Harrogate Town Council has drawn up a winter gritting policy amid concern over the provision of salt bins in the town.
The town council has opted to draw up a policy to help provide bins in some areas where residents may need them.
Salt bins, also known as grit bins, contain rock salt or road grit that people can use to treat icy roads and pavements.
According to council papers from an upcoming finance and general purposes committee, the council said it will aim to provide a “framework” where it can consider requests for additional bins.
The move comes after North Yorkshire Council, which is the highways authority, has faced criticism in recent years about the lack of gritting facilities in Harrogate.
Currently, North Yorkshire Council funds and provides grit bins in areas where an assessment criteria is met.
However, the town council policy aims to allow the authority to consider new salt bin requests “where they do not meet the threshold for automatic provision by North Yorkshire Council”.
The policy states that in some cases the applicant would need to meet the full cost of the bin and pay two years’ costs in advance.
But, the town council may decide to fund a salt bin where there is a “clear general community benefit”, such as outside a school or near a nursing home.
The report adds:
Harrogate Town Council recognises that additional salt/grit bins may be requested in locations where there is concern about winter safety for residents, pedestrians and road users.
This policy sets out the framework by which the Town Council will consider requests for the provision of additional salt/grit bins within the Town Council area.
Town councillors on the authority’s finance and general purposes committee will meet on Wednesday (April 8) to discuss the policy.
