The construction of 480 new homes on the edge of Harrogate has finally been approved, but it may be some time yet before building starts.

Bluecoat Park will occupy a tract of land, called H45 in planning documents, west of Beckwith Head Road and to the south of Otley Road, surrounding the gardening charity Horticap’s property.

The plot has been earmarked for development for some years, and in 2022 Homes England, the government’s housing and regeneration agency, applied to build there.

Section 106 agreement

In December 2024, North Yorkshire Council’s strategic planning committee recommended permission be granted, subject to conditions and the completion of a section 106 agreement relating to a number of items, including road changes, biodiversity, and the developer’s financial contributions to local provision of healthcare, education and sporting facilities.

That section 106 agreement was finally signed two weeks ago (on June 18), and the decision notice posted yesterday (June 30).

A section 106 agreement sets out the specific legal obligations requiring developers to fund or provide essential community infrastructure.

The agreement for the H45 development requires Homes England to make some substantial financial contributions. For example, it stipulates a contribution of £6,192,000 for 28 items of ‘off-site highway works’ right across the town, as far afield as the roundabouts at the Empress pub and Buttersyke Bar.

Other contributions include:

• £1,893,440 towards the construction of a new primary school, or towards existing primary schools if a new one is not developed
• £1,600,435 as a ‘secondary school contribution’, to pay for the expansion of facilities at Harrogate Grammar School, Rossett School and Harrogate High School
• £1,404,370 toward ‘advance off-site highway works’, including road widening, traffic signals, and active travel schemes
• £394,061 towards healthcare provision on site, or the improvement of existing facilities within 2.5 miles of it
• £328,793 for an ‘off-site sports contribution’ (£117,625 to Harrogate Rugby Union Club; £93,506 for 3G artificial pitches in Harrogate; £74,267 for grass football pitches in Harrogate; and £43,395 to Harrogate Hockey Club)
• £41,584 towards on-site cricket facilities
• £151,944 towards Harlow Hill Open Cemetery
• £38,351 to Harlow Hill Allotments

The document also states that bus-stop infrastructure must be provided "within suitable walking distances of the dwellings" before they are occupied, and an operator must set up a car club before the 100th home is occupied.

A cricket pitch must also be created before the 200th home is occupied, and a cricket pavilion built and extensive football facilities created before the 400th home is occupied.

Imminent development unlikely

The prospect of any sporting or other facilities appearing any time soon, however, is remote, since the section 106 agreement also states that "the construction of the dwellings shall not commence until a scheme of highway mitigation at Pot Bank Roundabout [...] has been submitted to and approved by the local planning authority and the land necessary to construct the roundabout has been transferred to the North Yorkshire Council".

As we reported earlier this month, the expansion of the Pot Bank roundabout in Beckwithshaw is expected to cost £3.8 million and cannot proceed without the incorporation of an adjacent strip of land, which is not yet in the council's possession.

Bluecoat Park is one of a number of developments either already underway or planned for Harrogate's so-called Western Arc, which are expected to add 4,000 new homes to the town.
