Traffic supervisor to monitor Hookstone roadworks after ‘chaos’

A traffic supervisor is to monitor roadworks at the junction of Hornbeam Park Avenue and Hookstone Road in Harrogate after lengthy delays last night (January 6).

Motorists reported waiting 30 minutes to get out of Hornbeam Park after traffic lights were introduced and Hookstone Road was reduced to a single lane.

Councillor John Mann, an independent who represents Oatlands and Pannal on North Yorkshire Council, said the road was being dug up to connect a telecommunications mast and cabinet on Hornbeam Park Avenue to cabling on Raleigh Road and work will last until Friday, January 16.

It is part of a project to improve telecommunications infrastructure in south Harrogate.

Last night’s traffic chaos, he said, was due to an articulated lorry getting stuck on the corner as it turned into Hornbeam Park Avenue.

Cllr Mann added:

It took nearly half an hour to extricate the lorry safely, which caused extensive tailbacks on Hornbeam Park and also Hookstone Road.

I have just spoken to the North Yorkshire Council highways locality supervisor on site and from today the council will now provide a traffic supervisor to be on site at all times to monitor and regulate if necessary the flow of traffic and any congestion which arises as a result of the roadworks, especially at rush-hour times. So the traffic lights will effectively be manned from 7am to 7pm to ensure that the traffic and associated pedestrians can navigate the junction safely and in a timely manner especially at rush-hour and school pick-up and drop-off times.

The roadworks are being carried out in a tricky position, being on a corner of a junction and both traffic and pedestrians are fully warned and protected by a series of signs, barriers and cones. I have asked highways to look into whether or not they need to consult more fully and issue leaflets/notices prior to standard highways works just as they do for major roadwork projects and they will get back to me on this point.
