Final approval granted for 133 homes on Harrogate's Skipton Road

Councillors have given final approval to plans for 133 homes off Harrogate's Skipton Road.

The scheme, proposed by developer Miller Homes and Leeds housing association Home Group, will see the homes built on land at Cow Dyke Farm.

North Yorkshire Council granted outline planning permission to build up to 135 homes at the site on Skipton Road in July 2024.

Council officers recommended that a reserved matters application, which deals with access, appearance, landscaping, layout and scale for the site be approved at a meeting today (August 25).

Elected members of the council’s Harrogate and Knaresborough area constituency planning committee accepted the recommendation at a meeting today (August 25).

Chris Calvert, who spoke at the meeting on behalf of the applicants, said the scheme had been met with no objections from statutory bodies during consultation.

He added:

These proposals would deliver much needed housing in Harrogate into a housing land supply position. Overall, I consider this to be a well-rounded and sustainable residential scheme.

The scheme includes 53 affordable homes and will see £1.1 million awarded to local schools, with £543,049 of that sum allocated to Killinghall Church of England Primary School.

The one- to five-bedroom homes will be built on two fields, one of which contains buildings associated with the former Cow Dyke Farm.

Where the homes will be built.

The Cow Dyke farmhouse and its courtyard is a nondesignated heritage asset, which will be retained as part of the scheme.

The two-storey homes would consist of terraced, semi-detached and detached properties, all with gardens, private parking and electric vehicle charging points.

Cllr Sam Gibbs, Conservative member of the committee, said he welcomed the layout of the scheme and the number of affordable homes.

He said:

I think the development is actually a good one. I think the landscaping and layout of the site is good. I like the 40% affordable [housing], I think that is vitally important.

Councillors on the committee voted unanimously to approve the plan.
