A Ripon City Council meeting ground to a halt last night (October 6) when the mayor and a resident attempted to talk over each other for two minutes.
The stand-off began when Stanley Mackintosh began reading a pre-prepared statement that claimed the meeting was “procedurally inept”, as reported today by the Stray Ferret.
Although he was talking during a section on public questions, Councillor Barbara Brodigan said he was not addressing an item on the agenda and repeatedly asked him to stop.
She threatened to remove him from the council chamber at the town hall but there was no security at the meeting and Mr Mackintosh continued.
Cllr Brodigan said: “I will repeat it, and I will talk over you. You are not following procedure.”
At one point Cllr Pauline McHardy walked over to Mr Mackintosh and urged him to stop but he continued talking until he had finished his speech.
When he finally sat down Cllr Brodigan described his actions as "disgraceful".
The meeting then continued.
