Town council objects to Kingsley Farm housing plan

Town councillors have objected to fresh plans for new homes in the Kingsley area of Harrogate.

Quarters Kingsley Ltd received outline planning permission to build up to 30 homes on the site of the former chicken farm at Kingsley Farm in January 2023.

The company, based in Felliscliffe, then submitted a reserved matters planning application, which gave details of the proposed layout, access and landscaping, for 25 homes to North Yorkshire Council, which was rejected.

The developer appealed the decision to the government’s Planning Inspectorate, which deals with planning disputes, but withdrew the challenge in December last year after submitting fresh proposals.

Under the new plans, the compnay proposes to build 30 new homes on the site.

According to the proposals, the site would see a mixture of detached and semi-detached properties built. This would include a mix of two, three, four and five bedroom homes, including affordable properties.

The developer said in its planning documents that the move represented “an improved scheme compared to the refused application” and included “enhancements in both layout and design”.

However, Harrogate Town Council has submitted an objection to the proposals.

Iona Taylor, clerk at the town council, said in a letter to North Yorkshire Council that it still had concerns over the scheme.

She said:

The town council does not consider that the amendments made to this application are substantive enough to overcome its previous objections.

Ms Taylor said the town council was concerned that the scheme did not “demonstrate provision of acceptable access for vehicles, pedestrians and cycles”.

North Yorkshire Council will make a decision on the proposal at a later date.
