Call for answers over North Yorkshire fire service rising response times

Harrogate and Knaresborough Liberal Democrats have called for answers over rising response times at North Yorkshire’s fire service.

A meeting of North Yorkshire’s police, fire and crime panel last week was told that people had to wait for an average of 13 minutes and nine seconds for firefighters to respond to incidents.

This compared with 11 minutes and 37 seconds the year before.

Tom Gordon, Liberal Democrat parliamentary candidate for Harrogate and Knaresborough, described the figures as “worrying”.

He called on Zoe Metcalfe, Conservative North Yorkshire Police, Fire and Crime Commissioner, to explain the rise in the service’s response times.

Mr Gordon said:

“Local residents I speak to are deeply worried. According to the latest figures, people in the areas covered by the North Yorkshire Fire and Rescue Service had to wait an average of 13 minutes and nine seconds for firefighters to respond to incidents. This is an increase from 11 minutes and 37 seconds the previous year. It’s clear that something is amiss, and the people of North Yorkshire deserve to know why their safety is being put at risk.

“One cannot help but wonder if these rising response times are a direct result of budget cuts or resource allocation decisions. It’s essential that Commissioner Metcalfe provides a transparent and comprehensive explanation for these delays.

“If budget constraints or ill-advised resource changes are indeed contributing to slower response times, it is imperative that corrective actions are taken immediately to ensure the safety of our community.”

The move comes as Ms Metcalfe said North Yorkshire Fire and Rescue was “improving” despite the rising response times.

The Conservative commissioner said the service had been working “at pace to make considerable progress” over the eight recommendations linked to concerns highlighted by government inspectors.

Inspectors rated the fire service as “inadequate” and “requires improvement” last year.

Rural locations

A spokesperson for the commissioner’s office said the increase in response times was a national trend and North Yorkshire’s rural nature “significantly impacts our average response times, due to the travel time required to reach them from their nearest fire station”. They added many station are crewed by on-call firefighters who travel from work or home to attend incidents.

The spokesperson added:

“Last year, due to extremely hot weather, the service attended a large number of fires involving farms and farm vehicles, often located in the more rural areas of the county, meaning longer travel times on slower country roads. These will naturally have impacted on our average response times for last year.”

Ms Metcalfe said the fire service “rigorously analyses and interrogates its response times to all incidents”. She added:

“The service has provided a comprehensive explanation for the change in average response times, and assurances that the increase is not attributable to resource decisions, but to the increase in primary fires taking place in rural locations which require longer travel times.

“The time it takes the service to respond to fires in dwellings is particularly important since these incidents can pose a greater risk to life. The average response time to these types of emergency incidents has continued to be far quicker at 9 minutes 29 seconds, just three seconds slower than other ‘predominantly rural’ services.”

Area manager Damian Henderson, director of service improvement and assurance said:

“I would like to offer reassurance that we always attend incidents as quickly as possible and as part of our response principles we look at primary fires we attend where the average response times are above the average for predominantly rural services.

“This allows us to make proposals for improvement, where we can. We are also increasing our prevention and protection work in our more rural areas. Following the large number of farm related fires we have already undertaken work with the farming community including the production of a farm safety leaflet.”

North Yorkshire fire service ‘improving’ despite rising response times, says commissioner

North Yorkshire’s Police, Fire and Crime Commissioner has said the county’s fire service is improving despite rising response times.

Conservative commissioner Zoe Metcalfe said the service had been working “at pace to make considerable progress” over the eight recommendations linked to concerns highlighted by government inspectors.

Inspectors rated the fire service as “inadequate” and “requires improvement” last year.

Ms Metcalfe told a meeting of North Yorkshire and York’s police, fire and crime panel that following two further inspections to assess progress this year, “initial feedback has been positive” and that the inspectorate was set to publish its findings next week.

She added that areas identified for improvement were on track for completion and the remaining causes of concern were being prioritised.

Ms Metcalfe said following the introduction of a new risk and resource model for the service, “a targeted approach to prevention activities” had been undertaken in the Huntington area, where a controversial move to change the staffing of the station from full-time to on-call is being completed.

However, York councillor Danny Myers told the meeting that according to the latest figures the service had the slowest response time in the country last year.

“It is a serious concern. The direction of travel is not good.”

Cllr Myers said while Huntington was losing its full-time crew and moving to an on-call station it remained unclear what the impact on response times would be.

He added council tax payers in York paid out more than was spent on the fire and rescue service in the city due to the cost of providing the service across the vast rural expanse of North Yorkshire.

Mrs Metcalfe replied that last year she had consulted widely over the risk and resource model and that she had provided information to the panel in “a very full and transparent way”.

Chief fire officer Jonathan Dyson said “it was very easy to get misled by attendance times” as the North Yorkshire was the country’s largest county, spanning some 2,608 square miles.

He said while the service for Devon and Somerset covered a slightly larger area and had 84 fire stations, North Yorkshire had just 38.

Mr Dyson said he agreed that attendance times were important, but they did not take into account fire engines getting stuck behind tractors on rural roads or that on-call firefighters had to travel to the station before travelling to the emergency.

He said the service was working on “prevention protection” for the most vulnerable.

The chief fire officer added if he had millions of pounds extra he would put them into prevention and protection rather than responses, as he would be “faithfully filing every member of the public by not protecting them”.

Police commissioner rejects advice to delay appointment of chief constable

North Yorkshire’s police commissioner has rejected advice to delay the appointment of a new chief constable.

The current chief constable, Lisa Winward, announced last month she will retire on March 31, 2024.

As a result, members of North Yorkshire and York’s police, fire and crime panel, which met at City of York Council yesterday, urged Conservative commissioner Zoë Metcalfe to postpone the recruitment process for up to 15 months.

Ms Winward’s retirement will come just weeks before a new Mayor of York and North Yorkshire, who will take on police commissioner powers including the ability to appoint a chief constable, will be elected.

The panel felt the delay would ensure senior police officers had sufficient time to see eye-to-eye with the new mayor.

Ms Metcalfe, however, rejected the guidance today. She felt months of temporary leadership would not be in the public’s best interest.

She said:

“As the single elected individual with responsibility for the totality of policing and crime for York and North Yorkshire, I have a duty to ensure that the force has outstanding, inspirational long-term leadership to keep our communities safe and feeling safe.

“I was surprised that some panel members saw fit to substitute their preference, not just for my decision, but for the considered professional views of all national stakeholders with a remit for excellence in police leadership.

“It gives me no pleasure to say that the recommendations of those key national stakeholders outweigh the panel’s recommendation.

“I stand by my decision.”

Ms Metcalfe added:

“This is a crucial time for the programme of improvements for North Yorkshire Police.

“The role of chief constable of North Yorkshire Police is a terrific opportunity for an inspirational, visionary chief police officer.

“The process for selection will be open, rigorous, exciting and challenging – and will involve a broad range of local and national key partner organisations so that York and North Yorkshire can be sure that we have the very best of police leadership for our communities.”

The move comes as members of the panel raised concern that the selection of the chief constable would coincide with the election of the Mayor for York and North Yorkshire.

Cllr Lindsay Burr, who represents Malton, said it would be an incorrect decision for the public to appoint a chief constable when the force’s strategic direction had not been set by the incoming mayor.

Huby councillor and former police officer Malcolm Taylor said while moving ahead with recruiting a chief constable might be a good decision in the short-term, the appointment was a long-term role.

Meanwhile, Ms Metcalfe also rejected an option to appoint an interim chief constable earlier this month.

The Stray Ferret reported that the commissioner was also given alternatives, including appointing the deputy chief constable to role until after mayoral election, but turned down both options in favour of starting a recruitment process.

North Yorkshire fire service to charge businesses for false alarm calls

North Yorkshire Fire and Rescue Service will charge businesses so it can “recoup the costs” of sending fire engines out to false alarms.

Between April 2021 and March 2022, the service attended 7,594 incidents across the county but nearly half of those turned out to be false alarms.

The service pledged to tackle the problem in its Risk and Resource Model 2022-2025 as it said the incidents take crews away from potentially life threatening situations.

The Conservative North Yorkshire Police, Fire & Crime Commissioner, Zoe Metcalfe, held an online public meeting around business fire safety and protection when the issue of false alarms came up.

Pete Gregory, head of protection and risk at the service, said the charge might help to stop repeat offenders. He said: 

“If it’s a consistent problem there is an option to charge and recoup costs of going out unnecessarily to some of these sites.

“We are aware of these problematic premises. It’s not necessarily last resort but it’s an option to use when the message is not getting through to individuals.”

A spokesman for the Police, Fire & Crime Commissioner said the service is “still calculating exactly what the cost will be” but it hopes to publish the figure before the end of this month.

Other fire services that have set a charge include London Fire Brigade which charges £290 after 10 false alarm call-outs.

In North Yorkshire, a charge might be made after a fourth call out within a 12-month period.

The spokesman added:

“A charge will only be considered once engagement from our business fire safety teams with a premises, has not resulted in a reduction of incidents attended. 

“Thankfully, our engagement with premises has been highly successful, so as yet, the option to charge for repeated false alarm attendance has not yet been required.

“We will always undertake proactive work with business owners to help minimise the impact on both the business and ourselves prior to charging, or, taking other measures such as enforcement action, should that be appropriate.”

Bleak future forecast for many small, local rural schools

The succession of rural primary school closures across England’s largest county are “only likely to get worse”, a meeting has heard.

Andrew Smith, the Diocese of York’s director of education, issued the bleak warning facing many communities in North Yorkshire as councillors were told some 16 primary schools had closed in the last six years.

The list includes five in the Harrogate district: Woodfield Community Primary School in Harrogate, Burnt Yates Church of England Primary School, Kell Bank Church of England Primary School near Masham, Baldersby St James Church of England Primary School and Skelton Newby Hall Church of England Primary School.

The other 11 were at Drax, Horton in Ribblesdale, Rathmell, Ingleby Arncliffe, Swainb, Ings, Arkengarthdale, Clapham, Whitby,  Weaverthorpe and Hovingham.

Mr Smith told a meeting of North Yorkshire Council’s children and families scrutiny committee the diocese was keenly aware of the vulnerability of many rural schools. Dozens of Church of England schools co-run by North Yorkshire Council have fewer than 100 pupils and many have declining pupil numbers.

Councillors heard financial pressures on the county’s smaller schools were rising, with the average school deficit soaring from £16,400 in 2015 to £57,900 this year. Also, the number of primary school age pupils was set to fall in every area of the county except the Selby and Craven areas.

The meeting heard, governors and headteachers were  often forced to make cutbacks to balance the books. This led to decisions that could result in an ‘inadequate’ rating from Ofsted, which automatically triggers moves to convert schools into academies.

Mr Smith said:

“We have known for some time we are going to be facing an oversupply of places and therefore there needs to be a planned way of working to think what happens to schools going forward where we have got over-capacity.

“Over-capacity brings its own financial challenges and that begins a downward spiral with regards to finances.”

He said as academies legally could not underpin their budgets with deficits as the council could, they were reluctant to take on smaller schools.

Mr Smith said:

“We are in a position where we have to have a closure process for schools because there is no other alternative.

“We are highly reactive in the system and don’t necessarily have a plan for it.

“I think it is only likely to get worse because where the financial projections are going it is likely we are going to face more school closures.

“It is a strategic, systemic problem in a fragmented system.”

Council officers then told the meeting Mr Smith had summed up the situation excellently.

They said the council was examining how it could encourage schools to work together to create “strength in numbers” to prevent the most vulnerable ones finding themselves without an academy sponsor.

Councillors urged the authority to give struggling schools more back office support.

After councillors also called on the authority to intervene earlier, such as when a school was seen to be making cutbacks on spending such as music lessons, officers said they were holding “a series of quite challenging discussions with governing boards over this autumn term where there are financial challenges”.

An officer told members:

“We are having those early discussions so governors are aware of what the risks are.”

 

Reversal of fortune for North Yorkshire’s bus services, says transport chief

North Yorkshire’s transport boss has spoken of his optimism that all existing bus services will be saved and the network expanded over the coming years,

Cllr Keane Duncan, the Tory candidate to become North Yorkshire and York’s first elected mayor, said nearly 80 routes were close to being wiped out a year ago.

But Cllr Duncan has now said the county’s public transport services has undergone a reversal of fortune after landing a £2.9m government grant and a £2 price cap being introduced on local and regional journeys.

He told a meeting of North Yorkshire Council’s executive this week many of the county’s bus services were “more popular than ever” and some services had even become “too popular”.

He said the Department for Transport funding would serve as “a lifeline to services” without which “many services would have ceased” and that having achieved survival, anyone elected to become mayor would face the challenge of reversing the erosion of bus routes in the county.

Bus campaigners said they hoped the statement marked “a significant milestone” for public transport services in the county, which shrunk by one of the largest amounts in the country over the last decade.

Since the North Yorkshire Rural Commission recommended the county’s transport bosses “take up the opportunity to provide more innovative passenger transport” in 2021, there has been little progress on increasing coverage of rural areas, partly due to the failure of the demand-responsive Yorbus service that covered Ripon and Masham.

Last summer, Cllr Duncan warned of a “grave” situation facing public transport in North Yorkshire, with about a third of the network — 79 routes — being under threat due to passenger numbers remaining low following the pandemic.

It came just three months after it emerged the authority’s £116 million Bus Back Better bid had been rejected in its entirety by the government, which claimed the bid had lacked “sufficient ambition”.

However, Cllr Duncan said the Department for Transport grant of £2.9m, which the government has stipulated must not be used to replace existing council support for public bus services, would help ensure all services are maintained until after the launch of a mayoral combined authority.

The meeting heard existing service levels would be maintained, “based on local circumstances and need”, over the next two years.

The funding will be spent on what the council considers “are the best overall outcomes in growing long-term patronage, revenues and thus maintaining service levels, whilst maintaining essential social and economic connectivity” for communities.

Cllr Duncan told the meeting he was delighted to be reporting “a much more positive picture” as a result of the council’s action plan to work closely with bus operators.

Harrogate bus service lost

After claiming that “not a single service had ceased as a result of becoming commercially unviable”, fellow Conservative councillor Paul Haslam, who represents Bilton and Nidd Gorge, told the meeting a Harrogate bus service had been lost over commercial viability.

Cllr Duncan replied the authority had “supported changes to timetables to help the viability of several routes across the county”.

He added the achievement of the council’s passenger transport team could not be underestimated and the £2 fare cap had been “immensely successful in getting passengers back on to services”.

Cllr Duncan said: 

“We are hopeful that we can continue to support all the services across the county over the coming months and years. It gives us the solid foundations we need to support those lifeline services.

“It gives us a solid foundation for building that network back in the coming months and years.”

North Yorkshire’s poor broadband making it harder to support domestic abuse victims

Poor broadband and mobile coverage in parts of North Yorkshire is making it more difficult to tackle domestic abuse, according to a charity.

IDAS has offices in Harrogate and Skipton and is the largest specialist charity in Yorkshire supporting people affected by domestic abuse and sexual violence.

Olivia King and Kerry Rose from IDAS gave a presentation to councillors at a meeting of Skipton and Ripon area constituency committee last Thursday where they gave details about the services it provides, including safe accommodation, one-to-one support for survivors and a confidential helpline.

The charity received 25,000 calls to their helpline last year which is a figure they said is increasing every year.

But reaching people is made more difficult due to poor broadband or mobile phone connections in the Dales and other rural parts of North Yorkshire.

Ms Rose said: 

“It’s something rural communities really struggle with. We’re saying to people, if you’re in trouble, call the police, and they’re saying to us, we can’t because we’ve got no service and the broadband is rubbish — what can I do?

“So we have to be quite creative in trying to keep them safe when they can’t even call the police. That becomes a worry.”

Ms King said the issue of poor broadband is one that older clients struggle with in particular.

She said: 

“Some of these people have additional needs such as dementia which prevents them from accessing the internet, or they just don’t want to. They like their phone and they don’t have internet access because they don’t want it.

“That does make it more difficult in those further out communities where there are worse transport links. Some people have nothing for miles. Signal and broadband is one of the main things that crops up as feedback from survivors.”

North Yorkshire Council is aiming to complete the fourth phase of its Superfast Broadband programme by March next year, with 200,000 premises, many of which in rural areas, benefitting from vastly improved internet connections since the project was launched in 2012.

Ripon councillor likens trail hunting ban to 1930s Germany

A campaign pressing for a ban on trail hunting on publicly-owned land across North Yorkshire has been rejected after being likened to an act of the German government in the 1930s.

Members of North Yorkshire Council’s ruling Conservative group and two Independent councillors who have formed an understanding with them voted to recommend the notice of motion not be supported when it goes before a full meeting of the authority in November.

After the vote by the authority’s corporate and partnerships scrutiny committee, Polly Portwin, director of the Countryside Alliance’s Action for Hunting campaign said it was “a victory for common sense”.

She said: 

“It would be morally wrong for any local authority to ban a lawful activity and we hope this ideological attack on the rural way of life is voted down at the next meeting of the full council.”

Labour councillor Rich Maw, who had proposed the motion, said the result had been politically motivated.

Cllr Maw said the law surrounding hunting was persistently being flouted across council land and that the League Against Cruel Sports had collated 29 witness reports of suspected illegal hunting, including eight incidents of cub hunting in the county.

He told members trail hunting was being used as a cover for illegal hunting, enabling “the inevitable chasing and killing of animals to be labelled accidental”.

Cllr Maw, who represents Weaponness and Ramshill, was accused of pursuing a “personal crusade”. He said: 

“As a council we have an opportunity, a responsibility to act. It is about recognising the current legislation is being abused.”

The meeting heard claims some 78 per cent of the public supported new laws on hunting to protect animals and called on the council to display a pro-active, preventative approach to animal cruelty, environmental damage and antisocial behaviour associated with hunting.

Labour group leader Cllr Steve Shaw-Wright said the council needed to support the will of the majority of residents.

However, Damian Readman, a joint-master of the Derwent Hunt, told the meeting how the hunt accessed council-owned land “throughout the season” and that tenant farmers should be able to make their own decisions regarding the land for which they are responsible.

He said: 

“Trail hunting and hound exercising, which are both legal activities, are no different to any other lawful countryside pursuits like dog walking or mountain biking. Wild mammals are no more at risk from the hounds carrying out their lawful activities than they are from any other dogs.”

Tory members questioned the campaigners’ evidence and described the notice of motion as “utterly ridiculous”. They said there was “a danger of prohibiting lawful behaviour”, before claiming there was a “hint of the class war about it”.

After an hour of fierce debate in County Hall’s council chamber, its chairman Cllr Andrew Williams said the proposal would be “largely ineffective and unenforceable”.

He said those behind the proposal were trying to get the council involved in gestures and gimmicks that had no actual meaning.

The Ripon councillor added: 

“It’s a very slippery slope when we start imposing majority will preventing minorities from exercising perfectly legitimate legal rights. I point you to how Germany ended up in the 1930s when it went down a route of imposing majority will as opposed to minorities.

“It is for parliament to change law, not elected councillors.”

North Yorkshire trail hunting ban ‘unenforceable, but the right thing to do’

Councillors behind a push to prevent trail hunting activities on North Yorkshire Council’s vast estate say a ban is “the right thing to do” even though it may be unenforceable.

Councillors Rich Maw and Arnold Warneken said local politicians across the largely rural county had a moral duty to ban trail hunting, exempt hunting, hound exercise and hunt meets outright across all council land, where legally possible, including any new tenancies.

The Labour and Green councillors issued the call ahead of a meeting of the local authority’s corporate scrutiny committee today (Monday), which will seek to agree a response to a notice of motion for the ban to be put before all the council’s elected members.

The motion has been condemned by the Countryside Alliance as “anti-rural” and by some Conservative councillors as “a waste of time”.

An officer’s report to the meeting states trail hunting is “a legal, although controversial, alternative to hunting animals with hounds” in which a scent trail is laid “ostensibly to recreate the experience of chasing a real animal”.

It has been claimed that trail hunting is designed to replicate hunting as closely as possible, but without the deliberate involvement of live prey, however campaigners in North Yorkshire say they have ample evidence of animals becoming targets.

The land owned by the council mostly affected by a ban would be its farm estate portfolio, which is thought to be about 3,500 acres.

The report highlights how recent years have seen several major landowners, such as the National Trust and the Church of England, suspend or ban trail hunting on their land.

It states while some local authorities such as Nottinghamshire County Council had banned trail hunting, Cornwall Council had agreed banning a lawful activity would be a direct attack on rural people.

The report states: 

“In considering the notice of motion put to the council earlier this month, members will recognise there may be issues around enforcement if a decision were taken to ban trail hunting on council owned land i.e. the huge amount of property/land owned by the council, and the possible financial implications and other resources it may require.”

In response to the report, Weaponness and Ramshill division Cllr Maw said trail hunting was “a smokescreen” for the act of actually hunting wild animals.

He added: 

“A ban would mean on the common lands we have got control over and building that into new tenancies going forward.

“It’s really about the messaging rather than policing it. With video or photographic evidence there is a way for it to be policed. If the hounds are in front of the horses and the hunt doesn’t technically have control of the hounds in a public area then they are breaking the law.”

Cllr Warneken said was also not possible to enforce every 30mph limit, and bans on people dropping cigarette butts or not wearing seatbelts, but that had not stopped those rules being approved.

He said: 

“Do we not do the right thing because we can’t enforce it? We are condoning breaking the law if you don’t think we should ask our new tenants if they would consider signing up to not allowing trail hunting on their land.”

Raw sewage spilled into North Yorkshire streets 600 times in five years

Yorkshire Water has admitted that raw sewage has spilled into the streets in the Skipton and Ripon constituency area 600 times over the last five years.

The figure was revealed during a meeting in Skipton yesterday when the company’s head of corporate affairs, Tim Myatt, was grilled by councillors about what the company is doing to stop sewage and other waste being discharged into rivers and public places.

Mr Myatt, who was a senior Harrogate councillor for the Conservatives until earlier this year, said Yorkshire Water was investing an extra £180 million to reduce discharges by at least 20% before 2025.

This is on top of a £147 million investment to reduce discharge at its wastewater treatment works.

But councillors said the company had not spent enough since privatisation in 1989.

Last month, the council’s planning committee refused an application for 23 homes in Bishop Monkton following fears the housing would exacerbate raw sewage being released into village streets during heavy rainfall.

Nick Brown, the Conservative councillor for Wathvale and Bishop Monkton, asked Mr Myatt how many reported incidents of sewage being spilled into Skipton and Ripon’s streets there had been in the last five years. Mr Myatt told him it was 600.

However, this only includes details from the main postcodes in the constituency area so the actual number is likely to be higher.

A ‘monstrous’ figure

Cllr Brown described the figure as “monstrous” and said more investment was needed.

He said:

“Six hundred incidents of sewage in villages and towns is unbelievable. I find the lack of investment over a period of years is partially to blame for that. In future, the investment must be made sooner rather than later in curing these problems.”

Mr Myatt said Yorkshire Water has had teams in Bishop Monkton this week looking at the problem.

Conservative and Independent Group councillor for Ripon Minster and Moorside, Andrew Williams, said the company has been providing an “effluent service” for customers.

He added:

“We raised the issue of effluent in the street in Ripon and received a fob-off. It’s not good enough.”

Conservative councillor for Settle and Penyghent, David Staveley, said Yorkshire Water had “stone-walled and come up with bad excuses” when faced with criticism from customers over raw sewage and other issues.

Mr Myatt said Yorkshire Water wanted a “step change in transparency”, including more monitoring of their infrastructure to help understand how to reduce overflows. He said he was aware the public wants the company to “vastly improve performance”.

He said:

“We have invested since privatisation. It’s important to not think that pre-privatisation there was lots of investment and now there is none. 

“There has been significant investment and improvements in certain areas.”

North Yorkshire Council is currently putting together a local plan that will map out where housing can be built across the county. 

Mr Myatt indicated Yorkshire Water would like to become a statutory consultee on planning applications and that the new local plan will help it target investment into infrastructure.

He added:

“Knowing where growth is likely to be enables us to plan for investment and make the case for that in those areas.”
