, will continue.
But will Mr Chapman? His departure for a managerial role at North Yorkshire Council was announced last year before her performed a U-turn and stayed. He says:
“I’m very confident of staying for the next five years. What that process made me realise is I’m very passionate about BIDs and Harrogate is a great place to deliver one.”
Harrogate ‘vibrant — but needs big brands’
Mr Chapman previously worked for BIDs in Leeds and Huddersfield but says “coming to Harrogate was like going from the second division to the premier league” because of the town’s prestige. He says:
“I’ve learned that Harrogate is a very traditional place where people are really passionate about its history.”
Harrogate, he says, is vibrant and people have a lot of pride in it, adding shop vacancy rates are below average and footfall is above average for a town of its size.
But he says the town centre “could do with some big brands” and some parts, such as Cambridge Street, are “looking tired and could do with a makeover” although he adds Harrogate’s affluent reputation makes it harder to win bids for regeneration funding.
“Look at Montpellier — that says ‘Harrogate’. We would like all the town to say that.”
Which brings us to the £11.9 million Station Gateway scheme — is he for or against?

‘Tired’ looking Cambridge Street
Mr Chapman displays a nifty rugby player’s sidestep by asserting the BID’s neutrality. Some retailers oppose the loss of parking spaces and part-pedestrianisation on James Street, while some hospitality businesses think it would encourage cafe culture, he says.
Mr Chapman commutes in daily from York, where he was born, to the three-strong BID team’s Victoria Shopping Centre office.
Its term two income is set to fall from £540,000 a year to £485,000 a year, mainly because the council’s latest reassessment of rateable values took more businesses below the levy threshold.
But Mr Chapman is confident his team will continue to delight and keep members happy.
Harrogate pub hopes to reopen next week after ‘licensing issue’“I want to show a clear return on investment. I have got to be able to stand in front of businesses and show what we are doing in return for charging a levy.”
The landlord of a Harrogate pub has said he hopes to reopen next week after a short closure.
The Stone Beck at Jennyfields closed on Friday last week.
Phill Kirby, who has been landlord for almost four years, told the Stray Ferret it was due to a “licensing issue”.
He added:
“I have apologised for what’s happened and the pub will be opening again in due course.”
Asked if he had a date, Mr Kirby said he was hoping for Tuesday next week.
The pub, on Grantley Drive, is located in the heart of Jennyfields, close to the Coop.

‘Dog waste can now be placed in any bin’, says council
North Yorkshire Council has responded to criticism of its new system for street litter bins.
Some 1,500 smaller litter bins in the Harrogate area are being replaced by a smaller number of new larger bins.
Many of the new bins are situated alongside main roads rather on dog walking routes to make them easier for council workers to get to.
Some dog owners are dumping poo bags in areas where the old bins were rather than walk to main roads and put their dogs on leads.

The Stray Ferret has recently reported concerns about this policy in Knox and Jennyfields.
Barrie Mason, assistant director for the environment at the council, said the old bins were removed following a service review and the new approach conformed with good practice guidance from the Waste and Recycling Action Partnership charity.
He said:
“We are currently implementing a new infrastructure for our street litter bins in the Harrogate area.
“The newer bins have a larger capacity and house a wheeled bin. This means they are efficiently emptied by our larger wagons, reducing the risk from manual handling individual bags.
“With the greater capacity, fewer bins are required which helps to reduce street furniture, particularly in locations where two bins may have been placed close together.”
Dog waste ‘no longer classified as hazardous’
Mr Mason added:
“We are implementing new routes which reduce the number of vehicle miles and emissions while freeing up our street cleansing teams to provide a more proactive service, including in our urban areas.
“There are some associated savings from the project, from a reduction in the amount of skips, single use plastic liners and fuel we use.
“Dog waste is no longer classified as hazardous waste and can now be placed in any bin, eliminating the need for specialist bins that further reduce street clutter and manual handling risks. This also means dog waste can be placed in owners’ general waste bins when they return home without adjusting walking routes.”

Mr Mason said bins “are emptied less frequently” in off-road areas in places like Jennyfields “but will be emptied as frequently as required”. He added:
Ripon Cathedral expansion: ‘Impractical’ to keep veteran beech tree“The emptying frequencies and bin locations are something we’ll be continuing to monitor.
“The work in Jennyfields is still ongoing, and officers are communicating with the relevant local councillor over the new locations and any issues that may arise.
“Harrogate leisure centre has a large open space with a basketball court, so we will be installing a bin soon.”
Ripon Cathedral has argued that retaining a veteran beech tree in proposals for a £6m annexe would be “unfeasible and impractical”.
In a submission to North Yorkshire Council, planning agent Rose Consulting has laid out the reasons why the cathedral feels the tree must be chopped down to make way for a new song school, cafe and toilet facilities on open space called Minster Gardens.
But the felling of 11 trees including the veteran beech has proved to be controversial and a petition protesting the move has now been signed by over 1,000 people.
The proposal is set to be decided by councillors this year and Rose Consulting has offered detailed policy reasons why it says the felling of the much-loved tree meets the strict tests for its removal as set out in Harrogate’s Local Plan.
It argues that given the “exceptional significance” of the cathedral, a case can be made that there is “overwhelming public benefit” in removing the tree, which it says could help secure the future of the historic site for many years to come.
According to the consultants, the council raised concerns about the loss of the beech tree during pre-application advice.
However, the cathedral judged that even if the tree had engineering support, keeping it would not be possible because it would be too near to the new annexe.
It said the construction process would also have a “significant impact” on the roots of the tree, which could potentially kill it.
The council asked if the proposed building could be redesigned to save the tree, with one option involving finding a different location for the storage part of the development.
It also asked if the proposed building could be moved back into the another part of the site called Mason’s Yard.

But the cathedral has argued this would result in a longer building and the removal of three more trees.
They said this would adversely affect the Grade II listed hotel the Old Deanery as well as views of the cathedral from the car park.
The consultants finally said that the loss of the 11 trees would be compensated for with 21 “substantial” new trees planted round the development as well as more being planted at the nearby Studley Royal.
Jenni Holman who set up the petition to protest against the removal of the trees, told the Local Democracy Reporting Service today that the cathedral is “creating a rift” between themselves and the local community.
Ms Holman said:
“The Dean and Chapter has only referred to ideas which included changing the design of the building and why the Mason’s Yard is not suitable. I can take on board all those factors.
“I would however like to know why a redesigned or rebuilt Cathedral Hall cannot be utilised? As a two story building, access would be on a level with access through the south door of the cathedral. The toilets would then be a comparable distance from the cathedral as the proposed new build, but having the advantage of not having a road to cross. The Dean has never actually explained, to my knowledge, why this is not possible.
“A second option is within the grounds of the Dean’s residence. The house itself is of a considerable size and there is also a considerable-sized stable block which could be used for his desired storage.
“I would be interested to know why these options have not been mentioned or even considered.”
