Why we should continue to oppose Harrogate Spring Water's bottling plant expansion

Neil Hind is chair of the Pinewoods Conservation Group, which has campaigned against Harrogate Spring Water's plans to expand its bottling plant for the last decade. As chair of Pinewoods Conservation Group, I have seen first-hand how this planning process has unfolded over nearly a decade. 

What should have been a clear, transparent and timebound process has instead become prolonged, complex and, at times, deeply frustrating for residents. After almost 10 years, it is not just the outcome that concerns people, but the way local decisions continue to be handled.

This has also been a significant drain on community resource. 

Volunteers and supporters have given countless hours reviewing documents, attending meetings and trying to ensure that local voices are properly heard. Alongside that, there has been considerable financial support from residents and supporters, for which we are extremely grateful. 

That support has allowed us to engage constructively and challenge where necessary.

However, as this process continues, it is clear that further funding may be needed, particularly if a formal review becomes necessary or as we pursue an Asset of Community Value designation to protect what matters to local people.

There are three core issues that continue to drive concern.

The first is the discharge of Condition 12 relating to ecological safeguards. This condition was meant to ensure that environmental impacts were fully understood and properly mitigated before any development progressed. 

Yet there is a strong sense that this has been signed off without the level of scrutiny such an important safeguard requires. If the underlying ecological assessments are incomplete or insufficiently tested, the consequences for the Pinewoods and surrounding areas could be long lasting and irreversible. Residents are right to question whether this has been handled with the necessary rigour.

The second issue is the Section 106 agreement. This is meant to secure meaningful protections and benefits for the community. However, what is currently on the table appears to fall short of what was originally indicated. 

There is a real risk that the community carries the burden of development through increased pressure on local infrastructure and loss of valued green space, without receiving appropriate mitigation in return. This is not an abstract concern. It directly affects the quality of life for those who live here now and in the future.

The third issue is the process itself. The way this decision is being brought forward, outside of the normal committee cycle and potentially at short notice, raises serious concerns about transparency and democratic accountability. 

Residents need time to understand the detail and engage meaningfully. Rushing decisions of this scale risks undermining public trust. That concern is only heightened by the fact that a decision promised on whether the meeting might be postponed has still not been made. That lack of clarity adds to the perception of a process that is not being managed as it should be.

It is also important to say that references to economic benefits do not address these concerns. While such arguments may have their place, they cannot override the need for proper environmental safeguards, robust legal agreements and a fair, open decision making process.

After nearly 10 years, residents are understandably weary. But they are also determined. This is about protecting a valued community asset and ensuring that decisions are made properly and in the public interest. We remain committed to engaging constructively, but we will also continue to challenge where necessary to ensure that the right outcome is achieved for the Pinewoods and the wider community.
