Business case approved for £12.1m Harrogate Station Gateway

Preparatory work on the £12.1 million Harrogate Station Gateway is set to begin soon after the full business case was approved today.

West Yorkshire Combined Authority nodded through the scheme, along with other similar gateway projects in Selby and Skipton, in just two minutes at a meeting.

It followed a lengthy debate that resulted in buses in West Yorkshire being brought back under public control, which Labour mayor Tracy Brabin described as a “historic moment”.

Ben Still, chief executive of West Yorkshire Combined Authority, suggested administration of the three North Yorkshire gateway schemes could be transferred to the newly formed York and North Yorkshire Combined Authority, which will be led by whoever is elected mayor on May 2.

Cllr Keane Duncan, the executive member for highways at North Yorkshire Council and Conservative candidate to be North Yorkshire mayor, said last week preparatory work would begin soon on the Harrogate gateway if approval was granted today. Construction is due to start in September and last one year.

He added:

“This is a very exciting time for the regeneration of all three town centres.”

Today’s decision is unlikely to be welcomed by gateway opponents, especially after the cost of the Harrogate scheme increased again from £11.2 million to £12.1 million and the plans are not expected to be made public for months.

The scheme has also been branded “poor value for money” that will “mainly disbenefit highway users”.

North Yorkshire Council is contributing £1.1 million and the remainder is from the government’s Transforming Cities Fund.

The project has been ‘de-scoped’ after North Yorkshire Council admitted its previous plans, which included pedestrianising part of James Street and reducing a stretch of Station Parade to single lane traffic, were legally flawed.

But the full plans have not been made public, which prompted retired Harrogate architect and anti-gateway campaigner Barry Adams to renew his plea for the scheme to be halted.

Mr Adam said:

“The gateway plan achieves absolutely nothing but disruption to the town. We need to get this madness stopped.”

Cyclists brand scaled-back Harrogate gateway plans a ‘huge disappointment’

Cycling campaigners have described North Yorkshire Council’s scaled-back plans for Harrogate’s station gateway as a “huge disappointment”. 

The plans originally envisioned a radical transformation of the town centre’s main thoroughfare, with traffic on Station Parade reduced to one lane to allow for cycle lanes, as well as the part-pedestrianisation of James Street and a cycle-friendly Dutch-style roundabout at the junction of Station Bridge and East Parade. 

But a legal challenge by Hornbeam Park Developments put a stop to the scheme, and those elements have now been dropped. 

The revised scheme may now only include a redeveloped One Arch and Station Square, better traffic signals, a bus lane on lower Station Parade, new paving for pedestrians and cycling parking at Harrogate railway station.

In a statement, Harrogate District Cycle Action (HDCA) said: 

“From a cycling point of view, most of the worthwhile elements have been stripped out of the scheme. 

“If cycle parking had been proposed on its own, we would have supported it. If cycle parking is all that’s left of what was an ambitious scheme which would also have enabled people to reach the station by bike in safety and comfort, it will inevitably be a huge disappointment.” 

The Harrogate scheme is one of three in North Yorkshire – the others are in Skipton and Selby – that are being developed with £42 million from the government’s Transforming Cities Fund (TCF). 

The TCF is a £2.45 billion capital grant fund aimed at driving up productivity through investments in public and sustainable transport infrastructure in England. 

HDCA was also critical of some of the elements of the scheme which will remain, such as the coordination of traffic lights, which it said would only benefit motorists. 

It said: 

“Driving is, by definition, unsustainable transport, and in our view TCF money should not be spent on this. 

“Five sets of lights are coordinated along West Park/Parliament Street. What is the effect for pedestrians? Extremely long wait times.  

“To see the long wait times at the prestige town centre location outside Bettys is shameful. We can expect the same thing on Station Parade.”

The proposal for a Dutch-style roundabout at the junction of Station Bridge and East Parade has been scrapped.

HDCA member Malcolm Margolis, who was awarded the British Empire Medal in 2019 for services to cycling in Harrogate, said the gutting of the station gateway scheme meant it now fell far short of its original aims. 

He said: 

“The main way that Station Gateway could have made Harrogate a better place to live was by reducing the dominance of motor vehicles – and the noise, danger and pollution that they cause – in the town centre, by reducing Station Parade to one lane. 

“It seems that is now not going to happen, so TCF will not have a transformative effect on Harrogate, whatever the final details. 

“The most disappointing aspect of all is that it is proposed to spend sustainable transport funding to prioritise cars.” 

The council must now undertake more public consultation, publish updated Traffic Regulation Orders and submit a new business case to West Yorkshire Combined Authority, which won the initial funding. It expects this process to take another five months. 

If the business case is approved next summer, work on the scheme could begin by autumn 2024, but that will not leave much time for its construction. 

The Department for Transport has previously insisted that all projects must be built before March 2025.

New proposals revealed for scaled-back Harrogate Station Gateway

Plans to improve Harrogate’s town centre may still go ahead in much reduced form, but the costs will not go down, and may yet rise, according to documents published today

The document, published ahead of a council meeting on Tuesday, also gives further details of the proposed £11.2 million Station Gateway.

The original proposals entailed the part-pedestrianisation of James Street and the reduction of a 300-metre stretch of Station Parade to a single lane to make space for cycle lanes. 

But North Yorkshire Council halted the scheme in August following a legal challenge by Hornbeam Park Developments. The council admitted it made an error by not following the correct procedure.

At a meeting on Tuesday next week (November 28), councillors are now set to discuss revised proposals that do not include major alterations to the road layout – the elements that gave rise to the most controversy. 

But despite the more modest scope of the plans, the Supplementary Agenda document published ahead of the meeting states: 

“…a reduced scope scheme is not considered likely to achieve savings but rather will require the entire ‘in principle’ TCF [Transforming Cities Fund] budget”. 

It adds: 

“The risk of further budget increase if a revised project is developed cannot be discounted.” 

The plans to be discussed are believed to focus on those elements of the scheme that gathered the most public support.

These include public realm improvements to Station Square and One Arch (the foot tunnel under the railway at the bottom end of Station Parade), improved access into the bus station and linked sequencing of the traffic lights between the Ripon Road/King’s Road and the Station Parade/Victoria Avenue junctions. 

The possibility of a southbound segregated cycle lane on Station Parade, while retaining two lanes for motorised traffic, is also being explored. Wider cycling infrastructure improvements would be delivered under further stages of investment. 

The Harrogate Station Gateway scheme is one of three schemes worth £42 million being funded by the government’s Transforming Cities Fund to improve station gateways to town centres in Harrogate, Selby and Skipton. 

North Yorkshire Council’s executive member for highways and transport, Cllr Keane Duncan, said:

“We are now at a critical stage in the delivery of the three projects, which will be transformative for Harrogate, Selby and Skipton. 

“Our revised proposals focus on core elements with the most public support. The plans are affordable, deliverable and are built on extensive cross-party engagement with councillors. 

“We are being clear and realistic about what we can achieve now, and the measures we want to deliver in further stages. 

“This is positive progress that puts us in the best possible position to deliver this landmark package of investment while avoiding potential delays and navigating budget constraints. 

“It means we are ready to submit final business cases for the Selby and Skipton schemes next month, and for Harrogate as soon as is possible.” 

Further detailed work on the Harrogate scheme will be required prior to public consultation next year.

Tory transport chief urges Lib Dems to back scaled-back Harrogate Station Gateway

The Conservative councillor in charge of transport at North Yorkshire Council has urged local Liberal Democrat members to support the scaled-back Harrogate Station Gateway proposals.

The £11.2m scheme’s most controversial aspects, such as the single-lane proposals for Station Parade and the part-pedestrianisation of James Street, are set to be dropped for it to proceed and to avoid legal peril for the council.

The plans were thrown into doubt over the summer when Harrogate-based property firm Hornbeam Park Developments, which owns several commercial properties on James Street, issued a legal challenge.

Conservative executive member for transport Keane Duncan and the Liberal Democrats have had a turbulent relationship when it comes to the Station Gateway.

In July, Cllr Duncan accused the Lib Dems of “playing politics” after it withdrew support. Then in August, the party called on him to resign due to his handling of the project.

But at a meeting in Northallerton last week, Cllr Duncan made a plea for unity ahead of a final decision on whether the project will move forward.

One Arch

This will be made by the council’s ruling Conservative executive so does not require cross-party support to get it over the line but Cllr Duncan said he still hopes it can be backed by councillors in the town.

He said:

“My sincere hope is that Conservative and Liberal Democrat councillors can unite behind a deliverable plan that secures £11m of investment for Harrogate. This is important for Harrogate and it’s important for North Yorkshire too.”

Funding for the Station Gateway is coming from the government’s Transforming Cities Fund but Cllr Duncan warned that if it doesn’t proceed and money has to be handed back to Whitehall it could risk future funding bids for the whole county.

He added:

“We should not return hard-fought money to government. This would be immensely damaging to the reputation of this council and future investment for our county. I am committed to working with Harrogate and Knaresborough colleagues to devise a proposal that commands clear public and business support.”

‘Complete incompetence’

In recent weeks, meetings have taken place between council officers working on the scheme and local councillors, including a walk around the proposed Station Gateway area where councillors of all parties have made suggestions.

Chris Aldred, Liberal Democrat councillor for High Harrogate & Kingsley, told the Local Democracy Reporting Service that the party accepts changes must be made to the scheme, which he blamed on “complete incompetence” by Cllr Duncan and the Conservatives.

He added:

“While further pedestrianisation of some areas of Harrogate town centre and much-needed improved connectivity for cyclists remain in our long term vision for the town, it is unfortunate that these must remain, in the main, long term aspirations, which can’t now happen within this scheme.

“However we do feel that some of the real positive elements of the scheme remain achievable within the timescale, such as a dedicated bus lane improving access to the bus station, improvements of the public realm in Station Square and One Arch, improved covered cycling storage and better connectivity of traffic lights and crossings for pedestrians and vehicles.

“The Lib Dem group regrets that the engagement with local residents and the town centre business community, as well as local councillors, which we called for back in May, has only just started to happen now. But we look forward to more of it in the next few weeks and hope to play our part in delivering these much needed improvements within the town centre.”

Call to spend Harrogate Station Gateway money in Skipton if scheme falls through

A councillor has said funding intended for Harrogate’s £11.2m Station Gateway should be spent in Skipton if the scheme falls through.

Last month, senior Conservative councillors in Northallerton agreed to consider different options to rescue Harrogate’s troubled transport project.

The most likely option for North Yorkshire Council is to focus on its less controversial aspects, which might include public realm improvements at Station Square and One Arch, in an attempt to deliver the scheme in some form.

But alternative options could also fail to win support and the council may decide to scrap it altogether.

Station Square

Rather than handing money back to government, Andy Brown, the Green Party councillor for Aire Valley  told the council’s Skipton and Ripon planning committee this week the Harrogate money could be used to improve Skipton’s own £7.8m Station Gateway scheme.

Like Harrogate, it’s being paid for through the government’s Transforming Cities Fund but has proved far less controversial with the public than across the A59.

The planning committee met on Tuesday afternoon in Skipton to consider replacing a footbridge over the Leeds and Liverpool canal, which forms part of the Skipton Gateway proposals.

Councillors approved the replacement bridge but its design was strongly criticised as it does not offer ramped disabled access.

Cllr Brown queried if Harrogate Transforming Cities Fund money could be spent on the bridge to improve accessibility.

He said:

“We should be sending a message [to the council] that they seek every alternative source, including if the Harrogate scheme falls through, to achieve disabled access”.

A report prepared for the council’s Conservative-run executive in September confirmed that funding would be able to be transferred from the Harrogate scheme to Skipton or Selby with approval from the government.

It said:

“In principle, this funding may be able to be reallocated to either or both the Selby and Skipton Transforming Cities Fund projects in North Yorkshire. Written approval from the funder would be required which would be requested should this be necessary.

“The full business cases for these projects would have to justify any proposed reallocation in addition to agreement from the funder.”

North Yorkshire Council has said it will put forward its next steps for the Harrogate Station Gateway before November.

Harrogate MP hopes Station Gateway money can be spent in town

Andrew Jones MP has said he hopes North Yorkshire Council will use money earmarked for the £11.2m Station Gateway to create a more welcoming space in Harrogate.

Last week, senior Conservative councillors in Northallerton agreed to consider different options in an attempt to rescue the troubled transport scheme.

In August, the council pressed pause on the project due to a legal challenge from Hornbeam Park Developments and Mr Jones described it as a “timed-out dead scheme”.

However, he told the Local Democracy Reporting Service he is still wanted the government’s Transforming Cities Fund money to be spent in the town.

A report prepared for councillors last week said one option could be to reallocate funds to other gateway schemes in Skipton and Selby if a solution in Harrogate is not found.

Should government give permission to modify the scheme in Harrogate, it appears the council will focus on its less controversial aspects, which might include public realm improvements at Station Square and One Arch.

The MP said he has lobbied government ministers about allowing the gateway money to be spent in Harrogate.

Mr Jones said:

“I fully support using the Transforming Cities Fund monies in Harrogate. This funding was allocated to Harrogate and I have urged ministers to allow the funding to be spent in Harrogate.

“The council’s decision to consider options for Station Gateway is not unexpected. Some aspects of the scheme were very positive, not least the public realm improvements. I would urge the council to fund the public realm improvements as a priority to create a more welcoming space in the town centre for residents and visitors.”

In an interview with the LDRS earlier this month, the council’s executive member for highways Keane Duncan said the Gateway is “not dead – yet, but it is fair to say it’s on life support”.

He added: 

“Andrew [Jones] wants to secure investment for Harrogate. The Liberal Democrats say they want to secure investment for Harrogate. I do too, and I will do my best to deliver on that objective.”

North Yorkshire Council has said it will make a decision on what happens next with the Station Gateway before November.

West Yorkshire Combined Authority, which won the initial funding from government, has said it has accepted the principle of a modified scheme. The Department for Transport has also indicated initial support for a modified scheme but has not yet formally responded.

The DfT has reiterated that the Transforming Cities Fund money must be spent before March 2025 at the latest.

Business group welcomes decision to halt ‘wrong’ Harrogate gateway scheme

Harrogate District Chamber of Commerce has welcomed the decision to halt the town’s £11.2 million station gateway scheme.

On Thursday, North Yorkshire Council said it had revoked its decision to proceed with the gateway after Hornbeam Park Developments instructed lawyers to launch a judicial review.

Karl Battersby, the council’s corporate director of environment, said it was “taking further advice before deciding how best to proceed”.

But Andrew Jones, the Conservative MP for Harrogate and Knaresborough, said the scheme was effectively dead and called for gateway funding to be retained locally.

Martin Mann, acting chief executive of the chamber, said:

“Harrogate District Chamber welcomes the news that the gateway project has been rescinded but given that all three North Yorkshire County Council / North Yorkshire Council consultations failed to support the scheme, remain disappointed that it took a judicial review to make it happen.

“The chamber and the wider business community has never been against investment in Harrogate, as was implied by senior council officials. We are and always have been against the wrong investment.”

Two member surveys by the chamber revealed a majority opposed to the scheme, which would see James Street partly pedestrianised and a 300-metre section of Station Parade reduced to single lane traffic to make way for cycle lanes.

Mr Mann said the organisation supported calls by Mr Jones and Tom Gordon, the Liberal Democrat candidate for Harrogate and Knaresborough at the next election, for funds to be retained for local active travel and town centre improvements.

“Harrogate District Chamber would also like to publicly thank those who brought the judicial review for finally bringing this project to a halt.

“Our remaining concern is to identify who will be responsible for the £2 million already spent on the project should Andrew Jones and North Yorkshire Council be unsuccessful in retaining the funding.”

‘Appalling failure’ say cyclists

Harrogate cycling campaigner Malcolm Margolis, who is a member of Harrogate District Cycle Action, said

“It would be an appalling failure if the station gateway were to be abandoned because the owner of Hornbeam Park Developments, which also owns substantial property in Harrogate town centre, objects.

“The county council recently held a third consultation specifically to address his promise to launch a judicial review, which he has now done.

“They now need to hold their nerve and defend the review. Station gateway is an essential first step to bring the town centre into the 21st century, make it a more attractive place to spend time and money in, and start to help people walk, cycle and use buses more, and their cars less.”

John Rowe, who is a committee member of Harrogate District Cycle Action, said it had asked the council to clarify what it was doing but he understood the funding had to be used for active travel. He added:

“If the council kills this scheme after failing to deliver on any of the active travel fund awards plus Otley Road, I would worry about their ability to attract future funding.”

The Stray Ferret asked the council whether the gateway funds could be spent on other local projects.

A council spokesperson said:

“It’s not appropriate for us to comment further at this stage.”

 

Lib Dem candidate accuses Tories of overseeing Harrogate Station Gateway ‘fiasco’

Tom Gordon, the Liberal Democrat’s parliamentary candidate for Harrogate and Knaresborough, has attacked the ruling local Conservatives for the £11.2 million Station Gateway “fiasco”.

The scheme looks dead in the water after a legal challenge this week prompted North Yorkshire Council to say it had revoked its decision to approve the scheme and seek legal advice.

Harrogate and Knaresborough Conservative MP Andrew Jones said it meant  the deadline to spend the cash “is certain to expire” and the gateway was now a “dead scheme”.

Mr Jones accused the Lib Dems, who control the Harrogate and Knaresborough area constituency committee that advises North Yorkshire Council, of “weak local leadership”.

But Mr Gordon laid the blame squarely at the door of the Conservatives.

He said:

“The Conservative-run North Yorkshire Council dreamt up the scheme, the Conservative-run council spend £2 million on consultants for this scheme, the Conservative-run council ignored residents, businesses, and the Lib Dem councillors concerns and as a result they have jeopardised this investment in our area. We deserve so much better.

“The facts are that three times the residents of Harrogate have rejected the current gateway scheme, we know that 74% of local businesses were opposed to it, and that countless community groups including the civic society were opposed too.

“We need a bold and innovative comprehensive integrated transport plan for Harrogate, not the scraps of piece-meal funding pots that don’t join up. We deserve proper investment and an MP who will be vocal in fighting for it.”

Both the Lib Dems and the Tories are now calling for the gateway funding, which was awarded through the government’s Transforming Cities Fund, to be spent on other projects in Harrogate.

However, the council has previously indicated the funding must be spent on this scheme or risk being lost.

Crucial vote today on Harrogate Station Gateway

A crucial vote will be held today over whether the controversial Harrogate Station Gateway scheme should go ahead.

The Harrogate and Knaresborough area constituency committee will meet at 10am to decide whether to back the £11.2 million project.

While the final decision will be made by North Yorkshire Council’s leaders later this year, executive member for transport Cllr Keane Duncan has said he will abide by the vote given by local representatives.

The project, financed by the government’s Transforming Cities Fund, would see a bus lane and two-way cycle space introduced on Station Parade, with traffic reduced to one lane.

Cheltenham Mount would become a one-way street, while James Street would be partially pedestrianised from Princes Street eastwards

Improvements would be made to junctions and crossings on Cheltenham Parade and Station Parade, and to the roundabout near the Odeon cinema on East Parade. There would also be work to the One Arch underpass, Station Square and the length of Station Parade to create a more welcoming environment.

A report due before the committee today said:

“The scheme seeks to balance the needs of all modal users in ensuring continued access to businesses for loading and the ability to drive into and park within the town centre area, albeit with a predicted modest increase in average car journey times.

“The proposals aim to introduce a significant high-quality uplift to the public realm in the heart of the towns eastern side aimed at increasing retail footfall and quality of experience for residents and visitors.

“The project will also provide safe cycling infrastructure and improved footways which is key in promoting healthier and more sustainable travel choices originating from the rail station hub.”

The meeting will hear from the council’s head of major projects and infrastructure Richard Binks and its economic and regeneration project manager Matt Roberts, as well as Tania Weston, Transforming Cities Fund programme manager.

Half an hour is allocated to public questions and statements, though these had to be submitted in advance of the deadline earlier this week.

The committee, meeting at the civic centre in St Luke’s Avenue, Harrogate, is made up of 13 councillors who represent divisions in Harrogate and Knaresborough. Of them, eight are Liberal Democrats and five are Conservatives.

Only two have so far declared their voting intentions: Michael Schofield, who represents the Harlow and St Georges division for the Lib Dems has said he will not support the plans.

Cllr Schofield argued the plans could damage local businesses, and said North Yorkshire Council has a poor track record in delivering active travel projects, citing the much-criticised Otley Road cycleway.

However, Conservative Paul Haslam, of the Bilton and Nidd Gorge division, said he is planning to vote in favour.

He said the changes would be a step forward in encouraging active travel, and would also make for a better first impression for people arriving in Harrogate by bus or train.

Businesses have raised concerns about the potential impact of the changes on town centre trade, arguing fewer people would shop there if they could not park nearby.

A total of 40 parking spaces would be lost through the changes: 20 on Station Parade and 20 on James Street.

Four taxi spaces and three disabled bays would be lost on James Street, but one extra taxi space and three disabled bays would be added on Station Parade.

After a third consultation on the plans was held at the end of last year, Harrogate District Chamber of Commerce said:

“It is going to have a massive impact on town centre business, many of whom are vehemently opposed to the scheme as they believe it will have a detrimental impact on their livelihoods.

“We recognise the impact of climate change and the need to encourage active travel, but it’s clear this project is not the correct way forward because the majority do not support it.”

However, the plans have found support among other groups and individuals.

In a letter to the Stray Ferret last month, former town centre business owner and cycling campaigner Malcolm Margolis said:

“It’s true that many local businesses are noisily opposing it. It was the same in the 1980s when Cambridge, Oxford and Beulah streets were pedestrianised. A chorus of local business owners said it would be a disaster. It wasn’t.

“As the owner of a sports shop in Beulah Street I supported the changes. I thought they would be good for my business and they were. Our business increased appreciably because footfall increased.

“It also created a considerably more pleasant environment for our staff to work in – quieter and cleaner.”

New consultation reveals more people still oppose than support £11.2m Harrogate Station Gateway

The latest consultation on the £11.2 million Harrogate Station Gateway scheme has revealed more people still oppose the scheme than support it.

The results, published today, show 46 per cent of the responses were negative, 45 per cent were positive and nine per cent neutral.

However, the outcome is closer than the previous consultation when 59 per cent were negative and 39 per cent positive.

The £11.2 million scheme would transform the area around Harrogate’s railway and bus stations but has proved controversial because of its potential impact on business and traffic. It would see James Street partly pedestrianised and traffic on Station Parade reduced to single-lane.

North Yorkshire County Council, which is leading on the scheme, said today’s results “demonstrate significantly higher support for the proposals”.

A total of 2,044 people responded to the latest consultation — almost twice as many as last time.

Just 41 per cent felt very positive/positive about the likely impact on businesses whereas 51 per cent strongly agreed/agreed the proposals would be a better use of public space, and make the town centre more attractive to residents and visitors.

North Yorkshire County Council’s executive member for highways and transportation, Cllr Keane Duncan, said:

“It is encouraging to see the public voice significant and growing support for the gateway scheme and its objectives.

“While overall opinion of the scheme is split almost 50:50, key elements of the scheme received positive support from the public who took part. They told us they believe the scheme will be positive for business, make getting around the town centre safer and encourage more people to walk and cycle.”

Cllr Duncan added:

“I am hopeful that this thorough process will address areas of concern and help build further support for the gateway scheme from Harrogate residents, businesses and visitors.

“The next stage will be for local Harrogate and Knaresborough councillors to consider the feedback and have their say on whether they wish the scheme to go ahead. Subject to approvals, we remain on track to start construction in November.”

Harrogate Borough Council’s cabinet member for carbon reduction and sustainability, Cllr Phil Ireland, said:

“I am delighted to see that the majority of people who responded agreed that the proposals would encourage walking and cycling in the town centre.”

What happens now?

The council now intends to draw up final designs.

The findings of the third consultation and details about next steps will be presented to North Yorkshire County Council’s executive member for highways and transportation on January 20.

These will include publication of the necessary traffic regulation orders, which is scheduled for February.

In May, executive councillors will consider the outcome of the recent consultations and whether to submit the full business case to West Yorkshire Combined Authority, which would need to be approved to release the funding.

In the event that all approvals for the scheme are received, construction is expected to begin by November.

What is the Station Gateway?

The project is one of three in North Yorkshire, and 39 nationally, being mainly funded by the Department for Transport’s Transforming Cities Fund to promote active travel.

North Yorkshire County Council, Harrogate Borough Council and the West `Yorkshire Combined Authority are working together on the scheme, funded by £10.9m of funding from the Government’s Transforming Cities Fund and a £300,000 contribution from Harrogate Borough Council.
