Study grants open to Harrogate district students

Students in the Harrogate district are being invited to apply for grants to fund study equipment and travel.

The grants have been made available by Haywra Crescent Educational Trust, which has around £1,000 to share, and are available to those taking post-16 education courses.

The money is available through the proceeds of the sale of a former education property in Haywra Crescent, Harrogate.

As part of the scheme, eligible students can apply for a small sum to go towards books, equipment or fund travel that relates to study.

The fund, which is administered by North Yorkshire County Council, is available to those who are who are studying at schools, colleges and universities outside the Harrogate borough.

Transport chief still ‘committed’ to Harrogate Station Gateway, despite inflation fears

North Yorkshire County Council remains “committed to moving forward” with Harrogate’s £10.9m Station Gateway project — with work set to begin November 2023.

It follows mounting concerns over the increased cost of building materials and how inflation will impact delivery of the long-awaited scheme.

Conservative councillor Keane Duncan, executive member for highways at the council, told the Local Democracy Reporting Service the scheme will go ahead but “elements could change” due to inflationary pressures and feedback from the latest public consultation.

Last month, Cllr Duncan sent a letter to David Simister, chief executive of Harrogate District Chamber of Commerce, that made 10 pledges to the Harrogate business community following feedback.

These included a commitment for the new council to hold a full parking review and for regular meetings to take place during construction between business owners and the building contractor Galliford Try.

Cllr Duncan added:

“I have also made clear that if we need to change elements of the scheme due to inflationary pressures, we will not compromise on quality.

“The third consultation attracted more than 5,000 individual comments. This is a significant response, and it has taken longer than expected to consider all these responses in detail. I feel it is right and proper, however, that they are given the due attention they deserve, and this process can only strengthen the final design.”

The gateway project has been in development for three years and aims to make the town centre more accessible to cyclists and pedestrians.

But measures such as reducing Station Parade to one-lane traffic and a part-pedestrianisation of James Street have proved to be unpopular with some business leaders in Harrogate.

Inflationary pressures

Since the project won government funding through its Transforming Cities Fund with an expected budget of £7.9m, inflation and the cost of building materials have led councils across the country to revaluate major building projects.

Last week, West Yorkshire Combined Authority announced that projects including the Bradford to Shipley Corridor, South East Bradford Access Road, Halifax Station Gateway, Leeds Inland Port were due to be “paused” indefinitely for financial reasons.

Mr Simister told the Local Democracy Reporting Service he was unsure if the scheme in Harrogate would be delivered.

A further obstacle was placed in front of the council this year when the property firm Hornbeam Park Developments threatened a judicial review after claiming a council-run consultation on the proposals was “unlawful” — which the council rejects.

Mr Simister said:

“We first discussed the gateway proposals in February 2020, that’s coming up to three years. It’s an awfully long time.

“With inflation rising you wonder about costs. The economy is conspiring against them and there’s also the threat of judicial review.

“I do want to see investment in Harrogate town centre but costs are going up. The council has guaranteed it will be a quality project. They are going to have to do more for less.”

“We are continuing the dialogue with Keane Duncan. I value the relationship we have with him but he does have to listen. Our door is open for him, but we’ll see what happens.”

Viper Rooms: council issues statement after repossessing Harrogate nightclub

North Yorkshire County Council has said it acted in the “best interests” of taxpayers after it repossessed Harrogate’s Viper Rooms.

Bailiffs acting on behalf of the council entered the Parliament Street nightclub on Friday and changed the locks.

Notices pinned to the doors said any attempt to re-enter the premises would result in criminal or civil proceedings.

It prompted the club to announce on social media, hours before it was due to open, that it had closed with the loss of 30 jobs.

The venue, which was Harrogate’s last remaining nightclub, is part of the Royal Baths commercial investment portfolio acquired by the council for £9 million in 2018.

The club is part of the Royal Baths.

Gary Fielding, corporate director for strategic resources at the council, said in a statement to the Stray Ferret:

“We are unable to discuss details about specific cases that North Yorkshire County Council is involved in.

“However, we will pursue our policies that protect the best interests of North Yorkshire’s taxpayers, and will therefore act accordingly.”

The council has been under pressure to generate better returns on the Baths.

It was described as an “underperforming trophy asset” by one councillor last year because of its low rate of investment returns.

Last month the council warned it would take a tougher line on tenants following further poor investment returns.

Mr Fielding said the council “has done all it reasonably can to support its tenants” through covid, adding:

“We work with our tenants to understand their circumstances in order to maximise the income into the council.

“However, it is not the council’s responsibility to support tenants indefinitely, and if businesses are not sustainable then we work with tenants to bring tenancies to a close.”

 

 

 

More crossings needed in Oatlands area, says Harrogate councillor

More crossings should be installed on Oatlands Drive to make cycling and walking safe, says a Harrogate councillor.

Cllr Pat Mash, who represents Stray, Woodlands and Hookston on North Yorkshire County Council, said she welcomed new plans for a toucan crossing on Wetherby Road.

The authority revealed the proposal for the junction at Slingsby Walk this week.

But, Cllr Marsh said more crossings were needed on Oatlands Drive and Stray Rein following the announcement of the Wetherby Road installation.

She said:

“I have been pushing for this for sometime. However it does not go far enough crossings should be created  across Oatlands Drive and Stray Rein to ensure pedestrian and cyclists have safe access and hopefully it would encourage more people to use this as a cycle route. 

“I am not too sure traffic signals are right on such a busy road as Wetherby Road. Maybe a well signposted pedestrian crossing, but then it is about the safety of all. 

“This would have more benefit to the cycling community than the cycle way proposed on Oatlands Drive which is in such isolation from the rest of the community. At least Slingsby Walk would achieve more connectivity.”

North Yorkshire County Council has proposed the Wetherby Road crossing, which would cost £75,000, which it says could “double the number of people using a popular cycling and walking route”.

However, council officers have conceded that it will likely cause further delays for motorists in the area.

While an additional crossing would place extra pressure on the network, this needs to be weighed against the benefit to pedestrians and cyclists that already use this location and those that would if there was a formal crossing.”

Council defends bid to create doomed investment zones in Harrogate district

The leader of North Yorkshire County Council has defended its decision to support the government’s doomed investment zones.

The council submitted expressions of interest to create 11 zones, including three in the Harrogate district at junction 47 of the A1 near Knaresborough, business park Potter Space Ripon at junction 50 of the A1 and Harrogate Convention Centre.

The zones, which were a key policy under former Prime Minister Liz Truss’ administration, were supposed to benefit from tax incentives and liberalised planning regulations.

But some environmental groups expressed concerns about their potential impact on nature and the landscape.

Chancellor Jeremy Hunt announced in his autumn statement the scheme would be focused towards research and the council’s proposals would no longer be taken forward.

Cllr Carl Les, leader of North Yorkshire County Council, said the authority remained “committed” to economic growth in the county despite the decision.

He said:

“We understood when making our submission that the investment zones proposal was at a very early stage and that there were no guarantees.

“However, we are committed to seeking opportunities to support sustainable growth whenever possible, so we believed there was value in presenting an expression of interest relating to suitable sites around North Yorkshire. These sites were selected following discussions with colleagues in district and borough councils.

“All the sites put forward for consideration are locations that have already been earmarked for commercial development to support business growth and job creation. While the proposed benefits of investment zones may have been attractive to new businesses, we will continue to work with our partners to support economic growth across the county.

“In Harrogate, the convention centre is the subject of a bid to the government’s Levelling-Up Fund. We hope to learn the outcome of this bid shortly.”

£11.2m Harrogate Station Gateway scheme delayed for another year

The £11.9m Harrogate Station Gateway scheme has been delayed again and is now not due to start for another year.

In an update yesterday, Cllr Keane Duncan, North Yorkshire County Council’s executive member for highways, said it remained “committed” to the controversial project.

But he added the council was still evaluating the results of the third round of consultation, which ended in August, and would ask Harrogate and Knaresborough councillors for their views before deciding whether to proceed.

Information attached to the summer consultation said it was “anticipated that construction would begin in winter 2022/3 for approximately 12 months”.

The council is now, however, saying work will start in late 2023.

Cllr Duncan said:

“We remain committed to moving forward with the gateway scheme, which represents more than £11m of investment into Harrogate.

“The most recent consultation attracted more than 2,000 responses, almost twice the number from previous consultations, as well as more than 5,000 individual comments. We thank all those who took part.

“The results of this consultation show opinion is finely balanced. Full evaluation and consideration of the responses is being completed and we will publish these early in the New Year.

“Following this, we will ask Harrogate and Knaresborough councillors for views on their support for a scheme that could be transformational for the town, and whether they want it to go ahead.

“Subject to final approvals, it is anticipated construction will begin late in 2023.”

The Stray Ferret asked the council about the scheme as there had been no updates since the summer consultation and work was due to begin anytime now.

We also asked whether the threat of a judicial review, which was raised by the owner of Hornbeam Park this year, remained but Cllr Duncan’s statement did not address this.

Latest delay in controversial saga

The Station Gateway was hailed as the “greatest investment in decades” in Harrogate town centre by Cllr Duncan’s predecessor, Cllr Don Mackenzie, when funding was secured from the Department for Transport.

It would see part of James Street pedestrianised and part of Station Parade made single lane, as well as significant changes to the public realm near the Victoria monument.

The government department had set a deadline of March 2023 for completion and work was due to have started in spring this year and last for a year.

But in January this year it was announced the scheme had been pushed back a year and now the same thin has happened again.

The project is one of three in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund to promote active travel.

North Yorkshire County Council, Harrogate Borough Council and West Yorkshire Combined Authority all support the gateway.

It has divided opinion with supporters saying it would boost cycling and walking as well as modernise the area around the train station.

But critics argue it could increase traffic delays and disrupt town centre business.

 

Wetherby Road crossing ‘likely to cause further delays’ for Harrogate drivers

A new crossing on Harrogate’s Wetherby Road is likely to cause “further delays” for drivers, a county council officer has said.

North Yorkshire County Council yesterday revealed plans to install a toucan crossing on the road next to Slingsby Walk on the Stray to encourage walking and cycling in Harrogate.

The crossing would be the fourth set of lights in less than a mile between the Empress roundabout and the Woodlands junction, which is already one of the most congested stretches of road around Harrogate.

In a report outlining the proposal, Barrie Mason, assistant director for highways and transportation, accepted the move would likely increase pressure on the road network.

He added there were also officer concerns over “existing traffic congestion on this section of Wetherby Road”.

However, he said that the measure had to be balanced with the benefit that it would offer to both pedestrians and cyclists.

Slingsby Walk

Slingsby Walk is popular for walkers and cyclists.

Mr Mason said:

“Any additional crossing of the A661 Wetherby Road will likely cause further delays for people travelling on the road.

“It is felt, however, that the signalised crossing would be of benefit to pedestrians and cyclists and the safety and movement of vulnerable road users should be prioritised in this location in order to achieve a better balance between travel modes.”

Mr Mason added that the measure has the potential to more than double the cyclists on Slingsby Walk.

According to the report, a cycle count in the area on a single day in 2021 counted 84 cyclists.

Mr Mason said:

“Given the route’s geography, it is highly likely that most of these cyclists reached the A661 at the proposed crossing point location.

“The proposed crossing is thought to satisfy a key desire line for present and future cyclists.”

This is clear in the Harrogate area through our Transforming Cities Fund gateway project and Active Travel Fund schemes to develop a safe, accessible network for cyclists and pedestrians.

“The Slingsby Walk crossing could offer a significant addition to the town’s infrastructure, providing a safe, formal crossing point for pedestrians and cyclists who might be hesitant about using the link at the moment.”

“If we want to achieve our zero-carbon economy targets, we need to invest in sustainable travel options and help make them as safe as possible.

“Introducing a road crossing on Wetherby Road at Slingsby Walk will ensure people have safe access between the east and west of Harrogate town centre. Especially as this route is frequently used by young people accessing the nearby schools.

“I’d like to thank North Yorkshire County Council as well as Councillor Keane Duncan for considering this proposal.”

Union issues warning about directors’ redundancy pay at Harrogate Borough Council

Unison is to write to Harrogate Borough Council today warning them not to offer senior managers more favourable redundancy terms than other staff when it is abolished.

Seven district councils, including Harrogate, and North Yorkshire County Council will cease to exist on April 1, when they will be replaced by the new North Yorkshire Council.

All staff, except the chief executives, are due to transfer to the North Yorkshire Council under TUPE regulations.

But Hambleton District Council has agreed to pay £767,065 to four senior officers who decided they do not wish to work for the unitary North Yorkshire Council after April 1.

The payments were agreed even though the four directors had been assured they would be offered “suitable roles” at no financial loss to themselves when they transferred to North Yorkshire Council .

This has prompted trade union Unison to write to all the councils demands all staff be treated the same.

A spokesman for the North Yorkshire branch of Unison said:

“We will be writing to all the district/borough councils later today to advise them that if they are minded to follow Hambleton we will expect them to offer packages to all staff and not just those on big salaries.”

Harrogate Borough Council’s chief officer employment committee is due to meet tonight to discuss awarding chief executive Wallace Sampson a £101,274 redundancy package.

Mr Sampson would receive a contractual redundancy payment of £71,633 plus £29,641 for a 12-week notice period he will not have to work.

Mr Sampson’s exit package is considerably less than that announced so far for other chief executives who will leave their jobs on March 31.

Selby District Council chief executive Janet Waggot is to receive a redundancy package worth £210,000 and Hambleton District Council’s chief executive, Justin Ives, is to receive a £225,000 settlement.

New Harrogate district housing plan should not be ‘tickbox exercise’, says councillor

A new plan for housing across the Harrogate district should not be treated as “a tickbox exercise”, says a local councillor.

Senior councillors are set to back drawing up a new county-wide Local Plan ahead of the creation of North Yorkshire Council on April 1.

The blueprint would look ahead for a minimum of 15 years, and at least 30 years in relation to any larger scale developments, such as new settlements or significant urban extensions. It would encompass all areas of the county outside the national parks.

Cllr Arnold Warneken, a Green Party councillor on North Yorkshire County Council, told the Stray Ferret that the document had to look at the “bigger picture”.

He said the county council was in a position to be able to use the plan as a means of promoting sustainable homes, solar panels and affordable housing which is energy efficient.

Cllr Warneken said:

“We are not ticking boxes with this.

“We have to think of this as a bigger picture. It’s not just a case of putting this plan in place, it needs to be at the forefront of it all.”

Meanwhile, Cllr Stuart Parsons, leader of the North Yorkshire Independent group on the county council, said the plan should also include a ban on fracking.

He added that the blueprint needs to take into account rural areas and health inequalities.

North Yorkshire County Council will be recommended to approve creating a new county-wide strategy at a meeting of its executive on December 13.

Cllr Matt Walker, Liberal Democrat councillor for Knaresborough West, said the move to create one plan was “common sense”.

He said:

“It is just common sense that we would think again about how and where we develop now we are part of the new North Yorkshire authority.

“Harrogate and Knaresborough has seen a huge amount of building in recent years. It has put too much strain on our roads and health services. We do need good affordable local housing, but we have to have the infrastructure to go with it. Now we are one authority, we need one local plan that addresses these issues.”

Harrogate Town Council should oversee planning

Chris Watt, vice-chair of Harrogate and Knaresborough Labour party, said a Harrogate Town Council should be set up to oversee such planning matters.

He said:

“We need more genuinely affordable and sustainable homes, with proper provision of social housing and decent infrastructure.

“With more empty business premises due to the Tories crashing the economy, we should also be looking to see if any of those can be turned into affordable accommodation for people struggling with the cost of living crisis.

“We are concerned that without a new Harrogate Town Council in charge of these matters, decisions taken by the new North Yorkshire Council in Northallerton will ignore the needs of Harrogate and Knaresborough.”

ConservatIve Cllr Simon Myers, executive member for housing and growth on the council, said the plan would help towards the council’s “ambitious targets” on climate change.

He said:

“The plan will be vital to the new North Yorkshire Council’s ambitions to deliver sustainable economic growth, through good homes and jobs, as well as the best facilities and infrastructure for everyone who lives or works in the county.

“Planning guidance will also play a key role in meeting our ambitious targets to tackle climate change. In addition, it can support other services in meeting the needs of our many communities at a local level, taking into account everything from transport and education to housing, health and social care.”

Harrogate district Local Plan set to be scrapped

Harrogate Borough Council currently has its own Local Plan which outlines where development can take place across the district until 2035.

It is due to be reviewed by 2025 but this looks set to be scrapped because of the creation of a new unitary authority North Yorkshire Council and the abolition of Harrogate Borough Council on April 1.

However, a report to councillors who will decide whether to accept the recommendation says a review of the proposed Maltkiln development, which could see up to 4,000 homes built near Cattal, will continue as planned.
