Harlow Hill residents suffering from ‘constant’ road closures
Harlow Hill locals are suffering from a “constant and continuing” succession of road closures, says a local residents group.
It follows the confirmation that Harlow Moor Road in Harrogate will be closed until April 21, including for pedestrians. A series of roadworks on nearby Otley Road began on January 5.
Whinney Lane has been closed since July 2020.
Northern Power Grid needs Harlow Moor Road closed to relocate underground utilities. This is so NYCC can upgrade the Harlow Moor Road/Otley Road junction as part of the Otley Road cycle scheme.
David Siddans, spokesman for the Harlow and Pannal Ash Residents Association (HAPARA), said locals now expect “years of disruption” due to the various new housing developments on the Western arc of Harrogate.
NYCC has an order to close Harlow Moor Road at any time between January 18 2021 and January 17 2022 but a spokesperson said no further closures are currently planned on the road.

Mr Siddans said:
“Whilst we accept that temporary closure works are necessary for works to improve the junction layout, we know that residents in this area are suffering from a constant and continuing succession of road closures and disruption from utilities diversions and construction activities relating to the extensive housing developments, on top of which we fear the prospect of further lengthy delays on Otley Road once works on the cycleway begin later this year.
“It seems that residents will be facing the prospect of continuing disruption from infrastructure works relating to a succession of housing developments on the west side of Harrogate for many years to come.”
When the Otley Road works began in January, Melisa Burnham, the council’s highways area manager, said those involved would try to keep disruption to a minimum.
She said:
Beech Grove traffic closure trial could be extended to 18 months“The traffic management will be continuously monitored and manually controlled during peak times each day. We are committed to keeping disruption to a minimum.”
The six-month experimental closure of Beech Grove in Harrogate to through traffic could be extended to 18 months.
North Yorkshire County Council said when the experimental order came into force last month it would be a trial for six months.
But the council’s highways boss confirmed today it has the power to extend the trial from six months to 18 months, meaning it would end in August 2022 rather than August 2021.

Cllr Don Mackenzie, executive member for access at the county council, told the Stray Ferret:
“The experimental traffic regulation order enables us to keep the closure in place for 18 months.
“We are assessing the impact all of the time. If it proves to be highly unpopular then it could still end after six months.
“However, just based on the communication I have received, there has been a big response but I would say that it is mainly positive.
“Those who have complained often say that it is just moving traffic elsewhere in the town.
“But those who are positive say they enjoying how it helps them to walk and cycle more.”
When the order began, some motorists avoided the newly-installed planters by driving on the Stray.
The tyre tracks on the Stray prompted the council to erect a road sign to act as a road block and warning to drivers.

Harrogate walking and cycling schemes: latest plans revealed
People are being invited to comment on designs for three schemes to enhance walking and cycling in Harrogate and Knaresborough.
North Yorkshire County Council has received £1,011,750 from the Department for Transport’s Active Travel Fund for four schemes in the country, three of which are in the Harrogate district.
The Harrogate schemes are:
- A59 (Harrogate Road, Knaresborough) between Badger Mount and Maple Close;
- Oatlands Drive between Hookstone Road and Knaresborough Road;
- Victoria Avenue near the County Court, between the A61 (West Park) and Station Parade.
Following the first phase of consultation, North Yorkshire County Council removed a controversial one-way system for the Oatlands Drive scheme. It has been replaced with a 20 mph zone and traffic calming measures in the nearby Saints area.
NYCC says the results of the consultation will be used to develop the draft designs further before a decision is made on which schemes to progress.
Here is a look at the proposals:
Oatlands Drive

- A 20mph zone would be created from Hookstone Drive to York Place.
- Only bicycles would be allowed to enter St Hilda’s Road from Oatlands Drive.
- Motorists would be able to enter St Winifred’s Drive from Oatlands Drive but not exit. Anyone leaving would need to travel via St Hilda’s Road.
- New junction improvements would be created on Hookstone Drive and York Place.
A59 (Harrogate Road, Knaresborough)

- Two 1.5m cycle lanes would be created, which would be separated from the rest of the road by a double white line.
- The speed limit between Badger Mount and Maple Close would be reduced from 50mph to 40mph.
- Centre traffic islands would be removed.
- A crossing near Harrogate Golf Club would be improved for pedestrians and cyclists.

Victoria Avenue, Harrogate
- 1.5m cycle lanes would be created on both sides of the road.
- New pedestrian and cycle crossings would be created.
- Modifications would be made on the West Park and Station Parade junctions.
- A possible staggered zebra crossing and floating bus stop would be created.

County Councillor Don Mackenzie, executive member for access, said:
“We thank all those residents who took part in the first round of consultation on the outline proposals for these four schemes.
“We have listened to that and are trying to reach a broad consensus about the measures we put in place, given that these directly affect people’s movements and their property.
“We think we can come up with something that addresses most of the concerns raised, but that still provides significant benefits for people who are cycling and walking.
“We encourage residents to take part in this latest consultation. Your views are important to us and they will help shape the final designs of these four schemes.”
