Residents 'positive' about North Yorkshire recycling centre changes, council says

Residents have 'responded positively' to proposals to introduce new restrictions on household waste recycling centres, council officials have said.

North Yorkshire Council will have its proposed changes to household waste recycling centres (HWRC) put before members of its executive in October.

Should the plans be approved, North Yorkshire residents will have to register to use the sites in the county to recycle their waste. 

Trips to household waste recycling centres would be capped for commerical vehicle drivers, who would only be allowed to use the sites 12 times a year. 

Previously the centres were open to anyone whether living in the region or not to use them an unlimited number of times. 

The Stray Ferret approached the council for an interview on the issue and what they believe the public response will be. This is the statement we were given:

Our proposals aim to ensure that individuals who are eligible can access North Yorkshire’s Household Waste Recycling Centres free of charge. 

While North Yorkshire has not yet adopted such a policy, most residents responded positively during a consultation exercise.

However, the Stray Ferret has found a slightly different response to the plans. Harrogate residents responded to the Stray Ferret's first coverage of the plans on with comments on Facebook such as:

That amount of fly tipping increases with all these new rules! They need to look at the bigger picture! Madness

I see fly tipping in our future.

Sounds like a great way to increase fly-tipping.

The case of Peterborough

Changes to recycling centres, including permit restrictions, have been put in place in other areas across the UK.

As previously reported, North Yorkshire Council said the move to implement restrictions would bring the county into line with neighbouring authorities, such as Durham and Bradford.

Meanwhile, another area which has put restrictions in place is Peterborough.

The Stray Ferret contacted Peterborough City Council, which has had visitation limits in place for 15 years and brought in the permit system in February of this year. 

We asked how the recent changes had been received by the public so far.

Amy Nebel, senior waste and recycling officer at Peterborough City Council, told the Stray Ferret:  

We had a couple of complaints initially when people were not happy with what they thought was coming. 

But when what has actually been coming has been delivered I haven’t heard complaints at all, I’ve had compliments.

A decision on the proposals will be made by at a North Yorkshire Council executive meeting on October 21.
