Harrogate Dog Show will return next month.

Harrogate Business Improvement District announced today the event will be held on the piazza outside Victoria Shopping Centre on Saturday, April 13 at 10am.

Different classes will be judged throughout the day, from dog that the judge would most like to take home to best cross breed.

No pre-booking is required: to register to take part dog owners can simply turn-up on the day from 10am and join in. The event will include a new ‘have-a-go’ mini dog park and dog training workshops with Scott Adair will be held throughout the day.

Today’s announcement also said a star judge, whose identity will be revealed at a later date, will appear at this year’s show.

The dog show first took place during the four-day platinum jubilee celebrations in 2022.

Matthew Chapman, Harrogate BID Manager, said it would be a fun event that contributed to the vibrancy of the town centre. He added:

 “The worth of the UK pet care market was recently valued at £7.2 billon, so while this is a wonderful event that no doubt increases footfall, it also has a hugely positive impact on our local economy.”

Trading Hell: A Stray Ferret investigation reveals how Harrogate shop workers routinely face threats, shoplifting and anti-social behaviour

Shocking levels of anti-social behaviour, drug-dealing, shoplifting and even threats to staff are all routine occurrences faced by many shop workers in Harrogate town centre, a Stray Ferret investigation has revealed. 

Even though Harrogate is widely viewed as one of the finest shopping towns in the North, our investigation pieced together a picture of “scary” back alleys where shop workers fear to go, and high streets that shoppers have started to avoid. 

We surveyed 50 businesses in the town centre and spoke to many retailers at length. We found a deep sense of frustration among traders, most of whom feel not nearly enough is being done to make our shopping streets the safe and pleasant places they should be. 

What’s more, while some traders had shocking stories to tell, only a handful were willing to be quoted by name. Most preferred to remain anonymous for fear of becoming a target. 

In a series of articles running through this week, we’ll be examining the problems that make life difficult for town-centre businesses, finding out what’s being done to tackle them, looking at whether it’s working, and asking if there may be a better approach.

Our Trading Hell survey covered almost all the businesses on Oxford Street, Cambridge Street, Cambridge Road, Market Place and the Victoria Shopping Centre, as well as parts of Beulah Street and James Street. 

The vast majority of businesses polled (96%) said that anti-social behaviour is a problem – only two said it isn’t – and 52% said it’s a major problem.

Other behaviours considered to be a problem included shoplifting (78%), street-drinking (74%), threats to staff (70%), rough sleeping (70%), begging (68%) and drug misuse (66%). 

Shockingly, 20% of town-centre businesses face threats to staff at least once a week. 

One trader told the Stray Ferret: 

“I’ve been working here for 18 months and it’s been a shocker. This place has become lawless in the town centre.”

Hotspot 

Our survey showed that nowhere is immune to the problems, but there are hotspots, and the “hottest” spot is centred on the intersection of Oxford Street and Cambridge Road – the area between McDonalds, Wesley Chapel and the Halifax bank. 

One shop owner said: 

“There are often groups drinking around the doorway, which discourages customers, and hanging around under shelter, shouting and swearing in the street. It makes for an unpleasant environment.” 

Nearby, Ian Hall, store manager of Games Crusade on Oxford Street, recounted a disturbing incident when he had to physically keep two men apart. He said: 

“Two gentlemen came chasing through the street and the first one bolted through our door and ran to the back of the shop. He looked really scared. The second one was shouting and swearing at him, calling him all sorts of names, and wanted to knock seven bells out of him.

“I stood in the doorway and told him he couldn’t come in and eventually he calmed down and left. If he had come in, I think they’d probably have started fighting in the shop, knocking things over and destroying stock. Anything could have happened.”

But the problems are by no means confined to adults. One trader told us he had to be particularly vigilant against theft in the late afternoon, when school pupils “flooded” into the town centre.

Two years ago, two Police Community Support Officers (PCSOs) were seriously injured in an attack by three schoolgirls in McDonalds. One of the officers suffered a suspected broken nose and the other later left the service, partly as a result of the incident. One of the girls narrowly avoided a custodial sentence.

Alcohol wasn’t a factor in that case, but it does appears to be a common feature of much of the town centre’s anti-social behaviour and is believed to have played a part in an incident on Oxford Street last May, when a man admitted to pulling the wing off a pigeon. 

A common view among traders is that the problems are showing no signs of getting any better. On the contrary, one said: 

“It’s got much worse in the last two to three years. You can smell weed on the street, there’s drug-dealing in front of our door, and I’ve even had to call an ambulance for somebody.” 

Lost business 

While these problems are not pleasant for shoppers and passers-by, for businesses they translate into lost trade and, for some smaller traders, damage to livelihoods.  

One Oxford Street retailer said: 

My shop windows were smashed more than once, and it cost me a lot of money to replace them.”

Others complained of casual shoplifting. Games Crusade’s Ian Hall said: 

“We get drunk people coming into the shop and trying to walk out with stock. It’s not underhand – it’s in full view. I just take it off them and that tends to be the end of it. But you have to have your wits about you all the time.” 

Across the town centre, nearly three in every four businesses (74%) said they had lost trade as a result of some or all of these behaviours. Among Oxford Street retailers, the figure was 100%, and many are convinced that footfall is down as a result.

The manager of one shop said: 

Anti-social behaviour and street-drinking discourage the general public from visiting this part of town.” 

Paul Rawlinson, who has two businesses on Oxford Street, Baltzersen’s and Bakeri Baltzersen, said: 

“Oxford Steet has become a much less desirable place to walk down as a result of these behaviours. It’s more pronounced during the summer, when rough sleeping is a more comfortable option than it is in winter.” 

Back streets 

Although the main streets of the town centre are where activities such as street drinking and anti-social behaviour are most visible, the back alleys are where other things happen for the most part unseen. 

Last year, a woman was seriously sexually assaulted in an alley to the rear of Clarks shoe shop in Market Place. That alley was finally closed off by a new gate after three years of lobbying, but other backstreets are still used for illegal activities. 

One shop worker on Cambridge Street told us: 

“Staff feel unsafe going out the back of the store because of large groups of kids smoking weed and shouting abuse to intimidate us. It’s quite scary. Also, drunks use our property and we find needles and glass bottles lying around.”

During our investigation, we discovered down one back alley abandoned prescription drugs, discarded clothing, clusters of clothes hangers – presumably dumped by shoplifters – and even a notebook containing obscene sexual content.

What’s being done…

One body that has tried to do something about the town centre’s problems is Harrogate BID (business improvement district). It would like to see a Public Space Protection Order (PSPO) put in place banning certain behaviours, such as persistent begging and street drinking, from the town centre. But according to the national guidelines, these can only be applied if crime levels are above a certain benchmark, which Harrogate doesn’t reach.

BID manager Matthew Chapman said: 

“The statistics showed that the number of crimes is very low in the town centre. 

“While on the face of it this seems like good news, the stats just didn’t match up with what we were hearing from BID members.

“Shop owners and staff were telling us they were regularly seeing relatively minor crime, but the police figures just didn’t reflect this.” 

So two years ago, the BID launched a campaign to encourage town-centre businesses to report crime. For three months it promoted its Report a Crime initiative, telling traders to report every crime, no matter how minor. But bizarrely, crime figures over that period went down, so the PSPO is still a goal rather than a reality and the BID is still lobbying for it. We’ll be speaking to Matthew Chapman about the PSPO and the BID’s efforts to tackle these issues in Friday’s feature.

…and what’s not 

Several traders told the Stray Ferret that they had stopped reporting low-value thefts because they did not believe the police would do anything about them. Worse still, we uncovered a widespread belief that the problems plaguing the town centre are simply not being adequately addressed. When asked how well the issues are being tackled by the authorities, 38% said ‘badly’ and 32% – almost one in three – thought the problems weren’t being tackled at all.

Two in every five traders (40%) blamed the police for failing to tackle the issues, many of them complaining that the police response to reports of theft is slow and ineffective. A report released last week by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services following its inspection of North Yorkshire Police only rated the force “adequate” at investigating crime and responding to the public, although this assessment was better than last year, when it received the notice “requires improvement” in both areas.

One town-centre jeweller said his shop had been burgled last summer when thieves stole £60,000 worth of stock, but claimed the police response was inept and late. He said:

“It took the police 12 hours to respond to my initial 999 call, and when they did, they said they’d pass my details on to the appropriate officer ‘a week on Friday’ because he was on a course.

“Very soon after the theft, someone told me they knew who had committed the crime and even where my stock was being held. I believed them because the details they gave were bang on. I told the police, but it took them eight months to arrest anybody, and by that time the evidence had all disappeared.

“They lost emails with my details in them and didn’t even have my telephone number. As far as I know, nobody’s yet been charged.”

In the meantime, traders are becoming increasingly frustrated with the lack of progress in improving conditions in the centre of “one of the finest shopping towns in the North”. One shopkeeper said: 

“I see it all here. Every week there’s something going on. I speak to other business owners and there’s a general feeling on the street that there’s no-one in power who’s doing anything about it – and it just gets worse.”

Free events revealed for Harrogate’s first self care week

Details have been revealed for the first Harrogate self care week this month.

The free events, which will be held from January 22 to 27, include activities ranging from yoga and acupuncture to sound baths and making face masks.

There will be a mixture of workshops and classes, along with a themed market to help visitors work on their ‘body, soul and mind’, according to organisers.

Some of the sessions will be held in a pop-up self care unit on the first floor of the Victoria Shopping Centre. However, others will be held in different venues across the town centre.

Harrogate Business Improvement District announced the initiative last month.

The Turkish Baths will host the launch event on January 22, with a session in the facilities from 6.30pm until 9pm. This is already fully booked.

Also on the Monday, an hour-long acupressure and acupuncture talk and demonstration with Patti Hemmings will be held in the shopping centre unit from 12.30pm, as well as a mosaic making session at Artizan from 5-7pm.

Kicking things off on the Tuesday, a slow yoga flow for beginners with Michelle Foxall will be held in the shopping centre at 5-6pm. Then, Chantelle Coles will host an intriguing sound bath session, a meditative experience involving bathing in sound waves, in the vacant space between 6-7pm.

Mat pilates with Emma Ryder is the opening event on the Wednesday at 12.30pm. 

Then, staff members at Lush will host a face mask making session in their Cambridge Street store from 5pm. Anyone looking to learn more about Thai Chi can join a beginner class with Alison Newband from 6-7pm. Meanwhile, Ebru Evrim is putting together a yoga and reformer Pilates session at their studio on James Street from 6pm to round off Wednesday’s events.

To open Thursday, a two-hour interactive workshop on doshas will be held from 5-7pm with Green Ayurveda Spa. This will be followed by a circuit session with F45 at its studio in Albert Street from 6.15pm, lasting for around 45 minutes.

On Friday from 12.30pm, Tomm Melody will teach visitors more about ageing and strength.

“Since we launched the Harrogate Self Care Week in mid-December, we’ve had so much interest and positive responses.

“A huge thanks to the many BID members and local providers who are supporting this campaign, which we hope will drive footfall and spend into the town centre in what can often be a quieter month.”

Free Saturday parking returns to Harrogate multi-storey

People visiting Harrogate on a Saturday will be able to park for free in the multi-storey Victoria Car Park over the next few weeks.

Harrogate Business Improvement District announced the move today to boost town centre trade for retailers.

The BID implemented a similar scheme in October last year and hopes the latest venture, which applies every Saturday from January 6 to February 10, will increase footfall during what can be a quiet period for businesses.

Matthew Chapman, manager of the BID, said:

“Free car parking is something we regularly hear described as a positive incentive from both our members and the general public, so it’s great to again work in collaboration with the car parking team at North Yorkshire Council to deliver this scheme at a key time of year.”

Victoria car park

With eight hours of free parking available, the BID hopes the plan will give shoppers sufficient time to explore the town centre, shop and visit local bars and restaurants.

It will only be available in the Victoria Car Park, which can be accessed from East Parade, between 10am and 6pm.

To redeem the free parking, drivers must enter the automatic barriers between the designated timeframe. Vehicles that enter outside of the specified times will be charged regular parking prices.

What our business community is saying about 2024

As 2023 winds down and we start to look to the year ahead, there are some things we can be fairly certain will come our way over the next 12 months.

North Yorkshire will go to the polls in May to elect its first ever Mayor, and there will probably be a General Election too. One has to be held by January 28, 2025, but sometime in 2024 May or November, perhaps seems far more likely.

The Bank of England expects inflation to continue to fall over the coming year, and so too will house prices, according to most forecasters.

Locally, though, individual people in business have their own forecasts – and hopes – for the year ahead. So we asked a cross-section of the district’s business community what their aspirations and expectations are for 2024. From electric gritters to selling beer in Taiwan, here’s what they had to say:

First Harrogate Self Care Week to take place in January

The first ever Harrogate Self Care Week will kick off the new year, with a programme of free events to boost health and wellbeing.

Launched by Harrogate Business Improvement District, the week, which runs from January 22 to 27, will feature a range of self-care workshops, activities and classes, along with a themed market to help visitors work on their ‘body, soul and mind’, according to organisers.

Harrogate Turkish Baths will get the ball rolling on Monday, January 22 by hosting a free two-hour session in the frigidarium, steam room, heated chamber and plunge pool.

Throughout the rest of the week, the programme will include a mosaic-making event at Artizan, flower-arranging with Helen James, various yoga classes, a dynamic session with Ebru Evrim, gym training with F45 and gong bath therapy.

To close on Saturday 27, a pop-up health and wellbeing-themed market will be held in the Victoria Shopping Centre, with a range of traders and stalls on offer for visitors to explore.

“Since William Slingsby discovered the first spring in 1571, Harrogate has been a flourishing spa town that has been supporting both self-care and wellbeing.

“We are proud to be working with BID members and partners on this new campaign to showcase our present day offer, which remains world renowned.”

Harrogate BID has partnered with self-styled “holistic wellbeing warrior” Kitti Johnson for the new event.

A certified yoga instructor, crystal bowl sound healer, reiki and shamanic practitioner, Kitti has taught workshops on energy healing, journaling, anxiety, the chakras and essential oils for a number of years.

She said:

“I’m delighted to have the opportunity to raise awareness of all the wonderful wellbeing services and ways that people can look after themselves as part of Harrogate’s first ever Self Care Week.

“We have a wide variety of classes and workshops for people to discover new ways to take care of their wellbeing and to kick-start a healthy, happy mind, body and soul for 2024.”

Yorkshire Soap Company wins Harrogate Christmas shop window contest

The Yorkshire Soap Company has won this year’s Harrogate Christmas Shop Window Competition.

The shop on James Street’s woodland-themed window took the medium shop category prize and then claimed the overall title at an awards ceremony at the Crown Hotel last night.

Sophie Likes on Beulah Street won the small shop category and Bettys on Parliament Street claimed the large shop title.

Jane Fletcher, manager of the Yorkshire Soap Company, said it was “an absolute thrill” to win the contest for a first time, especially as it was up against retail giants like Bettys.

She added:

“When people bring children to see the window and you see they are pointing and laughing at it then it is something magical.”

The annual awards, again organised by the Rotary Club of Harrogate and sponsored by Harrogate Business Improvement District, attracted about 30 entrants.

Clare Granger, the High Sheriff of North Yorkshire, presented the awards along with Mervyn Darby, president of the Rotary Club of Harrogate and Dan Siddle, chair of Harrogate BID.

Harrogate Business Improvement District has hired a public relations and communications officer.

Ed Horner, a former journalist at The Press in York, has joined the organisation and will be tasked with working alongside alongside the BID team, board directors and BID members to deliver its term two business plan.

He will also oversee the BID’s communications, as well as offering support on projects, campaigns and events.

Town centre businesses which fund the BID voted this year to continue to support it for another five years.

Investment management firm recognised at London awards

Redmayne Bentley has been recognised at the Investors’ Chronicle Celebration of Investment Awards.

The investment management firm, which has an office on Victoria Avenue near Harrogate Library, received the accolade for Best Wealth Manager for Tax Services at the event in London.

The awards recognise the best financial service providers, and winners are voted for by Investors’ Chronicle readers.

Nigel Bottomley, head of office of Redmayne Bentley’s Harrogate office, said:

North Pole Post Office returns to Harrogate for Christmas

Children can once again send their letters to Father Christmas this year, thanks to the return of the North Pole Post Office in Harrogate.

The seasonal initiative, which is back for its fourth year, is produced by Harrogate International Festivals and funded by Harrogate BID.

Located at the Harrogate International Festivals office on Cheltenham Parade, the North Pole Post Office – Harrogate branch – has been a key festive feature in the town since 2020, with bright lights, snow flurries, Christmas music and the all-important postbox, which receives thousands of letters every year.

Visitors can download a special letter and message from Father Christmas via the Harrogate International Festivals website or by scanning the QR code located next to the post box.

“Harrogate BID are thrilled to be sponsoring the North Pole Post Office again in 2023.

“It is a superb attraction that adds to the Christmas offer in Harrogate. It brings so many families into the town during the festive season and has become an annual tradition for many.

The North Pole Post Office is one of the key features in the town’s Christmas campaign this year, alongside the Christmas lights, the Christmas Fayre, the Candy Cane Express, the ice-skating rink, the Father Christmas Experience, and the open-top bus, which is a new addition this year.

“Originally conceived during lockdown, the North Pole Post Office continues to be one of our favourite community events. GALLERY: Harrogate’s Christmas lights are switched on

The festive season got underway in Harrogate town centre today when the Christmas lights were switched on.

The lights are organised by Harrogate Business Improvement District, which is funded by a levy paid by town centre traders. The levy pays for initiatives that encourage more people to visit the town, such as the lights.

As with recent years, today’s switch-on was a low-key ‘soft’ event rather than a public occasion.

The BID said previously it decided to go down this route based on feedback from members, which suggested they would prefer the organisation to spend its budget in “more impactful ways”.
