Harrogate residents' parking petition set to be rejected

A petition to introduce residents-only parking on roads around Harrogate Conference Centre looks set to be rejected.

Residents complained that, despite paying for parking permits and the roads being signposted as access-only, they often can’t find a place to park.

They claim nearby hotel guests opt to park on their streets for free, rather than pay for parking.

The petition called for disc parking to be replaced by residents-only parking on Spring Grove, Spring Mount and Springfield Mews.

The N8 disc zone allows people with a disc to park for free for three hours between 9am and 6pm. Outside these hours there are no restrictions.

Nearby hotels, such as the Majestic, Crowne Plaza and Premier Inn, either offer parking at rates from £15 per day or direct customers to the convention centre car parks, which charge £20 for 24 hours.

The petition stated it had received 57 signatures out of the 83 properties on the three streets and therefore had 69% support, although the council claimed the support to be 62%.

One resident John Birkenshaw said: “We have to park many hundred yards away, which becomes a serious safety issue for residents, having to contend with inclement weather, dark nights and uneven pavements.”

But the petition is expected to be rejected at a meeting of North Yorkshire Council's environment directorate on June 25.

A report ahead of the meeting said existing vehicle access restrictions should be enforced more effectively.

The report also indicated there was no funding to implement the changes, which would cost £15,000 to £30,000.

It also said the council would contact hotels urging them to advise customers not to park on streets.
