The £11.2 million Harrogate Station Gateway is set to move another step closer next week — but a new report lays bare the financial risks of the scheme.
North Yorkshire Council will meet on Tuesday to discuss whether to submit a full business case to West Yorkshire Combined Authority.
Karl Battersby, corporate director of environment at North Yorkshire Council, has recommended councillors agree to do so.
If they back his recommendation, a 300-metre stretch of Station Parade will be reduced to single lane traffic and James Street partly pedestrianised to encourage cycling and walking.
Station Square would undergo a major overhaul, with the ‘little temple’ outside Victoria Shopping Centre destroyed.

Mr Battersby’s report to the council’s executive says the gateway would arrest town centre decline by increasing footfall, even though many businesses remain opposed.
There are also concerns about other aspects of the scheme, including congestion and parking, and some 2,000 people have signed an online petition opposing it.
Mr Battersby, however, suggests the gateway could be the start of a wider town centre redevelopment. His report says the project will “provide a central active travel ‘hub’ from which ‘spokes’ of further improvements can radiate”.
It adds:
“The project is anticipated to have an overall positive impact on the local economy and the attractiveness and accessibility of the town centre with no exceedances of the annual mean pollutant air quality objectives and a minimal increase in journey times and flows in the worst-case traffic modelling.
“The project therefore provides an overall good contribution to strategic objectives and good value for money.”
The key changes
Mr Battersby’s report to councillors outlines the main changes. They are:
Work is due to start in winter and the report acknowledges the scheme “could impact congestion in the short term before people switch to active and sustainable forms of transport”.
Businesses fear it could affect Christmas trade but the council is under pressure to spend most funding in the current financial year to comply with the terms of the scheme, which is one of three funded by West Yorkshire Combined Authority using Department for Transport funds.
Funding deadline ‘a significant risk’
Mr Battersby’s report warns that if the final cost exceeds budget, savings would be made by either reviewing the materials or “descoping” the project. It says:
“The current funding deadline of 31 March 2024 represents a significant risk to the council as the project is no longer deliverable within this timeframe.
“This risk will be reduced if agreement to extend the deadline is reached, however, the risk of delivery within the set deadline remains and any spend after the funding deadline would be at North Yorkshire Council risk.”

Cllr Keane Duncan, the council’s executive member for highways and transport, said in a statement:
“The Harrogate scheme represents a landmark investment, aiming to rejuvenate the town centre, support businesses and encourage people to travel more sustainably.
“We have responded to councillors’ feedback by pledging to review the Odeon roundabout design prior to final submission and to consider key junctions outside of the scope of the gateway project — Ripon Road/King’s Road/Cheltenham Parade — to further limit congestion.
“The full business case submission would represent a huge step forward for the scheme, enabling us to stay on track to start work in winter 2023.”

£11.2m Harrogate Station Gateway scheme delayed for another year
The £11.9m Harrogate Station Gateway scheme has been delayed again and is now not due to start for another year.
In an update yesterday, Cllr Keane Duncan, North Yorkshire County Council’s executive member for highways, said it remained “committed” to the controversial project.
But he added the council was still evaluating the results of the third round of consultation, which ended in August, and would ask Harrogate and Knaresborough councillors for their views before deciding whether to proceed.
Information attached to the summer consultation said it was “anticipated that construction would begin in winter 2022/3 for approximately 12 months”.
The council is now, however, saying work will start in late 2023.

Cllr Duncan said:
“We remain committed to moving forward with the gateway scheme, which represents more than £11m of investment into Harrogate.
“The most recent consultation attracted more than 2,000 responses, almost twice the number from previous consultations, as well as more than 5,000 individual comments. We thank all those who took part.
“The results of this consultation show opinion is finely balanced. Full evaluation and consideration of the responses is being completed and we will publish these early in the New Year.
“Following this, we will ask Harrogate and Knaresborough councillors for views on their support for a scheme that could be transformational for the town, and whether they want it to go ahead.
“Subject to final approvals, it is anticipated construction will begin late in 2023.”

The Stray Ferret asked the council about the scheme as there had been no updates since the summer consultation and work was due to begin anytime now.
We also asked whether the threat of a judicial review, which was raised by the owner of Hornbeam Park this year, remained but Cllr Duncan’s statement did not address this.
Latest delay in controversial saga
The Station Gateway was hailed as the “greatest investment in decades” in Harrogate town centre by Cllr Duncan’s predecessor, Cllr Don Mackenzie, when funding was secured from the Department for Transport.
It would see part of James Street pedestrianised and part of Station Parade made single lane, as well as significant changes to the public realm near the Victoria monument.

How Station Parade would look
The government department had set a deadline of March 2023 for completion and work was due to have started in spring this year and last for a year.
But in January this year it was announced the scheme had been pushed back a year and now the same thin has happened again.
The project is one of three in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund to promote active travel.
North Yorkshire County Council, Harrogate Borough Council and West Yorkshire Combined Authority all support the gateway.
It has divided opinion with supporters saying it would boost cycling and walking as well as modernise the area around the train station.
But critics argue it could increase traffic delays and disrupt town centre business.
Knaresborough urged to ‘think big’ to maximise growth opportunity
Experts have urged Knaresborough to ‘think big’ to help the town’s economy make the most of upcoming major political changes.
They said the town needs to focus on something eye-catching and big — such as a cliff lift — to maximise the potential of North Yorkshire devolution.
Knaresborough and District Chamber of Trade invited the experts to talk about how to seize the opportunities presented by the creation of a combined authority and mayor for North Yorkshire and York in 2024.
The changes will bring £540 million into the county over a 30-year period and see transport, skills and education decision-making powers devolved to the mayor from central government.
James Farrar, chief operating officer for the York and North Yorkshire Local Enterprise Partnership, said town centres would be a major focus of whoever is elected mayor because the county does not have a large urban city.
He recommended the town focus on securing funding for one major, eye-catching initiative that would appeal to the whoever is elected mayor.
“Town centres will be important to the mayor and the places that do well will be the places that have a plan.
“Don’t wait for the money — get on the front foot. Have a clear plan and understand your priorities.
“Think about the one thing you want in Knaresborough.”

Mr Farrar added many businesses were looking to move out of York because there was no more space to expand and towns like Knaresborough could take advantage.
Alan Reiss, director of strategy for the West Yorkshire Combined Authority, told the meeting devolution “massively amplifies the voice of a region” and that North Yorkshire looked like securing a “great deal” financially.
Christian Spence, an economist from Open Innovations, a not-for-profit organisation that uses data to help people make decisions, told the meeting the Knaresborough area was growing rapidly but not in the town centre itself.
By contrast, he said growth had doubled in the south of Knaresborough and Follifoot, over the last 10 years.

Peter Lacey, an executive member of the chamber who owns a nationwide consulting firm, said Knaresborough had lots great ideas but needed to find a common purpose.
He was one of several people at the meeting to suggest a cliff lift could be the big idea that levered funding into Knaresborough. He said:

They are James Farrar, chief operating officer of the York and North Yorkshire Local Enterprise Partnership and Alan Reiss, director of strategy for West Yorkshire Combined Authority.
Delegates will have first sight of data about Knaresborough’s economic future, which has been compiled by Leeds not-for-profit organisation Open Innovations, which was commissioned by Knaresborough Connectors to provide insights and intelligence.

Success for Harrogate solicitor

The crime department at McCormicks Solicitors of Harrogate has extended its ability to assist people who are interviewed under caution with the admittance of criminal law executive Kate Develly as an accredited police station representative.
It means Ms Develly can assist not only those interviewed by police but also by other bodies, such as the Department for Work and Pensions, HMRC or the Environment Agency.
The accreditation scheme covers publicly funded criminal defence work and accredited representatives are usually called to a police station to advise and assist people who would otherwise have no legal representation.
Head of the crime department Peter Minnikin said:
“Kate’s accreditation brings the total number of the team who can act in legally-aided police station visits to seven and comes at a time when we have been exceptionally busy so is very welcome.”
Ms Develly joined the criminal team last year.
McCormicks was the only Harrogate firm to be ranked for general crime and fraud in the latest edition of the UK Legal 500, a leading guide to the legal profession.
Harrogate traffic to be counted for £11.2m Station Gateway
The amount of traffic in Harrogate is to be monitored as part of the £11.2 million Station Gateway scheme.
Speaking at a consultation event today on the latest designs for the scheme, Richard Binks, head of major traffic and infrastructure at North Yorkshire County Council, said it had asked consultants to count the volume of traffic.
Mr Binks said current forecasts were based on pre-covid surveys and it was likely traffic had reduced since then.
North Yorkshire County Council said last month the scheme would extend the average journey time around town by 73 seconds at peak times.
Mr Binks said this had now been amended to 50 seconds because plans to reduce two approaches to the Odeon cinema to single lanes had been abandoned.
He said he suspected the traffic count would further negate the argument that the scheme will slow down traffic, even though it will reduce part of Station Parade to one lane.
Mr Binks said it was a common misconception that reducing the number of lanes around town caused congestion. He added that having more efficient junctions, with upgraded smart traffic lights on Station Parade, would improve traffic flow.
He said:
“We are working towards submitting a full business case in the new year so we have about six months to finalise designs.”
Today’s consultation event was the first of three in which people can see the latest designs.

In another development today, Mr Binks said the taxi rank on Station Parade would now remain the same length, after the county council indicated last month it would be shortened.
Mr Binks was one of four officials at today’s consultation event answering questions on the latest designs, which were on display.
Further events will be held tomorrow and Saturday from 11am to 4pm at Victoria Shopping Centre.

Mr Binks acknowledged there were concerns but he said the overwhelming sentiment today was positive and he detected a “softening” of attitudes towards the scheme, which would reduce part of Station Parade to single lane and part pedestrianise James Street.

Business groups have expressed concern about the impact on trade but Mr Binks said the regeneration of the town centre would make it more attractive and encourage shoppers, as well as making it better for cyclists and pedestrians.
He added the loss of a small number of parking spaces would not have a significant impact because there was “an abundance of car parking in Harrogate”.
Mr Binks also said the scheme remained affordable despite the increase in cost of raw materials over the last year.

Cabbies angry over plans to shorten Harrogate taxi rankCabbies have reacted angrily to plans to shorten the length of the main taxi rank in Harrogate as part of the £11.2m Station Gateway scheme.
The rank on Station Parade, opposite the train and bus stations, currently accommodates about a dozen hackney carriages.
Councillors want to reduce this by two vehicles and introduce a new bay over the road under plans to introduce single-lane traffic on Station Parade and create new cycle paths.
North Yorkshire County Council, which is leading on the gateway scheme, included the taxi rank proposals in new design plans that went out to consultation yesterday.
Tania Weston, the council’s programme manager for the gateway scheme, told a media briefing about the new designs last week that cabbies were satisfied with the new arrangements, which also include creating extra bays outside Mainline Taxis further along Station Parade.
Paul McMahon, who owns PM Taxis, said cabbies were told in talks with the council that the Station Parade rank would stay in its entirety.
He said:
“They have completely backtracked on what we were told.
“How can you possibly service a busy railway station, especially when conferences are in town, when you shorten the taxi rank?”
Kevin O’Boyle, who owns Central Taxis, said several town centre bays would be lost if the part-pedestrianisation of James Street also went ahead. He said:
“This would be an unfair, derogatory step.
“Problems were pointed out at council liaison meetings a good six months back but it appears to have changed nothing.”
Mr O’Boyle said shortening the main rank and creating a new bay over the road, which he understands will be for wheelchair-accessible taxis, would cause tensions among cabbies.
He said drivers sometimes already had to loop round Harrogate because spaces weren’t available on the rank and the situation would get worse.

He added it would also cause a scramble for customers on two fronts and cause ill feeling amongst cabbies waiting on the current rank who saw a wheelchair-accessible vehicle nip into the new bay over the road and pick up a non-wheelchair user.
Mr O’Boyle added:
“They need to get it into their heads that taxis are part of the infrastructure of the town.”
“Creating another rank will only cause divisions within the taxi trade.”

Ms Weston said in a statement:
“During the second consultation we received feedback from taxi drivers and companies about the proposed changes.
“As a result, we are retaining the current taxi rank on Station Parade but this will be slightly shorter.
“There will be a relocated taxi space on the opposite side of the road.
“We have also included a raised table on the northern part of Station Parade (between Bower Road and Cheltenham Parade) to make easier for people to cross the road to access the taxi company.
“Previously taxi drivers requested additional taxi rank spaces on the west side of the town centre and we will offset any loss through the Transforming Cities Fund project by providing new spaces in this area.
“Additionally, should a decision be taken to progress the scheme, the contractor will be contacting taxi companies to understand their requirements during construction, including the potential location of temporary taxi ranks.”

North Yorkshire County Council, which is leading on the controversial scheme, has opened a third round of consultation.
As part of this, it published an economic case report showing the impact of the scheme.
The document says there is evidence that town centre retail is at risk of decline and ‘the proposed scheme contributes to increasing investment, job creation and productivity’.
It says the project would also create better opportunities to travel by foot and bike, attract more shoppers, increase land prices and ‘act as a catalyst to urban redevelopment and wider town centre regeneration’.
Businesses have expressed concerns about the impact of the scheme on trade.
They fear the loss of parking spaces, particularly on a part-pedestrianised James Street, and extra traffic caused by reducing some of Station Parade to single lane traffic will deter shoppers, as well as the impact of lengthy construction work.

But the economic case report says a survey of James Street users ‘indicates that over 90% of those doing business on the street would be unaffected by the removal of parking’.
It adds:
“Of the 10% or less that are parking, less than 20% were of the opinion that they would take their business elsewhere.
“In combination, were the parking to be removed from James Street, the impact on current shopping/business visitors could be expected to be less than 2%.”

The findings are based on interviews with 294 people entering or leaving shops or businesses on James Street in October last year.
The report says the ‘overall impact on retail footfall is expected to be positive’ and that ‘research has also shown that station enhancements tend to increase the value of existing land and properties within certain radii surrounding the station’.
Congestion fears
North Yorkshire County Council said last week the scheme would extend the average journey time around town by 73 seconds at peak times. Some opponents fear the reality will be worse and the extra congestion will reduce property prices.
But today’s report rejects this. It says offices near the station are in high demand, adding the 11-storey Exchange tower on Station Parade has 99% occupancy and commanded office rents of approximately £25 per square foot.

Houses within 500 metres of the station could expect a 10% increase in value and houses within 1,000 and 1,500 metres could expect an uplift of up to 5%.
The report concludes:
“Based on local conditions, academic studies and case study evidence there is a strong economic case for the Harrogate Station Gateway.”
“The scheme is considered to support inclusive growth by presenting new opportunities to access jobs, education and training – that will serve to support a sustainable labour force in the district.
“This document has reviewed what is a large body of evidence and the strong precedents that indicate the Transforming Cities Fund scheme is likely to increase footfall and retail performance, increase property/land values and increase business investment.”

Today’s economic case report comes after Harrogate property developer Chris Bentley, who owns Hornbeam Park Developments, expressed concerns about the legality of the consultation process and said he was considering a judicial review.

Another consultation to take place on £10.9m Harrogate Station GatewayAnother round of consultation is to take place on the Harrogate Station Gateway scheme.
The decision to hold a third round of consultation, in response to concerns about traffic, means the scheme is unlikely to start until winter — if at all.
The project, which would pedestrianise part of James Street and reduce some traffic on Station Parade to single lane to encourage walking and cycling, appeared certain to go ahead when North Yorkshire County Council‘s executive approved it in January.
The plan then was to submit a business case to West Yorkshire Combined Authority, which is funding the initiative, by last month and for work to start later this year.
But there have been no updates since and the political landscape has changed since local elections on May 5.
Don Mackenzie, the Harrogate-based executive councillor for access who hailed the gateway as the “greatest investment in decades” in Harrogate town centre, did not seek re-election and there is a new executive team in charge at North Yorkshire County Council.

Harrogate Borough Council, which supports the scheme, faces abolition in nine months.
Now the county council is saying it will consider feedback from a new round of consultation before deciding whether to proceed.

Karl Battersby, corporate director of business and environmental services, said today:
“We received significant feedback as part of the two consultation exercises carried out thus far, and we are grateful that local residents and businesses have engaged with this project.
“While there has been no formal legal challenge in response to issues raised regarding the consultation last autumn, we acknowledge that the impact of the changes on traffic levels and traffic flows were key issues that were raised as part of the consultation.
“We intend to provide further information on those aspects as well as consulting on the formal traffic regulation orders, which would be required to carry out the changes on James Street and Station Parade.
Mr Battersby added:
“The results of the consultation will be fully considered before a final decision is made to submit the business case to the West Yorkshire Combined Authority to secure the funding.
“Subject to consideration of the outcome of the consultation, work could begin during the coming winter with completion in winter 2023/24.”
Christmas shopping fears
When the scheme was approved in January, business groups called for work not to take place in the run-up to Christmas to avoid any disruption on shops at this key time.
Responding to today’s news of a possible winter start, David Simister, chief executive of Harrogate District Chamber of Commerce, said:
“The last thing town centre businesses – particularly those in retail and hospitality – want is major disruption in the run up to Christmas.
“It’s essential nothing is done to hinder trade in this important period. It is vital that if construction work has begun, then everything must be done to minimise any impact it may have.”
Mr Simister added:
“Whilst we must respect the decision taken earlier this year to press ahead with the Harrogate Station Gateway project, I welcome the news that there is going to be further consultation, in particular providing more information on the traffic modelling which was a highly contentious element of the scheme.
“I’m also interested in the materials being used, and how the area in front of Victoria Shopping Centre will look.”

Businesses are concerned about work on James Street taking place in the Christmas shopping period.
Mr Battersby responded by saying:
“Any date for the start of work on the project will be subject to feedback from the forthcoming consultation and submission of the business case to the West Yorkshire Combined Authority to secure the funding.
“However, we would ensure that work would avoid the Christmas period, and before work began we would develop a construction management plan, which we would share with businesses.”
Mr Battersby added the council intended to provide further information on traffic levels and traffic flows, in addition to statutory consultation on the formal traffic regulation orders, which would be required to carry out the changes on James Street and Station Parade.
The Harrogate scheme forms part of a wider £42m funding bid that also includes projects in Selby and Skipton that would support a shift towards more sustainable travel, such as walking, cycling and public transport.

Don Mackenzie served 16 years as a Harrogate borough councillor, but will be best remembered for his current role as executive member for access at North Yorkshire County Council.
His portfolio includes transport, which means he has led on key decisions, such as the Harrogate Station Gateway, the junction 47 upgrade of the A1(M) near Knaresborough, realignment of the A59 at Kex Gill and numerous schemes to promote cycling and walking.
In an era when some politicians pick and choose which media to talk to, and hide behind press officers, Cllr Mackenzie has always been willing to pick up the phone and front up. He believes in transparency, he says. Colleagues say he’s on top of his brief, and some think he would have made a good county council leader.
But the judgement of the people is more brutal. Barely a day passes without references to ‘Dismal Don’ or calls for his resignation on social media. Complex transport schemes rarely please everyone and rarely progress swiftly and he is remarkably relaxed about the fallout:
“If I let these things upset me, I would have given up years ago. The only thing that occasionally annoys me is social media, especially anonymous posters.
“Tough decisions have to be made and all they do is sit in the comfort of their own home posting anonymous criticism. It’s cowardly.”
‘Right time to go’
On the day we met Cllr Mackenzie, who has lived in Harrogate since 1973 and represents Harrogate Saltergate, he received an email asking how dare he approve 770 houses being built on Otley Road — the decision has not been made yet and will be taken by Harrogate Borough Council, of which he has not been a councillor since 2018.
Such confusion will end when North Yorkshire County Council and Harrogate Borough Council are abolished next year to make way for North Yorkshire Council, which will become the new unitary authority for the county.

New weather stations have been introduced to help drivers in difficult conditions.
That looming seismic change has persuaded Cllr Mackenzie, 72, not to seek re-election on May 5. He is the only one of 10 members of the county council executive not to do so. Wasn’t he tempted to continue?
“No I wasn’t. It’s a five-year commitment. I felt that my time as a county councillor had come to a natural end. Many of my colleagues have great difficulty deciding when and if to retire. Many people say a career in politics always ends in tears so I feel this is the right time to go.”

Nevertheless he will be sad to depart.
“I’ve enjoyed almost every minute of it.
“Most councillors set out to do something for their local community. Most people like me are in it to make a difference and sometimes it’s difficult to make that difference. There are inevitably disappointments. We’ve been disappointed this week with our Bus Service Improvement Plan.”
The county council’s plan involved bidding £116m to the Department for Transport to improve bus services in North Yorkshire. It received none. A significant chunk would have been spent easing congestion in Harrogate. But in March the government awarded the council and Harrogate Bus Company £7.8m to make the firm’s fleet all-electric.
There have been other successes, such as the Bond End double mini roundabout in Knaresborough, which eased congestion at one of the most polluted spots in the Harrogate district.
“It was a highlight because many people thought it would not work and were worried about safety and taking away the traffic lights.”
Junction 47, trains and Kex Gill
Cllr Mackenzie lauds the A1(M) junction 47 upgrade, due to end end anytime now, as a rare example of infrastructure investment coming before development.
He says train services are far better now, with more frequent direct trains to London, than before he became a councillor despite rail operator Northern’s announcement last month of cuts to Harrogate services. He says:
“Northern have assured me these reductions will be short-term only.”
He admits to being a “little frustrated” the Kex Gill realignment won’t be completed before he leaves office. Delays, he says, are inevitable when “taking a major trans-pennine highway across a sensitive area of countryside”. Peat deposits are among the vexed considerations. But the project has levered £56m from the Department for Transport and should start this year.
Walking and cycling schemes
Active travel schemes have been the most contentious, particularly the Harrogate Station Gateway. It was one of three initiatives worth £42million funded by West Yorkshire Combined Authority.

Cllr Mackenzie says the Selby and Skipton projects “have been problem free”; Harrogate has been anything but, with strong opposition from businesses and residents to reducing Station Parade to single lane and pedestrianising part of James Street. He remains a staunch advocate:
“It’s bringing £11million of much needed investment into the town centre. It will be a radical improvement to a part of town that needs improving and it will be good for the visitor economy.”
He says he would be “inclined to continue’ with the closure of Beech Grove in Harrogate to through traffic when the 18-month experiment ends in August, with the caveat that he “would be guided by the data”.
As for Otley Road cycle path, he was “a little surprised to hear complaints from the cycling lobby” because “what we have delivered is exactly what the plans showed so they had plenty of time to raise concerns then”.
He says the council will conduct another round of consultation on phase two “so people are absolutely clear” about the plans this time.
Why have these schemes provoked so much anger?
“In Harrogate, when one attempts change — in this case to improve facilities for walking and cycling — you get roughly half the population behind you and half against you.
“Also, many people feel any restrictions on car driving is a bad thing whereas if you want to overcome congestion you have to have a realistic alternative.”
Conservative for 40 years
Don Johannes Josef Mackenzie was born in Germany and is bilingual — his dad stayed there after the war and met a German woman. The family moved before Cllr Mackenzie’s first birthday and he grew up in Ipswich.
He became managing director of MMP International, which supplied industrial repair and maintenance products worldwide. The job brought him to Harrogate 49 years ago.
MMP was acquired by US company ITW in 1998. Mr Mackenzie was a minority shareholder and stayed on for 10 years as business manager. He then became self-employed, “doing small things representing British manufacturers worldwide”.
A Conservative Party member for 40 years, he cut his political teeth as a Harrogate borough councillor in Pannal from 1987 to 1991 before a 15-year hiatus to concentrate on his career and raising his daughter, who would later become the agent for Andrew Jones, the Conservative MP for Harrogate and Knaresborough. Who are his political heroes?
“I liked Mrs Thatcher but I don’t have any political heroes. I also liked David Cameron — I thought he was very good.”
He returned to serve three terms in Harrogate from 2006 to 2018, during which he became the cabinet member for planning and transport for three years — a role that included oversight of the creation of the original Local Plan — a document that outlines where planning can take part in the development.

The plan allocated 390 new homes a year in the district — a number that was rejected by the government’s Planning Inspectorate as too low and was eventually bumped up to around 700, leading to ongoing concerns about the number of new developments. He says:
“In hindsight 390 was a little low. Now it’s nearer 700. I don’t have a problem with 700 but recently it’s been much higher than that.”
Cllr Mackenzie was appointed executive member for public health at the county council in 2013 until council leader Carl Les moved him to his access portfolio in 2015.
It’s a bruising role but says the only time he gets real abuse is when he’s knocking on doors canvassing. It doesn’t seem to bother him — he likes a good argument. Or as he puts it:
“I can’t say I enjoy it but I wouldn’t shrink from it.
“I belong to that generation when a candidate didn’t rely on social media. I relied on public meetings. But there’s far less of that face-to-face stuff and that has led to a decline in behaviour because people think their behaviour doesn’t matter as much.”
Bird watching
Cllr Mackenzie, who is 72, doesn’t intend to retire. He has applied to become a non-executive director of a British public sector organisation and wants to keep busy.
“I wouldn’t like to think I didn’t start each day without an active programme ahead.”
He’s a keen bird watcher who engages in his hobby on family holidays in Norfolk. He doesn’t cycle but walks a lot. He often catches the bus or strolls into town from his home, near Leeds Road about a mile from the town centre. He says it’s too close to go by car.
He claims not to have any major regrets. What does he think his legacy will be?
“I would like people to think that whatever decision I took, I took with the best of motives and I thought the decision was right. I can’t claim to have got every decision right – but they were all taken with the best of intentions.”
With many of his schemes set to outlast him, his legacy will be felt in the district for years to come.
What’s next for Harrogate’s £10.9m Station Gateway?
The Harrogate Station Gateway project may have been approved, but the next stages of the £10.9m scheme will be far from straightforward.
It took almost two years of design work and heated debate to get to this stage – now questions are turning to when the vision of Harrogate town centre less dominated by cars could become a reality.
North Yorkshire County Council’s executive approved the project last month in the face of a deep divide amongst residents and businesses over what the major changes to several streets will mean for the local economy and traffic congestion.
The council originally said it anticipated construction would start this spring or summer, but it is now being much more ambiguous, saying works “could” begin “later this year”.
It also said construction could stretch into 2024 after initially aiming for completion by the end of 2023.
This uncertainty over when the project could start and finish has drawn further concern from some business leaders who had previously called for the gateway to be halted.
David Simister, chief executive of Harrogate Chamber of Commerce, said now the project is going ahead, it is key that disruption to businesses is kept to “an absolute minimum” when the construction phase eventually gets underway.
He said:
“We were initially told that if approved, work would commence in late spring/early summer, and what I wouldn’t want to see is it commencing in the run up to Christmas.
“When it does start, the message that needs to be communicated loud and clear is that the town remains open for business.
“The project team also needs to consult with the business community long before work starts, and it also needs to be prepared to listen to any concerns that might arise.”

Works on the detailed designs of the project – which includes reducing a stretch of Station Parade to one-lane traffic and a part-time pedestrianisation of James Street – are now continuing ahead of a final business case being submitted around August.
Objections could lead to public inquiry
The business case will be submitted to the West Yorkshire Combined Authority which is overseeing the project funding from the government’s Transforming Cities Fund.
Subject to its approval, a contractor will then be appointed to carry out the works, as well as similar projects in Selby and Skipton.
Traffic Regulation Orders – which are legal documents needed to introduce road changes – will be necessary for all three schemes and could spark public inquiries if objections are received.
These orders are lengthy processes and can often take several months to complete due to the need for public consultations.
The idea of a judicial review – which would be a court hearing into whether the council’s decision to approve the Gateway was lawful or not – has also been previously discussed by some Harrogate businesses.
This would have the potential to either derail the project or delay it long enough to jeopardise funding.
Reduce congestion
Despite the objections and threats of legal action, the gateway has been well supported by many residents and campaign groups who have hailed it as a positive step to tackle climate change and cut car congestion.
The project also includes improvements for pedestrians and cyclists, with upgrades planned for Station Square and the One Arch underpass, as well the Odeon cinema roundabout and several other streets in the area.
North Yorkshire County Council, the lead partner on the scheme, has continually insisted that businesses, cyclists, pedestrians and public transport users alike will see the benefits once the project is completed.
It also said while the construction phase will be a challenge, the authority will try to minimise the impact on traffic and trade.
A county council spokesperson said:
“Although the Department for Transport set an initial completion date of March 2023, the department has advised that completion could extend into 2024.
“The programme is tight, so the flexibility is welcome.
“The county council takes the delivery risk, but will have robust programme management in place and there is a sum for contingency within each scheme’s budget.”
