A developer’s bid to build homes in Killinghall has been approved after previous plans were rejected.
North Yorkshire Council refused Newett Homes’s application for nine homes in August 2023 amid concerns about the mix of housing, the impact on a neighbouring home and flooding concerns.
But the local authority has this week accepted amended plans by the developer for the same number of properties on the half a hectare site, which is currently a vacant field.
The homes will be built on the northern side of the A59 Skipton Road, to the east of the B6161 Otley Road.
Killinghall Parish Council objected, citing concerns about pedestrian safety. It said a continuous footpath is needed from Otley Road to Skipton Road because of the volume of new houses.
But council case officer Jessica Harrison said the development, which will be built alongside other recent housing schemes by Newett Homes and Persona Homes, was acceptable.
Ms Harrison’s public report said:
The application site is not allocated for housing in the Local Plan, however, the site is within the defined development limit for Harrogate.
It is considered overall that the proposed development would be appropriate in its context in terms of its layout, scale and appearance, and would preserve local distinctiveness and the character and appearance of the area.
The application proposes nine dwellings within the defined limits of Harrogate, at a time where the council are unable to demonstrate a five-year supply of housing. The applicant has sufficiently addressed the four reasons for refusal contained within the previous planning application for this site. It is therefore recommended that planning permission is granted, subject to safeguarding conditions.
