North Yorkshire devolution consultation ends today

A consultation over a planned £540 million devolution deal for North Yorkshire is set to end today.

In August, county council leaders agreed a proposed deal with ministers to devolve more powers, including an elected mayor, to North Yorkshire and York.

The deal would see £18 million-worth of funding each year devolved to the county over 30 years and pave the way for a mayor and combined authority in 2024.

A consultation was launched in October to seek views from the public, businesses and charity organisations.

The survey will close today.

Cllr Carl Les, leader of North Yorkshire County Council, said: 

“We really need the public to come forward and give us their views on what is important to them and how devolution can benefit communities and businesses across York and North Yorkshire.

“The chance to secure these decision-making powers and millions of pounds in funding from the government is set to prove a life-changing opportunity for more than 800,000 people who live and work in York and North Yorkshire.

“Devolution will give local leaders the chance to tackle some of the most pressing issues facing people in York and North Yorkshire – whether that be providing more affordable housing, improving skills and education for better job opportunities, boosting transport infrastructure or tackling the climate crisis.”

What is in the deal?

As part of the devolution deal, a mayoral combined authority would be formed with a directly-elected mayor by May 2024.

It would mirror similar arrangements in the Tees Valley, where Conservative mayor Ben Houchen oversees the combined authority.

While the planned North Yorkshire deal brings £540 million worth of investment funding, it is lower than the original £750 million requested by local leaders.

However, more power over skills and transport will be devolved.

It will see whoever is elected mayor and the new combined authority have control over the adult education budget and the ability to draw up its own transport strategy.

Control over bus franchising has also been granted to the county and the power to set up Mayoral Development Corporations, which have the power to buy land for housing or employment to regenerate a defined area.

Police stinger stops stolen Land Rover after high speed chase from Boroughbridge

Police arrested three men after a high speed chase from Boroughbridge to York in the early hours of this morning.

North Yorkshire Police was contacted at just after 2am this morning with concerns about a quad bike travelling on the A168 near Boroughbridge.

Officers investigated and said they noticed a Land Rover being driven suspiciously. The vehicle speeded off when police asked the driver to stop.

Police pursued the Land Rover on the A59 towards York while another police unit set up a stinger site on the A1237 at York. A police statement today said:

“All four tyres of the Land Rover were stung but it continued for a short time. It eventually lost control and crashed.

“Police also sighted an Audi in the same area that was acting suspiciously. Officers stopped the Audi and then established that it had been seen with the Land Rover earlier that night.

“The Land Rover was confirmed as stolen from an address along with two quad bikes.”

A 24-year-old man was arrested on suspicion of theft of a motor vehicle, failing to stop for the police, dangerous driving, driving without a license or insurance and aggravated vehicle taking.

A 26-year-old man and a 28-year-old man were arrested on suspicion of conspiracy to steal a motor vehicle.

The 24-year-old man was charged with failing to stop for the police, dangerous driving, driving without a license or insurance and aggravated vehicle taking. He has been remanded in custody and recalled to prison.

The 26-year-old man and 28-year-old man currently remain in police custody and enquiries are continuing.

 

£540m North Yorkshire devolution deal looks set to progress, say officials

A proposed devolution deal, which would include creating an elected mayor and a mayoral combined authority for North Yorkshire and York, looks set to receive sufficient public support to proceed.

James Farrar, chief officer of the North Yorkshire and York Local Enterprise Partnership, told a meeting of council leaders that the majority of respondents had backed the proposed deal. He was speaking with just seven days remaining of an eight-week consultation.

Mr Farrar’s comments to a meeting of North Yorkshire and York’s council leaders followed some anxiety and uncertainty being expressed privately by those behind the proposed deal, particularly after apparent strong public opposition to creating a mayoral combined authority in Cornwall threw the devolution process there into uncertainty.

In recent months, North Yorkshire and York councils have put effort into promoting the benefits of the deal.

Although some high-profile opposition councillors have branded the proposals undemocratic and unrepresentative, there has not been a concerted campaign opposing the deal.

Mr Farrar said the support rate for the devolution deal, which was unveiled on Yorkshire Day in August and includes a £540 million investment fund to be spent over 30 years, had varied little throughout the exercise.

He added: 

“It gives us a good indication of where we will be with a week to go.”

Although North Yorkshire and York’s combined population totals significantly above 800,000 residents, Mr Farrar described the 1,750 replies to the consultation so far as “a really good response rate” compared to similar devolution surveys in other areas.

He said the responses had come from all parts of the county and York.

Mr Farrar told the meeting the strongest support for the devolution deal was for the mayoral combined authority to directly engage with government over creating the country’s first net-zero region, initiatives to tackle climate change and the promotion of landscape restoration schemes.

Bus franchising powers

He said there was also strong support for devolving transport powers, such as giving an elected mayor functions such as powers to introduce bus franchising and the combined authority powers to set up and coordinate a key route network.

Mr Farrar said: 

“Not surprisingly, the area which is of most concern is financial powers.”

The consultation highlights that the mayor would have the power to set a precept on council tax to fund mayoral functions as well as the power to introduce a supplement on business rates for expenditure on projects that will promote economic development.

Mr Farrar said the National Institute for Consultation would independently analyse responses to the consultation, which would be presented to both councils in February for them to decided whether to proceed with the devolution deal.

North Yorkshire leaders set up devolution decision making body

An ambition to create a devolved mayoral combined authority for North Yorkshire and York has reached a milestone as the local authorities pursuing it launched their first joint decision-making body.

In a turn of events that highlighted geographic and transport issues a combined authority for the vast area will face, the inaugural meeting of North Yorkshire and City of York Council’s joint devolution committee started more than half an hour late due to committee members travelling to central York being delayed on public transport.

With two of the leading executive members from each councils and being co-chaired by the councils’ leaders, the committee bears a close resemblance to the proposed mayoral combined authority executive.

However, it also includes non-voting members, such as the North Yorkshire Police, Fire and Crime Commissioner and the chair of the local enterprise partnership.

The meeting heard the committee was being launched despite the public having yet to decide having a mayoral combined authority as part of the proposed devolution deal is acceptable, with a consultation under way.

North Yorkshire’s monitoring officer Barry Khan told members: 

“This is in no way trying to pre-determine or pre-judge that process.

“If the councils agree to submit a proposal for a mayoral combined authority then this committee can transform into a shadow combined authority to set up that arrangement.”

Nevertheless, James Farrar, the enterprise partnership’s chief officer, told he meeting the councils needed to start taking joint decisions or face losing nearly £20 million of funding the government had agreed to give under the proposed devolution deal.

Mr Farrar said: 

“The rules are very stringent and inflexible.”

He said the government had set a deadline of March 2025 to complete two major projects it was funding.

The schemes include £7 million to enable the area to drive green economic growth, creating the country’s first carbon negative region, and £12.7 million to support the building of new homes on brownfield land.

He said with a potential date of creating the combined authority in December next year it left a very tight timescale to complete the projects, leading councillors to approve a move to invite firms to submit interest in potential schemes this month.

Mr Farrar said even if devolution was not progressed the authorities would have created a pipeline to challenge for “increasingly competitive” funding from government.

City of York Council leader Cllr Keith Aspden issued an appeal for as many residents and businesses as possible to respond to the consultation ahead of its December 16 deadline.

The meeting was told the committee would “exercise executive functions”, but its remit could be widened to “a joint committee that exercises both council and executive functions”.

The county council’s leader, Cllr Carl Les, said he was hopeful the consultation would come back in favour of creating a mayoral combined authority.

He added: 

“It’s a first step and of course we have been very keen to say to people that devolution is an iterative process.

“I really welcome the fact that the brownfield fund also covers the rural areas, not just urban areas, and also that we are getting some help with net zero activities because that is highly topical at the moment.”

Rail replacement services to operate between Harrogate and York over Christmas

Train passengers between Harrogate and York will face disruption over Christmas as Network Rail carries out track and signalling work.

The organisation will undertake £6 million improvements at York Station from Christmas Eve until January 2, 2023.

It will see 2.7km of track renewed, as well as nine sets of points – the specialist piece of equipment which allows trains to move from one section of track to another.

The work means that passengers from Harrogate and Knaresborough will have to change at Poppleton and board a rail replacement bus to get to York.

Network Rail has urged people to check services before they travel and have warned that services will take longer than normal.

Sam MacDougall, operations director for Network Rail’s East Coast route said: 

“Our teams will be out working hard this Christmas to provide an improved railway for passengers.

“The work at York is crucial to keep trains running reliably and smoothly for years to come. Our engineering work and the impact of planned industrial action will mean changes to some services, so passengers are urged to plan ahead and check before travelling.”

A spokesperson on behalf of train operators on the route said: 

“These key upgrades at York will mean changes to services over the festive period and passengers should check their journey before travelling via National Rail Enquires or their train operator.

“We are working hard to keep people moving this Christmas, with rail replacement services and diversion routes, but this means your journey will take longer and may be busier than usual.”

The move comes as LNER cancelled two trains from Harrogate to London King’s Cross today due to a shortage of train crew.

The 9.36am and 5.36pm services have been affected.

Meanwhile, passengers on the 3.36pm service have been asked to travel to Leeds to board the train as a shortage of crew means it will no longer call at Harrogate and Horsforth.

Police find missing man with Harrogate links

North Yorkshire Police has confirmed that a missing man has been found following an appeal.

Officers said they were “extremely concerned” for the welfare of the 36-year-old.

A police statement said the man was found safe and well.

Goldsborough gridlock brings ongoing misery to motorists

Queues of more than an hour have been reported once again this week due to temporary traffic lights on the edge of Knaresborough.

Three-way lights have been in place to allow Yorkshire Water to carry out work on the A59 near the junction with the A658, near Goldsborough.

The roadworks began affecting the busy commuter route at the beginning of October and have been regularly causing long tailbacks.

And while there has been some relief, with the lights being turned off at different periods throughout the day, it has inevitably caused traffic chaos.

This week drivers have reported queues all the way back to junction 47 of the A1(M) and beyond.

It has also had a major impact on pupils and teachers getting to and from Goldsborough CE Primary School.

With the roadworks due to last until November 27, many people have expressed frustration on social media.

@northyorkscc Could you ask your Highways Department what the point of the temporary traffic lights are at the Goldsborough/Knaresborough A59 roundabout please? The traffic is currently backed up to the A1 at Allerton Park yet there are no roadworks on the A59!!

“Not helpful when it’s a guessing game every morning to see if they are on or not going to work in York daily.”

Spooky castles, pumpkins and haunted houses: Halloween fun in the district

Halloween is creeping up, with the celebrations and events across the district becoming bigger, better and more ghoulish each year.

This year it falls just after October half-term, so there is plenty going on for little witches and wizards – and big ones too!

Harrogate commuters set for fewer ‘leaves on the line’ delays?

Rail operator Northern is fitting new technology to its trains to combat leaves on the line, which can cause autumn frustration for commuters.

Leaves stick to damp rails and are compressed into a smooth, slippery layer, reducing the trains’ grip.

This can delay services so Northern is fitting what it describes as ‘leaf-busting’ technology to 16 of its 170 passenger trains operating between Leeds, Harrogate, and York.

Routes between Sheffield, Doncaster, Hull and Scarborough will also be upgraded. The locations were chosen because they are some of those most affected by leaves.

The technology – Water-Trak – creates rainy-day conditions on the rail surface by spraying a small amount of water from the train onto the track when a slippery rail is detected.

While this might appear counter-intuitive, researchers discovered that leaf-coated rails only become slippery when damp, and that trains stop safely in heavy rain.

Rob Cummings, seasonal improvement manager at Northern, said:

“This is the next step in finding a solution to tricky autumn conditions. One of the biggest risks to our performance during October and November is leaves on the line, but by helping to develop new innovative technology we aim to deliver the very best service for our passengers.”

Two of Northern’s Class 319s fitted with Water-Trak have been successfully operating in passenger service since late October 2021. The trials with Northern are being run thanks to funding from Network Rail’s performance innovation fund.
