One of Britain’s biggest trade unions has weighed in on Harrogate hospital’s decision to spend £1.2 million on hiring management consultants to develop a “culture of continuous improvement”. 

Unite the Union, which has more than 1.2 million members in the UK and Ireland, said “paying consultants to produce a report that will gather dust on a shelf” was “not a good use of taxpayers’ money” and urged Harrogate & District NHS Foundation Trust to urgently review the decision. 

The trust signed a contract with KPMG and Catalysis in March, which will run for 18 months to September 2024. 

KPMG is one of the world’s largest multinational professional services companies, and Catalysis is a Wisconsin-based not-for-profit organisation that works to help healthcare bodies become more efficient. 

Unite’s national officer for health, Colenzo Jarrett Thorpe, told the Stray Ferret:  

“The board of Harrogate and District NHS Foundation Trust needs an urgent review of this decision since it is not a good use of taxpayers’ money. Consultants are called in to tell the organisation what they already know or what they want to hear, without having the foresight to have the discussion with key stakeholders such as staff and trade unions and patient groups first. 

“The £1.2 million would be better spent cutting agency spend, improving flexible working for all employees, and reducing the vacancy rates across the trust, rather than paying consultants to produce a report that will gather dust on a shelf and will not impact anyone.”

The trust has said its continuous improvement programme, called HDFT Impact, will ultimately involve all 5,000-plus employees, who will be encouraged to share knowledge with each other and come up with ways to improve the way the Trust delivers its services. 

Mr Jarrett-Thorpe said: 

“If the trust wanted to involve all employees, why doesn’t it improve and strengthen access and facilities to trade union representatives in the trust? Trade unions representatives can help retention of NHS staff, staff morale, improve safety at work, increase staff engagement, productivity and learning opportunities.” 

The trust argues its continuous improvement agenda has brought about positive change over the last decade. KPMG and Catalysis are also reported to have helped other hospital trusts save hundreds of thousands of pounds in efficiencies, increase surgeries, reduce patient falls, and improve care outcomes. 

In a statement issued earlier this month, the trust said: 

“Continuous improvement is not a new concept at HDFT. It has been integral in helping us to develop our services and bring improvements for patients and colleagues for a long time – we have been using a lean quality improvement approach for over 10 years. We know this approach works and we’ve seen the improvements it can bring for patients and colleagues.” 

Harrogate hospital awards consultants £1.2m to embed culture of ‘continuous improvement’

Harrogate District Hospital is spending nearly £1.2m on hiring management consultants to develop a culture of continuous improvement, the Stray Ferret can reveal. 

Harrogate and District NHS Foundation Trust (HDFT) signed a contract with KPMG and Catalysis in March, which will run for 18 months to September 2024. 

KPMG is one of the world’s largest multinational professional services companies, and Catalysis is a Wisconsin-based not-for-profit organisation dedicated to helping healthcare bodies become more efficient. 

The continuous improvement programme, called HDFT Impact, will ultimately involve all 5,000-plus employees, who will be encouraged to share their knowledge with each other and come up with ways to improve the way the trust delivers its services. 

In a statement sent to the Stray Ferret, a spokesperson said: 

“It is our aim to embed improvement at the centre of our culture and operating model so we can provide the best quality, safest health and care services for our patients, children and the community; and make HDFT the best place to work for our colleagues.” 

They added: 

“There is no doubt that a steady stream of improvements, both big and small, can have transformational results.” 

In recent years, KPMG and Catalysis have together worked with 16 NHS trusts, including Western Sussex, which became the first non-specialist trust to be rated outstanding in all areas by the Care Quality Commission. 

In other cases, one trust saved £800,000 in theatre efficiencies, one increased surgeries per list by 25%, and another reduced falls among patients by 60%. 

The spokesperson said:

The HDFT Impact programme is being funded from the trust’s budget to procure and implement a new electronic patient record system.

The spokesperson said: 

“Our EPR project is not just about providing an electronic system, but is an improvement programme enabled by technology to give our staff the opportunity to improve across the whole organisation.” 

In May, it was reported that management consultants were being paid up to £3,000 a day for work within NHS England. At the time, Onay Kasab, national lead officer of trade union Unite, said the health service was being “plundered by private sector profiteers”. He added:

“The money would be much better spent providing a proper pay rise for NHS staff to end the recruitment and retention crisis that is crippling health services.”

HDFT’s deal with KPMG and Catalysis is costing the trust about £2,200 per day for the duration of the 18-month contract.

Asked if there had been any opposition or resistance from hospital staff to the hiring of external consultants, the spokesperson said: 

“As an organisation, the majority of our colleagues are receptive to continuous improvement.

“Cultural change can be challenging, and a small number of people may be sceptical, but we believe that developing our continuous improvement programme is vital in our pursuit of excellence so that we can raise quality, reduce costs, explore better ways of delivering our services, and provide the best possible healthcare for those who need it.

“We hope that as the programme progresses and staff engage in it, all of our staff will recognise the huge benefits.” 

Praise for Harrogate district nurses on International Nurses Day

The manager for community nurses in the Harrogate district has praised their hard work and resilience during the pandemic.

Holly Southcott said she wanted to thank her team on International Nurses Day, a global celebration of the nursing profession.

She said:

“It’s been a really tough couple of years and it would be nice to see what they do recognised.

“I want to say a big thank you to all of the nurses – both locally and internationally – for their care and compassion every day over the last two years.”

Ms Southcott, who is the clinical locality manager for Harrogate and District NHS Foundation Trust (HDFT), also wants to promote nursing as a potential career choice.

She said:

“It’s a really important role. It’s a professional role and it can be inspiring.

“The nurses in our trust are really skilled for providing holistic care in the community.

“We want to support future nurses to come forward and train. We will be offering alternative routes where people can progress without going to university.

“It’s such a varied and interesting role and you can get a lot of job satisfaction out of it.”

Ms Southcott said the nursing team pulled together during the pandemic.

She said:

“I went back to visiting people in their homes in the Knaresborough area. It has been a really tough and worrying time for our community.

“The nursing team has worked so hard. The courage they have shown has been amazing and I want this to be recognised.

“They played a crucial part in going into the homes of patients who wouldn’t have been able to access services otherwise.

“Everyone has really worked as one big team.”

International Nurses Day acknowledges and celebrates the commitment and bravery of nurses around the world.

This event, coordinated by the International Council of Nurses (ICN), is celebrated on May 12 every year on the anniversary of the birth of nursing pioneer Florence Nightingale.

Tributes to long-serving Harrogate hospital cardiologist

Dr Hugh Larkin, a retired cardiologist and consultant in acute medicine at Harrogate District Hospital for 39 years, has died.

Dr Larkin, who was 78, died on April 1 following a battle with cancer. He leaves behind wife Lynn, children Hugh, Philip, Samantha, Nicola and Tristan and grandson, Hugh.

He joined the cardiology department at the hospital in 1983 and worked through the pandemic until his retirement in January 2021.

Dr Jacqueline Andrews, executive medical director at Harrogate and District NHS Foundation Trust (HDFT), said:

“Dr Larkin was one of our longest serving consultants, joining HDFT in 1983 and working with us during the covid pandemic where he returned to support his colleagues and patients at a time of great need.

“He was a kind, caring and talented doctor who was highly respected by colleagues and patients and he will be greatly missed. Our sincere condolences to his family and friends at this very sad time.”

Born in 1943, Dr Larkin grew up in Glasgow, joining the navy at 16 years old and before studying Medicine at the University of Glasgow.

On graduation in 1974, Dr Larkin became a resident at the Glasgow Royal Infirmary before working at the Western Infirmary and Sydney’s North Shore Hospital.

Dr David Earl, deputy medical director at HDFT said:

“Hugh was a gentle and kind man. He was a wonderful teacher, who was respected as a colleague and friend, and most importantly by the population of Harrogate itself.”

Sammy Lambert, business development, charity and volunteer manager at HDFT said:

“Hugh was an amazing person and highly thought of by so many people.  He saved so many lives – including my own father. His passing is such a sad loss, but his legacy will live on not only with the funds raised in his memory, but also through the difference he made to so many people’s lives.”

The Larkin family said in a statement:

“Hugh was a cherished husband and loving father; he was a family man in the truest sense of the word and was happiest when surrounded by his wife and children.

“As a family, we knew how much his work meant to him and we were incredibly proud of everything he did as a doctor. We hope his legacy in cardiology, as well as the positive impact he had on the lives of the people of Harrogate, lives on.”

Dr Larkin’s funeral will take place on Tuesday 19 April at 12pm at Our Lady Immaculate and St Robert’s Catholic Church in Harrogate.

Hospital pop-up launches craft competition to increase donations

A pop-up shop inside Harrogate District Hospital has launched a craft and sewing competition to boost donations.

Volunteers run the Harrogate Hospital Pop-Up Shop five days a week to give donated groceries to hospital staff. It first opened in March to support those working at the hospital during coronavirus who were unable to get to supermarkets or found the shelves bare after long shifts.

Volunteer Fiona Ryan said:

“Since children broke up from schools we have had a drop in support. We reckon that at least 80 hospital staff come to us daily for groceries and we send parcels out to staff at home with covid symptoms. We also send boxes up to the covid wards.”

The Harrogate Pop Up Sewing Bee is asking for photographs of sewn or crafted clothing which represent this year’s pandemic.

The competition is split into age categories and entries are to be submitted with a £2 donation. When the competition closes on August 30, all photographs will be arranged into a collage for Harrogate District Hospital.

Entries will be judged by Steve Russell, chief executive of Harrogate and District Foundation Trust, Captain Rummage (Chris Powell) from Bettys & Taylors recycling project The Cone Exchange, and Fran Taylor who set up the Harrogate Scrubbers group to address a national scrubs shortage through coronavirus.

All submissions have the chance to win one of multiple prizes donated by Harrogate businesses. These include a meal at The Fat Badger, a Neom Organics candle and other goodies from The Harrogate Cookie Company and Little Breads.

Ms Ryan said:

“People are starting to believe that covid has gone away, which isn’t the case. The hospital is busier than ever. This competition will really support us.”
