Fare dodging falls on Northern trains after fines increase fivefoldRail operator Northern has issued 10% fewer penalty fares in the first month since the government increased the fine to £100.
The government raised the penalty fare from £20 to £100 on January 23 amid concerns the figure was too low and was no longer an effective deterrent to fare evaders.
In the month since then Northern, which runs services passing through Harrogate and Knaresborough, has issued penalty fares to 3,831 people caught travelling without a valid ticket or ‘promise to pay’ notice, compared to 4,261 in the same period last year.
Northern, which provides 2,500 services a day to more than 500 stations in northern England, revealed adult passengers accounted for 81% of the penalty fares issued, with under 18s making up the remaining 19%.
Mark Powles, commercial and customer director at Northern, said:
“A sudden 10% reduction in the number of penalty fares being issued would suggest the increase to £100 has been effective in terms of a deterrent. Of course, this is only the first month – but it is definitely a step in the right direction.
“Upwards of 95% of our customers do the right thing and buy a ticket before they travel – and having invested in the largest network of digital ticket infrastructure of any train operator in the country, Northern has made it easier than ever to buy a ticket via our app, website or one of more than 600 ticket machines across the network. There really is no excuse.”
Industry body, the Rail Delivery Group estimates that every year around £240 million is lost through fare evasion on British railways.
The £100 penalty fare forms part of The Railways (Penalty Fares) (Amendment) Regulations 2022. Penalty fares are reduced to £50 if paid within 21 days.

Harrogate district braced for rail and postal strikesThe Harrogate district is set to be affected by rail and postal strikes this week.
No trains will run through Harrogate and Knaresborough to Leeds and York on Saturday due to a walk-out by members of the Associated Society of Locomotive Engineers and Firemen as part of a dispute over pay and conditions.
Northern, which operates local services between Leeds and York, has urged passengers not to travel as no rail replacement services will be operated.
The company said:
“On strike days, only travel by rail if necessary and if you do travel, expect severe disruption and plan ahead – especially the first and last trains of the day.
“If you do decide to travel, there will be very limited services running across the whole rail network so remember to check your entire journey as other train service providers may be affected.”

LNER, which operates trains from Harrogate to London King’s Cross, has urged passengers to check services before they travel.
The company is set to operate a limited timetable on Saturday when strike action is being held.
Mick Whelan, general secretary of the ASLEF, said staging a walkout was a “last resort” for the union.
Further strikes are planned after the RMT union announced today it planned four 48-hour strikes on December 13-14 and 16-17 and January 3-4 and 6-7.
Postal strike
The Communication Workers Union has notified Royal Mail they plan to call on their members who collect, sort and deliver parcels and letters to take national strike action on Thursday and Friday this week as well as on November 30 and December 1.
Royal Mail said in a statement:
“Royal Mail has well-developed contingency plans, but we cannot fully replace the daily efforts of our frontline workforce.
“We’ll be doing what we can to keep services running, but we are sorry this planned strike action is likely to cause you some disruption.”
Harrogate commuters set for fewer ‘leaves on the line’ delays?Rail operator Northern is fitting new technology to its trains to combat leaves on the line, which can cause autumn frustration for commuters.
Leaves stick to damp rails and are compressed into a smooth, slippery layer, reducing the trains’ grip.
This can delay services so Northern is fitting what it describes as ‘leaf-busting’ technology to 16 of its 170 passenger trains operating between Leeds, Harrogate, and York.
Routes between Sheffield, Doncaster, Hull and Scarborough will also be upgraded. The locations were chosen because they are some of those most affected by leaves.
The technology – Water-Trak – creates rainy-day conditions on the rail surface by spraying a small amount of water from the train onto the track when a slippery rail is detected.
While this might appear counter-intuitive, researchers discovered that leaf-coated rails only become slippery when damp, and that trains stop safely in heavy rain.
Rob Cummings, seasonal improvement manager at Northern, said:
“This is the next step in finding a solution to tricky autumn conditions. One of the biggest risks to our performance during October and November is leaves on the line, but by helping to develop new innovative technology we aim to deliver the very best service for our passengers.”
Two of Northern’s Class 319s fitted with Water-Trak have been successfully operating in passenger service since late October 2021. The trials with Northern are being run thanks to funding from Network Rail’s performance innovation fund.
John Cooke, co-founder at Water-Trak, said:
“We are really excited to be working with Northern to show how Water-Trak can help to solve the age-old problem of leaves on the line.”
Update: Main Harrogate road at North Rigton reopens following major incidentRail and road travel has been disrupted this afternoon between Leeds and Harrogate.
Police say one lane of the A658 at North Rigton has now reopened, however officers remain at the scene.
Traffic was diverted through North Rigton when the incident happened earlier today.

Officers advised motorists to use the A659/A61 or the B6161 as an alternative while emergency services attended.
Meanwhile, Northern Rail tweeted at 1pm that all train services between Harrogate and Leeds have been cancelled or delayed.
A statement on their website said:
“Due to the emergency services dealing with an incident between Harrogate and Leeds all lines are blocked.
“Trains running through these stations will be cancelled or delayed by up to 60 minutes. Disruption is expected until 7.30pm.”
Harrogate and Knaresborough trains to Leeds to be reinstated in DecemberEarly morning trains from Harrogate and Knaresborough to Leeds are to be reinstated in December.
Rail operator Northern has confirmed to the Harrogate Line Supporters Group that the company will revert to its December 2021 timetable.
It means the 6.07am and 6.33am services will return, and hourly rather than two-hourly trains will operate in the evening.
Northern reduced services in May, blaming lack of resources and the need to recruit and train more drivers.
Harrogate and Knaresborough MP Andrew Jones was among those criticising the move.
Pete Myers, stakeholder manager at Northern, has written to the Harrogate Line Supporters Group saying Network Rail has approved its plans to revert to the December 2021 timetable.
Brian Dunsby, of the Harrogate Line Supporters Group, welcomed the news, saying:
“This is what we have wanted all along. They cancelled services without consulting with us or anybody and got quite a backlash for it.”

Which services are affected?
Mr Dunsby detailed what the changes will mean to commuters.
“This means that the 6.07 and 6.33 services to Leeds will be reinstated calling at all stations and due into Leeds at 06:44 and 07:10 respectively.
“These are very important for business and leisure travellers to London and other destinations from Leeds.
“They also hope to reinstate the 08:05 service from Harrogate to Leeds due into Leeds at 08.41.
“They also hope to reinstate the 16:29 service from Leeds via Harrogate to York, departing Harrogate at 17:05 and due into York at 17:42.
“Also reinstated should be the 18:13 service from York to Leeds via Harrogate departing Harrogate at 18:47 and due into Leeds at 19:23.
“Also reinstated should be the 19:29 service from Leeds to York, departing Harrogate at 20:05 and due into York at 20:44.
“Also reinstated should be the 21:10 service from York to Leeds, departing Harrogate at 21:44 and due into Leeds at 22:21.
“Also reinstated should be the 22:39 service from Leeds to Harrogate and due into Harrogate at 23:16.
“These services should all certainly be reinstated from December 11, 2022 and possibly from September 2022 if their driver training schedule continues as planned.
“This is very good news for Harrogate Line passengers. Many thanks to the Northern rail management team for responding to our pleas.”
Harrogate rail campaigner ‘optimistic’ early morning train could be reinstatedRail campaigner Brian Dunsby has said he is “optimistic” that the 6.07am Harrogate train to Leeds could be reinstated sooner than expected.
Mr Dunsby, of the Harrogate Line Supporters Group, met officials from rail operator Northern last week.
The cuts, which came into force on May 15 and have also affected services across Yorkshire, led to widespread disappointment from commuters.
The early service from Harrogate was popular with business travellers as a way to get not only to Leeds but also to London King’s Cross before 9am.
However, Northern has maintained the cuts are necessary.

Mr Dunsby and the group’s chairman, Andrew Whitworth, met with senior Northern officials Tony Baxter and Pete Myers to discuss the changes to the timetable.
Following the meeting, Mr Dunsby said:
“I am optimistic that the 6.07am early morning service from Harrogate to Leeds will be reinstated as soon as the threatened industrial action has been settled.
“Failing that happening in quarter three then I am confident that December 2022 will see the reinstatement of the original December 2021 timetable if all else is going to plan.”
Members of the RMT union, which includes Northern employees, voted to strike over pay last week with industrial action expected to take place this month.
Tony Baxter, regional director at Northern, said previously:
“The new timetables are designed to deliver high levels of reliability.
“We’ve made decisions about our timetables based on the levels of resource we have available.
“We’ve then prioritised the routes with the highest customer demand, and which support the region’s economic growth.”
Andrew Jones MP says Harrogate and Knaresborough train cuts ‘a bad mistake’Harrogate and Knaresborough MP Andrew Jones has told Parliament that cuts to train services in the towns will damage business and make it impossible for some commuters to be at work on time.
The two early morning weekday services from Harrogate to Leeds were axed this week, meaning the earliest commuters can arrive in Leeds is 7.28am
Speaking in a Commons transport debate yesterday, Mr Jones said it was a “bad mistake” to think that the decline in passenger numbers due to covid was now at a fixed level and “service levels can be cut back accordingly”.
He added:
“We have seen some of the implications of this locally on the Leeds-Harrogate-Knaresborough-York line.
“The services that have been cut back are the early morning services to Leeds, although many people from Harrogate commute to Leeds for work.
“Some will now find it impossible to be in work on time. For other service users, it is now impossible to connect with the Leeds to London services that get into our capital before 10am.
“That is not good enough for business people, and Harrogate has significant conference business at its convention centre, with many people travelling to it from across the country.
“Other rail cuts have created long gaps in the evening services and an earlier finish on the Knaresborough service. These cuts are obviously bad for our night-time economy.”

Mr Jones, a former transport minister, said the cuts were “not great to see” because rail services had been “making such great progress after all of the years of Labour’s no-growth northern franchise”.
He cited the six daily direct London services and better rolling stock as examples.

Mr Jones said he’d had a “very positive meeting” with Robin Gisby, the chair of rail operator Northern, who he said “recognised the significance of the services that have been cut, and he is working on reinstatement for later this year”.
One of the key issues, he added, was training more drivers.
Praise for local buses
Mr Jones also used his speech to praise the “excellent leadership” of Don Mackenzie, who was the North Yorkshire county councillor in charge of transport until the local elections on May 5, for securing £8m from the government for a scheme with Harrogate Bus Company to bring 39 electric buses to Harrogate and Knaresborough.
Mr Jones added:
“The bottom line is that the new electric buses are very popular, and the customer response has been excellent.
“I have checked this with the bus company and with passengers. People like the ride quality and the quietness, alongside the fact that the vehicles are bright, airy and pleasant to be in. They are obviously also emission free, which is highly popular.”

LNER plans significant changes to Harrogate to London rail scheduleLNER is planning to change its East Coast Main Line timetable from May 2022, with a significant shake-up to services from Harrogate.
The operator currently runs six trains each way between London King’s Cross and Harrogate each day and there are several key changes on the cards.
It says the planned improvements will benefit its fleet of 65 diesel-electric Azuma trains, which use Japanese bullet train technology.
LNER is calling for the public to give feedback on the full timetable over the next eight weeks.
Big changes to and from London
Direct departures from Harrogate to the capital would move from odd hours to even ones:
- The first service would leave earlier, at 6.35am rather than 7.34am
- A new seventh daily train would leave Harrogate at 6.35pm. On the current schedule, the last train departs at 5.36pm.
In the opposite direction, from London direct to Harrogate:
- Trains would start almost an hour earlier (6.40am rather than 7.33am)
- The final service back would also be earlier, at 4.39pm rather than 5.33pm.
- There are no plans to run an extra seventh train from London to Harrogate.
LNER estimates that travel times between Harrogate and London would be about 10 minutes faster.
There would be a new direct daily service to Newark North Gate, but this would come at the expense of the direct Grantham service. Passengers to the south-west Lincolnshire market town would need to change at Leeds or Doncaster.

The rail company said in its consultation document that the May 2022 timetable’s core structure is fixed, but that “it may be possible to make some local adjustments in response to feedback”.
