No new issues today on the main routes into Harrogate, such as Wetherby Road, Knaresborough Road and Skipton Road, but traffic on Wetherby Road has been particularly bad in recent days.

Roads
Temporary traffic lights are still in place on the A661 Harrogate Road near Spofforth. The lights are in place while Northern Gas Networks carries out maintenance work and are due to last until October 18.
In Harrogate town centre, long-term work on Crescent Road means motorists are unable to turn left at the Parliament Street junction. Traffic coming the opposite way on Ripon Road is unable to turn right.
Stop go boards are due to be in place on John Street today and on Harcourt Drive.
Roadworks on the Boroughbridge Road at Scriven are likely to cause delays for motorists travelling between Knaresborough and Boroughbridge.
Looking ahead, roadworks are due to begin o Cold Bath Road on Monday. Work is also scheduled to begin on Monday to reconstruct the B6265 at Red Brae Bank, Bewerley, near Pateley Bridge, which suffered a landslip during storms in February 2020.
The scheme requires the road to be closed from October 17 to December 9. A diversion will be in place via Pateley Bridge; the B6451 Dacre; Menwith Hill Road; Duck Street and Greenhow Hill village. Temporary traffic lights will be in place during the remainder of the work.
Also, lights will be installed on the B6265 at Red Brae Bank, Bewerley on Monday. The road suffered a landslip during storms in February 2020 an a weight limit has been in pace since.

Trains and buses
Train operator Northern has issued this today:
“Due to significant IT issues this morning, Northern currently do not have access to update any customer information systems. This means that live departure board screens at Northern managed stations may not show the most recent updates and PA systems can not be used.”

Artificial intelligence to be used to improve winter travel on Harrogate district roads
Artificial intelligence is to be employed on Harrogate district roads this winter to keep traffic moving during severe weather.
North Yorkshire County Council revealed yesterday it was working with Finnish weather technology firm Vaisala to improve monitoring of its network of 5,800 miles of road.
Vaisala will use a combination of artificial intelligence, computer modelling and live data to survey road conditions more quickly.
A council news release said:
“As highways officers drive the network, the video technology automatically surveys the roads and identifies defects. It processes the data within a few hours.
“This gives the highways team a visual snapshot of the whole network, capturing useful data about the road condition and road signs very quickly and enabling them to target resources most efficiently.”
The authority is trialling Vaisala Wx Horizon, which uses real-time weather information, historic weather and road condition data alongside computer modelling to help identify required winter treatments.
It is also investigating Internet of Things sensors to provide feedback on road surface temperatures and moisture levels.

Last year the council spent £500,000 on measures including installing 27 weather stations across the county to provide up-to-date information to help the council make decisions about when and where to grit roads.
The B6265 at Greenhow near Pateley Bridge and the B6267 Low Burton near Masham are among the areas with weather stations.

The stations include solar-powered cameras that relay live images of road conditions to the county council’s website, where they help people plan their journeys.

Cllr Keane Duncan, the council’s executive member for highways and transportation, said:
“North Yorkshire’s extensive highways network, which includes many rural roads, is vital to the everyday lives of the county’s residents, its businesses, tourism industry and wider economic prosperity.
“That’s why we have a strong track record in putting ourselves at the forefront of technological advances that enable us to make quick, well-informed decisions to help to keep our roads open and people on the move during winter weather.
“These latest developments with Vaisala continue that long-standing approach and demonstrate our commitment to ongoing improvement to enable our dedicated teams to support residents, businesses and visitors across the county.”
Jarkko Sairanen, Vaisala’s executive vice president for weather and the environment, said:
“I am convinced the county and its people will benefit from the latest advances in mobile and Internet of Things technologies to help keep the road network safe and accessible, while minimising the cost and carbon footprint of efficient winter maintenance operations.”

Consultation launched to set priorities for new North Yorkshire council
A major consultation will ask people across North Yorkshire to give their views on public services this month.
North Yorkshire County Council is carrying out the project, titled Let’s Talk, to provide the foundations for decision-making and policy when the new unitary authority comes into effect in April next year.
It will see the existing NYCC and seven district councils, including Harrogate Borough Council, abolished in favour of the single authority for the whole of North Yorkshire, excluding York.
NYCC’s leader, Cllr Carl Les, said the results will deliver a vision for the new council, showing people’s priorities for spending on everything from social care and education to waste collection, recycling and highways maintenance.
He said:
“Having one new council will save millions of pounds by streamlining services and preventing duplication, creating the most efficient and cost-effective way of delivering them that we can.
“This money will help support services to ensure they are stronger and fit for the future and will fund decision-making on the most local level possible.
“It is vital we engage with the public to help shape exactly how the new council will operate, and this biggest ever conversation in North Yorkshire will be the way in which we can glean people’s views.
“I would urge everyone who lives and works in North Yorkshire to take time to put forward their opinions, and we will listen carefully to those views.”
The Let’s Talk campaign begins on Monday, September 19, running until Friday, December 23.
The first topic in the consultation will be on local communities, looking at education, job opportunities, parks and open spaces, and more.

Future discussions will include public transport, roads and pavements, and access to libraries and museums. Housing provision, climate change and mobile phone and broadband coverage will also form part of the project.
The responses will help to shape policy for North Yorkshire Council over the first three years of its existence.
NYCC has pledged to ensure all communities have the opportunity to engage with the consultations through local events, which are yet to be announced, and online.
Cllr Les added:
“The new council will be the largest geographically in the country as it will cover England’s largest county, but it is being built with local at the heart of everything it will do.
“There will be local staff providing local services, based on local priorities and decision-making taking into account the views of the public.”

Great Yorkshire Show: road closure and transport guide
The Great Yorkshire Show in Harrogate could cause disruption on the roads in the week ahead as visitors flock to the town.
All 140,000 tickets have been sold for the annual event, which starts on Tuesday and ends on Friday.
The sheer volume of traffic can cause problems at the beginning and end of each day, though significant improvements have been made to reduce the queues seen in the past.
Melisa Burnham, highways area manager for North Yorkshire County Council, said:
“We work closely with the Yorkshire Agricultural Society (YAS), its traffic management company and National Highways to agree a traffic management plan.
“We always ensure that roadworks on the main routes are kept to a minimum, with only emergency work permitted. Highways officers will monitor traffic on the routes and are available should they need to support the traffic management company.
“Whilst every effort is made to ensure that traffic flows efficiently, visitors to Harrogate should expect delays at peak times and plan their journeys accordingly.”

Road closures
Wetherby Road
Wetherby Road and surrounding streets are set to be the most affected as traffic orders prioritise getting visitors to and from the showground with minimal queuing..
Signs are already in place down the A658 directing show traffic towards Harrogate.
On all four days of the show, traffic will be one-way from the Kestrel roundabout to the showground, from 6am to 2pm.
This will then reverse at 2pm to enable cars to leave the site towards the Kestrel roundabout.
Forest Lane and Rudding Lane
A traffic order will be in place to prevent vehicles turning right from Wetherby Road onto Rudding Lane. The restriction does not apply to buses or to residents.
Drivers will also be prevented from travelling north across the A661 from Rudding Lane to Forest Lane.
Hookstone Drive and surroundings
Waiting will be prohibited along Hookstone Wood Road, Hookstone Oval and Woodlands Green, from 6am to 9pm on all four days.
Wayside Walk, Wayside Close, Innisfree Close, Wayside Avenue, St Leonards Road, Windsor Road, St Helen’s Road and Apley Close will have no waiting orders for the first 50m from the junction with Hookstone Drive.
Deighton Road and Spofforth Lane
A one-way order will be in place from the junction of West View in North Deighton to the junction of Ribston Road, just north of Spofforth.
It will bring traffic west towards Harrogate from 6am to 2pm each day before being reversed to take vehicles away from 2pm until 8pm.

Accessing the showground
People driving from east of Harrogate, including Knaresborough and villages towards York, are being asked to follow signs to bring them onto the A658 and the A661 one-way route.
Those travelling from Leeds and the south via the A61 will be directed onto the A658 and in towards the showground from the Kestrel roundabout.
The A661 from Wetherby through Spofforth is not designated an official route and people are asked to avoid using it. An alternative for those travelling from the south is to continue to follow the A61 into Harrogate, then turn right onto Hookstone Road and follow signs towards Hookstone Drive.
People travelling from the west, as well as Ripon, should follow signs for the B6161 from the A59 at the former Old Spring Well junction to the north-west of Harrogate.
From there, they will travel to Beckwithshaw before being directed onto the B6162 Otley Road towards Harrogate and signposted to car parks.
Alternative options
Bus and rail access to the showground is possible on all four days.
The Harrogate Bus Company runs a free shuttle bus from the town centre to the showground, departing every 20 minutes.
It travels between Harrogate Bus Station and the white gate at the northern end of the showground. The double-decker buses will have low floors and space for pushchairs.

The nearest railway station is Hornbeam Park, from where there will be a signposted walking route via the ‘showground greenway’ across the Crimple Valley.

Fears for trees in next Otley Road cycle path phaseFears have been raised that work to build the next phase of the Otley Road cycle path in Harrogate will cause permanent damage to mature trees.
A meeting about the cycle path was held last night at Harrogate Grammar School between North Yorkshire County Council officers and local groups, including Harlow & Pannal Ash Residents Association, Zero Carbon Harrogate, The Stray Defence Association and Harrogate District Cycle Action.
The first section between Harlow Moor Road and Arthur’s Avenue was completed in January.
Work on the next phase from Arthur’s Avenue to Beech Grove have been earmarked to begin in autumn.
Yesterday’s two-hour meeting was not open to the media but we spoke today to some of the people that attended.
‘Can’t afford to lose the trees’
Plans for phase one and phase two of the cycle path were first published in 2019.
Officers delivered a presentation on the plans for phase two last night, which remain largely the same as the 2019 proposals.
These show one tree will be felled below Victoria Road and some grass verges down both sides of Otley Road will be tarmacked over to make way for the cycle path, which will be shared with pedestrians and built close to two rows of large trees.
The trees and verges on Otley Road are technically part of Stray land. Last year Harrogate Borough Council agreed a land swap with a section of grass on Wetherby Road so the cycle path could proceed.
Judy d’Arcy Thompson, chair of the Stray Defence Association, called the first section of cycle path on Otley Road, which has been widely criticised for its design, “a dog’s dinner”.
She said the 100-year-old trees on Otley Road were vital for absorbing water during heavy rainfall, adding:
“I’ve sought repeated assurances they will not create any damage to the trees. Those trees are on Stray land. They are protected by the law and they are a huge environmental asset to the town. We can’t afford to lose the trees.”
‘Pure scaremongering’
Malcolm Margolis, a Harrogate District Cycle Action member, said he needed more time to study the plans but any suggestion workers would damage trees on Otley Road was “pure scaremongering”.
He said:
“It is regrettable if a tree has to be lost, if this is unavoidable as part of a high quality cycle path. No doubt it will be replaced with new saplings nearby. We have previously asked North Yorkshire County Council to consider a 20mph speed limit and narrowing the carriageway, which might avoid tree loss.
“The suggestion that more may be lost if workers dig into the roots is pure scaremongering. Similar suggestions were made about phase 1 but the only trees that went were those in the plans, and almost all of those were for changes to Harlow Moor Road, which were purely to benefit drivers, not cyclists or pedestrians.”

‘Preserve beauty of town’
Otley Road resident Chris Dicken has been an outspoken critic of the scheme since it was first proposed several years ago. He said “there’s no doubt Otley Road will be spoiled” by its next phase.
“It will change the ambience. It’s a very nice tree-lined boulevard.
“Trees have roots that go everywhere. How do you make sure they don’t damage those trees for the future? It won’t show up immediately but it could affect the trees. How do you get around that?”
Michael Schofield, the newly elected Liberal Democrat county councillor for Harlow & St Georges, said the council needed to ensure no trees are damaged:
“The last thing we want is for someone to be doing work and to accidentally dig into the roots. Those trees do take up a lot of water. They help that.
“The trees give Harrogate an identity. It’s one of the reasons people come to visit. We need to preserve the beauty of town.”
Government guidelines
New government guidance on cycle lanes in July 2020 said any new infrastructure should be “high quality, with a strong preference for segregated lanes”.
It warned against councils building routes that require a lot of stopping and starting from cyclists.
But the guidance was introduced after the designs for phase one and phase two were published, so it doe snot apply to these sections.
The Stray Ferret was offered an interview with Melisa Burnham, NYCC highways area manager. But today the offer was retracted.
Instead it issued the following statement from Ms Burnham
North Yorkshire fire service adds motorbike to vehicle fleet“As part of our planning for Phase Two of the Otley Road cycle route we invited a range of stakeholder groups from across Harrogate to contribute their views and ideas on the project.
“They included the Ramblers Association, the Youth Parliament, Civic Society, residents associations, Stray Defence and the Cycle Action group. North Yorkshire councillors who represent the area also attended and the event resulted in positive and constructive discussions between group members and officers responsible for designing the scheme.
“County Council officers, alongside Harrogate Borough Council colleagues, explained the role Otley Road will play in creating a sustainable transport corridor, which will help provide residents with better choices for their travel needs.
“We also took the opportunity to update attendees of Phase One progress and the outstanding remedial work, including resurfacing, signage relocation and lining. This will be complete in June. Advanced notification will be sent to the residents indicating a confirmed start date.
“The design for Phase Two has not changed significantly since the first engagement in 2019 but we wanted to take this opportunity to discuss this again in person with the groups present.
“Key themes which emerged included the need to consider all sustainable transport users (cyclists, walkers and buses) of the routes and a recognition of the competing priorities of all users, the impact on the surrounding area, trees and Stray. We will ensure contractors are aware of the need to protect trees through the use of appropriate working methods.
“Some present raised concerns around communications for the Phase One delivery and they have been taken on board. Work on Phase One took place during the Covid-19 restrictions, which meant at times programmes moved at an unexpected pace.
“We also took the opportunity to share the Phase Three feasibility study, but this is not at a detailed design stage and further consultation will take place as that develops. Issues around the segregation of pedestrians and cyclists, set against the availability of land, have yet to be addressed.
“We hope that this meeting provided a positive start to addressing the communication concerns and a ‘meet the contractors’ event will follow in early autumn, before Phase Two works commence.”
North Yorkshire Fire and Rescue Service has acquired a new motorbike to reduce the number of accidents and injuries on the county’s roads.
Volunteers from the service will ride the vehicle, known as FireBike, to biker hotspots where they will speak to motorcyclists about road safety.
Statistics show motorbikes make up less than 7% of all traffic in the county but 26% of incidents where somebody is killed or seriously injured.
The new initiative will operate alongside the Biker Down courses run by the fire and rescue service. This free course delivers first aid advice, road, and rider safety for motorcyclists at numerous locations across North Yorkshire.
Andy Creasey, the Firebike project manager at North Yorkshire Fire and Rescue Service, said:
“Sadly we deal with a number of road traffic collisions involving motorbikes each year. Many of these collisions involve serious injury or in the worst cases fatalities.
“My colleagues and I want to do everything we can to improve the safety on the the roads for everyone. Motorcyclists enjoy chatting with likeminded enthusiasts and FireBike will help us deliver positive messaging directly within community.”

Bishop Monkton residents fear 125 new homes will exacerbate flooding
Villagers in Bishop Monkton say climate change has led to increased flooding in their village over the past decade — and two housing developments, with a total of 125 new homes, will exacerbate the problem.
Bishop Monkton Action Group was formed two years ago to raise awareness in the village about a 98-home development on Moor Road by Alfa Homes and 25-homes by Kebbell Developments on Knaresborough Road.
The group’s members are residents Kenneth Barker, Jonathan Beer, Harvey Bigg, Martin Minett, Raj Selvarajan and Bob Upton.
Both sites in the village, which is five miles south of Ripon, were allocated for development in Harrogate Borough Council’s Local Plan, which means they are likely to be approved in some form.
But the action group is holding out hope that they will be dismissed outright because surface water at the two sites will run off into Bishop Monkton Beck, a small river that runs through the village.
Major implications
The group says freak flood events are becoming more common in the village.
One resident submitted an objection to both developments that said from 2011 to 2020 the village faced nine days of floods, which was the same as the previous 50 years combined.
A spokesperson for the action group said
“The wider cumulative impacts of these developments will have major implications to the village in our view.”

The Alfa Homes proposal

Flood risk assessment
A flood risk assessment submitted on behalf of Alfa Homes says surface water from the development will be discharged into Bishop Monkton Beck, which the Environment Agency classes as a river.
The developer said it has factored in a 30% increase in rainfall due to climate change but the risk of flooding would remain low.
A flood assessment submitted on behalf of the smaller Kebbel Developments scheme said surface water run-off into the river “will not increase flood risk elsewhere.”
That scheme will store water in a tank before it is discharged into the river.
However, members of the action group fear the two schemes, as well as a plan to increase the number of caravans on a local holiday site, could make flood events like those seen in 2015 and 2020 worse.
The two applications have almost 300 objections between them, with many people citing fears about flooding in the village.
North Yorkshire County Council, which is the flood authority, said HBC should refuse the application on flood grounds. It said:
“[The development] will ultimately increase the risk of flooding and exacerbate an already flood prone area; potentially further jeopardising people, property and critical infrastructure.”
Mike Mulligan, director at Kebbell Developments, sent the following response:
“The site is allocated for residential development in the adopted Harrogate Local Plan and therefore the principle of development has already been established. The comments and concerns of local residents on surface water flooding are noted and our engineers are liaising with the relevant bodies on the detailed design of the on-site attenuation and drainage scheme.
“We can confirm that the surface water drainage scheme for the development will meet all the necessary requirements. The key principle of the scheme is to ensure that the surface water is attenuated on the site in a large storage tank before being slowly discharged into the Beck at an agreed discharge rate.”
Afla Homes did not send a response at the time of publication
Northern to continue with Harrogate train cuts despite pressure from MPNorthern will press ahead with plans to cancel the 6.07am train service from Harrogate to Leeds, as well as some other services, despite lobbying from Harrogate and Knaresborough’s Conservative MP Andrew Jones.
The Stray Ferret reported this month that the 6.07am service — the first of the day — will be axed from May 15. Some evening services will also be cut.
The early service was popular with business travellers as a way to get to London King’s Cross before 9am.
The decision to cut the service was branded as “disgraceful” by Brian Dunsby, of Harrogate Line Supporters Group.
Urging a rethink
Last week, Andrew Jones MP wrote to the chairman of Northern, Robin Gisby, urging him to “rethink” reductions to the service between Harrogate and Leeds.
Mr Jones wrote that train services in Harrogate had got better over the past decade but cuts could risk losing these “hard-won improvements”.
However, a Northern spokesperson said today that the operator, which is now owned by the UK government, confirmed the cuts will still take place from May 15.
They said the cuts were primarily due to driver shortages and not a reduction in passengers since the pandemic.
However, the spokesperson added Northern will look to reinstate some services during the rest of 2022.

The spokesperson said:
“We recognise that some of our customers are disappointed with the upcoming changes to their service. We are sorry for any inconvenience caused.”
“Along with the rest of the industry, some amendments to the timetable will be made from 15 May 2022.
“For the remainder of the year, services will be reinstated where possible with the intention of a larger uplift in December 22.
“These reinstatements will take us more in line with December 2021 service levels although any changes are dependent on several factors. We will share the final plans when we can.”
Brian Dunsby, of Harrogate Line Supporters Group said news that the 6.07am cut would remain was “not good enough”.
He added:
Harrogate disability charity explains why some crossings don’t beep“I was expecting them to keep that one. I’m very disappointed.”
Harrogate-based charity Disability Action Yorkshire has explained why many pedestrian crossings in Harrogate town centre do not make a beeping sound to let blind or visually impaired people know it is safe to cross.
It follows a Stray Ferret article published on Saturday about Harrogate man John Raho, 80, who relies on the noise to help him cross the road safely when vehicles stop and the green man appears.
But from the top of Cheltenham Parade up Station Parade and to the Victoria Avenue junction, 9 out of 10 crossings did not make any noise at all, which Mr Raho said was ‘shameful’.
Mr Raho received some messages of support on social media from people who named other pedestrian crossings in the district where they would like to hear a beeping noise.
Could be confusing
Disability Action Yorkshire was founded 84 years ago and helps disabled people live the life of their choosing.
It has headquarters and a training centre on Hornbeam Park, a residential care home on Claro Road, and a holiday lodge in Lincolnshire.
Its chief executive Jackie Snape said she sympathised with Mr Raho’s plight but said having too many crossings making the noise could be confusing.
Ms Snape said:
“[Crossings that don’t beep] is something we hear quite a lot but I do fully understand the reasons.
“It’s where there are two or three crossings close to each other. People could get confused and walk into the roads.”

Ms Snape said there needed to be greater awareness that crossings that don’t beep have a small cone underneath that can be touched. The cone turns when the green man lights up to indicate it is safe to cross.
But she added that since covid, many people did not feel comfortable touching it.

Whilst Ms Snape said it would be confusing to have too many crossings on Station Parade making the beeping noise, the silent crossing at the Victoria Avenue junction “needs looking at” because it wasn’t in close proximity to other crossings.
She said crossings like this should be reported to North Yorkshire County Council through its website.
Ms Snape said:
“We’ve reported machines in the past when they have stopped working. Unless they are reported, the council does not know they are not working properly.”
Ms Snape added that if any blind or partially sighted person would like to report a crossing that does not make a beeping noise, the charity can do it on their behalf through its website or by calling 01423 855419.
