Council rejects call for parking restrictions on Harrogate street

Senior councillors have rejected calls for parking restrictions to be introduced on a street in Harrogate.

Residents on Dragon Avenue submitted a petition calling for Back Dragon Avenue to be changed to a permitted disc zone.

The road is currently unrestricted and is used by both residents and Motorvation Garage.

The petition, which had 21 signatures from 50 households, said the move would help to “stop the excessive use of spaces for unnecessarily long periods by non-residents”.

It added that it would also see Back Dragon Avenue fall in line with Dragon Road and Dragon Avenue, which have disc parking for three hours from Monday to Friday between 9am and 6pm.

However, senior councillors on North Yorkshire Council voted not to support the petition at an executive meeting in Northallerton on Tuesday (October 21).

Cllr Malcolm Taylor, executive councillor for highways, said:

We have considered it and we do not support it at this stage.

Council officials said extending the disc zone “would cause issues on the surrounding network”.

In a report before councillors on Tuesday, Heather Yendell, the authority’s improvement manager, said the petition had also not reached the “50% support” threshold to be progressed to the next stage of assessment, as outlined in the council’s criteria.

Meanwhile, Karl Battersby, corporate director for environment at the council, told councillors that even if the petition had met the threshold, the council would not feel able to support it.

He said:

The primary reason why the residents are concerned about this relates to the activities of the commercial garage and the concerns around them using that street I suppose as an extension of the garage, carrying out repairs and other things.

Those are matters which can be controlled under separate legislation and don’t really need a residents’ parking scheme. We have considered the request, but even if it met the threshold it is not something we would feel able to support for the reasons given.
