Tim Forber set to be North Yorkshire’s new top cop

Tim Forber,  the current deputy chief constable of South Yorkshire Police, has been named as the preferred candidate to become the next chief constable of North Yorkshire Police.

Zoë Metcalfe, the Police, Fire and Crime Commissioner for York and North Yorkshire, today announced she had identified Mr Forber to succeed Lisa Winward, who is retiring from the £154,000-a-year role at the end of March next year.

The appointment has been mired in controversy because Ms Metcalfe’s role will be abolished shortly after the candidate she hired is appointed.

The commissioner’s role will be taken over by whoever is elected Mayor of York and North Yorkshire in May 2024.

It means the new mayor will inherit a chief constable they didn’t appoint.

Lisa Winward will retire on March 31.

Ms Metcalfe rejected advice to delay the appointment by North Yorkshire Police, Fire and Crime Panel, which scrutinises her performance.

The Conservative commissioner has also complained about Tory mayoral candidate Keane Duncan, who she claimed used “inappropriate language” to influence her chief constable recruitment. An investigation found no wrongdoing.

Today Ms Metcalfe’s office issued a statement which said Mr Forber had been selected “following a robust recruitment process” that ended yesterday.

The two-day process on December 11 and 12 involved a presentation to local internal and external stakeholders, a media exercise and a panel interview. It also included candidates having to design a presentation based on the results of an online survey conducted by Ms Metcalfe.

‘The right qualities’

Mr Forber joined South Yorkshire Police as assistant chief constable in December 2016 and was promoted to deputy chief constable in June 2021.

Ms Metcalfe will now put Mr Forber to the North Yorkshire Police, Fire and Crime Panel on January 11.

“His depth of experience and commitment to collaboration and local neighbourhood policing across  rural and urban areas was clear from the interview process.

“I have every confidence he has the right qualities to drive forward North Yorkshire Police to be an outstanding service and to keep people safe and feeling safe.”

Police commissioner Zoe Metcalfe rejects appointing interim chief constable

North Yorkshire’s police commissioner rejected plans to appoint an interim chief constable in favour of starting a recruitment process despite being advised it could coincide with a mayoral election.

Lisa Winward, who is currently chief constable at North Yorkshire Police, will retire on March 31, 2024.

Conservative commissioner Zoe Metcalfe will appoint a permanent successor despite the commissioner’s office being abolished when a Mayor of York and North Yorkshire is elected in May 2024.

The mayor is set to take on police commissioner powers, which include the ability to appoint a chief constable.

In a report from Simon Dennis, chief executive at the commissioner’s office, he advised Ms Metcalfe that there was a risk that a recruitment timeline could slip into the pre-election period before the mayoral election.

But Ms Metcalfe announced that the recruitment process should start imminently as it was in the “public interest” to do so.

She said:

“I am keen to commence the recruitment process to ensure an appointment is made to take over the reins from chief constable Winward. This will ensure that North Yorkshire Police has inspirational, visionary and stable leadership at the helm providing strategic and operational leadership and resilience at a vital time for North Yorkshire Police”

“Whilst the decision is mine, I have not reached it without full and frank input from those who are qualified to advise me. In consultation with key national and local stakeholders, I am satisfied that it is in the public interest to launch the recruitment process.”

In a report, the commissioner was offered alternative options, which included appointing the deputy chief constable to the position until after the mayoral election or to appoint an interim chief constable.

The report said the option of appointing the deputy chief constable to the role should be given “serious consideration” as it would avoid “any measure of constitutional and/or political controversy”.

But it added that the commissioner “is known to be uneasy about a decision which would consequentially give rise to acting arrangements in the roles of chief constable, deputy chief constable and one assistant chief constable role”.

Ms Metcalfe turned down the alternative options in favour of starting a recruitment process.

Keith Tordoff, independent candidate for Mayor of York and North Yorkshire, said the move to start the search for a chief constable was “wrong”.

He said:

“The decision by Zoe Metcalfe is short-sighted, ill-informed, and not in the best interest of the people of North Yorkshire, or the police force itself.

“This is the wrong decision as Lisa Winward retires at the end of March, and a new mayor is elected just a month later in May.

“The mayor takes over as the police, fire, and crime commissioner, and needs to be part of the process of electing the successor that they will be working closely with.”

North Yorkshire chief constable announces retirement

The chief constable of North Yorkshire Police has announced she will retire after more than 30 years in uniform. 

Lisa Winward will step down from the £154,000-a-year role at the end of March 2024; her successor has yet to be named. 

She said she was “immensely proud to have been a police officer and public servant for 30 years”, adding:

“It was a very difficult decision to make but I feel that the time is right for me to retire.

“I will still be here for several months and look forward to saying goodbyes in person to as many people as possible who I have had the privilege to meet during my time in policing.”

Chief constable Winward began her policing journey as a volunteer special constable in York.

Following service through the ranks of constable through to chief inspector for Humberside Police, Lisa resumed her service to North Yorkshire in 2008, serving the City of York as chief inspector, superintendent and commander between 2009 and 2013. 

She has served in key roles at the heart of North Yorkshire Police including executive officer to the then-chief constable, head of uniformed operations, major crime, specialist operations, criminal justice, and force intelligence.

After leading the local policing portfolio as assistant chief constable throughout 2016, in February 2017 she became deputy chief constable at North Yorkshire Police. In August 2018, she was confirmed as chief constable.

Chief constable Winward is a graduate of the FBI’s National Academy development programme in leadership and policing, and during her time as a chief officer has been the lead on a number of national portfolios, including citizens in policing, women’s health, and menopause. She is a trustee for the Police Treatment Centre and the chair of the British Police Symphony Orchestra. She currently leads for the National Police Chiefs’ Council on intelligence, local policing and senior assessment, and in 2022 was awarded the Queen’s Police Medal for distinguished policing service. 

Paying tribute, North Yorkshire Police, Fire and Crime Commissioner Zoë Metcalfe said: 

“Her dedication of over 30 years of public service and collaboration has shone through whilst serving as a leader here at North Yorkshire Police and I feel privileged to have spent time working alongside such a remarkable individual.

Harrogate district criminals could apologise to victims rather than go to court

Criminals could meet their victims to apologise rather than go to court under a new restorative justice agreement in North Yorkshire.

The Community Remedy document aims to give victims of low-level crime and anti-social behaviour a greater say in how offenders should be held account.

The updated document was agreed by Chief Constable Lisa Winward and Zoë Metcalfe, the Conservative North Yorkshire Police, Fire and Crime Commissioner, after a six-week public consultation.

It lists actions that can be carried out without court proceedings by criminals who admit their wrongdoing.

The options include bringing victims and criminals together “in a safe and supported way” to allow greater understanding of each other.

Other options include criminals giving verbal or written apologies or signing acceptable behaviour contracts in which they pledge to improve their behaviour.

Those guilty of offences could also engage in reparations by repairing or paying for damage caused or litter picking, or agree to attend anger management programmes or mediation.

Ms Metcalfe urged victims to “carefully consider using the options so that offending can be addressed and community safety restored”, adding:

“Community Remedy provides a vital opportunity for victims to be consulted and input on the outcome and resolution to an anti-social behaviour offence.”

“The local options provide victims with the opportunity to ensure justice and reparation for an offence, as well as an important opportunity for perpetrators to learn about the impact of the offence and change their behaviour in the future, without being criminalised through court proceedings.”

Chief Constable Winward said Community Remedy “can be a more meaningful resolution to some victims and perpetrators than other criminal justice outcomes and can be more effective in keeping people safe and feeling safe”. She added:

“Anyone who has been a victim of a crime or anti-social behaviour will inevitably feel the impact of that event in some way.

“In some cases, just being able to share how it made them feel with a perpetrator or for a perpetrator to reflect on their actions and offer to put things right can be extremely powerful in the healing process and allow people to move on.”

Community Remedy will only be used when criminals admit their offence and both parties agree to take part.

Concern over North Yorkshire Police’s ability to keep people safe, say inspectors

Inspectors have raised concern over North Yorkshire Police’s ability to keep people safe and reduce crime.

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services undertook an inspection of the force in October 2022 for its effectiveness and efficiency.

The report, published today, rated the police as inadequate in good use of its resources.

Meanwhile, the force was rated as requires improvement for responding to the public, investigating crime, protecting vulnerable people and developing a positive workplace.

However, it was assessed as adequate for preventing crime and managing offenders. It was rated as good for treatment of the public.

Concern over police performance

In his report, Roy Wilsher, inspector of constabulary, raised concern over how the force kept people safe and reduced crime.

In particular, he said senior leaders did not have enough oversight of human resources and IT or of the “impact that failures in these areas have had on policing services”.

Mr Wilsher said the force did not have enough trained detectives and pointed out there was  “only a limited plan to address this”.

He added that the force should improve the speed with which it answers and responds to emergency and priority calls.

The speed of responding to 999 calls was criticised.

However, Mr Wilsher said that North Yorkshire Police worked well with other organisations to safeguard vulnerable people.

He said:

“I have concerns about the performance of North Yorkshire Police in keeping people safe and reducing crime. In particular, I have serious concerns about its strategic planning and organisational management.

“Senior leaders in the force need to ensure they have effective oversight of its enabling services, such as IT and HR functions. Failures in these areas impact the service the force provides.

“North Yorkshire Police also needs to improve the speed with which it answers and responds to emergency calls. The force is well below the national standard, with only 41.9 percent of 999 calls being answered within 10 seconds.

“However, we did find that the force works well with partner organisations to safeguard vulnerable people. We found good examples of the force working with other organisations to divert young people away from offending and to reduce the vulnerability of people who may become victims of crime.

“Although I have concerns about corporate processes, I am pleased that the force has accepted our findings and is engaging with us and other partner organisations to ensure improvements are made. I remain in regular contact with the chief constable and will monitor the force’s progress towards addressing the cause of concern and areas of improvement I have established.”

In response, Lisa Winward, chief constable at North Yorkshire Police, said the force had recently approved a £1.8 million investment in its force control room to help tackle call response times.

She said:

“The report highlights a number of areas that the force delivers well but also reports on a significant number of areas that require improvement. A number of these relate to the corporate capacity and capability of the organisation linked to workforce planning, governance, performance management, financial planning, and the overall efficiency and effectiveness of our shared enabling services.

“They told us that while the right actions might be taking place on the ground by our people, they were not able to find sufficient evidence of how this was directed and overseen through our governance structure.

“The inspectors told us that every single person they spoke to was committed, fully engaged in their work and doing a really good job in difficult circumstances. They told us that our people take pride in being part of North Yorkshire Police and that there is a strong sense of belonging in the force.

“Since we received the hot debrief from HMICFRS in October 2022, we have been working at a pace to address the issues that they have raised so we can focus on our core responsibilities to the public.

“The Organisational Improvement Plan that we have put in place focuses on achieving the standards required to deliver a good service to our communities. The force has been through a significant period of change since our last inspection in 2018, and in particular to our corporate services where our inadequate grading has been identified. We are investing heavily to make these changes.”

Meanwhile, Zoe Metcalfe, the Conservative North Yorkshire Police, Fire and Crime Commissioner, said she expected to see “immediate change” in police response to call times after approving a £1.8 million investment in the force control room.

She added that she was “more than disappointed” with other findings in the inspector’s report.

She said:

“I’m more than disappointed with other findings in the report and I’m sure members of the public will be too. It’s unacceptable that North Yorkshire Police requires improvement in multiple areas, in particular its strategic planning, organisational management and value for money – clearly more needs to be done and is being done as I continue to hold the chief constable to account. Our police force needs to do significantly better.

“I’m confident that the chief constable is overseeing significant transformation work within North Yorkshire Police to improve these outcomes, and that since October 2022 has implemented a trusted organisational improvement plan that can be effective at pace.”

North Yorkshire Police announces force review amid £14 council tax hike

North Yorkshire Police has announced it is to consider a major overhaul of how it operates to boost visible frontline policing amid a £14 hike in its share of council tax.

Conservative North Yorkshire Police, Fire and Crime Commissioner Zoe Metcalfe and force chief constable Lisa Winward made the announcement as they revealed they would ask residents to pay 4.99% extra council tax for the service, despite leaving more than 120 posts vacant.

A meeting of the North Yorkshire Police, Fire and Crime Panel yesterday was told the review could lead to an increase in uniformed officers attending incidents such as burglaries.

Ms Metcalfe told the panel of North Yorkshire and York councillors and experts that inflation was set to present an ongoing challenge to the force’s finances, so an operational and organisational review of the force would be undertaken for the first time in eight years.

She said the review would aim to deliver the best possible frontline and visible policing services, while a pause on the recruitment of police community support officers would create an opportunity to “redesign neighbourhood policing”.

However, the commissioner added she would be expecting the chief constable to “grip the force’s finances tightly”.

Two members of the panel highlighted that the force would be asking the average band D householder to pay £14.03 extra “when they will actually be getting less in terms of 50 less PCSOs and 74 less staff”.

The band D £295.08 demand will mean an average rise of more than £90 in the amount residents are obliged to pay North Yorkshire Police to cover the cost of the police service not paid for by central government over the last decade.

Chief constable Lisa Winward said there had been a huge change in the nature of demand since the force’s last overhaul in 2015, including “a massive increase in technology and the seizure of technology, an increase in child abuse and rising online crime”.

She said:

“The sort of work that our officers are now doing predominantly has changed since 2015. We have tried within the existing budget to investigate and deliver a high-quality policing service.

“We really need to go back to the core of policing, investigation, arresting by people and being physically present in our communities.”

The meeting heard despite focused recruitment campaigns the force had been unable to recruit PCSOs as people were either joining the service as officers or were seeing “more favourable jobs” elsewhere, so the police budget needed to be spent elsewhere.

The meeting was told the precept increase would also be used for “urgent” service improvements, such as £1.9m extra to improve 999 emergency call handling times, 101 call handling time, and expand means of the public contacting police.

The report states: 

“Demand profiling has identified that in comparison to other forces, North Yorkshire Police have a significantly smaller workforce in the control room than other comparable forces.”

Costs facing the force are expected to increase by £18m, mainly due to pay rises and inflation.

With a £1.5m injection it is proposed to boost frontline uniformed response teams, which will see the number of officers rise to 1,645.

After the meeting, the panel’s chairman, Cllr Carl Les, said he did not believe it was a case of people paying more for less, but rather that residents would be paying more because of inflation, for a service that would be different in future.

He said:

“I think at the moment it is the only thing the commissioner can do. We really are between a rock and a hard place this year in budget-setting terms.

“We know that there is a cost of living crisis and how hard it is going to be for some people to pay any increase whatever that might be, but equally all the services are facing the same sorts of pressures we are.”

Met Police serial rapist case ‘abhorrent’, says North Yorkshire chief constable

North Yorkshire Police’s chief constable has described the case of a Metropolitan Police officer who raped 12 woman across two decades as “absolutely abhorrent”.

David Carrick, 48, admitted dozens of rape and sexual offences against his victims while serving in the force.

He was sacked today following a misconduct hearing.

Speaking at a Harrogate Borough Council overview and scrutiny meeting last night, Lisa Winward, chief constable of North Yorkshire Police, said Carrick was not “one of us”.

She said:

“The story that has been in the media today in relation to the Metropolitan Police officer is absolutely abhorrent. 

“It is not something that we would associated with someone who is employed to keep people safe and enforce the law.”

Ms Winward added:

“These sort of cases are a shock to people who work in policing and care about policing and we don’t deem those individuals who involve themselves in that sort of behaviour to be one of us.”

This morning, Met commissioner Sir Mark Rowley apologised and told the BBC that opportunities were missed to remove Carrick from his position.

The news comes as it was revealed at a police, fire and crime panel last week that more than half of recorded violent crimes in North Yorkshire and York are against women and girls.

He said the statistics for North Yorkshire were almost exactly the same.

Mr Dennis said a full picture of the scale of violence against women and girls was difficult to outline due to under-reporting, which was a known issue being addressed by public sector organisations across North Yorkshire and York.

Ms Winward told a meeting the under-reporting of such offences meant the known incidents were “just the tip of the iceberg”.

Ms Winward told the area’s police, fire and crime panel watchdog the force was aiming to expose what has been a hidden crime by talking with victims even if they do not wish to report an offence.

Chief constable Winward, who has led the force since 2018, was speaking following a report by police, fire and crime commissioner Zoe Metcalfe about the force’s progress against its strategy for addressing violence against women and girls, particularly in the wake of the murder of York woman Sarah Everard.

Last October, a year on from her predecessor Philip Allott being forced to resign after saying women needed to be more streetwise, the commissioner outlined various initiatives launched to improve women’s safety and ensure that they are listened to.

Ms Metcalfe told the panel a new victims’ centre was being developed on the outskirts of York to house North Yorkshire’s sexual assault referral centre and child sexual assault assessment services alongside a video-recorded interview suite for victims.

“This is a hidden crime across society, nationally and in North Yorkshire, predominantly in domestic settings we find a significant amount of under-reporting because of the fear of police involvement, the fear of reprisals on the victims and this is why we are very closely linked to the national agenda violence against women and girls agenda.

“I think it is the tip of the iceberg, the figures that we have talked about. I think it is about engaging with the victims, sometimes privately, even though they might not want to publicly report or speak about it, so we can get to the root cause of the problem.”

After the meeting, the panel’s chairman, Cllr Carl Les, said despite evidence of improvements in the police response to violence against women and girls the panel would continue monitoring the force’s progress in “ensuring that they are doing what is right for the female members of our community in particular”. He added:

“Clearly this is still a matter of interest and of great concern.

“I think Commissioner Metcalfe has made some good advances on this, but as the chief constable said it’s almost like the tip of an iceberg. Police are now starting to understand more about the problem and therefore they’re putting some mitigating actions into place.”

Award for woman who saved lorry driver’s life on A1(M) at Boroughbridge

A woman has been recognised for bravery after saving a lorry driver’s life on the A1(M) at Boroughbridge.

Evie Armitage intervened after the driver suffered a heart attack and crashed into the central reservation on the morning on December 9, 2021.

For 11 minutes, she provided life saving CPR before paramedics arrived.

The driver was taken to hospital for urgent treatment and made a full recovery.

Evie and four North Yorkshire Police officers were recognised by the Royal Humane Society for bravery this month.

“These commendations recognise the bravery and selflessness of those who put themselves at risk to save the lives of others.

“The courageous actions of the recipients are an inspiration to us all, and I was proud to be able to honour them in this way.”

Evie was recognised alongside PCSO Felicity Wilkinson, who was first on the scene following reports of a man in distress on the wrong side of a bridge over the A1(M) near Scotch Corner on August 3, 2021.

She made the scene safe and spoke to the man, before PC Michael Smith, PC Steven Gardner and PC Alan Fenney arrived, and they grabbed hold of him to prevent him falling.

They held on to the man for 10 minutes while further officers made their way to the location. They were eventually able to pull him on to the right side of the bridge, and he was taken to hospital.

North Yorkshire Police reveals scores of detective vacancies

The chief constable of North Yorkshire Police has revealed it has vacancies for about a third of detectives it needs.

Lisa Winward, chief constable of the force, said while police had acted at speed in recent months to correct failures identified in an inspection by Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services, it had scores of vacant detective posts.

The inspectors concluded investigations, including those involving missing children and child sexual exploitation, were being handed to inexperienced officers who lacked support.

The inspectors found the force needed to improve speaking to children, recording their behaviour and demeanour, listening to their concerns and views, and using that information to make decisions about their welfare.

Ms Winward highlighted the force’s significant staffing issues to a meeting of the North Yorkshire Police, Fire and  Crime Panel after commissioner Zoe Metcalfe was asked if she was reassured enough skilled officers were undertaking investigations.

Mrs Metcalfe replied that she definitely was, before adding there was “gaps in resourcing for North Yorkshire Police”.

She said:

“Every effort is being done to address that and make sure all the police officers have the skills they need.”

Ms Winward, who has led the force since 2018, said the question was “really relevant”, before adding “we don’t have enough resources”.

The chief constable added the force was doing everything it could to speed up the process of people becoming detectives and was opening up new routes to recruit graduates and those solely interested in becoming an investigator.

Efforts to turn around staffing shortages include the force looking at becoming one of the first non-Metropolitan forces to introduce direct entry for detectives from next year, as it had been proven to be an effective means of attracting the right people into policing.

Ms Winward said a third of the force’s total capacity of detectives still needed to be recruited.

She said:

“That’s about 40 posts for detectives across the force.”

The meeting was told the force had introduced a policy to ensure investigations could no longer be handed to someone lacking the requisite skills.

The chief constable said the force had taken the findings of the inspection “extremely seriously”, particularly as “protecting children in our communities is the most important thing we can do as a police service”.

Selby councillor and former police officer Tim Grogan said he had been disturbed to learn the force’s officers had “been taught by emails and internet distant learning packages”.

The meeting heard all officers received face to face training as well as interactive lessons.

After City of York Council leader Councillor Keith Aspden asked the commissioner if she was assured the service was now listening to the views of children, Mrs Metcalfe replied: 

“Absolutely, 100%. They really are taking account of children’s views. They are the centre and they need to be listened to.”
