North Yorkshire Council has said it is unaware of “significant staff shortages” despite concerns from union officials.

Dave Houlgate, secretary at the Unison Harrogate local government branch, said local authorities faced a “recruitment and retention” crisis.

It comes amid reports that Knaresborough Castle was closed last weekend due to staffing shortages and various bin collections have been postponed.

A report before the council’s corporate partnerships scrutiny committee in June also found that demand for care workers in North Yorkshire “continues to outstrip supply”.

Similarly, the council, along with other authorities, faces a “national shortage” of education psychologists.

Mr Houlgate said a below inflation pay award for council staff would not address concerns of shortages.

He said:

“I have been saying there is a recruitment and retention crisis in local government for a number of years now.

“It does impact on service delivery and the latest below inflation pay award will not address that.”

However, council officials have said they are unaware of any significant shortages within the council.

Trudy Foster, assistant chief executive for HR and business support at the authority, said:

“We have a staff base of over 12,500 employees providing services across the whole county. Whilst there will always be a level of turnover, which is healthy for any organisation, the council is in a good position. 

“We are not aware of any significant staffing shortages affecting services at this time. However, as reported at the corporate partnerships overview and scrutiny committee in June, we do have some hard-to-fill posts in care, social workers, planning and educational psychologists. We are working proactively in these markets to attracts applicants.  

“Through the work in moving to the new council we have revised terms and conditions to ensure the offer is attractive to existing employees and new recruits, ensuring we are able to retain and attract.” 

Harrogate council staff strike averted after low ballot turnout

Harrogate council staff at North Yorkshire Council will not strike after there was a lower turnout in a ballot than what is legally required for industrial action.

Unison, which also represents school workers in the county, balloted members over pay for six weeks this summer.

The union argued council staff have lost 25% from their pay when measured against the retail price index, which is a measure of inflation, over the last 12 years.

It was asking for a pay rise of 2% above the RPI for 2023, which would have resulted in an increase of 12.7% per employee.

However, the the National Joint Council for local government services, which determines pay for council workers, has offered a flat rate increase of £1,925.

Despite 75% of members voting in favour of strike action there was a turnout of 31%, lower than the 50% required to implement a strike.

David Houlgate, Unison branch secretary for Harrogate, said there has been a “chronic underfunding” of local government for over a decade. 

He said:

“Due to anti-trade union laws, we can only take industrial action in employers where we achieve a turnout of 50% or more (with a majority voting for action). We passed this turnout threshold in a number of employers but clearly not enough.

“The irony is that in many local elections councillors get elected on similar turnouts, but the Trade Union Act 2016 blocks pro-strike majority votes for action by insisting on a 50% minimum turnout.

“Strike action is always a last resort of course but is on the increase due to the cost of living crisis and year on year real terms pay cuts because wage increases do not match the rate of inflation.

“There has been chronic underfunding in local government now for the past 13 years impacting on service provision and leading to a recruitment and retention crisis. This is set to continue as long as pay continues to fall in real terms.”

North Yorkshire Council staff could strike over pay

Members of Unison who work for North Yorkshire Council have been asked to back strike action after the local government union said the latest pay offer amounts to “yet another pay cut” in real terms.

Unison is asking for a pay rise of 2% above the retail price index (RPI) for 2023 which would result in an increase of 12.7% per employee.

However, the the National Joint Council (NJC) for local government services, which determines pay for council workers, has offered a flat rate increase of £1,925.

RPI is one of the two key measures for inflation, which the Office for National Statistics said this week was at 8.7% in the year to April. This was lower than in March when it was 10.1% but above the 8.2% figure some economists had expected.

David Houlgate, Unison branch secretary for Harrogate, said that over the last 12 years council staff have lost 25% from their pay when measured against the RPI.

Unison, which also represents school staff in North Yorkshire, closes the ballot on strike action on July 4.

Mr Houlgate said:

“Unison has been campaigning for a decent pay rise for council and school workers.  We called for a pay increase of inflation plus 2% – based on the Treasury’s annual forecast for RPI for 2023, this would amount to approximately 12.7%.

“However, the local government employers have responded with an offer of a flat rate increase of £1,925, with less for part-time and term-time workers, which when compared to the rate of inflation amounts to yet another pay cut.

“This simply is not good enough when public service workers are relying on food banks and struggling to afford heating. Furthermore, poor pay is a major factor in the recruitment and retention issues that impact on these vital public services.

“So we are asking members to vote for strike action. This is not something we do lightly or, for that matter, often and it’s always our last resort, but after years of declining pay, the feeling is enough is enough.”

What will be the legacy of Harrogate Borough Council?

From the towns of Knaresborough, Masham and Pateley Bridge to the villages of North Rigton, Summerbridge and Kirkby Malzeard, life will continue without Harrogate Borough Council.

For anyone still not aware, the council will be abolished at the end of this month after 49 years of existence.

From April 1, a new council called North Yorkshire Council will be created for the whole county and HBC will eventually become a distant memory.

Harrogate Borough Council has played a role, small or large, in the life of every resident so the Local Democracy Reporting Service asked four different people in the Harrogate district the same question — what will be its ultimate legacy?

The view from residents

For some residents, the council begins and ends with when their bins are collected.
Others are more engaged with the ins-and-outs of council business and how it spends public money.

Rene Dziabas is the chair of Harlow and Pannal Ash Residents Association, a group that covers an area from Harlow Hill to Rossett Green and Arthurs Avenue to Castle Hill.

Mr Dziabas has lived in Harrogate for 40 years. He said even though the town has seen major changes on the council’s watch he would still move here today if he could.

He said:

“The recycling set up and bin collection has been good. The Valley Gardens and the Pinewoods look good. Those elements are still nice features of Harrogate. The Mercer Art Gallery is an absolute jewel, it punches above its weight. Its exhibitions are really good and well-curated.”

But despite these uniquely Harrogate benefits that the council delivers, Mr Dziabas said over-subscribed schools, poor quality roads and pressure on Harrogate District Hospital have all been made worse by planning decisions taken by Harrogate Borough Council.

Over 4,000 homes could eventually be built in the west of Harrogate over the next decade, including over 1,000 homes in fields next to RHS Garden Harlow Carr on Otley Road.

As with elsewhere in the district, these new developments will change the face of Harlow Hill and Pannal Ash forever. However, residents were disappointed with a document drawn up Harrogate Borough Council last year that said how the homes will link up with local roads, schools and healthcare services.

Mr Dziabas said:

“In this neck of the woods, Harrogate Borough Council is not leaving it in a better state. I can’t think of any major piece of work that’s really had a significant mitigation effect on the problems at the west of Harrogate.”

The council’s Harrogate district Local Plan 2014-35, which outlines where development can take place, will mean thousands more people can enjoy living in the Harrogate district but Mr Dziabas said there are lessons to be learned when it comes to consulting with residents about development. He added:

“Harrogate Borough Council ought to have been more communicative with the public in general. Ultimately we live in a democratic society, we are funding those institutions and I don’t think it’s unreasonable for them to communicate.”

The view from the staff

Local government union Unison estimates Harrogate Borough Council has employed around 10,000 people since it was created in 1974.

David Houlgate, who has been Harrogate branch secretary at Unison for the last 18 years, said it’s these people who will be the council’s “enduring and lasting legacy”. He said:

“They are the ones who have delivered services over the years, they are the ones who kept those services going during the pandemic, they are the real stars of Harrogate Borough Council.”

The vast majority of council staff will automatically transfer over to the new authority North Yorkshire Council on April 1.

Mr Houlgate is hopeful these staff members will deliver quality services to residents despite the well-documented cost pressures the new council will face. He said:

“If it gets things right and works with its staff and the trade unions to deliver joined-up and effective services then it’s likely that Harrogate Borough Council will fade in the memory.  If the new council fails to deliver on what it has said it would then inevitably Harrogate council will no doubt be missed.”

Mr Houlgate has worked for the council for the last 26 years and is currently a local taxation team leader.

Since 2010, the government has slashed funding for the council, which he said has resulted in higher workloads and stress for staff. He added:

“It has changed an awful lot in my time at the council.  It delivers more with less which has been necessary as a result of drastic cuts to funding from a central government that only seems to pay lip service to public services.

“To do this it has, over the years, cut the terms and conditions of staff, pay has not kept pace with inflation and workloads and stress absences have increased.

“As it comes to an end, there are recruitment and retention issues like never before.  It probably does not offer the career paths it once did.  The new council will hopefully offer more opportunities. We will have to wait and see.”

The view from outside of Harrogate

Harrogate Borough Council was created in 1974 as an amalgamation of smaller councils including those in Knaresborough, Nidderdale, Ripon and Harrogate.

The council has been based in Harrogate for all that time, moving from Crescent Gardens to the Civic Centre in 2017.

But for some people living outside of the town, Harrogate Borough Council has focused too much on the district’s largest urban area.

Cllr Andrew Williams is a former councillor on Harrogate Borough Council. He currently sits on North Yorkshire County Council as an independent and is also leader of Ripon City Council.

There are hopes in Ripon that the new council will look at the city as an equal to similar-sized market towns in the county like Thirsk, Malton and Northallerton.

Cllr Williams has been an outspoken critic of Harrogate Borough Council as he believes the authority has not given Ripon a fair shake.

The council has invested heavily in the Harrogate Convention Centre, which he believes has resulted in few benefits for his city.

However, he praised the council’s staff for their work in delivering services to residents over the years. Cllr Williams said:

“It would be fair to say that some of the services provided are not unreasonable. The refuse collection service, parks and gardens and the housing department do their best.

“The staff have worked incredibly hard to deliver services for residents across the district.”

Harrogate Borough Council points to its investment in new state-of-the-art leisure facilities in Ripon and Knaresborough as examples of its commitment to towns outside of Harrogate.

Cllr Williams called the new pool in Ripon a “significant improvement” but added:

“One project in 50 years is hardly justification for its previous misdemeanours in my view.”

Cllr Williams said Harrogate Borough Council’s legacy in Ripon will not be positive:

“[Their legacy is] under-investment and a failure to recognise the Harrogate district encompasses more than Harrogate, the conference centre being the prime example.

“Money has been poured into Harrogate at the expense of everywhere else in the district.”

The view from charities

Harrogate Borough Council has been a staunch supporter of the district’s voluntary and community sector.

There are more than 700 charitable organisations in the Harrogate district and many have stepped up over the last 13 years as the council has been forced to cut services due to austerity.

The council organises the Local Fund, which was launched in 2018 by Harrogate Borough Council, Harrogate and District Community Action and Two Ridings Community Foundation.

Last year the fund granted £85,000 to 29 different groups.

Jackie Snape, chief executive of Disability Action Yorkshire, said she has enjoyed working with local councillors on various campaigns, including a recent push to improve accessbility at tourist venues. Ms Snape said:

“Harrogate Borough Council was an early adopter of our Think Access campaign, and one of the major factors that we, and other charities, will miss is the local knowledge with individual councillors, often showing a great interest in causes close to their heart and local area.”

Key to the council’s relationship with charities is the role of the mayor, which is a councillor that for 12 months has a packed diary full of meeting charities and attending events.

Current and final Harrogate borough mayor Victoria Oldham was seen getting stuck in with a shovel last year to break ground at Disability Action Yorkshire’s £7.5m supported living complex at Claro Road.

Ms Snape added:

“For many years we were blessed by regular visits by the mayor of the day, all of whom paid great interest in the work we do, both at Hornbeam Park and at Claro Road.

Ms Snape said the council’s legacy of supporting charities will be remembered. Many charities rely on funding from the council and she hopes the new authority will show the same level of support. She said:

“Its work in helping and supporting a raft of charities working with some of the most vulnerable people in society will certainly be remembered for many years to come.

“We hope that when April 1 arrives, and North Yorkshire Council takes over that the same level of local funding and support continues, which is vital to the survival of many charities in the district.”

Looking ahead

If four more people were asked their opinion on what Harrogate Borough Council has achieved and what its legacy will be — it would likely generate another four very different answers.

This perhaps shows the council has done more for the district than it is sometimes given credit for.

But most would probably agree that how fondly Harrogate Borough Council will be remembered is likely to depend on how successful the new council is at the delivering the nuts and bolts services that residents have always expected for the last 49 years.

Union escalates dispute over transfer of Harrogate council staff

Union members at Harrogate Borough Council have escalated their opposition to plans to transfer them to a new employer from April.

Five members of staff, working in the information and internal audit services department, were told they would be transferring to shared services group Veritau rather than the new North Yorkshire Council from April.

Now, Unison said it has involved its regional Yorkshire and Humberside office in the dispute after both HBC and NYCC refused to take responsibility for the decision.

Harrogate branch secretary Dave Houlgate said:

“Following the lodging of our dispute last week, which will be heard on Thursday, the borough council has come back to us to say that it was not their decision but that of North Yorkshire County Council using its transition/implementation powers.

“We have asked for some more detail around this but the upshot is that no one seems to want to take any responsibility for the decision.

“That cannot be right. This is incredibly stressful for staff who all along have had an expectation they would transfer to North Yorkshire Council.

“This late change is unfair and is unacceptable.”

The new chief executive of North Yorkshire Council has already said decisions about where staff will transfer to will be made by HBC.

Mr Houlgate said HBC had previously given reassurance to staff that they would not be transferring to Veritau, a shared service group owned by local authorities across Yorkshire and the north east.

He added:

“We can reveal that in August last year, following concerns raised by Unison, the staff were reassured by the borough council that they would be transferring to North Yorkshire Council on April 1, 2023. It remains our belief that the decision is ultimately with the borough council and that the council should stand by what it has previously told its staff.

“Understandably we are pursuing this with both councils, seeking clarity around decision-making, accountability, oversight and where the duty to engage with staff and Unison actually rests.”

Mr Houlgate said Unison would take the dispute to HBC’s human resources committee and had already tabled a question for its overview and scrutiny commission, which is set to meet on February 6 to discuss local government reorganisation.

Unison said it is unable to raise the issue at a full council meeting because HBC is not holding one until March, which will be too late.

The Stray Ferret has contacted Harrogate Borough Council for a response.

The authority previously said audit services for the new authority will be provided by Veritau and that staff had been kept informed throughout the process.

It said staff will transfer on their existing terms and conditions, and will be offered the option of moving to Veritau’s terms.

Harrogate council defends decision to transfer audit staff to Veritau

Harrogate Borough Council has defended its decision not to transfer some staff to the new North Yorkshire Council.

Five audit services staff recently discovered they would transfer to Veritau, a shared service group owned by local authorities in Yorkshire and north-east England.

Public services union Unison said on Tuesday it was “dismayed” by the decision, which it said came after more than a year of talks in which it was expected all staff would transfer to the new super-council under TUPE terms.

Unison Harrogate branch secretary Dave Houlgate said it had raised a dispute and called on Harrogate Borough Council to “stand by its staff and resist this late change”, adding:

“We object in the strongest terms to this late change of plan which shows total disregard for the staff involved, denies them the opportunity to move on to new terms and conditions negotiated and agreed by Unison and ignores established procedures and protocols that are in place.”

A council spokesperson said today:

“Engagement with staff, and consultation with trade unions, has taken place at every stage of the transition to North Yorkshire Council. This will continue, ensuring staff are kept informed of progress and have the opportunity to raise concerns. All staff also continue to be offered support.

“The audit service for the new council will be provided by Veritau, a company created in 2009 by North Yorkshire County Council and City of York Council. Veritau has provided audit and other specialist services to the authorities, as well as other organisations, for many years. Providing income that will continue for the new council. Veritau already provides services to five of the seven district and borough councils that will be replaced by North Yorkshire Council.

“It is proposed staff currently providing the service in Harrogate will move to Veritau on April 1. Employment protection ensures that they will transfer on their existing terms and conditions. Individuals will have the option of choosing Veritau’s terms and conditions, should they wish to do so.”

Unison raises dispute with Harrogate council after five staff told they won’t transfer to new council

A trade union has opened a dispute with Harrogate Borough Council after five staff at the local authority were told they will not transfer to the new North Yorkshire Council after all.

Harrogate Borough Council will be abolished on April 1 and it was thought all staff except chief executive Wallace Sampson would transfer to the successor authority under TUPE terms.

But Unison said it was “dismayed” to discover five audit services staff had recently discovered they would transfer to Veritau, a shared service group owned by local authorities in Yorkshire and north-east England.

Unison Harrogate branch secretary Dave Houlgate said the staff would switch to Veritau on “detrimental” terms to those who will transfer to North Yorkshire Council.

Mr Houlgate said:

“Staff and Unison have engaged with the TUPE process for well over a year now and our expectation and the expectation of all staff is that they will transfer to the new North Yorkshire Council on April 1 on their existing terms and conditions but with the opportunity to move on to new terms and conditions at the new council, which Unison has negotiated.

“It would seem, however, that the current county council has decided at this very late stage it does not want Harrogate Borough Council staff who work in the area associated with audit services to transfer to the new council but instead has decided that they should transfer to a separate company, Veritau.  Unison opposes this move.”

Mr Houlgate said the option of staff not being offered the chance to TUPE to North Yorkshire Council “has never been on the agenda, even though we had raised it as a concern early in the process” and the union was “dismayed by this development”.

He said although North Yorkshire County Council and Veritau wanted staff to transfer directly to Veritau, it was ultimately Harrogate Borough Council’s decision.

“We object in the strongest terms to this late change of plan which shows total disregard for the staff involved, denies them the opportunity to move on to new terms and conditions negotiated and agreed by Unison and ignores established procedures and protocols that are in place.

“Staff in audit services at Harrogate should, as they expect to do, transfer to the new authority and then if there is a need to review how audit services are delivered for the new council then the proper processes should be followed after the transfer.

“Our expectation was that Harrogate Borough Council would stand by its staff and should resist this late change rather than give it the ‘green light’. Our dispute is intended to ensure this happens.”

Ambulance workers form picket line in Harrogate today

Striking ambulance workers are operating a picket line in Harrogate today.

Members of the GMB union began their 24-hour action at Harrogate Ambulance Station, which is on Lancaster Park Road close to the hospital, at midnight.

They were joined by members of Unison at noon.

It is the second time staff at Yorkshire Ambulance Service have gone on strike in the last month, although they continue to respond to the most serious category one calls.

GMB rep and paramedic Neil Summers told the Stray Ferret the state of the NHS was the main reason for the industrial action. He said:

“We are literally sitting outside hospitals with patients in our ambulances for hours and hours because they have nowhere to go.

“The hospitals are full and it means we are not able to do our jobs. We hear calls for cardiac arrests and can’t do anything.”

Mr Summers said York Hospital was particularly bad but paramedics could still be waiting at Harrogate District Hospital for “up to three or four hours”.

He said there needed to be greater investment in the NHS as well as social care to ease problems caused by bed-blocking.

He said pay was also a concern, as many staff had not had an increase in wages for years.

“My pay isn’t terrible but some people’s is appalling.”

The pickets have been joined today by local campaigner Lindis Percy, a former nurse, midwife and health visitor. She said:

“What’s going on in the the health service is shocking and this government has caused it.”

Health Secretary Steve Barclay said this morning the NHS is under “very severe pressure”.

He added the government has announced further investment for emergency departments, as well as looking into ways of targeting how to get patients who are fit to leave into social care.
