Five new homes have been approved for construction on the northern edge of Goldsborough, despite a number of concerns raised by the parish council and local villagers.
Hourigan Planning Ltd submitted the plan to North Yorkshire Council in December 2025 on behalf of Timothy and Christopher Webster of the Strategic Land Group.
The plans proposed the construction of up to five dwellings in a triangular area adjacent to Station Road on the northern edge of the village.
The proposal generated a number of public concerns, primarily over the location, the use of land, and the amount of development in the village.
Goldsborough and Flaxby Parish Council stated in 2018, when planning permission in the same area was previously denied, that:
The proposed development would cause significant harm to local landscape character, visual amenity and the setting of the village and its conservation area, which includes St Mary’s Church and Goldsborough Hall.
Eight years on, the parish council believes these objections remain valid.
A further concern, shared by the parish council and villagers, is that this construction will serve as a ‘Trojan horse’ for future construction projects.
They said:
Approval of this application would make it increasingly difficult to resist further development pressure on adjacent agricultural land, undermining plan-led development.
In the document provided by North Yorkshire Council, the developer responded to these concerns.
They said:
Under the terms of the scope of issues to be considered under the permission in principle procedure, namely location, land use and amount of development, there are considered to be no adverse impacts of granting this permission that outweigh the benefits.
North Yorkshire Council has approved the proposal, giving the developer permission in principle for the construction of up to five dwellings.
