Harrogate

The long-term gas works on Crescent Road In Harrogate town centre are due to be paused this week.

Motorists are still unable to turn left at the Parliament Street junction and traffic coming the opposite way on Ripon Road is unable to turn right but by next week the restrictions should have ended.

Roadworks near the Harrogate Town ground on Wetherby Road in Harrogate are due to end today.

According to North Yorkshire County Council’s roadworks map, two sets of traffic lights will be active on Skipton Road, between the Empress roundabout and King’s Road.

The top of Woodfield Road is also closed to traffic leaving Skipton Road, though open to vehicles leaving Woodfield onto Skipton Road. Those works are scheduled to end today.

Kingsley Drive remains closed between Birstwith Road and Rydal Road until November 6. There are also temporary traffic lights on Kingsley Road while work continues to create an access road to the new housing development.

Knaresborough

Traffic lights on the A59 York Road near the junction with the A658 in Knaresborough are due to remain in place until November 11.

Yorkshire Water has installed four-way traffic lights as it lays a new water main for a housing development.

Kirkgate Road in central Knaresborough is closed today for works to the kerbs.

Several sets of two-way traffic lights are in place along the A6055 Boroughbridge Road between Knaresborough and Minskip.

Branton Lane in Great Ouseburn is closed until next Friday while Yorkshire Water lays a new main.

Ripon and Nidderdale

In Ripon, roadworks are due to conclude on Heckler Lane and New Road today.

Stumps Lane in Darley is closed for another week for a sewer to be connected.

Work to reconstruct the landslip-hit B6265 at Red Brae Bank, Bewerley, near Pateley Bridge, is ongoing.

The road is closed and a diversion is in place via Pateley Bridge, the B6451 Dacre, Menwith Hill Road, Duck Street and Greenhow Hill village. Temporary traffic lights will be in place during the remainder of the work.

Fell Beck Bridge remains closed for works until November 6, with a diversion in place via Burnt Yates and Summerbridge.

Trains and buses

Rail operator Northern is not reporting any significant problems on the line passing through Harrogate and Knaresborough this morning but the live departure and arrival board for Harrogate shows the 7.09am Northern service to York is currently running seven minutes late.

The Harrogate Bus Company is not currently reporting any cancellations or significant delays on its services.  You can get updates here.

An early warning for you: there are some changes to bus timetables on the horizon, taking effect from Sunday, November 6. Most of these are minor, but in a more significant change, the 36 will no longer offer ‘neighbourhood journeys’ from Bilton and Jennyfield to Leeds.

The bus company said this is down to low passenger numbers. Passengers can still get tickets through to Leeds if they start their journeys on the 2A, 2B or 3.

The Harrogate Bus Company is reporting cancellations on the 36 bus, the 9am and 10.55am Harrogate to Leeds services are cancelled, as are the Leeds to Harrogate 7.40am, 9.55am, 11.55am services and the Starbeck to Leeds 6.23am bus.

Traffic lights on the A59 York Road near the junction with the A658 in Knaresborough, which have been causing delays this month, are due to remain in place until November 11.

Yorkshire Water has installed four-way traffic lights as it lays a new water main for a housing development.

In Harrogate, roadworks on the notorious Wetherby Road in Harrogate have been causing delays all week.

According to North Yorkshire County Council’s roadworks map, maintenance work will be carried out by Northern Gas Networks until Friday.

The map also indicates a slew of traffic lights this week on nearby Skipton Road, between the Empress roundabout and King’s Road.

Traffic and Travel Alert: Harrogate district traffic roundup

All children at Harrogate district secondary schools return for the new term today so expect the roads to be busier than what we’ve been used to over the summer.

Northern Gas Networks is undertaking some emergency works on Leadhall Lane in Harrogate. Delays are expected until the end of this week.

Roadworks are also taking place on Yew Tree Lane near Ashville College until tomorrow.

On Rossett Drive, engineers at Yorkshire Water are doing works with works set to finish at the end of the week.

Northern services between Harrogate and Knaresborough going to York and Leeds are scheduled to run as normal this morning.

A couple of of 36 buses this morning have been cancelled by Transdev. The affected routes are below:

Dunkeswick Lane near Kirkby Overblow is closed until September 18 due to roadworks. Diversions are in place.

Havikil Lane in Scotton is also closed until tomorrow in order to widen a footpath.

Calls to tackle construction vehicles who cause ‘misery’ in Harrogate

A councillor says more should be done to tackle construction vehicles that are making people’s lives a ‘misery’ in residential areas.

There has been an unprecedented levels of housebuilding in the Harrogate district in recent years, which has resulted in an increasing number of trucks, lorries and other construction traffic going to-and-from sites.

At a Harrogate Borough Council meeting last night, Conservative councillor for Old Bilton, Paul Haslam, queried what more the council could do to support residents dealing with disruption.

When a development receives planning permission, conditions are attached that stipulate how housebuilders will minimise the impact of issues such as noise and dust.

But Cllr Haslam said he and other councillors had received complaints from residents that the council’s planning enforcement team was not ensuring that conditions were being upheld.

Cllr Haslam said:

“I’m very concerned at the moment about some building work that’s going on in Harrogate, where it’s close to existing properties. [The housebuilders] have been given permission to build, not to make their lives a misery.

“How can we help officers enforce conditions to ensure that development is conducted in a safe and healthy way?”

He added:

“I have potential building on the edge of my area at the moment. The people who live next to it will have 10 years of disruption.”

In response, Conservative councillor for Killinghall and Hampsthwaite, Michael Harrison, suggested council officers should meet with the directors of housing companies so they can better understand “how much work they need to do” to support people who live next to building sites.

Conservative councillor for the Washburn ward, Victoria Oldham asked Cllr Haslam if he thought HBC’s planning enforcement team was acting on complaints from residents “in a timeous manner”.

Cllr Haslam said he was concerned that enforcement officers “don’t have enough support”. He said:

“Quite clearly, guidelines are being flaunted by the developers. We need to make sure we are seen to protect our residents.”

Harrogate traffic to be counted for £11.2m Station Gateway

The amount of traffic in Harrogate is to be monitored as part of the £11.2 million Station Gateway scheme.

Speaking at a consultation event today on the latest designs for the scheme, Richard Binks, head of major traffic and infrastructure at North Yorkshire County Council, said it had asked consultants to count the volume of traffic.

Mr Binks said current forecasts were based on pre-covid surveys and it was likely traffic had reduced since then.

North Yorkshire County Council said last month the scheme would extend the average journey time around town by 73 seconds at peak times.

Mr Binks said this had now been amended to 50 seconds because plans to reduce two approaches to the Odeon cinema to single lanes had been abandoned.

He said he suspected the traffic count would further negate the argument that the scheme will slow down traffic, even though it will reduce part of Station Parade to one lane.

Mr Binks said it was a common misconception that reducing the number of lanes around town caused congestion. He added that having more efficient junctions, with upgraded smart traffic lights on Station Parade, would improve traffic flow.

He said:

“We are working towards submitting a full business case in the new year so we have about six months to finalise designs.”

Today’s consultation event was the first of three in which people can see the latest designs.

In another development today, Mr Binks said the taxi rank on Station Parade would now remain the same length, after the county council indicated last month it would be shortened.

Mr Binks was one of four officials at today’s consultation event answering questions on the latest designs, which were on display.

Further events will be held tomorrow and Saturday from 11am to 4pm at Victoria Shopping Centre.

Mr Binks acknowledged there were concerns but he said the overwhelming sentiment today was positive and he detected a “softening” of attitudes towards the scheme, which would reduce part of Station Parade to single lane and part pedestrianise James Street.

Business groups have expressed concern about the impact on trade but Mr Binks said the regeneration of the town centre would make it more attractive and encourage shoppers, as well as making it better for cyclists and pedestrians.

He added the loss of a small number of parking spaces would not have a significant impact because there was “an abundance of car parking in Harrogate”.

Mr Binks also said the scheme remained affordable despite the increase in cost of raw materials over the last year.

What is the Station Gateway?

The project is one of three in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund to promote active travel.

North Yorkshire County Council, Harrogate Borough Council and West Yorkshire Combined Authority all support the gateway.

Work is due to start in late spring next year.

Roadworks remain in place across the Harrogate district this morning causing some delays for motorists.

Roads

Northern Gas is continuing work on Harrogate’s Grove Road where temporary lights will be in place until tomorrow.

The work is causing queueing traffic on Skipton Road and drivers are urged to allow more time for their journeys.

Motorists should also be aware of ongoing resurfacing work on Claro Road in Harrogate, which will continue until August 9.

Temporary lights are also on Ripon’s Clotherholme Road are still in place as Northern Gas Networks carries out replacement work to gas pipes in the area.

The lights will remain in place for seven weeks.

Meanwhile, long term roadworks are in place on Station Road in Goldsborough. The road will be closed until September 19, 2022, as Stonebridge Homes installs a foul water and surface water pipes to connect to the sewer system.

A diversion route is in place in the village.

Meanwhile, the Harrogate Bus Company is reporting cancellations on the 36 morning services.

Drivers should expect delays heading into Harrogate today as the Great Yorkshire Show enters its final day.

Roads

As previously reported, traffic management measures for the Great Yorkshire Show remain in place throughout the event.

A one-way system in place on Wetherby Road coming from Kestrel roundabout is in force.

As it is the final day of the show, motorists should expect delays from Spofforth, Wetherby and Knaresborough to the roundabout.

Drivers heading out of Harrogate are reminded that there is no through access on Wetherby Road to Kestrel roundabout.

All traffic has to turn left onto Forest Lane.

Sainsbury’s and the petrol station on Wetherby Road remain closed during the event.

As the Great Yorkshire Show continues into its third day, traffic is expected to build up heading into Harrogate.

Great Yorkshire Show traffic is expected to continue today, with a one-way system in place on Wetherby Road coming from Kestrel roundabout.

Yesterday, the Stray Ferret reported delays of up to 40 minutes with traffic backing up from Spofforth to the roundabout at 9am.

Motorists approaching the show from Knaresborough and Wetherby should also expect delays.

Meanwhile, drivers heading out of Harrogate are reminded that there is no through access on Wetherby Road to Kestrel roundabout.

All traffic has to turn left onto Forest Lane.
