Harrogate residents apply for parking restrictions outside their homes
Residents of a Harrogate road have applied for parking restrictions outside their homes.
Those living on Wheatlands Road East have applied for parking restrictions outside their individual properties.
Concerns from residents about inconsiderate parking on the road prompted the proposal.
The proposal was published on June 27 to impose parking restrictions on Wheatlands Road East, subject to the request of individual households.
The proximity of St Aidan’s Church of England High School causes congestion and a build-up of parked cars, often at school pick up and drop off times.
The plans state that each household can choose whether or not to implement a parking restriction in front of their properties.
Double yellow lines will be painted across the driveway openings of some households, meaning waiting is prohibited at all times outside their property.
Other households have opted for a single white line, representing an advisory ‘access required at all times,’ to be installed across their driveway openings.
Wheatlands Road East Parking plan
Not all residents are in favour of parking restrictions. Some households raised concerns that restricting the entire road would cause inconvenience.
The measures would impact people needing to access properties who don’t live on the road, such as guests, tradespeople, and delivery drivers.
To reach an agreement, it has been decided that parking restrictions would only be implemented outside specific properties that have requested the changes.
Individual households were given the autonomy to decide if they wanted the restrictions outside their properties. Nine households have opted in to the proposed scheme.

The parking scheme has been developed by Andrew Timothy, councillor for Stray Woodlands and Hookstone, in conjunction with the other Liberal Democrat councillors and the council highways team.

North Yorkshire Council’s highways area manager, Melisa Burnham, said:
Road safety is of paramount importance and as such we consider all applications for restrictions very carefully.
In the case of Wheatlands Road East, the consultation followed concerns from residents about parking and access to their homes being obstructed. Where parking and waiting restrictions are introduced, motorists should abide by them the same as they would in any other situation.
Should double yellow lines be installed, then these would be enforceable by law, whereas white ‘access protection markings’ would be an advisory measure.
If someone wishes to have the restrictions removed in the future, they can make an application under the same traffic regulation order procedure. However, our experience of this type of request is rare.
The proposal states that penalty charges will apply for violations of the restrictions.
The proposal is titled ‘Various Roads in Harrogate’ due to similar plans for Wheatlands Way, Kingsley Drive, Tower Street, and Birstwith Road. Objections can be submitted until July 19.
