Plans for new Harrogate tattoo studio given go-ahead
Plans to convert a former hair salon into a tattoo studio in Harrogate have been approved.
Rosemary Madden, whose company name is listed as Rosie M Tattooer, sought approval to turn the former Chalmers & Elder hairdressing salon on East Parade into an appointment-only tattooing parlour in February.
The salon closed on January 31 after its owner moved services to an at-home site.
Ms Madden, who was worked as a tattoo artist in Harrogate for more than two decades, proposed to turn the unit into a “private, custom tattoo studio for one experienced artist”.
The application said the tattoo studio would generate minimal noise and footfall, and would bring a now-vacant unit back into use.
North Yorkshire Council gave the plans the green-light last week.
A report by the authority said there would be “no visual impact on the street scene or the wider conservation area”, and the nature of the studio would be “compatible with the mixed commercial and residential character of East Parade”.
The council also said the amount of people travelling to-and-from the tattoo parlour would be lower than its previous use as a hair salon due to it being appointment-only.
The report adds the plans received just one objection, which raised concerns over “concentration of similar uses, loss of retail diversity, potential vacancy risk and the impact on residential amenity”.
However, the council said:
These concerns have been carefully considered. However, the evidence provided by the applicant demonstrates that there would not be an increase in tattoo studio uses. The applicant has confirmed that the proposal involves the relocation of an existing studio (located 117 East Parade) that will close upon occupation of these premises.
Other premises mentioned in the public objection as tattoo studios are either no longer in operation or used for other beauty related businesses. As such, the proposal does not give rise to issues of over concentration.
According to planning documents, no external changes are proposed and there would be no loud music or late-night operations. The site would open between 9am and 5pm, Monday to Saturday.
The council approved the plans subject to conditions.
