These comments were left in response to our article on a Knaresborough man taking council to task over 'shocking' road junction.
Right turning vehicles often become blocked in by others after passing over the stop line. The 'all red' period was extended (from seven to fifteen seconds I think) but this simply resulted in lots of pedestrians crossing before the green man - and frustrated drivers.

It's surely not about prioritising pedestrians over vehicles. If the green man is lit then the vehicle lights will be on red. So the problem is cars going through on red, which I agree is commonly seen. What's needed are NPR cameras to help prosecute offenders.

“Nothing can be done because North Yorkshire Highways won’t prioritise pedestrian safety over vehicle flow” - that seems to ignore Highways Code rule H1 The Hierarchy of Road Users, and therein lies the massive problem in Harrogate & Knaresborough. Shocking attitude by NYC Highways.
