Traffic to our site and app soared this week — not, alas, because of our painstakingly assembled mayoral candidate interviews — but because of an influx of celebrities in Harrogate.

Firstly, James Bond star Pierce Brosnan was spotted drinking in the Fat Badger. A colleague was gutted to later discover she was there at the same time, and even more gutted when she found out four days later she’d missed him again at Rudding Park.

Then Morrissey added to his elusive magic by being photographed on a remote street called Cut Throat Lane in Shaw Mills, which seemed about as likely as the Otley Road cycleway expansion being revived — which then proceeded to also happen this week.

Perhaps the only quirkier story was the news that it’s now council policy to eliminate all apostrophes from road signs. I’ve been canvassing reaction, which you can read here.

Rachel Woolford, who owns fitness venture North Studio on Cold Bath Road in Harrogate, was catapulted into fame this week when Lord Sugar hired her on The Apprentice, which led to another spike in traffic on Thursday night.

Here’s a story worth keeping an eye on: North Yorkshire Council issued its ‘call for sites’ this week as part of the process to draw up a new planning blueprint for the county. Where the boundaries are drawn will have huge significance for years to come.

Otley Road cycleway in Harrogate to be extended

The Otley Road cycleway in Harrogate is to be extended, a meeting heard last night (April 17).

The cycleway was conceived as part of wider plans to form a safe off road cycling route from Harrogate town centre to Cardale Park.

The first phase from Cold Bath Road to Harlow Moor Road, was constructed at a cost of £2.2 million but North Yorkshire County Council scrapped plans for the second phase last year.

Cllr Keane Duncan, the Conservative executive member for highways and transportation at the council, said at the time none of three options put forward proved popular with cyclists, walkers or motorists — despite cyclists highlighting how a consultation revealed more people were in favour of going ahead than not.

However, last night’s spring meeting of Harlow and Pannal Ash Residents Association heard that although there were no plans to revive the second phase, the third phase would go ahead.

Hapara chair Rene Dziabas said it had been informed of the news by North Yorkshire Council, which succeeded North Yorkshire County Council in April last year.

Mr Dziabas told the meeting, which was attended by council highways officials, the 1.1km phase three would be built on the north side of Otley Road between Harlow Moor Road and the western edge of Harlow Carr.

It would be a two-way shared cyclist / pedestrian route measuring three metres wide, he said.

He added five trees and about 1,500 square metres of grass verge would be lost as part of the scheme and there would be toucan crossings at Beckwith Head Road/Crag Lane and Cardale Park junctions.

The cycleway will be funded by developers who are in the process of building 4,000 homes in the west of Harrogate.

Mr Dziabas said:

“Just about everyone thought because phase two had been cancelled, phase three wasn’t going ahead. It’s going ahead. We have had it confirmed by highways.”

He added there will be no specific public consultation on phase three, which will be considered as part of a far broader west of Harrogate traffic assessment.

A leaflet by Hapara said:

“The general view of this scheme is that it will not deliver any real benefits to mitigate against the high levels of traffic on Otley Road which is how it was sold when initially launched.

If the intention is to get more people cycling, which is a perfectly sensible aim, this scheme seems to be an expensive way of delivering the
objective.”

It added:

“No timescales are available at the moment, but North Yorkshire Council has indicated that they wish to see phase 3 constructed prior to the occupation of dwellings on the relevant major sites, including H49 and H45. This could be years away but meanwhile design studies will continue.”

Harrogate’s Otley Road cycleway has cost £2.2m so far

The Otley Road cycleway in Harrogate has cost £2,234,000 so far  — almost triple the amount awarded to contractors to construct the first phase.

Hull civil engineering firm PBS Construction was awarded £827,000 in 2021 to build phase one from Harlow Moor Road to Cold Bath Road.

The much-criticised route opened in January last year but subsequent remedial work and design fees for phase two of the project — which has since been scrapped — increased the cost significantly.

The widening of the Otley Road and Harlow Moor Road junction was the main remedial work.

The figures are contained in a North Yorkshire County Council report, which raises questions over whether the council had sufficient funds to complete the second phase of the scheme.

Councillor Keane Duncan, the Conservative executive member for highways and transportation at North Yorkshire County Council, said phase two had been dropped because it lacked public support.

But the report reveals the council has just £565,000 remaining of the £4,275,000 it secured in 2018 from the government’s National Productivity Investment Fund for measures that enabled development and business growth in west Harrogate

According to the document, council officers received “multiple reports” about the design and construction of the cycleway from residents and groups such as Harrogate District Cycle Action after it opened. It adds:

“These were then reviewed with our design consultants WSP, and a list of remedial works have now been prepared.

“These remedial works were planned to be completed in the early part of 2023. However, in May 2022 the fibre optic network company City Fibre contacted North Yorkshire County Council with a request to install fibre optic cables down the full length of the newly constructed cycleway.

“We have negotiated with City Fibre to reinstate the full width of the cycleway at their expense. We will therefore carry out our outstanding remedial works once City Fibre have installed their apparatus.”

The report adds £60,000 of the remaining funds are expected to cover these remedial works.

The council has said it will come up with new traffic calming measures in the west of Harrogate to compensate for scrapping phase two of the scheme, which would have extended the cycleway from Cold Bath Road towards Beech Grove.

It still has aspirations to construct phase three out of town to Cardale Park at an unspecified time in the future.

North Yorkshire County Council’s highways area manager Melisa Burnham said:

“Although construction costs increased to £970,000 following completion, this was still within our anticipated budget. The increase was a result of additional design works and remedials found whilst on site.

“The remaining costs include design, feasibility, surveys and utility diversions required to deliver phase one and two of the cycleway, and the Harlow Moor Road junction improvement to date.”
