Yorkshire Water has been fined after roadworks in Glasshouses caused “massive congestion” for nearly two hours.
The company carried out work at a bridge in the village at the same time when North Yorkshire Council’s highways team had closed another bridge in Pateley Bridge on August 15.
The work in Glasshouses, which involved connecting the main water supply to a property, was due to finish on August 14.
But the road closure overran into the next day and led to two nearby bridges over the River Nidd being shut at the same time.
The Stray Ferret previously reported that Cllr Malcolm Taylor, executive councillor for highways at the council, said the congestion happened due to Yorkshire Water failing to follow the process for a permit extension in Glasshouses — which he said could lead to a fine.
Now, a North Yorkshire Council spokesperson has confirmed that Yorkshire Water was issued with a fixed penalty notice following further investigation into the matter.
They said that a notice to stop the work was submitted late, despite the work being completed on August 14.
The spokesperson said:
Following further investigation, the works undertaken by Yorkshire Water were finished on the evening of August 14 – but a works stop notice was not submitted until the following day.
As the works stop notice was received late, a fixed penalty notice was issued, which was paid at a total of £80.
Cllr Andrew Murday, who represents Pateley Bridge and Nidderdale on North Yorkshire Council and raised the issue with Cllr Taylor, said:
As it is a fixed penalty notice, I imagine that there is no flexibility on the amount of the fine. Let us hope that it doesn't happen again.
A spokesperson for Yorkshire Water previously apologised for the “significant disruption to road users and those living and working in the area” on August 15.
