Harrogate Convention Centre could come under the control of a limited company as part of a potential bid by the borough council to protect its most prized asset.
With the abolition of Harrogate Borough Council fast approaching, the convention centre is set to be handed over to the new North Yorkshire Council next April as the venue also pushes ahead with plans for a £49 million redevelopment in the face of growing competition.
But borough council bosses have this week revealed they are working with consultants on new models for how the venue could be run.
This includes the possibility of creating a limited company which would be run by a board of directors, including senior staff and councillors, although it would still be owned and funded by the new North Yorkshire Council.
Paula Lorimer, director of Harrogate Convention Centre, told a meeting on Monday that events venues in Manchester, Liverpool and Glasgow operate in this way and that this “would be my recommendation”.

Wallace Sampson, chief executive of the borough council, also said the convention centre could follow the “success” of the district’s leisure centres which were brought under the control of the council’s new leisure company Brimhams Active last year. He said:
“Clearly our view is that Brimhams has been a success in terms of creating a local authority controlled company – it has got a very clear focus and strategic vision.
“There is now a model in place which gives it a degree of freedom to operate, notwithstanding the fact that there is a board with representation from the borough council.”
Mr Sampson also stressed that the council was looking into a variety of different business models for the convention centre and that this work with consultants KPMG “hasn’t concluded yet”.
As well as Brimhams Active, the council’s tourism company Destination Harrogate is also set to be handed over to the new North Yorkshire Council.
But what will happen to the companies after this major change for local government in seven months’ time remains unclear as council staff continue to plan how all services across North Yorkshire should be run in the future.
Councillor Pat Marsh, leader of the opposition Liberal Democrat group, said she was worried that decisions about the convention centre “won’t be in our hands” without a limited company and that she had seen the benefits that such a move could bring as a board member on Brimhams Active. She said:
“We need to have that business as most councillors think the convention centre underpins the economy of this town.
“Without it, I wouldn’t like to think how Harrogate would be.”
The proposed £49 million redevelopment of the convention centre recently moved to the next design stage – although a final decision on the major plans is still just under a year away.
It will be in July or August next year when that decision is made and because of local government reorganisation, it will be taken by the new North Yorkshire Council.
The proposals come after warnings that the venue “may fail to survive” and suffer losses of up to £250 million over the next 40 years unless the redevelopment is carried out.
North Yorkshire County Council hits back at ‘dilution of democracy’ criticismsA council overseeing sweeping changes to local government in North Yorkshire has hit back at criticism of the proposed overhaul, saying it would represent the biggest strengthening of democracy in generations.
Leading members of North Yorkshire County Council’s executive dismissed claims that hundreds of elected community representatives on district and borough councils are set to be replaced by just two councillors on a mayoral combined authority, saying the two levels of local government were not comparable.
Concerns were initially raised by the county’s borough and district councils over residents’ representation ahead of proposals for a single unitary authority being agreed.
Recent weeks have seen opposition members repeatedly highlight how proposals to create a new tier of local government in a mayoral combined authority for North Yorkshire and York include plans to have two decision-making members from the county and two from the city, alongside an elected mayor.
The proposals being consulted on this autumn would make the county, with a population of more than 600,000, and York, which has more than 200,000 residents, equally represented on the mayoral combined authority.
Speaking ahead of a public consultation over the proposed devolution deal as part of the changes, a number of councillors have stated the overhaul would erode residents’ ability to shape key decisions.

Earlier this month Independent councillor John McCartney, who represents Osgoldcross, said many residents engaged in local democracy felt “irked and discombobulated” as their local councils were being swapped for a remote one in what he described as “a power grab” by County Hall in Northallerton.
However, it is understood senior North Yorkshire figures are comfortable with the disparity in representation as they are keen to foster a partnership with their York counterparts, and believe a fair balance will be struck by the elected mayor.
The authority’s deputy leader, councillor Gareth Dadd, told a meeting of the executive yesterday claims that the devolution deal would lead to “a dilution of democracy and that the world as we know would cease to exist” were far from reality.
He said:
“In my view it is an absolute strengthening of democracy.
“I suspect a mayoral election will take place in 2024 and the 800,000 good folk of York and North Yorkshire will have the ability to make a choice about who is actually heading up the spending of that extra money that was decided its course in Westminster, County Hall and the Guildhall.
“It will be the biggest strengthening in democracy, in my view, that we have seen in generations for this part of the world.”
Executive member for climate change and customer engagement Councillor Greg White added while the extra funding and greater discretion over the spending of public money from devolution in North Yorkshire and York was to be welcomed, the real prize would be in having an elected mayor who could deal directly with government.
New Harrogate district town could have up to 4,000 homesThe planned new town for the Harrogate district could have up to 4,000 homes — 1,000 more than previously indicated.
The town, called Maltkiln, will be based around Cattal train station and is likely to have a higher population than that of Boroughbridge and Pateley Bridge combined. But its precise size has yet to be determined.
The Harrogate district Local Plan 2014-35, which outlines where development can take place, said the new settlement would provide ‘at least 3,000 homes’.
Most coverage since has referred to the 3,000 figure but a new press release by property developer Caddick Group, announcing plans to consult with residents, says the site could have ‘up to 4,000 homes’.

Cattal station
Asked to clarify the number, Caddick said in a statement to the Stray Ferret that its outline application in 2019 also referred to ‘up to 4,000 homes’, adding:
“There are advantages of a larger settlement in terms of its ability to deliver and sustain a range of new infrastructure such as schools, shops and healthcare facilities.
“Our proposals would deliver new homes at a similar rate to that envisaged in the Local Plan but over a longer period of around 25 years.”
Caddick is consulting with residents and stakeholders before submitting updated proposals for Maltkiln to Harrogate Borough Council, which will determine the number of homes permitted.
The developer is holding a public exhibition at Green Hammerton village hall on Monday next week. It is also mailing leaflets to more than 1,000 properties in the area and has created an online portal for consultation responses.

Besides the new homes, Caddick’s plans include a local centre with retail, community and health facilities, two primary schools and employment space, centred on Cattal station.
It said:
“Maltkiln will offer a wide range of housing types for sale and rent, including family homes, starter homes, affordable homes, and homes for older people.
“This wide mix of residents means that the new homes would have differing occupancy levels, but based on a completed settlement of up to 4,000 homes we estimate there could be between 8,000 and 10,000 residents.
“This would help to address the acute shortage of housing of all types within the area and it is important to note that if outline approval is given, it will still be several years before development can begin and the population will then grow gradually in phases.”

Land in Cattal earmarked for development
It said its plans would provide “safe and convenient walking and cycling routes”, which will reduce the reliance on cars and “financial support for new and extended bus routes”.
Caddick added:
“The proposals include new bridges over the railway line and the removal of level-crossings, which will also allow for operational improvements on the Leeds-Harrogate-York railway line.
“Improvements are also earmarked for the A59, replacing dangerous junctions.”
Chris Procter, from Caddick, said:
“We’ve carefully considered the feedback provided to date and arrived at proposals we believe will address an acute need for housing in this part of North Yorkshire, whilst incorporating a raft of community, transportation, and environmental innovations which we believe will make Maltkiln a great place to live and work.
“We have worked with residents and stakeholders from across the region for a number of years and are very encouraged by the way the Maltkiln development has taken shape to date.
“Being a company with its roots in the immediate area, we are truly committed to bringing an exceptional scheme to life and this latest round of community consultation holds the key for helping us do just that.”
Preparation for Maltkiln began in 2018, when Gillespies, supported by Cushman & Wakefield and Vectos, was commissioned by Harrogate Borough Council to develop a concept framework for the delivery of a new settlement within the broad location.
Controversial Knox Lane housing plans recommended for approvalA Harrogate Borough Council officer has recommended that councillors next week approve plans to build 53 homes in Bilton.
North East property developer Jomast wants to build the homes on a field off Knox Lane in what has been a controversial and long-running planning application.
The council’s planning committee will decide next Tuesday whether the scheme can go ahead.
Council officer Andy Hough has published a 30-page report for councillors that says the development should be given the green light once certain conditions are met and there being no objection from the local flood authority.
The majority of the site is allocated for development in the Harrogate district Local Plan 2014-35, which says where homes can be built.
However, the development will also include land outside of the local plan area for trees and open space.
Obstacles
The developer has faced a number of obstacles getting to this stage.
Its initial plans were for 73 homes but the number was reduced following concerns about over-development.
NHS North Yorkshire Clinical Commissioning Group said GP practices in Harrogate are already over-saturated and have “very limited capacity” to accept another 123 patients that the new homes could bring.
Jomast has agreed to pay £63,974, which will be spent by GP practices.
This year, North Yorkshire County Council, who is in charge of roads in the district, said the layout of the development was ‘not acceptable’. The developer has since agreed to pay to widen Knox Lane in a move that has satisfied the county council.
‘Sustainable location’
Residents in the area have also long said the site is unsuitable due to the overhead electricity pylons that run through the fields and because of its impact on wildlife and a historic part of Harrogate.
Jomast has said it will not build homes directly beneath the pylons. Mr Hough, from Harrogate Borough Council, said the developer has “positively utilised” the pylons to create a “strong green infrastructure” and a “significant area” of public open space.
The National Grid has backed the development.

In his conclusion Mr Hough said:
“The site is located within a sustainable location for housing and has been designed in such a way that the layout takes into account the constraints of the site, whilst ensuring that it retains and builds upon the natural features of the site.”

At the time of publication, there have been 311 objections to the plans from residents and zero submissions of support.
To many living in that corner of Bilton, the fields on Knox Lane represent one of the last green spaces in the area.
They believe the houses would destroy an idyllic scene that is home to wildlife and is a gateway to Spruisty Bridge and Oak Beck.
Sue Wrightson, who lives in the area, gave the following reasons why she and other residents believe councillors should refuse the plans next week.
She said:
“The proposal will have a major adverse visual impact and cause harm to the landscape and character of Knox Lane.
“We have had a total lack of communication from Jomast’s representatives and HBC when information has been sort.
“Wildlife and birds will be totally displaced. Pylons and contamination serious issues have been raised and not addressed.
“It is a beautiful area and enjoyed by many it should be left as is for wildlife and birds, a small little hamlet down Knox lane to the pack horse bridge will be ruined.
“We will be saddened if this is approved for everyone that enjoys it.”
The Stray Ferret asked Jomast to comment but we did not receive a response by the time of publication.

Council rejects Flaxby eco-home plan for second time“Jomast recognises the concerns of the local residents in respect to the potential impacts of the proposed housing development. However they would like to stress that the application site is allocated for housing within Harrogate’s Local Plan.
“Therefore, it has already been deemed as suitable for residential development by Harrogate council. The planning application is providing a significant amount of affordable housing, above what is required by planning policy, which will help address the significant shortfall of this type of housing within the town.
“The planning application is supported by a number of specialist technical reports, including a transport assessment, which demonstrates the proposed development would not lead to any additional congestion of the local roads.
“Jomast has also commissioned a series of ecological reports, which show that the proposed development would deliver a net benefit to biodiversity and the environment through the creation of new wildlife habitats and significant tree and hedgerow planting.
“Two public exhibitions have been carried out in respect to the development of the Site. In addition, Harrogate council consulted local residents on the allocation of the site for housing during the preparation of their Local Plan.”
Harrogate Borough Council has rejected plans for a development of eco-homes near Flaxby for a second time.
Holmes Planning Ltd submitted a planning application to the council for five homes off York Road in June this year.
The move followed the authority rejecting a plan for nine homes in January. The government also refused the proposal on appeal.
It would have seen houses built to environmental standards and included solar panels, air-source heat pumps and super-tight insulation. The houses were planned to be custom built.
In its latest application, Holmes Planning said it had addressed the concerns of the inspector including reducing the number of homes.
However, in a decision notice, the council said the proposal was “outside the development limits of any village or settlement”.
It added:
“The proposed five dwellings and associated paraphernalia would extend the built form into an undeveloped parcel of open agricultural land on the edge of Flaxby, which contributes to the rural character and landscape setting of the village.”

Pictures show progress of £28m Harrogate Hydro and Knaresborough Leisure Centre works
Works are well underway on two major projects to renovate Harrogate Hydro and build a new leisure centre in Knaresborough.
The projects will cost around £28 million in total and are being run by Harrogate Borough Council with construction works carried out by Bristol-based firm Alliance Leisure.
Harrogate Hydro shut to the public in April and has now been stripped out and partly demolished as part of a £11.8 million investment.
The works include the construction of a two-storey extension, as well as a new entrance, cafe, reception area, diving board structure, fitness suite and refurbished changing rooms.
David Hawcroft, project manager at Harrogate Borough Council, told the Local Democracy Reporting Service that the strip out of the building had revealed the need for some extra works, although this was “to be expected” for a project of this size.

Work on Harrogate’s Hydro.
The extra works required include the replacement of corroded steelwork and improvements to the fire protection of the steel frame.
It is anticipated that the project will be completed by next April, with reopening the following month.
Once complete, the Hydro will no longer use gas and will run completely on electricity with the use of air source heat pumps and 420 solar panels.

Meanwhile, foundations have been set at Fysche Field in Knaresborough in preparation for the steel structure of the new £17 million leisure centre which will have a six-lane swimming pool, health spa and fitness studios.
It is being built behind the existing Knaresborough Pool which will be demolished.
The council previously said it aims to complete the new leisure centre next July, before demolishing the old pool by the following October.

The project was approved earlier this year despite concerns over the environmental impact of demolishing a large building to replace it with another.
Jonathan Dunk, chief development officer at the council, previously described the 30-year-old Knaresborough Pool as “at the end of its working life” and argued more swimming and exercise space was needed for the town’s growing population.
In Ripon, the city’s new swimming pool at the Jack Laugher Leisure and Wellness Centre has been open for six months and resulted in a big uplift in membership numbers.

However, the ongoing refurbishment of the older half of the venue has been plagued with issues caused by underground voids found at the site.
The council’s cabinet recently approved remedial groundworks which will cost £3.5 million and push the total costs of the entire project above £18 million.
The original contract awarded to construction company Willmott Dixon was worth £10.2 million for the project which was originally due for completion in May 2021.
Plan to open Betfred bookmakers in Harrogate town centrePlans have been submitted to convert a former charity shop into a Betfred bookmakers in Harrogate town centre.
Done Brothers (Cash Betting) Ltd, which trades as Betfred, has applied to Harrogate Borough Council to open the bookies on Cambridge Road.
The proposal would see the former YMCA charity shop, which sits next to Greggs, converted into a bookmakers. The unit was also previously occupied by Thomas Cook.
The developer said in its plans that the opening of Betfred would help bring the unit back into use and “provide additional staff employment”.
It said:
“Betfred do not currently operate a bookmakers in central Harrogate, Betfred require additional premises to meet demand from the local residents.
“The proposal therefore seeks a new opening of Betfred’s existing bookmaker businesses within Harrogate and would result in new options for bookmakers’ business within the town centre.”
The developer added:
“The introduction of Betfred’s businesses within the town centre will grow a local business, providing additional staff employment and bring a vacant unit back into use within Harrogate which supports economic growth principles in national and local planning policy.”
Betfred currently operates a bookmakers on King’s Road in Harrogate.
Harrogate Borough Council will make a decision on the plan for Cambridge Road at a later date.

New plan to convert former Harrogate post office into holiday apartments
Fresh plans have been submitted to convert Harrogate’s former post office into 23 holiday apartments.
The Post Office on Cambridge Road controversially relocated to WH Smith in 2019 amid claims by Harrogate and Knaresborough MP Andrew Jones the service was being “downgraded”. The building has stood empty since.
Proposals lodged to Harrogate Borough Council by Leeds-based Priestley Group would see the building converted into self-serviced holiday apartments.
It would also see a commercial unit created on the ground floor.
The developer said that guests would book the accommodation online and be given access codes to gain entry to the building and individual apartments. No reception or bar facilities are included in the plan.
In documents submitted to the authority, the developer said:
“The current application proposals would secure the active re-use of a longstanding vacant property located within the heart Harrogate town centre, which is the principal centre within the district providing a wide range of shops, jobs, services, community, civic and public transport facilities.”

Harrogate Borough Council will make a decision on the plan at a later date.
The application comes as two previous plans to convert the former post office into housing were withdrawn.
In November 2020, Harrogate-based developer One Acre Group submitted plans for 25 apartments and offices on the site but withdrew the application last year.
Its plans had been welcomed by conservation group Harrogate Civic Society although it was concerned about a proposal to build an additional floor.
Meanwhile, the Stray Ferret reported this month that proposals to convert the building into 11 flats had also been withdrawn.

Selling of council land at Oak Beck
The council have now decided to flog off this last piece of green space in New Park. Apparently to provide a bit of dosh to prop up the
conference centre business in fear of Leeds grabbing OUR visitors.
Piece by piece this lacklustre council having spent lots of dosh on pointless and ineffective plans and schemes, now are evicting wildlife from the final vestiges of natural environment.
This is a lovely area of peace, where we can hear the birds, and listen to the beck gurgling it’s way (sometimes sewage as well).
Where are all these creatures to go? Where can we go to escape the stresses of life in Harrogate? Another rotten plan from a soon to be defunct council.

Reduction in the Fire Service in Harrogate.I have not seen the details of this proposal to fully comment. However, since the Harrogate fire station was built some years ago and staffed with the suitable staff levels and appliances, Harrogate has expanded massively with additional housing and industrial units. Just looking from my car driving into Harrogate by the A59 or by Penny Pot. Huge housing developments. Industrial units near the Army College. Even Killinghall has probably doubled in size with additional housing. This is happening throughout the area. Then there’s the condition of the older existing properties both housing , retail and business premises. These older properties will have timber roofing members, floor joists which will be now tinder dry and with the change in climate, plus heating and other equipment not being updated, the fire risk will have increased quite a lot. Starbeck should support KFC expansion – a response
William Powell makes some good points in his call for Starbeck’s KFC to be expanded, but he is wrong to dismiss the views of local people.
He is right that Starbeck is in a wonderful strategic position between Harrogate and Knaresborough, with excellent transport links. He is right that empty premises on our High Street are a bad thing.
He is right that Starbeck has a vibrant economy, but this is driven by the local residents of our diverse area who use these shops and facilities. But they are also impacted by those businesses, whether its litter, noise, traffic or a range of other issues that local people regularly raise with the Residents’ Association.
So the Starbeck Residents’ Association (SRA) asked people who live locally what they thought about KFC’s plans and others. And views were split. Some thought it was most important to fill empty premises. Others wanted a wider diversity of businesses on a High Street that already has plenty of takeaways. Both are right and not contradictory.
The SRA recognises that we cannot force particular enterprises into a particular area. That’s why we are in touch with the local Chamber of Commerce and others about what more we can do to promote Starbeck. It has a well used library, swimming pool, successful sports clubs and facilities like Belmont Park and a real sense of community, with numerous local voluntary groups attached to our vibrant church communities and many others.
So let’s be ambitious for our area. I know I’m not alone in being proud to live in Starbeck and together we can make it better.

‘Green gap’ will protect villages from 3,000-home Maltkiln scheme, says councilA “green gap” proposed for a 3,000-home scheme in the Harrogate district will protect surrounding villages from the huge housing plans, council officials have claimed.
Ever since being revealed five years ago, a key concern of the proposed site in the Green Hammerton area has been the impact on existing residents who fear the new homes will put pressure on local services with a “devastating effect on the community”.
Harrogate Borough Council is behind the development and said it recognised that separating the site from existing communities was “very important”.
It has proposed a “green gap” to the north east of the site which will act as an area of safeguarded land and aims to “protect the distinctive rural character of existing villages”.
Residents have argued this area of land should be expanded further north and south to also protect the nearby villages of Whixley and Cattal.
However, the council has rejected these calls, saying it does not believe there is “sufficient justification” to do so and that it did not want to restrict a potential expansion of the 3,000-home site to be named Maltkiln.
The council said in a report:
“Development of Maltkiln is a long term project, with delivery over a period of some 30 years.
“Whilst there is no expansion planned for the current Local Plan period, the council does not wish to prejudice potential for future expansion in the longer term by creating a buffer around the proposed settlement boundary.”
The council also argued that safeguarding more land to the north and south would result in a “green belt by the back door” and not accord with national planning policy. Green belt land is protected areas where developments are only allowed in special circumstances.
The council added:
“A strategic green gap on the eastern edge of Maltkiln is proposed in order to prevent coalescence and protect the distinctive rural character of existing villages.
“It is also a key part of achieving Maltkiln’s vision to be a vibrant new community in its own right, which provides new services and complements existing villages.”
The proposals for Maltkiln include two primary schools and land for a secondary school, as well as shops, employment space and a GP surgery which will be centred around Cattal train station.

The council said it chose this location due to its transport links with the York-Harrogate-Leeds railway line and the A59.
A six-week consultation on the development plan document is planned for October when residents will be asked to share their views on areas including roads and public transport.
After this, the document will then be submitted to the government for public examination.
