New Starbeck store amends bid for 24-hour alcohol licence after police concerns

A new general store in Stabeck has amended its plans to sell alcohol 24 hours a day after police raised concerns.

North Yorkshire Council's statutory licensing sub-committee will meet tomorrow (October 17) to discuss an application for a premises licence by Starbeck Convenience.

The shop, which has not yet opened, is located next to Starbeck railway station on High Street.

Documents submitted to the council reveal Leeds-based applicant Tharshini Kanthasamy initially hoped to operate and sell alcohol 24/7.

Five people objected, citing concerns about crime and anti-social behaviour.

Sergeant Tom Stoffel, North Yorkshire Police's licensing manager, wrote to the applicant's agent saying:

Until recently the area that your premises is sited in was in the centre of an anti-social behaviour hotspot, and it is now adjacent to an ASB hotspot. There are severalnexisting licensed premises close to your proposed operation that are licensed for off-sales, but all of which cease sale of alcohol at midnight and re-commence sale of alcohol at 0600hrs. 

Given the ASB issues and concern that being the only premises undertaking sale of alcohol 24/7 in this area would potentially contribute to crime and disorder within the area, North Yorkshire Police would like to seek agreement from your client that they will amend their proposed timings for sale of alcohol 0600-0000hrs daily to help reduce the potential for crime and disorder associated with your premises.

The agent replied saying his client was "happy" with the suggested amendment to 6am to midnight, seven days a week.

Concerns about late-night noise, litter and drunken behaviour were also mentioned in the public objections. 

The statutory licensing sub-committee will decide whether to grant or reject the licence, or impose new conditions, when it meets tomorrow.
